Abstract

The rhinoceros beetle ( Oryctes rhinoceros L.) is one of the main pests in oil palm plants that can cause serious damage, especially in the Immature Plant (IMPACT) phase. This pest attack causes damage to the growing point, thus inhibiting vegetative growth, reducing plant vigor, and potentially delaying the plant entering the productive phase. One of the control efforts commonly applied in oil palm plantations is the use of insecticides containing the active ingredient cypermethrin. This study aims to evaluate the effectiveness of cypermethrin application in reducing the intensity of O. rhinoceros attacks on IMPACT phase oil palm plants at PTPN IV Regional 1 Rantauprapat Plantation. The study was conducted in January–February 2026 using a field observation method with a quantitative approach and a paired observation design . A total of 114 sample plants from Blocks N07, N09, and O07 were observed before and after cypermethrin application at a dose of 1.6 cc per plant. Data were analyzed descriptively and tested using a Paired Sample t-test at a significance level of 5%. The results showed that the average attack intensity decreased from 78.07% before application to 20.18% after application, with a control efficiency of 74.15%. The results of statistical tests showed that cypermethrin application had a significant effect on reducing the intensity of O. rhinoceros attacks ( p < 0.05). Thus, cypermethrin is effective as a control measure against active attacks of O. rhinoceros on oil palm plants in the TBM phase. However, its use still needs to be combined with the implementation of Integrated Pest Management (IPM) to increase control effectiveness and reduce the risk of insecticide resistance.

Abstract

This study examines the effects of effective tax rate, leverage, dividend policy, and firm size on firm value, with tax avoidance as a moderating variable, among food and beverage companies listed on the Indonesia Stock Exchange during 2020–2024. A quantitative panel-data design was applied to 57 companies selected through purposive sampling, producing 285 firm-year observations. Secondary data were obtained from annual financial reports and analyzed using EViews. Random effects models were selected for the direct-effect specifications, whereas the interaction model used fixed effects. The findings show that tax rate, dividend policy, firm size, and tax avoidance do not have significant direct effects on firm value. Leverage has a negative and significant effect at the 10% level. Tax avoidance does not moderate the relationship between tax rate and firm value, but it significantly weakens the relationships of leverage, dividend policy, and firm size with firm value. The results indicate that debt and tax-planning decisions should be evaluated jointly because aggressive tax avoidance can intensify the adverse market implications of financing and corporate-scale decisions.

Abstract

The Air Bridge cargo air transport subsidy program in Papua aims to reduce price disparities and ensure logistics availability in the 3TP (Underdeveloped, Remote, Outermost, Border) regions that are highly dependent on air transportation. This study analyzes logistics movements and examines their implications for the capacity of airport cargo terminal infrastructure. The method used is descriptive with quantitative and qualitative approaches. This study integrates Least Square forecasting , Systematic Layout Planning (SLP) through Activity Relationship Chart (ARC), and safety and operational standards analysis. The analysis results project Sentani Airport's cargo load to reach 120,167 tons in 2026, which could trigger overcapacity conditions . Existing findings indicate weaknesses in warehouse layout and stockpiling that obstruct circulation routes. Optimization is focused on rearranging the layout through the ARC approach and separating specific goods placement using Systematic Layout Planning (SLP), as well as implementing strict Standard Operating Procedures (SOPs) for special cargo and perishable goods . This development, combined with the Business Model Canvas (BMC) strategy and optimal distribution routes, is essential to support an effective aviation logistics ecosystem in Papua.

Abstract

Early movers that create an uncontested market space frequently deteriorate financially soon after competitors enter, and the deterioration is commonly diagnosed as a financial or execution failure. This article proposes an alternative explanation and the instrument to test it. Drawing on Porter's account of strategy as trade-off, Rumelt's hallmarks of bad strategy, Kim and Mauborgne's blue ocean framework, agency theory, and the technical-debt metaphor from software engineering, the article develops the construct of strategic debt: the deferred cost of strategy fundamentals not built while an uncontested market makes them appear unnecessary, and which is priced, with interest, through identifiable profit-and-loss mechanisms once competition arrives. The article makes three contributions. First, it specifies the construct, its accrual conditions, its pricing trigger, and its boundary conditions, arguing that the invisibility of the cost during the uncontested phase is not a managerial oversight but a structural property of the phase itself. Second, it derives a six-category taxonomy of strategy-foundation gaps covering external measurement, target logic, investment gating, portfolio discipline, channel economics, and contra-revenue governance, each anchored to an established strategy principle. Third, it operationalizes the construct as the strategic gap ledger, a diagnostic instrument that traces each gap through a four-link causal chain from gap to observable managerial behavior to profit-and-loss mechanism to quantified impact, rendering an otherwise abstract deficit measurable in monetary terms. A stylized illustration demonstrates the instrument's application, and six falsifiable propositions are advanced for empirical testing. The framework is conceptual and awaits validation; its practical implication is that the strategy foundation must be built during the uncontested phase, precisely when it appears least necessary, because its absence is priced only after the transition, when remediation costs have multiplied.

