Abstract

This study aims to analyze the readiness for digital village implementation in Tumbang Penyahuan Village using the Readiness for Change framework, which encompasses individual, organizational, and structural dimensions. The study employed a qualitative approach with a single case study design to gain a contextual understanding of the dynamics of digitalization at the village level. Data were collected through in-depth interviews, observation, and documentation with seven key informants. From the individual dimension, village officials possess basic skills and positive attitudes toward digitalization, but are still limited to administrative operational use. From the organizational dimension, digitalization has driven increased coordination and work efficiency, although it has not yet been fully integrated into the organizational culture. From the structural dimension, digital infrastructure is relatively available, but its effectiveness depends on electricity stability. These findings suggest that the primary constraint is not infrastructure availability, but rather human resource capacity and organizational integration. Theoretically, this study reinforces the argument that readiness is not solely technical, but rather a multidimensional construct influenced by interactions between actors, organizations, and systems. Practically, the results emphasize the importance of strengthening digital competencies and institutional integration strategies in digital village implementation.   Keywords: , Digitalization; Digital Village; Governance; Readiness For Change

Abstract

Inclusive employment policy in Palangka Raya City has not yet been able to provide equal employment access for persons with disabilities, particularly women. Various structural and substantive barriers continue to limit their participation in the formal labor sector. This study aims to analyze the implementation of inclusive employment policy and to examine the forms of marginalization experienced by women with disabilities. The study employed a qualitative approach using a case study design. Data were collected through in-depth interviews, observation, and document analysis involving nine informants directly related to policy implementation. The analysis was conducted using George C. Edwards III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure, and was strengthened by Kimberlé Crenshaw’s intersectionality perspective. The findings reveal that policy implementation has not been carried out optimally due to ineffective policy communication, limited resources, weak institutional support, and the absence of local technical regulations. Under these conditions, women with disabilities experience multiple forms of marginalization resulting from the intersection of gender, disability, and weaknesses in policy implementation. This study highlights the importance of strengthening institutional capacity and developing policies that are more responsive to gender and disability vulnerabilities.   Keywords: Inclusive Employment Policy; Triple Marginalization;  Women With Disabilities.

Abstract

This study aims to analyze the role of digitalization in improving the quality of educational services at Al Anwar Kindergarten. Along with the development of information and communication technology, digitalization has become a strategic effort to improve the effectiveness of learning, administrative management, and communication between schools and parents. This study uses a qualitative descriptive approach with reference to Zeithaml's service quality theory, which includes five dimensions: tangible, reliability, responsiveness, assurance, and empathy. The results show that digitalization has a positive contribution to improving the quality of educational services. In the tangible dimension, the availability of technology-based facilities and infrastructure such as digital TV and audiovisual media can increase the attractiveness of learning. In the assurance and empathy dimensions, digitalization supports the improvement of the professionalism of educators and more professional services to students and parents. Meanwhile, in the responsiveness dimension, digitalization increases the speed and responsiveness in delivering information. However, in the reliability and responsiveness dimensions, several obstacles are still found, especially related to limited human resource competencies and inadequate technological infrastructure, such as devices and internet networks. Therefore, efforts are needed to improve the competence of educators through training and strengthening technological facilities and infrastructure to support the optimal implementation of digitalization.   Keywords: Al Anwar Kindergarten; Digitalization; Quality of Educational Services

Abstract

Digital transformation in public service delivery requires alignment between technological system integration and organizational capacity to ensure effective policy implementation. This study aims to analyze policy implementation gaps in Electronic Mortgage Services (HT-el) at the Bandung Regency Land Office, focusing on the interaction between system integration and organizational capacity. A qualitative case study approach was employed using in-depth interviews, observations, and document analysis. The findings reveal that HT-el implementation remains suboptimal due to misalignment between digital systems and organizational capacity, reflected in a significant increase in service delays in 2025. Key factors include ineffective policy communication, limited resources, resistance to digital systems, and fragmented bureaucratic structures. The analysis demonstrates that implementation gaps are not solely driven by technological limitations but arise from complex interactions within a socio-technical system. This study contributes to the literature by positioning system integration and organizational capacity as key determinants of digital public service effectiveness.   Keywords: Digital Government; Electronic Mortgage; Organizational Capacity; Policy Implementation; System Integration
