Abstract

Close historic relationships between medicine and public health have implied, as a consequence for the latter, the in-heritance of epistemological traits traditionally characteristic of a positivistic conception of science on which a major part of the theoretical development of modern medicine has been sup-ported. From the point of view of this ontological, epistemological and methodological reference of positivism, health has been reduced to deterministic, linear and causalistic explanations that systematically cancel any reference to the life world (Lebenswelt), both for the researcher and for the “objects” of research. The scientific pretensions of public health have become protruding over its political and ethical commitment, even widening the gap between scientific knowledge and the specific conditions of existence of social actors and their relation to health. This paper presents some reflections around the conditions of possibility for a comprehensive approach of public health problems. These reflections are based on a conception of health as a social phenomenon, that is to say, as an emergent element from the complex web of inter-subjective relationships among social actors, in a specific social and historic horizon. Epistemological, ethical and political implications of this perspective for research in public health are also discussed.

Abstract

The law of alcohol and khamr are often equated in Islamic fiqh, even though they are both different in terms of substance and character. The purpose of this study was to test the scientific experimental approach between alcohol and khamr in Islamic religious education learning at the Junior High School 6 PGRI Denpasar, Bali. This experiment will have implications for changing students' perspectives on alcohol which has two fiqh laws, while khamr is certainly haram even though the substance contained in khamr is not alcohol. This study used an experiment with a comparison between the science experimental method class and the control class using the lecture method. The results of the validation of media experts, materials and teachers were 93% with perfect criteria. The pretest in the experimental class has a percentage of 72.5% and the experimental class is 68.5% in the control class. Postest in the experimental class percentage of 87.25% of great criteria, while in the control class the value was not much different from the presentation in the experimental class 73. The difference between postest in the experimental class and control class is 14.25%. Based on the results of the validation and pretest-posttest comparisons between classes, the experimental method is well applied to Islamic Religious Education learning.

Abstract

Public services by local government officials are currently required to be carried out professionally is a tough task to improve the expected quality. In reality, the service quality has not been satisfactory, including at the Ambon City Population and Civil Registry Service (Hereinafter known as DISDUKCAPIL). This research aims to analyze and explain the description of how the quality of public services in this department, and the dimensions of employee service professionalism, are determinants of support and obstacles. The number of informants in this research was 11 people. The research data were collected through interview techniques, observation and documentation, and analyzed using qualitative descriptive analysis techniques. The findings of this research indicate that the level of service quality in the field of population administration at the research location is in quite good condition. This is a contribution from several dimensions of the professionalism of employees' work.

Abstract

Hepatitis B virus infections are one of the major health problems of the world. Mainly parenterally transmitted HBV can be found in blood but less frequently in body fluids such as saliva, semen, sweat, and tears, and transmission may occur percutaneously. For this reason, it is important to investigate HBsAg in carrier screenings for public health. In this study, HBsAg frequency microparticle ELISA (Vitros 3600, Ortho-Clinical Diagnostics) in serum samples taken to the Ministry of Health Afyonkarahisar Public Health Laboratory for porter screening of sector employees such as food, cleaning and tourism between September 2011 and March 2012. It was researched by method. Samples with a positive reaction were verified by running the same kit a second time. Results and data were evaluated retrospectively. A total of 1961 porteurs, 311 (15.8%) women, aged between 18-65, were included in the study, 1096 of the porter was food (56.0%), 312 was tourism It was determined that he worked in the cleaning (4.0%) sector and 470 (24.0%) of them were new recruits. HBsAg positivity was found in 39 (1.9%) carriers, five of whom were women. It was determined that 32 (82.0%) of the HBsAg positive porter were working in the food sector, 4 (10.3%) were working in the cleaning sector, and 3 (7.7%) were new recruits. Most epidemiological studies on hepatitis B in our country show that intra-family or intra-community horizontal transmission of HBV in childhood and adolescence is at the forefront. In addition to parenteral applications, body fluids such as saliva, sweat and tears are also prominent in community horizontal transmission. For this reason, it is important to check HBsAg in carrier screenings in terms of public health.

