Abstract

Stunting is a chronic nutritional problem that affects child growth. This study aims to determine the role of the Family Assistance Team (TPK) in reducing stunting rates in Bandung Baru Barat Village, Pringsewu Regency, as well as to identify the inhibiting factors in implementing this role. The government formed TPK to be involved in efforts to prevent stunting through education, assistance, and health service facilities. This research used a descriptive qualitative method with data collection techniques including interviews, observation, and documentation of key informants and supporting informants. Informants included members of the TPPS, TPK cadres, village midwives, and parents of stunted children. The research focuses on three indicators: the ideal role, the expected role, and the actual role. The results show that the implementation of TPK’s role has not fully met expectations due to various factors such as budget constraints, limited facilities, time availability of cadres, and lack of community participation. Therefore, the researcher suggests the need for capacity strengthening and increased support from the village government to ensure the TPK’s role can run optimally and sustainably.   Keywords: Family Support Team (TPK); Stunting; Village

Abstract

The paradigm of public service delivery has shifted from a top-down approach to a collaborative governance model emphasizing community involvement. This study analyzes the effectiveness of collaboration between government and the community in public service innovation through collaborative creation mechanisms in Sukamenanti Baru Sub-district. A descriptive qualitative approach was employed using in-depth interviews, observation, and documentation. Informants consisted of sub-district officials, neighborhood leaders (RT/RW), and community members who use public services. The analysis of collaboration effectiveness was based on goal achievement, quality of interaction, trust, accountability, and public value creation. The findings indicate that collaboration through the Development Planning Deliberation Forum (Musrenbang) has been effective, particularly in the dimensions of interaction quality and public trust in the sub-district government. Program formulation occurs in a participatory manner and communication runs in two directions. However, collaboration remains constrained by budget limitations and varying levels of community participation. The established collaboration has improved service quality and strengthened public value at the local level. This study contributes to strengthening Musrenbang-based collaboration within the framework of local collaborative governance.   Keywords: Effectiveness; Government Collaboration; Public Service; Village Musrenbang

Abstract

This study aims to examine the relationship between bureaucratic ethics and the quality of public services in Indonesia. The main issue addressed is the weak internalization of ethical values such as integrity, accountability, professionalism, and fairness in the behavior of public officials, which has contributed to low public trust in the bureaucracy. This study employs a Systematic Literature Review (SLR) method by analyzing 17 scientific articles published between 2016 and 2024. Data were collected through searches in academic databases, including Google Scholar and Garuda, using the keywords “public service” and “bureaucratic ethics.” The results indicate that the low quality of public services is associated with weak bureaucratic ethics, as reflected in slow service delivery, lack of empathy, limited transparency, and inadequate service facilities. The study concludes that the implementation of bureaucratic ethical values plays a significant role in supporting the quality of public services in Indonesia. Abstract

This research is motivated by the absence of research that specificially examines community empowerment in waste banks in Rejowinangun Selatan Subdistrict, which is recorded as having the highest daily waste volume in South Magelang District and still facing sereval challenges in its menagement. Therefore, this study aims to analyze the stages of community empowerment in waste bank management, specifically at Bank Sampah Ismoyo Makmur (BSIM) and Bank Sampah Edellweis (BSE). This research employs a qualitative method with a case study approach. Informants were selected using purposive sampling, involving several relevant stakeholders. Data analysis was conducted interactively through data collection, data condensation, data display, and conclusion drawing. The results show that the stages of community empowerment at BSIM and BSE have been implemented in accordance with the framework proposed by Suharto (2014) and Suprayogi (in Suaib, 2023), which consists of enabling, empowering, and protecting. However, the implementation has not been fully optimal. The enabling stage has encouraged initial public awareness, but participation remains limited. The empowering stage shows variations in achievement and faces constraints in capacity building and access to external support. Meanwhile, the protecting stage has reached an initial maintenance phase, yet the sustainability of activities still depends on the commitment of the management. The main finding of this research indicates that community empowerment is a gradual and continuous process influenced by internal capacity, external support received by the waste banks, and the social conditions of the community. Abstract

This study analyzes the transformation of public governance from the New Public Management (NPM) paradigm to Digital-Era Governance (DEG) through the implementation of the Electronic-Based Government System (SPBE) in Indonesia. Employing a descriptive-analytical qualitative approach, this research utilizes secondary data from policy documents and academic literature, which is analyzed via an interactive model. The findings reveal that SPBE marks a fundamental shift from the fragmented NPM to an integrated (joined-up government), citizen-centric, and data-driven DEG paradigm. Although Indonesia has established a strong regulatory foundation synergized with the One Data Indonesia initiative, empirical implementation remains hindered by cultural and structural challenges. These include digital literacy gaps among state apparatus, sectoral egos hindering system interoperability, cybersecurity vulnerabilities, and infrastructure inequalities in 3T (frontier, outermost, and underdeveloped) regions. In conclusion, public bureaucracies must evolve into adaptive learning organizations. Overcoming these obstacles requires strong digital leadership, enhanced digital culture, accelerated interoperability, and equitable infrastructure distribution. Abstract

