Abstract

This study discusses the dynamics of village government in building self-reliance in coastal areas. The research method used is descriptive qualitative. Data collection techniques through observation, interviews, and documentation. The findings of this study indicate that the dynamics of village governance in general have led to independence in terms of governance, development implementation and community empowerment.

Abstract

This study examines the communication barriers that occur in the Setgab, led by the Democratic Party with its coalition partners in Parliament, regarding the Government's Policy which proposes an increase in fuel prices in the 2012 Revised State Budget Bill. This study is based on the theorization of social construction theory, symbolic interaction theory, and dramaturgical theory. Researchers choose the constructivist paradigm as a perspective in seeing the object of research, and use a qualitative approach to obtain in-depth findings, through case study methods to find specifics. Primary data was obtained through in-depth interviews with key informants and direct observation by observing the course of every meeting to discuss government proposals at Commission VII DPR, Banggar DPR and DPR Plenary Sessions. The data were analyzed qualitatively using domain and taxonomy analysis. The results of the study indicate that there are communication barriers that cause: communication that does not reach the bottom, weak control and commitment in the Setgab, differences in interests, mass media and public opinion, becoming a stage for performances, and freedom of opinion that hinders communication. Meanwhile, why Setgab does not run ideally is because the position of Setgab is not legally binding on coalition partners in Parliament. The conclusion clearly shows that there is a communication situation that does not work effectively because of communication barriers. Therefore, there needs to be a political breakthrough that legally binds every political party when pledging a coalition in Parliament, in order to improve effective political communication in the next period.

Abstract

Penggunaan teknologi informasi menjadi hal yang sangat penting untuk mendukung di dalam proses pemerintahan, khususnya dalam penerapan sistem absensi online untuk mengawasi kehadiran pegawai. Teknologi inilah yang sedang di terapkan di sekretariat kota kendari yang di mana bertujuan untuk meningkatkan kedisiplinan ASN dan menigkatkan kinerja ASN. Metode dalam penelitian ini adalah pendekatan kualitatif deskripsi dengan metode pengambilan data berupa observasi,wawancara, dokumentasi dan studi pustaka. Kemudian data yang telah di peroleh di anasis dan di olah. berdasarkan hasil analisis yang telah di lakukan dengan melihat hasil rekapitulasi absensi 3 bulan terkahir yaitu juli, agustus,dan september di peroleh hasil bahwa absensi online sudah sangat efektif dalam meningkatkan kedisiplinan baik datang dan pulang kantor untuk aparatus sipil negara (ASN) Di Kantor Sekretariat Kota Kendari. Kemudian penerapan absensi online yang di dukung dengan website SI-TPPNS yang berfungsi untuk merekam kinerja ASN  juga telah berjalan baik dan mampu membuat ASN menjadi disiplin dalam bekerja.

Abstract

The Family Hope Program Assistance (PKH) in its implementation is still not in harmony with the government's goals. Inequality, injustice and mistargeting are highlighted in this study. This type of research is descriptive qualitative and data collection techniques are carried out through observation, interviews and documentation. The results show that the implementation of this program has not been effective because the program targets in the field are not appropriate and the people who receive it are not evenly distributed.

Abstract

This study examines the form of voting behavior of the Dayak community in the election of Governor and Deputy Governor of West Kalimantan in 2018. This type of research uses a qualitative descriptive method. The data collection technique is through interviews and documentation at the Dayak Customary Council. The research findings show that the voting behavior of the Dayak community tends to lead to primordial voters.

Abstract

The purpose of this study is to analyze the policies implemented by the Bantul Regency Government in conducting online promotion of MSMEs during COVID-19. The presence of the COVID-19 pandemic has triggered market difficulties for MSMEs, as happened in the Gendong Kringan Herbal Tourism Village in Bantul Regency, DIY. This study uses a qualitative descriptive method, with indicators of communication size, resources, disposition, and bureaucratic structure. Communication is very well established and coordinated between the parties involved. Communication is carried out by coordinating several segments such as the photographer community, the Bantul Tourism Office, the Jamu Gendong Kiran Manager to the community of the Jamu Gendong Kiringan tourist village. The availability of resources that include human resources, budget, and infrastructure is sufficient to support product photo shooting activities in the Gendong Kiran Herbal Tourism Village. the disposition/attitude government is very enthusiastic about introducing these tourist village destinations. This is evident in terms of the commitment shown by the Bantul Tourism Office is very high. the bureaucratic structure in product photo assistance activities is carried out by the division of each task and can be carried out properly.

