Abstract

Abstract

Indonesia is one of the countries that has been severely affected by the COVID-19 pandemic and ranks 20th among the countries with the highest number of COVID-19 cases. Like other countries, COVID-19 has also negatively impacted various sectors of society, including social, cultural, economic, and educational aspects. The Indonesian government has implemented various policies from the central to the village level, such as movement restrictions through partial lockdown policies, the implementation of health protocols, COVID-19 patient management through testing, tracing, treatment, and vaccination. The complex and frequently changing policies, adjusted according to the latest COVID-19 situation, often cause confusion among the public and, in turn, lead to some people's neglectful attitudes. In dealing with the complexity of policies and their implementation, the role of street-level bureaucrats, specifically Babinsa, who are part of the Indonesian Army (TNI AD) and serve at the village level, becomes crucial. This study aims to delve into the role of Babinsa as street-level bureaucrats and the dynamics of grassroots-level COVID-19 handling through actor collaboration. The study concludes that Babinsa collaborates with village governments, healthcare workers, religious leaders, community figures, and the business community in performing their roles to strengthen capacity and resources in managing COVID-19. Additionally, the study identifies various factors that influence the performance of Babinsa as street-level bureaucrats in the implementation of COVID-19 handling policies, including sectoral ego, budget constraints, community characteristics, and limited healthcare personnel.

Abstract

Water is a necessity of human life. In fulfilling this need, the use of groundwater is often used. Groundwater is a non-renewable resource. Jakarta is a city traversed by many rivers and has a morphological dependence on the upstream watershed (DAS) in the Jabodetabek Region. The research location is in the Mampang Sub-watershed, which is in the Jakarta and Depok areas. The Mampang sub-watershed is geographically located at 106°48'44" - 106°49'59" East Longitude and 6°15'4" - 6°22'17" South Latitude. The problem in the research of the Mampang Sub-watershed often experiences floods every year with a height of between 10 cm - 50 cm. The aim of the study was to determine the groundwater-surface water interaction during a flood event at the study site. The method used is by collecting primary data and secondary data, then simulating using SWAT (Soil and Water Assessment Tools) and SWAT-MODFLOW. The SWAT MODFLOW simulation results obtained 874 river grids with Groundwater Surface Water Exchange Rates (GWSER) values in February 2020 between 52 m3/day to 353 m3/day and in September 2019 between -74 m3/day to 26 m3/day. The contribution of groundwater can be analyzed by comparing the river discharge in a certain month with the GSWER value for that month. The contribution of groundwater to the monthly peak discharge of the river at the study site ranges from 0.24% to 5.27%, and the average contribution of groundwater is 2.48%.

Abstract

This study aims to explain waqf governance in maintaining its existence. Waqf can create public value by using management, public service, and governance approaches to waqf policies. This illustrates the existence of waqf in the middle of the public administration process with the governance model developed by Nadzir. This type of phenomenological research with a qualitative approach based on the philosophy of postpositivism with primary and secondary data through purposive sampling and snowball. Data collection techniques use observation, in-depth interviews, documentation, and literature studies. The results and discussion of the research paradigm are naturalistic in nature, because it allows finding the meaning of each phenomenon, both regarding local wisdom, traditional, emic, ethical, abstract (moral values), and theories of the subjects studied. The existence and management of waqf in Islamic boarding schools is a form of good waqf governance (good waqf givenance). Good waqf governance is built on three main pillars, namely first; waqf values in Islamic boarding schools which originate from the Koran, al-Hadith, and the yellow book, for example; attitude of Tawadhu', Ikhlas, Qana'ah, Tabarruk, Innovative, and Amanah as public values (moral values). Second; waqf governance models that are in accordance with the objectives and functions of waqf, namely to provide benefits to the surrounding community, both directly and continuously. Third; waqf governance is supported by a legal basis both spiritual and public administration (government).

Abstract

Tourism development aims to preserve nature, the environment and resources which are realized through the implementation of tourism development plans by taking into account the diversity, uniqueness and uniqueness of culture and nature, as well as human needs for tourism. This study used a qualitative design with a descriptive research type. In field research, researchers collect data using observation techniques, interviews, and document studies. The results of this study indicate that there are still gaps in the dynamics of collaborative governance in the development of sustainable tourism villages based on local wisdom in Badung Regency. This gap is due to data findings in the field that the government's role is still dominant and there are delays in transforming existing policies in regional action plans. This gap can be seen from the indicators of the success of the collaboration, namely based on institutional agreements which are characterized by limited joint commitments without being elaborated in depth in favor of each stakeholder and their performance achievements. In the process of developing a sustainable tourism village based on local wisdom to support tourism in Badung Regency, this can be done by issuing a policy by the government, by applying the Tri Hita Karana concept to ensure that all development is in accordance with its designation.

Abstract

The background described in the introduction section highlights the importance of studying the correlation between the platelet-to-lymphocyte ratio (PLR) and HCV RNA levels in these patients. This research follows an analytical correlational observational design with a cross-sectional approach. The study was conducted at the Internal Medicine Polyclinic of Dr. Mohammad Hoesin Hospital, Palembang. It involved 38 subjects who met the inclusion and exclusion criteria. The primary objective was to determine the correlation between PLR and HCV RNA levels in HIV-HCV coinfected patients receiving DAA therapy. The research findings concluded that there was a decrease in PLR and HCV RNA Viral Load levels in HIV-HCV coinfected patients after receiving DAA therapy compared to before receiving DAA therapy. The Platelet-to-Lymphocyte Ratio (PLR) was directly proportional to the quantitative HCV RNA Viral Load levels in HIV-HCV coinfected patients with a strong correlation value both before and after DAA therapy.
