Abstract

Public Service is any form of service in the form of public goods or services which in principle become the responsibility and implemented by government agencies. The Ombudsman is the institution that oversees the public service. This study aims to determine the performance mechanism of the Ombudsman Institution of the Republic of Indonesia Representative of Riau Province in tackling the community report in Pekanbaru City. Indicators Assessment of community reporting subscription mechanisms used include written clarification, field investigations, summons and recommendations / suggestions. The type of research located in the office of the Ombudsman of the Republic of Indonesia Representative of Riau Province in Pekanbaru City is a descriptive survey, which prioritizes the list of questionnaires as a means of collecting data and data collected with this tool and then used as the main raw material to analyze the empirical conditions and objectivity of objectives research objectives at the location of conscientious. There are 2 population groups and the sample in this research is Ombudsman Member (Assistant Ombudsman) which amounts to 5 people and people in Pekanbaru City which amounted to 79 people. The sample size assigned from both groups is 84 people. wo sampling techniques used in assigning individual samples are census techniques for the Ombudsman Assistants of the Republic of Indonesia Riau Province Representative and incidental techniques for community groups. Types and data collection techniques used consisted of primary data collected by using questionnaire and interview techniques and secondary data collected using observation technique techniques. While the data analysis technique used is to use the tool table frequency. Based on this analytical technique the researchers assessed and concluded that the mechanism of handling reports by the Ombudsman Ombudsman of the Republic of Indonesia Representative of Riau Province in Pekanbaru City is at interval is quite done.

Abstract

This study aims to investigate the implementation of the supervisory function led to the Training Center of Environment and Forests (BDLHK) Pekanbaru, where the implementation of the supervisory function was measured by four indicators, namely: explain the purpose of the work, set the size of the work, observed the work, and develop a conducive working environment , the type of research that is located in the office of Training Centre of Environment and Forests (BDLHK) Pekanbaru in Riau is descriptive qualitative, that prioritize the list of questionnaires of staff Training Centre of Environment and Forests (BDLHK) Pekanbaru in Riau as a data collector and data collected with this tool later the main raw material used to analyze the state-led oversight functions in the Training Centre of Environment and Forests (BDLHK) Pekanbaru using the interview system. The existence of the research objectives at locations studied were offices Training Center of Environment and Forests (BDLHK) Pekanbaru Riau. There are key informant in informant / respondent that the leadership is section head of education and training and staff Training Center of Environment and Forests (BDLHK) numbered 20 people. techniques used in collecting the data is the census technique for the respondent staff Training Centre of Environment and Forests (BDLHK) and to the leadership of the section head of education and training of researchers use interviewing techniques. Typeand data collection techniques used consist of primary data was collected by using questionnaires and interviews and secondary data were collected using observation, while the analytical techniques in use uses interviews leadership of the section head of education and training and the frequency table of the results of the questionnaire given to the staff Training Center of Environment and Forests (BDLHK). Based on this analysis technique researchers assess and conclude that the level of implementation of the supervisory function led to the Training Center of Environment and Forests (BDLHK) Pekanbaru in Riau can be concluded that the overall supervisory function which is led by the head of the section of education and training obtained information "Good"

Abstract

This research was conducted at the Department of Industry and Trade City Pekanbaru which supervises the distribution of LPG gas 3 Kg, and pengawai Who works at the Department of Industry and Trade Pekanbaru City and LPG gas distributor 3 Kg located in Pekanbaru Town, Marpoyan Damai Sub-district The purpose of this study is to analyze the implementation of supervision of the Office of Industry and Trade Pekanbaru City in the distribution of LPG gas 3 Kg in Pekanbaru City and the inhibiting factors in carrying out supervision of gas distribution LPg 3 Kg in Pekanbaru City. Determination of the number of samples for employees of Pekanbaru City Trade and Distribution Service using sample sensu so that it can be 4 employees, while samples from LPG gas distributor 3 Kg by assigning 30 dealers from 58 dealers by using randl sampling technique. The type of data used in this study includes primary data and secondary data. Data collection techniques used were observation, questionnaires and interviews. Data analysis technique used by the writer is descriptive qualitative that is in the form of tables and depiction through interview result in field by looking at respondent's answer to the implementation of supervision of Industry and Trade Office Pekanbaru City in Distribution 3 Kg LPG gas in Pekanbaru City, The steps taken in improving the implementation of the supervision of the distribution of LPG gas 3 Kg in the form of data that has been collected are analyzed by describing the existing problems and providing interpension to the relevant results then drawn conclusions. From the research can be concluded that the results obtained are still not according to the rules alias not optimal. Where the inhibiting factors for the supervision of LPG gas distribution are 3 Kg, namely, limited human resources, lack of awareness from the LPG 3 LPG bases on the distribution of 3 kg LPG gas, and the village / kelakarta apparatus and the rt and rw levels which Still do not understand the duties and functions of their positions in the participation of this 3 Kg LPG gas circulation.

