Abstract

The birth of the post-reform Constitutional Court (MK) is often narrowly interpreted by the public as that of "Election Calculators" or guardians of constitutional procedures. This view overlooks the historical mandate of its establishment, namely as an antithesis to the failure to fulfill social justice during the New Order era. This research aims to show that the Constitutional Court’s most critical role is not that of a passive constitutional guardian but rather that of an active interpreter and enforcer of social justice. The study uses normative legal research methods with a qualitative-philosophical approach. The argument is constructed using the structure of a "three-act drama”: (1) exposing the status quo of the New Order legacy and the narrow view of the role of the Constitutional Court; (2) conducting a confrontation by analyzing four landmark decisions of the Constitutional Court (case studies of the Water Resources Law, the Job Creation Law, Streams of Trust, and PHPU 2019) as evidence of its role in interpreting substantive and procedural justice; (3) offering a resolution in the form of an analysis of the threat of politicization to this crucial role. The results show that the Constitutional Court has consistently expanded its role from judicial-procedural to judicial-substantive. Ironically, however, this role as an interpreter of social justice is now threatened by political intervention, an echo of the past that reform seeks to eradicate.

Abstract

Academic gratitude plays an important role in shaping students’ psychological well-being and motivation; however, research on its association with purpose in life remains limited, particularly among Muslim students in Indonesia. On the other hand, many Muslim students experience confusion in determining life direction and the meaning of academic activities, which leads to stress, anxiety, and even depressive symptoms. Cultural pressures, discrimination, and lack of social support further exacerbate this condition, making the absence of a clear life purpose a significant issue affecting their well-being. This study aims to examine the relationship between academic gratitude and purpose in life among Muslim students. The participants consisted of 308 Muslim students in West Java recruited through convenience sampling. The instruments used were self-report questionnaires, namely the Gratitude Questionnaire-6 (GQ-6) to measure academic gratitude and the Claremont Purpose Scale (CPS) to measure purpose in life. Spearman correlation analysis revealed a moderately strong and significant positive relationship between academic gratitude and the purpose (r = 0.434; p < 0.01). These findings suggest that the higher the students’ academic gratitude, the clearer their sense of life purpose. Further research is needed to explore the influence of academic gratitude on purpose in life in different cultural and religious contexts to broaden the generalizability of the findings.

Abstract

Energy efficiency in universities is a crucial component of national and regional strategies to reduce energy consumption and environmental impact. This is supported by regulations such as Presidential Regulation No. 33/2023 and the Bali Governor's Circular Letter, as well as the Bali Clean Energy Program, which promotes the use of energy-saving devices and renewable energy in the education sector. This study employs a descriptive quantitative approach, conducting a comprehensive inventory and direct observation of 609 computing devices at the Faculty of Engineering, Udayana University, Jimbaran. Data analysis includes statistical descriptive methods and interviews to evaluate compliance with the Energy Star standard and alignment with existing energy policies. The inventory revealed that 74% (448 units) of the computing devices (desktops, laptops, printers, scanners) were Energy Star certified. However, a significant implementation gap was identified, as all network devices (routers and access points) and projectors (totaling 161 units) lacked energy efficiency certifications. The estimated annual energy consumption cost for these devices ranges from approximately Rp 106 million (under a 4-hour usage scenario) to Rp 218 million (under an 8–10 hour usage scenario). While adherence to energy efficiency standards is high for core computing equipment, there is a notable gap in policy implementation for peripheral devices like projectors and network infrastructure. The study recommends the proactive procurement of energy-efficient devices across all categories and the implementation of periodic energy audits to enhance sustainability efforts and achieve significant cost savings within the university.

