Abstract

Waste is one of the critical issues in Indonesia that has not been adequately addressed. This reality contrasts with the fact that waste production and disposal are activities that continue in daily life. However, not many people are concerned about the ongoing issue of accumulating waste. Considering the problem of waste buildup, the strategies implemented by the Environmental Service are crucial in waste management in Indonesia, particularly in the city of Bandar Lampung. This is emphasized because Bandar Lampung is one of the cities with a high population density, particularly in the Bumi Waras District. The amount or volume of waste corresponds to the level of consumption of goods or materials used daily. This study employs a qualitative descriptive method, with data collected through observation, interviews, and documentation techniques. The analysis in this study is based on Koteen's (1991) strategy theory, which classifies strategies into three categories: Organizational Strategy, Program Strategy, and Resource Strategy. Based on the study's findings, household waste management by the Bandar Lampung City Environmental Service is considered to have been carried out effectively. However, there are still issues or obstacles in the program strategies and supporting resource strategies that prevent it from running optimally. It seems to be constrained by budget and the facilities needed for household waste management. Therefore, improvements and enhancements in this regard are necessary.   Keywords: Management: Household; Strategy; Waste

Abstract

This study aims to analyze the implementation of e-government in research funding services through the eRISPRO platform developed by Lembaga Pengelola Dana Pendidikan (LPDP), especially by assessing aspects of efficiency, transparency, accountability, accessibility, and inclusiveness in managing research grants. This system is designed as an integrated digital service to manage the grant process, from proposal submission to selection, disbursement, and reporting. The study uses a qualitative descriptive approach, gathering data by directly observing the eRISPRO system and conducting semi-structured interviews with LPDP staff involved in managing the program. The results of the study show that eRISPRO has increased the efficiency of grant administration through process digitization, such as the use of e-Stamps, automatic notifications, and online reporting. In terms of transparency and accountability, this system provides access to reviewer assessment records, activity-based RAB verification, and an achievement dashboard that supports information transparency. However, challenges are still found in the aspects of accessibility and inclusiveness, especially related to the digital literacy gap and the dominance of merit-based approaches that have not fully reached institutions in non-leading areas. This study contributes to the literature on e-government by highlighting digital public service platforms in a research sector that has not been widely studied before and providing recommendations for improvements so that the implementation of such digital services can be more equitable and sustainable. Abstract

The purpose of this study is to identify and explain the effectiveness of the digital service 'Getuk Sewu Application' by the Department of Population and Civil Registration of Pringsewu Regency. The background of this research is the effort to improve the quality of public services from the Department of Population and Civil Registration through the Getuk Sewu application. This writing theory uses the public service theory which refers to Zaithaml's perspective; service quality can be measured using five main dimensions, namely: reliability, tangibles, responsiveness, assurance, and empathy. The research approach adopted is qualitative, where the analysis process is conducted based on data obtained from collection techniques such as interviews, field observations, and document review. The research results indicate that the officers have demonstrated a good level of proficiency in operating the Getuk Sewu application. The presence of the Getuk Sewu application as a form of digital public service already reflects tangible indicators, particularly in terms of ease of access. Officials from the agency as well as village apparatus are considered capable of responding promptly to requests for civil administration services submitted by the community. The public feels confident and comfortable regarding the transparency of costs and the validity of the documents they receive. The conclusion of this study is that public services provided by the Civil Registration Office and village officials through the Getuk Sewu Application are quite effective, although they still face several obstacles.   Keywords: Effectiveness; Getuk Sewu; Public Sevice.

Abstract

This article examines strategies for accelerating economic growth in Bandar Lampung City using a descriptive qualitative approach based on the analysis of regional and national policy documents. The background of this study lies in the city’s 2023 economic growth performance, which reached only 4.99%, falling short of the target set by the Regional Medium-Term Development Plan (RPJMD). The study identifies several structural challenges, including fragmented programs among government agencies, weak inter-sectoral coordination, limited integration between planning and implementation, and minimal involvement of non-government stakeholders. To frame these challenges, three theoretical perspectives are applied: Romer’s endogenous growth theory emphasizes the role of innovation, knowledge, and investment in human capital; Porter’s competitive advantage theory highlights the importance of local industrial clusters in enhancing regional competitiveness; and collaborative governance theory by Ansell and Gash stresses the need for multi-actor engagement in public policy processes. Findings indicate that the city’s sectoral potential remains underutilized, and coordination mechanisms are still largely symbolic. The article recommends integrative strategies that include strengthening institutional synergy, revitalizing key local economic sectors, and developing participatory, data-driven collaborative platforms. These strategies are aligned with the broader national development framework as outlined in the 2020–2024 RPJMN and the Sustainable Development Goals (SDGs), and are expected to contribute to more inclusive, adaptive, and sustainable economic growth at the city level.   Keywords: Collaboration; Endogenous Growth; Industrial Cluster; Regional Economy

