Abstract

In a political system which is interconnected between government departments and elements of society in a nation, there is always social interaction that influences each other. This influence has an impact on the configuration of interests formed in a legal product. Law is a means to achieve political goals, therefore in every stage of its formation and implementation there is a lot of partisanship from political stakeholders. In a democratic country, the supreme power is in the hands of the people which is manifested in a legislative institution with a periodic replacement cycle. However, competition between political groups is an inevitability that requires qualified regulation, including in emergency situations. One country that has a political system similar to Indonesia and has experienced disruptive politics and legal reform is the Philippines. Hopefully this study will create awareness for mitigation in dealing with similar emergency situations.

Abstract

This study aims to analyze the influence of integrity, workload, and competence on the performance of School Operational Assistance (BOS) Fund managers at public senior high schools (SMA) and vocational high schools (SMK) in Batam City, with organizational commitment as an intervening variable. The research method used is a quantitative method with a survey approach. The study population includes all BOS Fund managers at public senior high schools (SMA) and vocational high schools (SMK) in Batam City, while the sample was determined using a purposive sampling technique. Data collection was carried out through a questionnaire that has been tested for validity and reliability. Data analysis used a structural equation model (SEM) based on Partial Least Squares (PLS) to test the direct and indirect effects between variables. The results show that integrity, workload, and competence have a significant effect on performance, both directly and through organizational commitment. This finding implies that increasing integrity, proportional workload management, and developing the competence of BOS Fund managers can improve their performance, especially if supported by strong organizational commitment.

Abstract

This study explores international investment flows and their influence on Indonesia’s economic sovereignty in the era of globalization. The main goal is to analyze how foreign direct investment (FDI) affects national economic resilience, especially regarding policy independence and strategic development priorities. The research uses a descriptive qualitative approach with secondary data from international financial institutions and national economic reports, covering the period 2019–2023. The findings show that foreign investment brings major benefits, such as boosting economic growth, enabling technology transfer, and creating jobs. However, it also creates risks of dependency and limits Indonesia’s ability to make independent policies. In addition, global economic competition and regional integration frameworks shape the movement of capital and domestic policy responses. The study highlights the need for a balanced strategy: maximizing the benefits of foreign investment while protecting long-term economic sovereignty through strong regulations, selective sector priorities, and closer regional cooperation. In conclusion, sustainable sovereignty requires not only attracting investment but also strengthening institutions and ensuring consistent policies so that external capital supports rather than undermines national development goals

Abstract

The rapid expansion of digital technology in Indonesia has transformed financial services, notably through online lending (pinjaman online/pinjol) that provides fast and practical access to funds. This study investigates community perceptions of the positive and negative impacts of online loans in Serang City, a semi-urban area with increasing internet penetration but relatively low digital financial literacy. Using a mixed-methods design, the research combines quantitative surveys of 348 respondents with qualitative interviews of the Serang City Communication and Information Office (Diskominfo) and the Banten Regional Police. Descriptive analysis shows that residents recognise significant benefits of legal online loans, such as quick disbursement, flexible use, and support for micro-business capital (mean score 38.11 on a 1–5 Likert scale). However, perceptions of negative impacts are substantially higher (mean score 44.80), highlighting concerns over predatory interest rates, aggressive collection practices, lack of transparency, and misuse of personal data. Behavioural data (mean score 44.13) reveal generally cautious attitudes, with respondents checking platform legality and reading terms before borrowing. Qualitative findings confirm that low digital literacy and economic vulnerability heighten community risk, while illegal pinjol are viewed as cybercrime requiring cross-sector enforcement and stronger national regulation. The study recommends integrated digital literacy programs, stricter oversight of lending platforms, and enhanced cooperation between government agencies, law enforcement, and community institutions to protect consumers and promote responsible fintech use.

Abstract

The importance of measuring the quality of government financial reports by reviewing human resource competencies and the use of inventory management technology in moderating their relationship is the objective of this study. By distributing questionnaires to 40 regional agencies in the Central Sulawesi Provincial Government, to parties directly involved in the operation of financial reports and inventory systems, through purposive sampling, a total of 114 research respondents were tested. The findings reveal that, directly, the relationship between human resource competence and the quality of financial reports is crucial, so that the ability, knowledge, and understanding of reporting preparation are very necessary, with a significant value of 69%. In addition, the use of the Central Sulawesi Provincial Government's inventory management information system was able to strengthen the relationship between the two, although it had a value of less than 15%, which was lower than the direct relationship. Thus, these findings emphasize the need to improve the quality of the apparatus in utilizing information technology to provide quality information efficiently, effectively, and economically as a form of government accountability and transparency to the public.

