Abstract

E-Kelurahan is a web-based application used for document publishing at Kelurahan. This study stems from the many problems of the implementation of e-Kelurahan in Padang City including low user access, problem access, and e-Kelurahan limitations in online service delivery. The study aims to analyze the implementation of the e-kelurahan program in Padang City with more complex components. The analysis is carried out on technical site development, internal government, and client perspectives. The research method used descriptive qualitative. The theory is the  Six Dimensional Assessment Tool (6DAT) for analyzing the Effectiveness of e-Government. These six dimensions are used as variable Security systems, Integrated Database Development, Intra-Agency Hierarchical Integration, Inter-Agency Lateral Coordination, Interactive Public Access, and Transparency of Government Structure and Process. According to the findings of this study, the implementation of the e-Kelurahan in Padang City is still ineffective. Even though the e-Kelurahan application is being improved to be more secure, it has an integrated database that is credible and up to date, and lateral relationships through joint partnerships are running smoothly, on the other hand, user experience is less concerned. however communication facilities to internal parties that are not provided to the public, in the lack of transparency of processes and structures, in the lack of interactivity of e-Kelurahan, and most importantly, in the lack of efficient access. It can be concluded, both in terms of applications, the organizers and the public are still in the transition stage to transform to digital.

Abstract

This study describes the effectiveness of the performance of the Semarang City Regional Disaster Management Agency (BPBD) in flood disaster management based on the Early Warning System (EWS). The research method is qualitative with a descriptive approach which will be studied with indicators of effectiveness, namely goal attainment, integration, and adaptation. The research findings show that in carrying out the achievement of objectives, Semarang City BPBD has referred to the strategic plan that is in accordance with the Vision and Mission of Semarang City RPJMD 2016-2021. The implementation of the socialization process has gone well, Semarang City BPBD held meetings with the KSB (Disaster Alert Village) directly or via WhatsApp, then there was communication with other OPDs if there were problems with the EWS. The adaptation of Semarang City BPBD in flood disaster management using EWS technology as disaster prevention and preparedness has been optimal, through training activities to increase employee capacity in operating EWS technology.

Abstract

Evaluation is an essential part of forming optimal services according to the expectations and needs of users. This study aims to evaluate competency development services, including programs, organizers, and facilitators, so that people can know the quality of services received by users of competency development services at the BRIN Karangsambung Geodiversity Area. The results of this study help maintain, improve, and enhance services and become considerations for stakeholders. This study used a survey method with accidental sampling as the sampling technique. The evaluation results show that implementing competency development services at the BRIN Karangsambung Geodiversity Area is very good, with an overall average score of 3.70 on a scale of 4.00. Suggestions for improving services need to enhance coordination between service functions, consumption management, and the quality of lodging facilities.

Abstract

The Pringsewu Regency Regional Regulation regarding the policy of electing Pekon Heads using the e-voting system seems rushed. With one month of preparation for the implementation of the Pekon Head election in Nusawungu village, it resulted in not being properly socialized to the community. This study describes the potential for fraud and the obstacles faced by the committee or the community in the village head election process using the e-voting system. This type of research is used qualitatively with a descriptive approach. Data collection techniques were carried out through interviews, observation, and documentation. The results of the study found that there was time and budget inefficiency in the process of implementing village head elections and the absence of the principle of Luber Jurdil (Broad, Free, Confidential, Honest, and Fair) due to the presence of the Assisting Committee in the Voting Booth who served as assistants for voters who had not or could not use the e-voting tool.

Abstract

This research describes the implementation of the KLA policy in the Bende sub-district, Kadia sub-district, Kendari city. Describe the implementation of KLA policy in the Bende sub-district based on four factors in implementing public policy. The research method used is a qualitative descriptive research method with data collection through interviews, observation, and documentation. The results of the data collection will be presented descriptively. The results of research conducted were based on 4 factors that influence KLA policy, including: 1) KLA policy outreach and campaign activities in Bende sub-district are still not carried out so that many people still don't know about KLA policy due to the Covid-19 outbreak which also hit Kendari City so that the budget socialization activities and KLA policy campaigns in the Bende sub-district were diverted; 2) None of the GT KLA members of Bende subdistrict have trained on children's rights, although GT KLA members of Bende subdistrict have shown a fairly high level of concern for educating children's rights, but GT KLA members must know and understand the substance of KLA policies; 3) GT KLA members and the Bende sub-district community show an attitude that supports KLA policies, making it easier to implement KLA policies; 4) The institutional structure of GT KLA, Bede sub-district is quite good because it is filled with capable personnel and resources who have qualifications that are appropriate to the fields involving children's rights. These fields have the duties and functions to prepare and carry out activities in the context of implementing KLA policies in the Bende sub-district. The conclusion of the results of this study is that the implementation of the KLA policy in the Bede village is still not optimal. Suggestions that can be given are the need for outreach and campaign activities for the community and child rights training for GT KLA members in the Bende sub-district. Apart from that, facilities supporting the implementation of KLA policies also need to be improved, one of which can be through social responsibility, private parties such as the business world and mass media as well as strengthening the GT KLA institution through SOP indicators or standards for implementing KLA policies in the Bende sub-district.