Abstract

The Maternity Insurance Program Implementation is a public service program of healt ministry based on material and child health. Altough from its implementation, this program is guarantee of delivery of labor which includes the examination of pregnancy, delievery assistance, postpastrum services including KB (family planning ) services from the newborn service. Until now, the problem of Jampersal Program at Pekan Heran Health Center still has many obstacles funding and availability of facilities and infrastucture which is still lacking. This study aims to analyze the implementation of delivery guarantee program at health center Pekan Heran Rengat Barat district Indragiri hulu regency. This type of research is qualitative using descriptive design. The research subject were Head of UPT Health Center Pekan Heran, Verifiers UPT Health Center Pekan Heran, Head of Management team and implementation of Jampersal health office of Indragiri Hulu regency, Village Midwife and Jampersal Service users, with interview sheet and observasion sheet. Data manager using data triangulation. The resultbof the research shows that data collection, socialization, funding and implementation of Jampersal Program in Health Center Peka Heran of Indragiri Hulu regency is not implemented properly. To all managers and implementers of Jampersal in order to be able to understand the cintents of juknis related Jampersal Program, so that its implementation is not focused on Waiting House Birth / Rumah Tunggu Kelahiran (RTK )

Abstract

Proverty happened in society leads the society itself can not fullfil the daily needs. The proverty alleviation has been a major target of government. The regional autonomy also one of the reasons government iniating to arrange one or some programs for the sake of prosperity. This research aims to find out and measure to what extent the implementation of bedah rumah program of one billion one subdistrict in Rimbo Ulu of Tebo Regency of Jambi Province in 2014. This research is using program evaluation theory in which according to Wirawan, evaluation program is a a systematic method to collect, to analyzed, and to answer the basic question about a program. Program evaluation can be classified based on process evaluation i.e evaluating whether or not the implementation of a program has been suitable with the strategy or planning, outcome program which is used to evaluate whether or not the program has yielded changes, and impact program which is used to evaluate whether or not there is an effect emerged due to the program. The population of the research is the subdistrict head of Rimbo Ulu, the staff or Rimbo Ulu subdistrict, the heads of the villages in Rimbo Ulu, and the society or inhabitants as the receivers of “bedah rumah” program. The population then is taken as samples using census technique. The data collection is conducted by giving questionnaires, doing interview, documentation and observation, to identify the result of the program. After data collection is done, the data is analyzed using percentage technique to find out how the responses of the respondents which state optimum, optimum enough, or less optimum. Based on the analyzed, it is obtained the result and findings of the research, and is concluded that the “bedah rumah” Program Of One Billion One subdistrict Program Rimbo Ulu Of Tebo Regency Of Jambi Province In 2014, chategorized as “optimum enough”. This is based on the responses and statements of the research respondents.

Abstract

This research was conducted to see the waste management carried out by the garbage bank in Bengkalis Regency. The type of data used in this study includes primary data and secondary data. Data collection techniques used were observation, questionnaires, documentation and interviews. The data analysis technique used by the writer is descriptive qualitative in the form of tables and depictions through the results of interviews in the field by looking at respondents' answers to the management of waste banks in Bengkulu district in the form of collected data analyzed by describing existing problems and providing Interference with relevant results is then concluded. From the research it can be concluded that the results obtained are still that the waste management by the garbage banks of Bengkulu district is quite implemented.

