This study aims to know and analyze the strategy of the General Election Commission in increasing the participation of Pemilih Pemula Pemilihan Dumai Mayor and Vice Mayor in Dumai Barat District in 2015. Strategic indicators in increasing Pemilih Pemilih participation include vision, mission, goals, targets, policies, programs, activities. This type of research is descriptive survey. The method used is quantitative method, which is prioritize the list of questionnaires, observation, interviews as a means of data collection. Population and sample in this research is intended for Chairman, Secretary of KPU, member of commissioner and staff of KPU Secretariat of Dumai City, as well as voting society of West Dumai District. The sampling technique used is purvosive sampling. Primary data include data on strategic of General Election Commission in increasing Pemilih Pemilih Beginner at Dumai Mayor and Vice Mayor Election in Dumai Barat Sub-district 2015, collected by questionnaire questionnaire technique, observation, interview. Data that can be obtained, processed by means of frequency table. Based on the analysis, the researcher concludes that the General Election Commission's strategy in increasing the participation of the newly elected voters in the Mayor and Vice Mayor of Dumai in Dumai Barat Sub-district 2015, which is seen from the above indicator of the most number of 40 with good category strategy, it can be proven from seven indicators of vision strategy, mission, goals, objectives, policies, programs, and activities, almost all of the indicators are in fairly good category. Recommendations to consider in order to improve the KPU's strategy need to be trained for KPU officers for the socialization team in the novice voter community so that the officers have a creative strategy. Need socialization and supervision of SOP to be followed and followed. Commitment of KPU officers to rule management is required.

In order to realize the vision of Indragiri Hilir regency, namely: "New Spirit Indragiri Hilir Towards a Prominent, Dignity and Bermarwah Regency" and to make the Indragiri Hilir Regency as Qori and Qoriah hull then Regent Indragiri Hilir issued Local Regulation No. 2 Year 2016 on Magrhib Community Movement . This effort was made to invite the Muslim community to re-fill the prosperous mushola, surau, langgar and mosque, especially for children, youth, youth, fathers and mothers in all walks of the Muslim community. The concept of theory that the author uses is Oversight. And the theory used is the theory of Manullang with a Variable of Supervision This research aims to determine the level of Implementation Supervision Satpol PP Unit Against Local Regulation Indragiri Hilir Regarding Maghrib People Movement Mengaji Indragiri Hilir regency, where the program Movement Maghrib Mengaji Society measured by 3 indicators are: Standard, Assessment, Improvement. The type of research located in the Office of Satuan Pamong Praja Police Unit of Indragiri Hilir Regency is a descriptive survey with qualitative research method, which is collecting data by way of direct meeting and interacting with people in the research area. The Key Informant namely Section Head of Supervision and Observation Satpol PP, religious leaders, and teachers of Ngaji, and Informants namely Community Leaders. Data analysis in this research is to search and arrange systematically data obtained from interviews, observation, and documentation, by organizing data into categories, describing into units, synthesizing, arranging into patterns, choosing which is important and which will be studied, and made conclusions. Based on this technical analysis the researchers assessed and concluded that the implementation of supervision of civil service police unit (Satpol PP) in Tembilahan sub-district should be optimized and more effective.

This research aims to see the implementation of the Authority of the Village Head in Fostering Community Life in Tanjung Medang Village, Rangsang District, Kepulauan Meranti Regency. The guidance indicators used include counseling, direction, and guidance. This type of research located in Tanjung Medang Village is a descriptive survey, which prioritizes questionnaires as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions from the objective existence of research objectives at the research site. There are two population groups and the sample in this study is the government of Tanjung Medang Village with 26 people and Tanjung Medang Village community with 74 people. The community in this case is the people who live in Tanjung Medang Village. The types and data collection techniques used consist of primary data collected using observation techniques. While the data analysis technique used is quantitative analysis. in the village of Tanjung Medang, the district of excitement in Meranti Island District, was in the fairly implemented category. Recommendations that need to be considered are mainly the level of community participation, by providing good socialization of activities and complementing infrastructure facilities for people's lives.