Abstract

The implementation of Law Number 6 of 2014 has provided opportunities for village governments to realize independence in the field of development. This policy demands readiness by the village government to be able to manage village finances so that it can be realized according to the mandate of the regulation. This study describes the ability of the village government in managing village funds in Mendikonu Village, Amonggedo District, Konawe Regency. The research approach is qualitative, where data is collected through observation and interviews. Furthermore, the data were analyzed qualitatively with a descriptive description to answer the research problem. The findings in the study show that the ability of the apparatus in the process of managing village funds starting from financial planning, financial implementation, financial administration, and financial accountability has been running, although not yet optimally. This is due to the limited ability of village government officials and fund managers, especially in terms of knowledge, skills and attitudes.

Abstract

Aim of this research is how is community participation in development in Puuwonua Village, Kec. Konawe Kab. Konawe and to find out how community participation in development in Puuwonua Village, Kec. Konawe Kab. Konawe. The research approach used is a qualitative research approach. The informants of this study were 11 (eleven) people consisting of: the village head, the village secretary, the head of the BPD, members of the BPD, the head of the hamlet, 2 (two) head of the RT, the head of youth, and 3 (three) people from the community. The techniques used in collecting research data are interviews, observation, and documentation. The technique used in the analysis of research data is qualitative with the stages of reducing data and presenting data. The results showed that community participation in Puuwonua Village, Kec. Konawe Kab. Konawe, namely where (1) community participation based on thoughts is still very minimal in the Musrembang and RPJMDes processes; (2) community participation based on labor is still low in contribution in the form of energy in mutual cooperation and community service activities; (3) community participation based on expertise, people tend to be apathetic due to lack of understanding and awareness; (4) community participation based on goods, the community has participated by lending tools or equipment but the quality is not good; and (5) community participation based on funds, the community has not been able to participate directly in the form of cash in cash but the community can provide basic food for ongoing development. Development in Puuwonua Village, Kec. Konawe Kab. Konawe is where (1) Village development is based on physical development, several types of existing development, both facilities and infrastructure that can be used by the local community for their welfare; and (2) Village development based on non-physical development of several types of existing development in the form of counseling that can be followed by local communities to increase knowledge.  More about this source text Source text required for additional translation information Send feedback Side panels.

Abstract

The purpose of this study is to see how the community's political participation in the regent election in Basule Village, sub-district. Lasolo kab. Konawe Utara and to look at the factors that influence the political participation of the community in the regent election in Basule Village, sub-district. Lasolo kab. Konawe Utara. The method used in this study is qualitative with a descriptive form, the subjects in this study are the Village Head, Community Leader, and Youth Leader. Techniques in collecting this data are observation, interviews, documentation. The results of this study can be concluded that the form of community political participation can be used as a measure to assess the stability of the political system of citizen satisfaction and dissatisfaction which refers to the high and low level of community political participation in the general election for regional heads, the community actively uses their voting rights in carrying out the general election. regions and participate in political activities. Factors that influence public political participation in regional head elections are the factors of public awareness and trust in the government regarding public knowledge about politics. Efforts to participate in community politics in the general election of regional heads in carrying out socialization activities, the village government has been very maximal in disseminating the implementation of election activities to the community.

Abstract

The purpose of this writing is to describe the political journey of bureaucracy in Indonesia. The research method used is a literature review with Systematic Review Technique by viewing and identifying existing problems by developing existing concepts. The results of the study indicate that politics are very dominant in influencing bureaucratic activities and activities. Bureaucracy tends to be coopted on the interests of political officials, so that they want to not want to follow the will of political officials. The presence of Law Number 43 of 1999 to the main principal of civil servants put political officials more dominant in determining the bureaucratic career. In line with that, the presence of Law Number 5 of 2014 concerning the Civil Apparatus of the State Place the position in accordance with merit toxration but it also has not been implemented optimally. The influence of political officials is still very dominant in determining bureaucratic positions. Keywords: Politics, Bureaucracy, Indonesia