Abstract

This research was conducted at the Department of Culture and Tourism Rokan Hulu. The purpose of this study was to analyze the SWOT in the management of the county rokan Places upstream by the department of Culture and Tourism Rokan Hulu. The usefulness of this study also as an input for the Department of Culture and Tourism Rokan Hulu and hoped this research can increase knowledge and and be a reference for further research with the same subject matter. In line with the purpose of this study, the population of this research is the Head of the numbered 1, Secretary totaled 1, Head of Tourism numbered 1, Section Head of Development numbered 1, section head of promotion numbered 1, section chief of facilities and infrastructure totaling 1 people, pariwista staff of 10 people and 50 visitor attractions. The Sampling Techniques for the head of the Department, Secretary, Head of Tourism, Head of Development Section, section head of promotion, sexy epala infrastructure, staff pariwista by way of the Census. As for visitor attractions by way of accidental sampling technique. Meanwhile, I use theory is a theory of Effendi (2014; 94) with the indicators of the Strengths, Weaknesses, Opportunities and Threats. After all analyzed by quantitative research SWOT analysis of the obtained results in the Management of Tourist Attractions in Rokan Hulu by the Department of Culture and Tourism Rokan Hulu is "Good Enough".

Abstract

This study aims to determine the level of Objectivity Evaluation of the Implementation of Public Service In Regional Water Company (PDAM) Tirta Indra Indragiri Hulu Regency. Indicators of this study are Requirements, Procedures, Service Time, Cost / Tariff, Service Product, Complaint Management. The type of research located in Indragiri Hulu Regency is Servey Descriptive, which Priority list of quissioner as a tool of collecting data and data collected with this tool then used as the main raw material to analyze the empirical condition of the objectivity of the existence of research objectives at the location in carefully. The population that is used in this research is the Head of Regional Water Company Tirta Indra, Company Employee Tirta Indra, And also the Society as a customer. The sampling technique used in assigning individual samples is the census technique for the employee population and the incidental sampling technique for the population group, the type and data collection techniques used in this study consist of, primary data collected by using quissioners and interviews and secondary data collected using observation techniques. While the data analysis technique used is to use the tool table frequency. Based on this analytical technique, the researcher evaluates and concludes that the Analysis of Public Service in Tirta Indra Regional Water Company (PDAM) of Indragiri Hulu Regency is at the "Good Enough" rating interval. Recommendation to be considered is where in the future the Perusahaan Daerah Air Minum will improve the quality services provided to customers.

Abstract

This research aim to know Evaluation of KIS Implementation (Healthy indonesian card) In Pintu Gobang Kari Village Kuantan Tengah Sub-district Kuantan Singingi Regency. This research method is Descriptive Survey. The study is located in the village door gobang curry. The population in this research is 26 people. Sampling technique done by Purposive Sampling Technique is determination of sample with certain consideration. In this study the authors set as many as 26 people. The results showed that the Evaluation of the Implementation of KIS (Healthy indonesian card) In Pintu Gobang Kari Village Kuantan Tengah Sub-district Kuantan Singingi Regency in Less Less Exacted category. Concerning the effectiveness of community respondents as recipients of KIS card (Healthy indonesian card) card in Less Appropriate category. Efficiency of community respondent as receiver of KIS card (Healthy indonesian card) card in Less Appropriate category. The sufficiency of the community respondents as the recipients of the KIS card (Healthy indonesian card) card in the Less Implemented category. The similarity of the community respondents as the recipients of the KIS card (Healthy Indonesia Card) card in the Less Implemented category. Responsiveness of community respondents as beneficiaries of KIS card (Healthy indonesian card) in the Self-Implemented category. The accuracy of the community respondents as the recipients of the KIS card card (Healthy indonesian card) in the Less Implemented category. This conclusion is in accordance with the measurement technique that has been determined that the Less Understandable category is in the percentage of 26% - 50% meaning that 6 indicators used are not all done well.

Abstract

This thesis entitled "the implementation of community participation in physical development in the beautiful solar village subdistrict pangkalan kuras district pelalawan" by Sawitri. This thesis aims to find out the implementation of organizing community participation in rural development whether it is running well or not and know the involvement of the community in maintaining the results of development and evaluate of the development program that has been realized and what has not been realized whether the assessment of villagers with the results of development. This problem is discussed based on facts in the field using quantitative research methods and then combined with descriptive qualitative research methods. The results of the research that has been conducted have shown that the participation of the beautiful solar villagers in planning, implementation, utilization, and development evaluation is quite good in its presentation. Public awareness of the importance of village development has been quite maximal. In this study, the inhibiting factor is discussed about the education of rural communities which is still minimal for the level of progress if measured for now. This good participation is also the responsibility and duty of village government and village communities to always strive in promoting and enhancing community participation. It also requires the attention especially the government to motivate, invite and try to increase community participation in physical development of the village.