The purpose of this research is to find out the evaluation of the implementation of regional regulation No. 3 Year 2014, which concerning on children protection (Case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, Indragiri Hulu regency). The evaluation is measuredby using four indicators, which are communication, resources, disposition, and bureaucracy structure. The hypothesis of this study is how is the evaluation of the implementation of regional regulation No. 3 Year 2014, which is about children protection (Case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, IndragiriHulu regency)? This is descriptive study, which is conducted through survey. This study is located in Department of Women`s Empowerment and Child Protection in Indragiri Hulu regency, the district office of PasirPenyu, head of sub-district office of Air Molek II and sub-district of AirMolek II. The population of this study are Head of Fulfillment for Children Rights, Head of PasirPenyu district, Head of Air Molek II sub-district, and 514 people of Air Molek II sub-district while the sample of this study consists of 53 people. The data that is usedare primer data, which is gotten from questioner and interview and secondary data like documentation. The result of this study can be concluded that generally, the evaluation of the implementation of regional regulation No. 3 Year 2014, which concerning on children protection (case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, IndragiriHulu regency) is fair enough. However, there are obstaclesin this activity, which are lack participation of the society or the parents to assign their children to join with the activity of MaghribMengaji, lack of government policy that regulates the procedure of MaghribMengaji, and lack of teaching staff so that it makes the participants becomes less discipline

This study aims to determine the Strategy Increasing Land Revenue Tax Rural and Urban Sector in Pekanbaru City Revenue Board. The strategy research indicators used include different competencies, scope, resourcedistribusi. Research method used is quantitative method that is by interview and interact with people in place of research. This research is categorized as a descriptive research that prioritized the questionnaire as a means of collecting data and collected data then used as the main raw material to analyze. The empirical condition of objectivity of the existence of the researcher’s objectives at the location under study.The sampling technique used in this research is using census technique method or saturated sample. The types and techniques of data collection used consisted of primary data collected by questionnaire, interview and documentation techniques and secondary data collected using obsevation techniques.While the data analysis technique used is to use the frequency tool. This study aims to analyze the strategy of increasing the receipt of tax on the earth and building the rural and urban sector in the city’s revenue agency Pekanbaru. Because the strategy is very importand to see how far the taxes of the earth and buildings can be realized through the strategy.Based on this analysis technique, the researcher concludes that the Analysis of Increasing Strategy of Increasing Land and Building Tax of Rural and Urban Sector InPekanbaru City Revenue Board is in the accomplished category.

Garbage Problems in Dumai City in Manage by Dumai City Environmental Agency. However, until now the waste problem remains one of the discourses of the City Government to be resolved soon. In 2012, to address the garbage problem, has been issued Mayor Regulation No. 24 of 2012 on the Delegation of the Mayor's Authority to the Sub-District in the Field of Garbage. This is done so that the sub-districts can directly cooperate with relevant institutions to overcome this problem. This research was conducted by survey (field research) with data collection technique that is observation and interview. From the research results found that in the waste management in Dumai City is still Lack of coordination with related agencies such as Dumai City Environmental Office in the division of work areas related to the collection of levies, the absence of technical guidelines as well as guidelines and guidance execution delegation of affairs, the lack of facilities and infrastructure that can support the implementation of the authority overlapping, There are still many complaints to the Dumai City government to overcome this problem but still not overcome.