Abstract

This study aims to analyze the influence of training and career development on the performance assessment of Non-Civil Servant (Non-ASN) employees in Medan Baru District, with competency as a moderating variable. This study was conducted to explore how much training and career development can influence the performance assessment of Non-ASN employees and how competency plays a role in strengthening the relationship between these variables. The method used in this study is quantitative with a Structural Equation Modeling (SEM) analysis approach using SmartPLS software. The sample of this study was 64 Non-ASN employees who are the population in Medan Baru District. The results of the study indicate that training has a positive and significant influence on the performance assessment of Non-ASN employees, as well as career development and competency which have a significant influence on performance assessment. Competence was also found to strengthen the relationship between training and performance assessment. However, career development does not have a significant effect on performance assessment that is strengthened by competency. This study provides an important contribution to human resource management in the public sector, particularly in the management of Non-ASN employees, by providing suggestions to improve the effectiveness of training and career development that are more relevant and focused on employee needs. It is hoped that the results of this study can strengthen human resource management policies in improving employee performance in the government sector.

Abstract

This study aims to analyze the role of student mentoring in the Merdeka Belajar Kampus Merdeka (MBKM) program as a catalyst for human resource development for MSMEs in Palu City. The research method used was qualitative with a descriptive approach, involving field supervisors (DPL), student mentors, and MSME actors as samples. Data were collected through interviews with nine informants and analyzed using triangulation techniques and Nvivo 15 software. The results show that DPL plays a crucial role as a bridge between students and MSMEs, not only as academic mentors but also as motivators and facilitators in shaping students' mindsets and practical skills. This mentoring provides opportunities for students to develop relevant soft and hard skills. However, there are obstacles in the form of the lack of clear achievement standards and success indicators in the mentoring program, so that the progress of MSMEs during mentoring does not always show significant improvement. These findings emphasize the need to develop concrete and measurable output standards to increase the effectiveness of the MBKM program.

Abstract

This study aims to examine the short-term and long-term effects of Foreign Direct Investment (FDI) and Domestic Direct Investment (DDI) on Local Own-Source Revenue (LOR) in Bandung Regency. In the era of fiscal decentralization, the ability of local governments to increase Local Own-Source Revenue is crucial for autonomy and sustainable development. Using annual time series data from 2011 to 2024, this research applies the Autoregressive Distributed Lag (ARDL) econometric model to analyze the causal relationship between investment variables and local fiscal capacity. The primary findings indicate a cointegration relationship, or long-term equilibrium, among FDI, DDI, and LOR. The estimation results show that DDI has a positive and significant impact on Local Own-Source Revenue in both the short and long term. Conversely, FDI demonstrates a significant influence only in the long term, suggesting a lag effect from foreign investment on local revenue. A significant Error Correction Term (ECT) confirms the existence of an adjustment mechanism towards long-term equilibrium. The conclusion of this research affirms that investment, particularly from domestic sources, is a strategic determinant for strengthening the fiscal capacity of Bandung Regency, with policy implications that emphasize the importance of improving the domestic investment climate as a primary pillar of regional fiscal independence.

Abstract

Hospitals, as healthcare service organizations, face the challenge of continuously improving the quality of clinical services amid the dynamic needs of patients and the complexity of health systems. Management policy innovation is seen as a strategic instrument to address these challenges; however, its effectiveness often depends on how well inter-unit coordination is carried out. This study aims to analyze the effect of hospital management policy innovation on the quality of clinical services, with inter-unit coordination as a mediating variable, through a literature review approach. The research method employs library research by reviewing various scholarly sources such as reputable journal articles, books, and relevant official reports. The findings indicate that management policy innovations such as the digitalization of health information systems, strengthening of clinical governance, and patient safety policies positively influence improvements in clinical service quality. Nevertheless, this influence becomes more optimal when supported by effective cross-unit coordination, which includes the integration of service flows, team communication, and risk control. In conclusion, inter-unit coordination serves as an important mediator that strengthens the impact of management policy innovations on the quality of clinical services. Therefore, hospitals should prioritize cross-unit synergy in the implementation of every innovative policy.

Abstract

This study examines how student participation in campus organizations influences soft skills and employability among Management students at Tadulako University. A survey of 103 students from the 2021 and 2022 cohorts was analyzed using SEM-PLS in SmartPLS 4. Findings reveal that organizational participation significantly improves intrapersonal and interpersonal skills, both of which positively affect employability. The direct impact of participation on employability is relatively small, but interpersonal skills emerge as the stronger mediator compared to intrapersonal skills. These results confirm that student organizations serve as strategic platforms for non-formal learning that strengthens soft skills and work readiness. The study highlights the importance of institutional support for student organizations and suggests that future research should explore additional factors, such as internship and digital literacy, to broaden employability assessment.
