Civil Officium: Journal of Empirical Studies on Social Science is published by the Ascarya Solution Allianz. The primary aim of Civil Officium is to improve problem-solving in Social Science. Stakeholders in society, education, government, politic, culture research grapple with various standards. Without evidence-based problem solving, many conflicts are unsatisfactorily settled by applying the one-size-fits-all interpretation of principles or regulations or resorting to anecdote as evidence for one or another interpretation. Abstract

Investment plays a crucial role in national economies worldwide, serving as a fundamental driver of economic development and influencing multiple economic variables. Nations across the globe find themselves in fierce competition to attract foreign and domestic investment through various tools and strategies designed to stimulate and maintain investment flows. Among these instruments, fiscal policy stands out as one of the most significant mechanisms for encouraging investment attraction. This policy holds considerable importance within the broader framework of economic policies due to its substantial capacity to achieve national economic objectives. The present study examines how fiscal policy influences investment promotion, with particular focus on the Kurdistan Region of Iraq as a case study. Using descriptive, historical, and analytical research approaches, this investigation explores the intricate relationship between fiscal policy instruments—particularly taxation and public expenditure policies—and their effectiveness in fostering investment. The findings reveal that fiscal policy significantly impacts investment decisions through various channels including tax incentives, infrastructure development spending, and supportive financial measures. However, the Kurdistan Region confronts numerous challenges that impede effective investment attraction, including its heavy reliance on oil revenues, ongoing financial difficulties, and ambiguous economic policy frameworks. The study concludes with comprehensive recommendations for implementing strategic fiscal reforms, establishing clear investment promotion strategies, and developing transparent economic governance structures to transform the region's economy from its current single-resource dependency toward a more diversified and sustainable economic model.

Abstract

This study aims to analyze the determination of the selling price of red brick products from the perspective of Islamic business ethics, with a case study in Tondomulyo Hamlet, Gadungan Village, Kediri Regency, Indonesia. This study is motivated by the practice of determining selling prices that vary between buyers, which is considered to have the potential to violate the principle of justice in business ethics. The method used is descriptive qualitative with a case study approach, and data collection is carried out through observation, interviews, and direct documentation in the field. The results of this study indicate that the determination of the selling price of red bricks is influenced by several factors, including production costs, weather conditions, market demand, and the amount purchased. Although producers set prices based on market mechanisms and mutual agreements, there are still differences in prices between consumers, which are based on their bargaining power. From the perspective of Islamic business ethics, this does not fully reflect the principles of justice ('adl), transparency (al-wuduh), and social responsibility (al-mas'uliyah). However, several producers have shown a commitment to the principle of truth (ash-shidq) and social responsibility, for example, by providing discounts for the construction of Islamic boarding schools.

Abstract

The development of e-commerce has encouraged companies to adopt digital marketing through marketplaces to reach consumers more widely, quickly, and efficiently, including livestock medicine products that require accurate information regarding safety, benefits, and proper use. This study aims to analyze the implementation of the Shopee Affiliate Program as a digital marketing strategy at PT Cipta Ternak Sehat Indonesia. This research uses a qualitative approach with a case study design to understand the process, context, and dynamics of program implementation in the company, with data reinforcement through various sources such as interviews, observations, and documentation, as well as monitoring performance metrics (clicks, orders, and commissions) available on the platform. The results show that implementation began with affiliate registration, selection of priority products relevant to farmers' needs, management of promotional performance, and monitoring of content compliance with company policies and image. The promotional strategy emphasized creative and educational content—video reviews, educational videos on usage, product photos, and infographics—which helped reduce consumer uncertainty and increased understanding of technical/medical products. The affiliate program expands market reach through third-party networks, increases product visibility in Shopee search results and recommendations, and has the potential to drive sales growth. The main advantage lies in the performance-based marketing mechanism, which increases cost efficiency because commissions are paid when a validated sale occurs, while strengthening trust through electronic word-of-mouth (e-WOM) that arises from interactions, comments, and reviews. A key challenge is monitoring the accuracy of claims, which requires companies to have content guidelines, strengthen product knowledge, and conduct regular briefings to prevent exaggerated claims that risk violating animal health regulations. This study concludes that Shopee Affiliate is effective and relevant for livestock drug marketing, with the implication that success depends on selecting the right affiliates and managing the content and customer experience. Abstract

Article 33, paragraph (3) of the 1945 Constitution mandates that the management of land, water, and natural resources be carried out within the framework of a welfare state and sustainable development, so that legal policy must ensure a balance between economic growth, social justice, and ecological preservation. However, the controversy surrounding the issuance of nickel mining permits in the Raja Ampat Islands—a marine conservation area, a center of mega-biodiversity, and a strategic tourism destination—represents a serious disharmony between the Mining and Energy Law regime and the spatial planning, coastal-small island, forestry, and environmental protection regimes. This study aims to analyze the legal politics and validity of the Raja Ampat nickel IUP in the context of normative conflicts, while also assessing the adequacy of the sectoral framework and the need for lex specialis instruments in high-value tourism areas. This study uses normative legal research with a statute, conceptual, and case approach, based on primary legal materials (1945 Constitution, Minerba Law, coastal-small island, spatial planning, and PPLH), secondary materials (literature), and limited non-legal materials (media) for the construction of a conflict chronology. The results show that there are 16 companies with nickel permits, five of which are active. Four permits were revoked because the mining area was located within a 36,600 km² geopark with protected status, was indicated to have damaged mangroves, did not have wastewater management, and/or did not have approval for the use of forest areas. PT Gag Nikel continued to operate because it was deemed to have complete permits and was located outside the geopark. These findings confirm the weak protection of the coastline as intended in Article 35(k) of Law 27/2007 and the impact of the recentralization of authority following Law 23/2014 and Law 3/2020, which reduced regional participation, the community, and FPIC, even though the Constitutional Court (Decision 37/PUU-XIX/2021) views centralization and decentralization as a continuum. The study concludes that the dominance of the downstream economic agenda has shifted the constitutional orientation of “state control” as management for and with the people; therefore, it is necessary to harmonize the hierarchy of norms and formulate special laws based on prudence, legal morality, and the involvement of local governments and traditional elders (living law) to prevent the recurrence of pollution tragedies such as the Buyat Bay case and ensure the legitimacy of the Raja Ampat ecosystem’s protection.