The pu rpose of this study was to determine the role of the Manpower Office in the placement of workers.This research was a qualitative descriptive study. The focus of this study is the Role of the Manpower Office in the placement of local workers: Job Seekers Job Vacancies Job Market Information Mechanism of Interagency Institution Employment Placement, supporting factors and inhibiting factors in the placement of workers in Mandau Subdistrict. The primary data source in this study consisted of the key informants who were the Secretary of the Bengkalis Regency Manpower Office. While the informants were the Head of the Field and the Head of the Local Manpower Placement Section of the Bengkalis Regency Manpower Office, there were 2 people obtained through the Purposive Sampling method. As for the primary data source through the Accidental Sampling method, the job seekers who have been placed by the Bengkalis Regency Manpower Office are collected through literature, observation, interviews and field research. Data analysis technique used is an interactive model consisting of data condensation, data presentation and conclusion drawing.Based on the results of the study, it can be seen that the role of the Manpower Office in the Bengkalis Regency Manpower Placement is that there are still many registered workers who do not have job skills and lack of interest in existing job vacancies, job vacancies that are still lacking, information on labor market information that is lacking maximum, There is still a lack of knowledge about the mechanism between work both from companies and job seekers in the placement of labor, Lack of understanding about labor placement institutions.

This research was conducted in Pulau Komang Village, Sentajo Raya District, Kuantan Singingi Regency. The purpose of this study was to determine the effectiveness of the Village Development Planning Meeting (Musrenbang) in Pulau Komang Village, Sentajo Raya District, Kuantan Singingi Regency in 2016. The usefulness of this study is also expected to be an input for Pulau Komang Village regarding the implementation of Village Development Planning Consultations, and also expected to be useful to increase knowledge and can be a reference for further research with the same subject matter. With the aim of knowing and explaining the Effectiveness of Village Development Planning Consultation in Pulau Komang Village. In line with the purpose of this study, the population and sample in this study were the Village Heads of Pulau Komang, the Village Commands of Pulau Komang amounted to 3 people, the Village Consultative Body of Pulau Komang as many as 3 people and the Community Shop of Village Pulau Komang as many as 5 people. The sampling technique used is the Slovin formula cited by Danang Sunyoto (20013; 16), and the theory I use is a theory from Permendagri Number 66 of 2007, with indicators set as many as 3 indicators. After all data were analyzed with quantitative and qualitative research, the results of research on the effectiveness of Village Development Planning (Musrenbang) in Pulau Komang Village, Sentajo Raya District, Kuantan Singingi Regency in 2016 were included in the category of "Effective Enough"..

The implementation of the national electronic program for current residents' cards and future time frames has always been an actual phenomenon to be discussed and researched. The same phenomenon in linear terms certainly reaches throughout the regency and city areas in Indonesia, including in KuantanSingingi Regency. The purpose of this study was to find out and analyze the conditions of the objective implementation of the resident card electronic policy in KuantanSingingi Regency. The reference analysis is an indicator of the implementation of public policy theory - communication, resources, disposition, bureaucratic structure. The research method used descriptive survey, data analysis instruments using frequency tables. Sunber frequency table data from Likert scale development. Likert scale is used as a reference to categorize the opinions or attitudes of respondents. While the main instrument for collecting data is a semi-guided interview. This research aims to determine the level of the role of Village head of's leadership in the implementation of Village development in sejati subdistricts of rambah hilir rokan hulu regency by the village head. Wherein, the role of leadership is measured by three indicators namely motivator, facilitator and mobilizer. The type of research that is located in Sejati of village subdistricts of Rambah Hilir Rokan Hulu Regency are descriptive survey, which to prioritize the list of the questionnaire as a data collected by the tool is then used as the main raw material for analyzing the empirical conditions of excistence obyectivitas research purposes with locations studied, and by using quantitative research methods. There are three groups of the population and sample in this research that the community totaling 21 people, village officials amounting to 8 people and village councils amounting 5 people. And the overall population and the sample as the sample where the village head is the key informan and sampling technique for village officials and village councils, while purposive sampling techniques to sejati village community. Type and data collection techniques used consist of primary data was collected by using questionnaires and interviews and secondary data was collected using observation. While the data analysis technique used is to use tools frequency table. This analysis technique based researchers assess and conclude that the role of Village head of's leadership in the implementation of Village development in Sejati is in the interval “act in accordance”, with the respondents and observations writer.