Abstract

The World Health Organization (WHO) states that around 972 million people or 26.4% of people in the world suffer from hypertension, this figure is likely to increase to 29.2% in 2025. There are 972 million people with hypertension, 333 million are in developed countries and the remaining 639 are in developing countries, one of which is Indonesia. Based on data from the Indonesian Ministry of Health in 2018, the prevalence of hypertension in Indonesia was recorded at 658,201 million people. Hypertension treatment is a lifelong treatment, but what happens is that treatment compliance is less than optimal because there are people with hypertension who do not routinely take their medication. According to previous research, the level of compliance with taking medication is low (60%), moderate (31%), and high (9%). Objective: To determine the relationship between compliance with the use of antihypertensive drugs and the quality of life of hypertension sufferers at the Haji Medan General Hospital. Methods: The sample used was 60 patients who met the inclusion and exclusion criteria, then the patients filled out the antihypertensive therapy adherence questionnaire using the MMAS-8 and the quality of life questionnaire using the WHOQoL-BREF. Results: In this study, the Chi Square value was found to be 0.000, which is smaller than 0.005, so it can also be concluded that there is a relationship between Compliance with the Use of Antihypertensive Drugs and the Quality of Life of Hypertension Patients at the Haji General Hospital, Medan.

Abstract

Archery is a sport of achievement that is relatively new to the people of Kuningan Regency. The people of Kuningan are more familiar with traditional archery, which involves shooting arrows from a sitting position and is displayed annually during the anniversary of Kuningan Regency. Perpani Kuningan Regency has excellent achievements and can compete with other sports. The objective of this research is to describe the coaching of archery sports achievements. This study employs a qualitative descriptive research design using three components: data reduction, data presentation, and drawing conclusions. The research was conducted in Kuningan Regency. The study subjects included the branch administrator, coaches, athletes, and KONI. Data were collected using the data triangulation method. The instruments used were observation, interviews, and document analysis. The results of this study indicate that the coaching implemented by PERPANI Kuningan Regency follows the coaching pyramid model as well as general coaching practices. This is evident from the structured development pathway, which includes the selection of novice athletes, junior athletes, and senior athletes. In addition, athlete nurseries continue through extracurricular activities in several schools and archery clubs in Kuningan Regency. The infrastructure owned by PERPANI Kuningan Regency is very adequate; it includes equipment as well as a dedicated outdoor practice field.

Abstract

Government procurement of goods and services is a crucial instrument in national development that is vulnerable to abuse of authority by public officials. This study aims to analyze Indonesian criminal law regulations regarding abuse of authority in the procurement of goods and services and the role of law enforcement officials in prosecuting and preventing such practices. The method used is normative legal research, examining relevant laws and regulations, particularly Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption and Law Number 30 of 2014 concerning Government Administration, as well as analyzing court decisions and related legal literature. The results of the study indicate that criminal law regulations regarding abuse of authority have been comprehensively regulated through various regulations that integrate administrative and criminal aspects. Law enforcement officials, such as the Corruption Eradication Commission (KPK), the Prosecutor's Office, and the Police, play a strategic role in repressive, preventive, and educational functions. The study concludes that firm, proportional, and just law enforcement, accompanied by strengthening the internal oversight system and synergy between institutions, are necessary to minimize abuse of authority and realize transparent, accountable, and corruption-free governance.

Abstract

Desertion is one of the most serious offenses in the military environment, reflecting a lack of discipline and responsibility on the part of a soldier toward duties. This study aims to analyze the application of Article 87 of the Indonesian Military Criminal Code (KUHPM) to members of the Indonesian National Armed Forces (TNI) involved in desertion offenses within the jurisdiction of the Military Prosecutor's Office II-08 Bandung, to assess the effectiveness of the legal process, and to identify obstacles and legal solutions in law enforcement. This research employs a normative juridical method, using a literature study approach based on statutory regulations, legal doctrines, and relevant court decisions. The data are analyzed qualitatively to provide a comprehensive understanding of the application of military law in desertion cases. The results show that the implementation of Article 87 KUHPM by the Military Prosecutor's Office II-08 Bandung has been carried out firmly and in accordance with military legal procedures, from the investigation and prosecution stages to trial. The process has proven effective in enforcing discipline and deterring future violations, although some challenges remain, such as limited human resources, facilities, and difficulties in locating deserters. To enhance law enforcement effectiveness, efforts should focus on strengthening inter-agency coordination, improving legal personnel capacity, optimizing soldier rehabilitation, and increasing legal awareness within the TNI.