Abstract

This article seeks to explain how the implementation of moral education is presented at elementary level schools in the midst of community conditions that have changed from an agricultural community to an industrialized society. This study aims to understand how the cognition, affection, and psychomotor aspects of students in the implementation of religious moral values ​​are presented in schools. This research uses qualitative methods with a descriptive approach. Data collection techniques taken were observation, interviews with students from elementary level schools in Cidenok Village, Sumberjaya District, Majalengka Regency. This study found that the moral values ​​of religion presented in schools are still transfer of knowledge and religion in the cognitive aspects, only a small part is in the affective and psychomotor aspects. Second, the socio-economic conditions of the family are part of the background for moral value education which is not optimally absorbed into the affective and psychomotor aspects. Third, the condition of the social environment has a big role in shaping student orientation, where the moral values ​​of religion do not become the control lines for students in carrying out social interactions in society. This study concludes that the implementation of religious moral values ​​in education in schools has a clash with family awareness in supporting education, learning models that are still limited to transfer of knowledge, and the social environment of society.

Abstract

This study aims to analyze the evaluation of ASN management policies at the Ministry of Transportation and the provincial government of DKI Jakarta and the appropriate model for improving ASN management in planning, recruitment, and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with systems thinking approach. This research method's selection was carried out considering that ASN management is a Human Activity System with various problems involving many agencies. There are multiple laws and regulations used. The results showed that the evaluation analysis from the planning aspect showed that the policies, their formulation, and their dissemination had been carried out well; The recruitment aspect indicates that there is still something that needs to be addressed, especially in the recruitment of CPNS, PPPK, and open selection of positions; Aspects of competency development receive greater attention, especially in terms of improving performance, cost efficiency and achieving organizational goals. This study also develops concepts to improve ASN management in the form of a framework that includes: foundational theories, foundational theory & empirical facts as fundamental to formulate research interest, and research contributions.

Abstract

This study aims to find an optimal model for the development of regional potential owned by Maybrat Regency, West Papua Province, to increase local revenue for its people's welfare. Qualitative methods are used in this research using a post-positivism paradigm design, which seeks to reveal a social reality that ontologically can never be fully understood due to the limitations of human nature. The results show that the regional potential optimization model in Maybrat Regency is different from other regions because Maybrat Regency has special autonomy, which provides the broadest possible opportunity for local governments to manage all the potential to increase local revenue. The increase in the original region requires the support of political stability, availability, and quality of human resources, the quality of supporting facilities to create a good investment climate. Abstract

The Geriatric Social Work Competencies Scale II (GSWCS II) is considered a reference in the assessment of the competencies of Gero Social Workers. The aim of the study is to examine the psychometric properties of GSWCS II in a sample of Portuguese social workers work-ing with elderly people. The GSWCS II was administered in conjunction with a specific designed socio-professional questionnaire. A total of 543 social workers were interviewed, with a mean age of 33.05 (7.57 = SD), female (96.1%) and in management functions (72.5%). Internal consistency was verified with high values ​​in all dimensions (α > 9). The scale has high cor-relations with all its dimensions (> 85). The Confirmatory Factor Analysis was used to test the model, based on a five-dimensional structure, the chi-square test of adjustment (χ2/df) = 3.129 presented an acceptable index of adjustment. The GSWCS II proved to be a valid and reliable scale for this population.

Abstract

This article analyzes the validity of vulnerability as a model for decision making regarding the personal and socio-family situation of the elderly person in need of care. The adequacy of the model responds to the centrality of the risk element in decision-making, the nature of care and respect for the principles that inspire the rights of vulnerable older persons. The concept of vulnerability connects with a new conception in which vulnerability is based, not only on the loss of autonomy, but also on the susceptibility to bankruptcy of the rights of dignity and integrity in daily life; in line with an existentially diverse and vulnerable human conception. The incorporation of this approach to the Law of the capacity of the elderly and regulation of social services will require its consideration in the reports and diagnoses of Social Work.

Abstract

The use of information technology is a necessity and a challenge in this 4th-millennium era. Companies that do not want to use technology that suits their needs will be left behind. The Indonesian government has also required the use of appropriate information technology. The purpose of this study is to evaluate the implementation of the Ministry of SOE Regulation No. Per 02 / MBU / 2013 concerning guidelines for the preparation of information technology management of State-Owned Enterprises (SOE) in the field of non-public finance and the implementation of risk management to SOEs that are moderated by corporate governance. The population in this study is State-Owned Enterprises (SOE) in the financial sector. The research sample of 17 SOEs was sampled with the purposive sampling method. The analysis technique used is multiple linear regression. The results showed that IT Governance does not affect firm performance. ERM significantly influences firm performance. Corporate governance that is proxied by the number of audit committee meetings does not moderate IT governance's influence on firm performance and does not mild ERM's effect on firm performance.