Abstract

Advances in information and communication technology have brought various conveniences to individual life; however, they have also given rise to new forms of criminal activity, including cyberbullying. Such acts can carry psychological, social, and educational consequences, with children and adolescents being particularly vulnerable to becoming victims. This study aims to evaluate the effectiveness of legal protection measures for children who are victims of cyberbullying at SMA Negeri 9 Bandar Lampung, and to identify the factors that contribute to the effectiveness of those measures. The research employs a normative and empirical juridical approach, drawing on primary data obtained through interviews with the Deputy Head of Student Affairs of SMA Negeri 9 Bandar Lampung and the Women's and Children's Service Unit (PPA) of the Bandar Lampung Police, as well as secondary data obtained through literature review. The findings show that legal protection for minors who become victims of cyberbullying has been implemented through preventive and repressive measures. Prevention efforts include awareness campaigns, education on social media use, guidance, supervision, and the cultivation of moral values and legal awareness. Repressive measures, meanwhile, are implemented by handling both victims and perpetrators, providing assistance, mediation, and coaching, as well as facilitating the victim's recovery. Legal, law-enforcement, facility-related, societal, and cultural factors all contribute to the effectiveness of this legal protection.

Abstract

This study analyzes the optimization of the role and function of the Public Prosecutor in Indonesia's criminal justice system under the New Criminal Procedure Code (Law Number 20 of 2025) in handling assault cases resulting in death. Using a normative-empirical legal approach, the research combines statutory and literature analysis with field data obtained through interviews at the Pesawaran District Attorney's Office. The findings indicate that the New Criminal Procedure Code strengthens the Public Prosecutor's position as dominus litis, enabling active involvement from the investigation stage through enhanced coordination with investigators, joint case conferences, and quality control over investigations. These reforms improve prosecutorial effectiveness, reduce repetitive case-file returns, and support a more integrated criminal justice system. The findings are analyzed using Joseph Goldstein's Criminal Justice System theory, which emphasizes total enforcement, full enforcement, and actual enforcement, as well as Philipus M. Hadjon's Authority Theory and Andi Hamzah's Prosecution Theory. The study concludes that strengthening the authority of the Public Prosecutor under the New Criminal Procedure Code promotes a more effective, accountable, and integrated criminal justice system while ensuring legal certainty, justice, and the protection of human rights in criminal proceedings.

Abstract

Land conversion as part of development transformation is fundamentally intended to promote economic growth and regional modernization; however, in practice, it often generates socio-economic and environmental conflicts within local communities. The increasing rate of land conversion has not always been accompanied by improved community welfare, but instead has led to the loss of agricultural labor opportunities, widening economic inequality, marginalization of local communities, domination by external business actors, and environmental degradation. This study aims to analyze the sustainability of local community economic transformation resulting from land conversion based on the Maqashid Syariah approach and to determine priority strategies using the Analytic Network Process (ANP) method. The research employs a mixed-methods approach using primary data collected through interviews, field observations, and pairwise comparison questionnaires involving experts and stakeholders. The findings reveal that the loss of agricultural labor employment, increasing economic inequality, and the dominance of external business actors are the main issues affecting local economic transformation. The priority strategy identified is inclusive community-based economic empowerment, supported by a strong level of respondent agreement (Kendall’s W = 0.824; p-value < 0.01), which aligns with the maqashid sharia principles of protecting wealth, life, and intellect.

Abstract

The Free Nutritious Meal Program (MBG) is a strategic initiative launched by the Indonesian government in January 2025 to accelerate stunting reduction and enhance human capital quality in support of the Indonesia Emas 2045 vision. This study aims to consolidate scientific evidence regarding MBG implementation through a Systematic Literature Review (SLR) following PRISMA 2020 guidelines. Literature searches conducted on the Scopus database yielded 11 articles that met the inclusion criteria for analysis. The findings demonstrate that the MBG program provides significant positive impacts across three main dimensions: health and nutrition (stunting prevention and food security), education (improved concentration, academic achievement, and attendance rates), and socio-economics (reduced household burdens and local economic empowerment through MSMEs). Program evaluation employs four indicator groups: health, education, governance, and socio-economic resilience. While substantial opportunities for long-term human resource development were identified, serious structural challenges remain, including logistical constraints in remote and underserved areas, infrastructure limitations, fiscal risks, and the need for governance transparency to prevent corruption. The success of MBG is highly dependent on the collaborative commitment of stakeholders in building an accountable and participatory governance system.

Abstract

This study maps the multiple intelligence profiles of distance education students at Universitas Terbuka Padang, Indonesia. A total of 105 students from the even semester of the 2024/2025 academic year participated, with data collected in January 2025 using the TIA (Talent and Interest Allocation) mobile application. Six intelligence dimensions were assessed: linguistic, logical-mathematical, kinesthetic, musical, interpersonal, and intrapersonal. The N-Soft Sets decision-making algorithm was applied for data analysis, with a threshold of r ≥ 3 (rating of “often” or “always”) and a conclusion that 75% of parameters in an intelligence group must meet the threshold for categorization. Results revealed that intrapersonal intelligence and interpersonal intelligence were the dominant dimensions, while musical intelligence scored lowest. The demographic profile showed that 87.6% of participants were female, 61.0% were from the Faculty of Teacher Training and Education, and 68.6% were enrolled in fully online programs without face-to-face tutorials. These findings provide empirical foundations for personalized talent allocation through the TIA application in distance higher education. The study contributes empirical evidence on student multiple intelligences distribution in distance education contexts, providing a foundation for personalized talent allocation and activity recommendation systems. Implications for mobile-based talent management applications in distance higher education are discussed.
