Abstract

School bus services are an integral part of public transportation that supports students' mobility and improves access to education. This study aims to evaluate users' perceptions of the service quality of School Bus Route C in Sragen Regency based on the SERVQUAL dimensions and to identify service attributes requiring priority improvement using the Importance–Performance Analysis (IPA) approach. A quantitative descriptive survey was conducted involving 100 student respondents selected through accidental sampling. Data were collected using structured questionnaires and analyzed using the SERVQUAL method to measure the gap between users' perceptions and expectations, followed by IPA to determine service improvement priorities. The results indicate that all service quality dimensions have negative gap values, suggesting that service performance has not fully met users' expectations. Attributes related to comfort, supporting facilities, and staff responsiveness were identified as priorities for improvement, while reliability and safety should be maintained because their performance meets users' expectations. These findings provide practical guidance for local governments to improve school bus service quality through more effective and user-oriented public transportation management.

Abstract

This study aims to identify strategies for strengthening the capacity of local government and communities in managing floods and tidal inundation in Pekalongan City. A qualitative approach was employed in this research. Data were collected through interviews with forty-four community informants from flood-affected urban neighborhoods in Pekalongan City. Content analysis was applied as the main analytical method. The results show that communities in Pekalongan have several strengths in dealing with flooding and tidal inundation, including local knowledge, social solidarity, mutual cooperation, and community self-help initiatives. However, these capacities remain constrained by economic vulnerability, low levels of community participation in environmental management, limited adaptive capacity, and the weak performance of community-based disaster preparedness groups. On the other hand, the government has implemented various flood control programs and infrastructure projects, but their effectiveness is still constrained by limited budgets, slow responses to community needs, unequal distribution of assistance, and infrastructure that has not been able to keep up with land subsidence and land-use change. This study also identifies the potential to strengthen disaster management capacity through collaboration among universities, non-governmental organizations (NGOs), the private sector, and the optimization of the Musrenbang forum as a participatory planning platform. The study concludes that sustainable flood and tidal inundation management requires integrated capacity strengthening between local government and communities through collaborative, participatory, and community empowerment-based approaches. The findings imply that flood and tidal inundation management policies should not only focus on infrastructure development, but also on strengthening social capacity, institutional capacity, and long-term community participation.

Abstract

Generative artificial intelligence has become one of the most influential technologies in higher education, with various platforms actively utilized by the academic community to support diverse scholarly activities. Despite the rapid surge in adoption within this sector, empirical evidence regarding how academic communities accept this technology within higher education institutions remains limited, leaving institutional acceptance patterns poorly understood. This study aims to analyze the acceptance of generative artificial intelligence by the academic community at Universitas Merdeka Madiun using the Technology Acceptance Model (TAM) proposed by Davis (1989) as an analytical lens, focusing on four dimensions: Perceived Usefulness, Perceived Ease of Use, Attitude Toward Using, and Behavioral Intention to Use. Employing a descriptive qualitative approach with a case study design, data were collected through direct observation, in-depth interviews, and documentation involving seven informants selected via purposive sampling. The informants consisted of one Rector, one Head of the Center for Data and Information (Pusdatin), two lecturers, and three students, all of whom possess direct experience utilizing generative AI in academic settings. The findings indicate that Perceived Usefulness is reflected in enhanced efficiency for reference searching and academic task completion. Perceived Ease of Use is manifested through intuitive user interfaces, although effective prompt engineering skills remain unevenly distributed. Furthermore, Attitude Toward Using is generally positive but accompanied by critical concerns regarding technology dependency and academic integrity. Lastly, Behavioral Intention to Use is robust yet highly dependent on further institutional support in the form of standardized guidelines and digital literacy training.

Abstract

This study analyzes the mechanism of food security policy advocacy and its implications for the well-being of Women Farmers Group (KWT) members in Tanjungpinang City. The study employed a mixed-methods approach with a qualitative analytical emphasis. Data were collected through a survey of 242 members out of 613 members across 31 KWTs, interviews, observations, and document analysis. The analysis used the Policy Input–Policy Process–Policy Output–Policy Outcome framework. The findings show that KWT needs include production facilities, mentoring, program sustainability, market access, and institutional strengthening. Advocacy takes place through interest articulation, communication, forums, networking, coordination, and negotiation. Policy responses in the form of program support, facilitation, mentoring, and institutional strengthening have implications for production capacity, economic activity, food access, and social benefits. KWT vegetable production increased from 620.12 quintals in 2022 to 1,257.80 quintals in 2025. Advocacy is not positioned as the sole cause of well-being, but as an intermediary mechanism connecting community needs with policy responses.

