Development Innovation Journal published starting from volume 01 of 2013 when it was still under the Bappeda Lampung Province in the Field of Research and Development under the name Journal of Development Innovation. Then since the enactment of Local Regulation of Lampung Province No. 3 of 2014 Regional Research and Development Agency of Innovation Lampung Province was formed on August 8, 2014. Field of Publication and Information one of the main tasks is the journal and journal title changed from Journal of Development Innovation to Journal of Innovation and Development. Furthermore, based on Regional Regulation No. 8 of 2016 Regional Research and Development Agency (Balitbangnovda) Lampung Province again changed into Regional Research and Development Agency (Balitbangda) Lampung Province, Division of Science and Technology oversees Sub Division Data Dissemination and Publication Kelitbangan as a manager of journals and the name of the journal was again changed to Journal of Development Innovation. Abstract

Abstrak: Penelitian ini bertujuan agar dapat mengetahui serta menganalisis strategi untuk meningkatkan perekonomian UMKM pada saat kebijakan new normal yang sedang di terapkan akibat dari dampak adanya pandemi covid-19.Metode penelitian yang di gunakan adalah metode kualitatif deskrptif.Hasil yang di peroleh adalah penelitian ini menunjukkan bahwa perlunya tindakan yang cepat,tepat dan nyata dari pemerintah ataupun dari pelaku usaha dalam menanggulangi kerugian yang telah terjadi akibat pandemi covid-19 dan dapat melakukan pembaharuan serta dapat mengevaluasi mengenai silkus usaha agar dapat terus berkembang dan bertahan. Kata kunci: UMKM,Strategi Pemasaran,Pandemi Covid-19 Abstract: This study aims to be able to identify and analyze strategies to improve the MSME economy during the new normal policy which is being caused by the impact of the covid-19 pandemic. The research method used is a qualitative descriptive method. fast, precise and real from the government or from business actors in tackling losses that have occurred due to the covid-19 pandemic and can make improvements and can develop the business cycle so that it can continue to grow and survive. Abstract

Organizational Citizenship Behavior (OCB) is an individual's discretionary behavior, not directly related to or explicitly recognized by the reward system and that in aggregate promotes the effective functioning of the organization, OCB continues to expand into multiple disciplines such as human resources, marketing, health administration, hospital, economy, community psychology, and military psychology. This research was based on a case study within the Mempawah Police Resort, involving 9 informants consisting of key informants and triangulation informants as primary data. The purpose of this research was to know the effective’s OBC within the Mempawah Police Resort in supporting the duties, protecting, and serving the people of Mempawah Regency. The kind of this research was descriptive, and the data had been analyzed qualitatively using NVivo 12 plus. The results show that OCB had an effective role in building effective and dynamic communication, building a sense of sincerity and sincerity, increasing discipline, building a sense of responsibility, and building high commitment from members of Mempawah Police Station.

Abstract

Abstract : The implementation of diversion aims to avoid criminalizing children in the settlement of cases at the Liwa Court. However, the fact is that the number of applications for diversion on the type of crime of theft by children in the last five years only amounted to 6 cases out of 69 cases. The author realizes that indeed not all cases can successfully carry out diversion because there are various obstacles to the facts on the ground, such as the lack of understanding of the community and the victim, as well as judges who handle children's cases. This study uses an empirical juridical research method, which is to approach the Liwa District Court directly in obtaining data on the settlement of diversion efforts in the case of children as perpetrators of the crime of theft at the Liwa District Court. Then the author also applies a descriptive analysis approach to manage qualitative data along with deductive methods in concluding problems. It is hoped that this research can provide a solution to the diversion problem that occurs, and increase the number of diversion processes in the future.

Abstract

Decentralization policies provide regional authorities the ability to manage their potentials and problems independently. The unequal geographical, social and economic conditions are challenges for every local government in solving problems and developing their own potential. In responding to these challenges, innovations that are practical and appropriately relevant to directly solve the problems in the region are needed. Innovations are generated through a series of scientific studies or research. In its implementation, the process of generating innovation can be designed systematically, known as RIS (Regional Innovation System). Research activity is one of the components carried out by academics in providing input for practitioners and the government in producing innovations. This research discusses how research activities were carried out in Pringsewu Regency to giude local stakeholders to promote innovations in their development and managerial approaches. The identification process is carried out by mapping various research that have been published in the last 5 years, to understand the direction of regional development through research activities. The linkage can be justified as a potential framework of innovation in Pringsewu Regency. Research activities in Pringsewu Regency, according to the identification process, are dominantly carried out in the health, education and agriculture sectors. This focus is in line with the development direction of Pringsewu Regency which is oriented towards the local economy and the quality of human resources. The overall findings suggest that the research focus in health, education and agriculture emerged as the fundamental elements of local innovations in Pringsewu’s development

Abstract

Implementation of fiscal decentralization in Indonesia is formed in an intergovernmental transfer or Balance Fund. It aims to improve public services, including the quality of education. This study aims to analyze the role of the Balance Fund especially Special Allocation Fund on the efficiency of secondary education at the high school level in Wonosobo Regency using a Data Envelopment Analysis. DEA is a method to analyze the efficiency of several DMUs based on specified inputs and outputs. This research uses data from senior/vocational high schools which are got the Special Allocation Fund in Wonosobo Regency in 2020-2021. The results indicate that there are DMUs that are not efficient yet. The local government ought to develop a performance indicator and a reward and punishment mechanism to improve the efficiency of secondary education so that the utilization of the Special Allocation Fund in education at Wonosobo Regency can achieve the specified targets.