Abstract

Anesthetic management in obstetric patients with heart disease, especially Total Atrioventricular (AV) Block, is a major challenge due to the high risk of hemodynamic collapse and maternal mortality. This condition requires a very careful approach to anesthesia, especially in patients with comorbid preeclampsia. This case study aims to describe a safe spinal anesthesia management strategy in pregnant patients with Total AV Block without the installation of a prophylactic pacemaker. A 31-year-old female patient with G2P1001 at 37+6 weeks gestation, diagnosed with Superimposed Preeclampsia with Total AV Block, underwent emergency cesarean section. Preoperative evaluation showed a pulse rate of 38–55 bpm and evidence of total AV block on the ECG. The anesthesia procedure uses spinal with a low dose 0.5% Bupivacaine Heavy (10 mg) to limit the sensory block at the T5 level from hitting the heart accelerator fibers. Throughout surgery, the patient's hemodynamics are stable with tolerable fluctuations in blood pressure and pulse. Interestingly, the administration of 0.5 mg of atropine still produced an increased response in heart rate and blood pressure although it was generally ineffective in total AV blocks. The surgery took place safely, the baby was born with a good Apgar score, and the patient was admitted to the postoperative ICU for strict monitoring. In conclusion, low-dose spinal anesthesia can be a safe option in patients with Total AV Block with rigorous preparation, intensive monitoring, and emergency pacemaker readiness.

Abstract

The development of modern governance demands fundamental reforms in State Administrative Law (HAN) to be able to respond to the dynamics of bureaucratic digitalization and demands for public accountability. This study aims to analyze the development and relevance of HAN in the context of modern governance based on the principles of good governance . The research method used is a qualitative normative through library research on legal literature, legislation, and previous research results indexed by SINTA and having a DOI. The results show that HAN is transforming from a traditional bureaucratic paradigm to a digital government system that is adaptive to technological innovation, while still maintaining the general principles of good governance (AUPB). HAN reform in Indonesia is increasingly relevant with the presence of regulations such as Law Number 30 of 2014 concerning State Administration which emphasizes legal certainty, protection of citizens' rights, and the administrative responsibilities of public officials. In a global context, the emergence of the New Public Analytics (NPA) paradigm demands a reinterpretation of the principles of legality and accountability, especially regarding the use of artificial intelligence in public decision-making. This study concludes that the relevance of HAN in the modern era of governance lies in its ability to integrate legal values with the principles of digital transparency, public participation, and protection of citizens' administrative rights.

Abstract

As a maritime country, Indonesia has abundant marine biodiversity, encompassing sea turtles, whose dwindling numbers have serious ecosystem effects. Conservation work is done in various locales, including Pantai Taman Kili-kili, Trenggalek, where the Community Monitoring Group (Pokmaswas) has set up conservation measures. But conservation is hard work, especially doing it well enough so numbers don't keep declining. There's limited human resources and that means conservation in real time works better if done with smart tools. The Pokmaswas needs a system for making recording and reporting almost instantaneous so that any trouble making a dive at the beach is reported posthaste. In developing this system, researchers using the waterfall approach, resulting in a web-based application built using the Next.js framework with an atomic design system. To evaluate system acceptance, Blackbox testing was conducted with 17 test points, achieving a 100% success rate. Whitebox testing included 16 test points, also yielding a 100% success rate. For user acceptance testing, two aspects were assessed: functional and non-functional testing. The functional testing consisted of 14 test points, with a 97.6% success rate.