Abstract

Village fund management is a strategic instrument to strengthen rural development, community empowerment, and village governance, especially in archipelagic regions that face limitations in infrastructure, human resources, administrative capacity, and public services. This study aims to analyze the influence of communication, resources, disposition, and bureaucratic structure on the effectiveness of village fund management in Matobe Village, Sikakap District, Mentawai Islands Regency. The research uses a descriptive quantitative approach, with data collected through questionnaires, observation, and documentation involving 84 respondents. Data were analyzed using descriptive statistics and multiple linear regression with SPSS. The results show that communication, resources, disposition, and bureaucratic structure simultaneously have a significant effect on village fund management effectiveness, indicated by an F-value of 12.026, higher than the F-table value of 2.4858, with a significance level of 0.000. The Adjusted R Square value of 0.347 shows that these variables explain 34.7% of effectiveness, while 65.3% is influenced by other factors. The findings highlight that effectiveness depends on clear communication, adequate resources, implementer commitment, and supportive bureaucratic structures. Therefore, strengthening implementation requires improving information quality, capacity, integrity, and bureaucratic systems.

Abstract

Land conflicts remain a significant public policy issue in Indonesia, involving competing interests among communities, private actors, and state institutions. This study examines the advocacy movement of Dago Elos residents in Bandung City through the Advocacy Coalition Framework (ACF), focusing on how coalition actors mobilized resources to defend their land rights during a prolonged dispute. This research employed a qualitative approach through in-depth interviews and documentation studies involving community leaders, residents, and advocacy actors directly engaged in the conflict. Data were analyzed thematically using NVivo 12, supported by word cloud, hierarchy chart, and project map visualizations to identify dominant themes and relationships within the advocacy coalition. The findings indicate that the Dago Elos movement was sustained through six key resource dimensions. Formal legal authority was demonstrated through land ownership documents, litigation strategies, and legal aid. Public opinion was strengthened through media engagement, digital campaigns, and solidarity networks. Information resources supported the collection, verification, and dissemination of legal evidence and historical land records. Mobilizable troops emerged through collaboration among community organizations, activists, academics, journalists, and grassroots networks. Financial resources were maintained through community contributions, public donations, and solidarity-based fundraising. Skilled leadership facilitated collective decision-making, internal cohesion, and coordination with external actors. The study concludes that resource mobilization and coalition-building were central to sustaining advocacy efforts and influencing policy processes. These findings contribute to ACF literature by illustrating how advocacy coalitions operate within agrarian conflicts and public policy disputes in Indonesia.

Abstract

The implementation of e-Governance is part of the changes in public services by utilizing information and communication technology. This study aims to analyze the implementation of e-Governance in population administration services in Sumbersari Village and develop optimization strategies based on the analysis of existing implementation gaps. The method used in this study is qualitative with a descriptive approach. Data collected through semi-structured interviews, observations, and documentation from seven informants selected using purposive sampling, then analyzed using the Information, Technology, Processes, Objectives and Values, Staffing and Skills, Management Systems and Structures, and Other Resources framework. The results show that in 2025, the use of digital services for Family Cards is estimated to reach 20% and 25% for Death Certificate services, indicating that people prefer to use services directly. The ITPOSMO analysis reveals gaps in implementation related to information, technology, processes, objectives and values, human resources, management and organizational structure, and supporting resources. The gap is caused by limited public understanding of digital services, disruptions to networks and applications, service procedures that are not yet fully user-friendly, uneven apparatus capacity, and organizational management that does not support the optimization of digital services and limited supporting resources. Based on the research results, the E-Governance optimization strategy is designed to strengthen socialization, provide digital services based on assisted digital services, increase apparatus capacity, optimize the use of information technology through collaboration with Dukcapil, and strengthen supporting technology infrastructure in accordance with the authority of the village government to create more inclusive digital public services.

Abstract

This study analyzes the implementation of the Free Health Examination (PKG) policy in Samarinda City based on the Decree of the Minister of Health Number HK.01.07/MENKES/33/2025 and identifies the factors hindering its implementation. A descriptive qualitative approach was employed using in-depth interviews, observations, and documentation. Sixteen purposively selected informants included officials from the Health Office, heads of health centers, technical staff, community members, and health cadres. Data were analyzed using the Miles and Huberman interactive model and the Van Meter and Van Horn policy implementation framework. The findings indicate that PKG implementation remains suboptimal. Only 45,590 of the 822,962 targeted beneficiaries (15.66%) had received services, with considerable disparities among health centers (0.75–12.64%). Major barriers include inconsistent understanding of policy standards, limited budgets (covering only about 43% of estimated needs), shortages of health personnel, inconsistent adherence to standard operating procedures, weak cross-sector coordination, inadequate public outreach, declining implementation motivation, and the continued dominance of a curative healthcare paradigm. Leadership commitment among health center heads emerged as the key factor distinguishing high- and low-performing facilities. The study recommends developing local technical guidelines, increasing budget allocation, strengthening cross-sector collaboration, and adopting community-based, face-to-face socialization strategies to improve policy implementation.