Abstract

This article elaborates transnational organized crime (TOC) in Europe after the UK's exit from membership in the European Union (EU) or better known as British Exit (Brexit). Focusing on the highlights from 2016 to 2022, the elaboration is limited to explanations regarding the definitions, policies, and forms of TOC. Presenting a descriptive-qualitative study, the author uses secondary data in the form of various credible documents mainly issued by the EU, EUROPOL (especially the European Union Serious and Organized Crime Threat Assessment (SOCTA) document) in 2017 and 2021, as well as data from the UNODC. The argument that the writer puts forward is based on the Zabyelina dan Đorđević’s thoughts, namely their assumptions in a liberal institutionalist perspective. In addition, the United Nations Convention against Transnational Organized Crime and the Protocols Thereto (UNCTOC) assists the author in explaining the cooperation carried out by the EU with other partners to combat the TOC threats. The results of this study indicate that the UNCTOC definition is still being adopted by Europe. The policy shift occurred in the adjustment of the rule of law, particularly between the UK and the EU, as a consequence of Brexit.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak Program Kartu Petani Berjaya terhadap produksi dan pendapatan usahatani padi di Kabupaten Pringsewu. Penelitian dilakukan di Kabupaten Pringsewu dengan jumlah sampel sebanyak 96 orang petani padi. Waktu penelitian dilakukan pada tahun 2022. Metode analisis data yang digunakan adalah analisis model fungsi produksi Cobb-Douglas dan analisis pendapatan usahatani. Hasil penelitian menunjukan bahwa Program Kartu Petani Berjaya berpengaruh nyata terhadap produksi usahatani padi di Kabupaten Pringsewu. Program Kartu Petani Berjaya mampu meningkatkan pendapatan usahatani padi atas biaya total di Kabupaten Pringsewu sebesar 37,02 persen.

Abstract

The village government of Tunggul does physical development which absolutely requires land. The handover of land in the construction of road infrastructure in the village of Tunggul has been carried out since 2007 until now. However, the process of handing over land cannot be separated from problems. The handover of land involved most of the ownership rights to the land from the residents concerned, while the need for land was increasing. This study aims to identify the objective social and economic conditions of the people who gave up the land, identify the process of handing over the land, and to analyze the rationality of the people who gave up the land. This study uses a qualitative approach with Max Weber's rationality perspective. The results of this study indicate that the socio-economic objective conditions of landowners who hand over land vary starting from education, social status, occupation, income and expenses, needs, and wealth. The process of handing over the land goes through several stages, namely planning, preparation, implementation, and evaluation. The actions of landowners are divided into acts of instrumental rationality and value-oriented rationality actions. The act of instrumental rationality namely the land owner wants a new village road infrastructure and the land owner has the desire to sell his land (profit value). The action of rationality is value-oriented namely the land owner considers religious values ​​as a form of worship and the land owner does good deeds.

Abstract

Basically, people with disabilities need to get protection for those who are in conflict with the law in court, especially the Tanjung Karang High Court. In this case, it is necessary to take a deeper look at legal developments in terms of current legislation in order to guarantee the rights of persons with disabilities and also the fulfillment of rights to physical and non-physical accessibility such as building facilities and infrastructure that must be adequate, or even because of employee resources, clerks, and judges in courts who need to understand related to various disability issues. This research is a juridical-normative legal research aimed at finding and formulating legal arguments, through an analysis of the subject matter. The technique of collecting legal materials is carried out by literature studies and field studies. The approach used is the statute approach, to examine the applicable legal rules related to disability, to see the provisions of the legislation and theoretical conceptions of disability with the empirical reality of the fulfillment of the rights of persons with disabilities at the Tanjung Karang High Court. The results show that based on the parameters of Government Regulation Number 39 of 2020 concerning Adequate Accommodation for Persons with Disabilities in the Judicial Process, that physical and non-physical accessibility at the Tanjung Karang High Court has been fulfilled properly, namely having special physical infrastructure and supporting tools. make it easier for persons with disabilities to access all public areas in court. Meanwhile, non-physical accessibility means that court officials have been provided with technical services regarding knowledge and ethics on how to serve persons with disabilities, and are now beginning to understand legal services for persons with disabilities.