Digital transformation is not simply a conversion from manual to electronic, but rather a fundamental shift in how organizations create public value. In the context of M-Passport, system failures are often caused not by programming weaknesses alone, but by the unpreparedness of the surrounding ecosystem. Data shows that despite the application's launch in January 2022, many Technical Implementation Units (UPTs), such as in Makassar, still implement hybrid practices where physical documents remain the "primary source of truth" over digital data. This study aims to analyze the barriers to implementing the M-Paspor application innovation at the Class I Immigration Office of Makassar. The research employed a descriptive qualitative method with a case study approach. Data were collected through interviews, observations, and documentation involving immigration officers and application users. The results indicate that the main obstacles lie in technical aspects (system and network disruptions), human resources (limited digital literacy among staff and citizens), and managerial issues (lack of evaluation and coordination between agencies). Based on Mulgan and Albury’s (2003) innovation theory and the e-governance implementation barriers framework, these challenges arise from low organizational readiness and weak adaptation to innovation. This study recommends improving human resource capacity, optimizing technological infrastructure, and strengthening digital literacy in society. Abstract

This study examines the performance of the Social Welfare Information System–Next Generation (SIKS-NG) Management Team as the basis for the National Integrated Socio-Economic Data (DTSEN) at the Social Affairs Office of Yalimo Regency, Papua Pegunungan Province. Unlike previous studies that focused on technical aspects or accessible areas in Java and Sulawesi, this research fills a gap in the literature by analyzing operator performance in remote areas with geographical conditions. This study is among the first to explicitly apply William N. Dunn’s policy evaluation framework: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness—to evaluate the implementation of SIKS-NG in underdeveloped, frontier, and outermost (3T) regions. This research was conducted in accordance with Presidential Instruction Number 04 of 2025 concerning DTSEN, Minister of Social Affairs Regulation Number 03 of 2025, and Ministry of National Development Planning Regulation Number 07 of 2025. A qualitative descriptive approach was employed using in-depth interviews, participant observation, and documentation. Informants were selected through purposive sampling and included the Head of the Social Affairs Office, the Head of the Community Participation Division, SIKS-NG operators, staff, and social assistance beneficiaries. Data were analyzed using the Miles and Huberman model. The findings show that the implementation of the SIKS-NG application has been carried out but remains suboptimal. The main obstacles include delays in data updating, operator capacity, and inadequate internet infrastructure. Nevertheless, the management team continues to demonstrate commitment in delivering public services. Abstract

This research is motivated by the low performance of employees which is suspected to be influenced by employee competencies that are not fully in accordance with job demands. This study aims to determine the contribution of competency to employee performance at the Department of Transportation, Communication, and Informatics of Tasikmalaya Regency. The research method used is quantitative with an associative approach. The study population amounted to 43 employees using a stratified random sampling technique. Data were collected through observation, interviews, questionnaires, and literature studies. Data analysis used simple linear regression, t-test, and coefficient of determination with the help of SPSS version 25. The results of the study indicate that competency contributes positively and significantly to employee performance with a coefficient of determination of 38.5%, while 61.5% is influenced by other factors outside the study. Thus, competency which includes knowledge, skills, and attitudes plays an important role in improving employee performance.   Keywords: Competence; Employee performance; Human Resources.

Abstract

This study is motivated by the importance of internal communication in improving employee performance within public sector organizations. Several issues were identified at the Department of Transportation, Communication and Informatics of Tasikmalaya Regency, including delays in information delivery, limited communication interaction between leaders and employees, and the lack of opportunities for employees to express ideas. This study aims to analyze the contribution of internal communication to employee performance in the context of public organizations. This research employs a quantitative method with an associative approach. The sampling technique used is saturated sampling, involving all 74 employees as respondents. Data were collected through questionnaires and analyzed using simple linear regression analysis and t-test to examine the research hypothesis. The results indicate that internal communication has a positive and significant effect on employee performance, with a coefficient of determination of 23.6%, while the remaining 76.4% is influenced by other factors beyond the scope of this study. These findings suggest that internal communication plays an important role in improving employee work effectiveness, although it is not the only determining factor. The scientific contribution of this study lies in examining internal communication specifically within the context of local government organizations, particularly at the Department of Transportation, Communication and Informatics of Tasikmalaya Regency, by emphasizing vertical and horizontal communication patterns in supporting employee performance.   Keywords: Employee Performance; Internal Communication; Public Organization

Abstract

Micro, Small, and Medium Enterprises (MSMEs) occupy a strategic position in regional economies, functioning as primary absorbers of labor and drivers of community welfare. Despite the Kediri City Government’s consistent allocation of local government spending toward MSME empowerment programs, studies that specifically examine the linkage between regional expenditure realization and program effectiveness at the local level remain scarce. This study analyzes MSME empowerment program effectiveness through local government spending in Kediri City, employing Dunn’s (2003) program effectiveness framework across three analytical dimensions: output, outcome, and impact. A qualitative approach using library research was applied through thematic analysis of peer-reviewed journals, books, official government reports, and relevant public policy documents. Findings reveal that at the output level, budget realization reached only 82.42%, falling below the optimal threshold; at the outcome level, MSME growth peaked at 34.09% in 2023 before declining sharply in 2024–2025; and at the impact level, Jatim Bejo platform transactions totaling IDR 43.82 billion alongside 3.43% economic growth in 2024 indicate positive but unevenly distributed effects. Enabling factors include local government commitment to budget allocation and digital technology adoption, while key constraints encompass weak inter-agency coordination, limited managerial capacity among MSME actors, and inconsistent monitoring and evaluation mechanisms. This study contributes to the scholarly discourse on fiscal policy effectiveness for local MSME empowerment, and recommends strengthening cross-sectoral coordination, sustained capacity-building assistance for MSME actors, and the development of a more structured data-driven monitoring system.   Keywords: Effectiveness; Kediri City; Local Government Spending; Program; SME Empowerment