Abstract

Asset management is one of the important aspects in supporting the operational services at the Public Service Mall (MPP) of Cimahi City as a center for integrated services for the community. This research aims to analyze asset management at the MPP of Cimahi City. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation studies. The analysis is conducted using the asset management theory approach according to Siregar which includes five indicators: asset inventory, legal audit, asset valuation, asset optimization, and supervision and control. The results of the study indicate that asset management at the MPP of Cimahi City is already functioning quite well. However, several constraints were found, namely the presence of assets in several tenants that do not have asset inventory labeling, in addition, the inventory data regarding asset damage and loss is still minimal, and there are assets that have not been optimally utilized. The conclusion of this study is that asset management in the MPP of Cimahi City has generally supported operational services, but there are still constraints in the aspects of asset inventory and asset optimization. To address this, a digital reporting system is needed to record asset damage or loss in real time. Additionally, it is necessary to prepare clear and structured Standard Operating Procedures (SOP) regarding the management of regional-owned goods. The next effort involves socialization and education for tenant officers and related parties involved in asset management, including technical training in the operation of certain assets.   Keywords: Asset Management; Public Service Mall; Service Operation

Abstract

Social conflict prevention is a crucial aspect in maintaining social stability and harmony. This study aims to analyze the implementation of social conflict prevention policies carried out by the Bandung City Agency for National Unity and Politics (Bakesbangpol), with a focus on the early warning function. Referring to Law No. 7 of 2012 on the Handling of Social Conflicts, which regulates the government’s obligation to conduct early detection, prevention, and post-conflict recovery, this study employs a qualitative method using George C. Edwards III’s (1980) policy implementation model. The results show that although Bakesbangpol has made various efforts in preventing social conflict, challenges remain, such as limited human resources and budget constraints. The study recommends several strategic steps to improve policy implementation, including the development of an integrated information system for conflict monitoring, the use of technology for early detection, and community-based empowerment involving local leaders and organizations. These measures are expected to create a safer and more harmonious environment in Bandung City and maintain social stability amidst complex societal dynamics.   Keywords: ; Implementation; Public Policy; Social Conflict

Abstract

This study explores the implementation of electronic government (e-government) in Banyuwangi Regency, Indonesia, as a strategy to enhance the quality of public services. Although progress has been made, local governments still encounter challenges such as infrastructure limitations, gaps in digital literacy, and bureaucratic resistance. Employing a mixed methods approach, the research analyzes survey data from 210 respondents and in-depth interviews with civil servants and citizens. The results indicate that high levels of technology acceptance, reflected in perceptions of usefulness and ease of use, contribute positively to service quality dimensions including reliability, responsiveness, and assurance. Political support, digital innovation, and citizen involvement emerge as key enabling factors, while infrastructure disparities and unequal digital competencies remain persistent barriers. This study contributes theoretically by integrating the Technology Acceptance Model (TAM) with SERVQUAL and offers practical insights for developing inclusive digital governance strategies.   Keywords: E-Government; Public Innovation; Service Quality; Technology Acceptance.

Abstract

This study aims to analyze the performance of expert staff in the Gerindra Party Faction of the Indonesian House of Representatives (DPR RI) using Bernardin and Russell’s performance theory. The research focuses on six key performance indicators: quality, quantity, timeliness, cost-effectiveness, independence, and interpersonal impact. A qualitative approach was employed, with data collected through in-depth interviews with expert staff and faction members. The findings reveal that the performance of expert staff in the Gerindra Faction is largely influenced by their ability to produce accurate outputs that meet faction needs, complete tasks within deadlines, and utilize resources efficiently. Furthermore, expert staff are expected to work independently, take initiative, and establish effective communication and collaboration with both legislators and colleagues. The study concludes that expert staff play a crucial role in supporting the effectiveness of the faction’s legislative, oversight, and budgeting functions. The research recommends continuous capacity building, stronger work standards, and a more structured performance evaluation system to enhance the quality of expert staff’s work.   Keywords: DPR RI; Expert Staff; Gerindra Faction; Performance

Abstract

This research explores how the smart village concept is developed and implemented in Denpasar City, focusing on Tegal Harum Village located in West Denpasar District. The study is grounded in the growing emphasis on digitalizing village governance in Bali as part of regional development strategies adapting to technological transformation and the post-toursim era. A descriptive qualitative approach was employed, with data collected through observation, in depth interviews, and documentation. Nine informants were selected through purposive sampling, consisting of representatives from the Denpasar City Development Planning Agency (Bappeda), the Community and Village Empowerment Office (DMPD), the West Denpasar Sub-district Office, and local government officials and residents of Tegal Harum Village. The findings indicate that the village government has implemented various digital innovations, including public service applications, data-based administrative systems, and digital media promotion of local potential. These initiatives have improved service efficiency and governance transparency, earning recognition at city and national levels. However, community participation remains limited due to habitual patterns, cultural challenges, and digital literacy challenges. The study concludes that the success of smart village initiatives depends not only on technological and policy readiness but also in the social, cultural and adaptive capacities of local communities in navigating digital transformation.   Keywords: Community Participation; Rural Digitalization; Smart Village
