Abstract

The publication of scientific articles in Science and Technology Index (SINTA)-accredited journals is an important indicator in measuring the academic productivity of lecturers, students, and researchers in Indonesia. Although the number of accredited journals continues to increase, the acceptance rate of articles still faces various challenges, including low manuscript quality, lack of research novelty, methodological weaknesses, and inconsistencies between the articles' focus and scope and the intended journal. This study aims to analyze and synthesize various strategies for writing scientific articles that increase the likelihood of publication in SINTA-accredited journals. The study used the Systematic Literature Review (SLR) method, following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Data were obtained from scientific articles published in the 2021–2025 period through the Google Scholar, Garuda, DOAJ, Crossref, and ResearchGate databases. Articles that met the inclusion criteria were analyzed using content analysis and thematic analysis techniques. The study results indicate that the success of scientific article publication is influenced by several key factors, namely the ability to identify research gaps and research novelty, the preparation of informative titles and abstracts, the development of an introduction based on the research problem, the use of a strong and transparent methodology, the preparation of critical results and discussions, and the use of up-to-date and relevant references. Furthermore, the ethical use of technologies such as Mendeley, Zotero, Publish or Perish, VOSviewer, Grammarly, and generative artificial intelligence has been proven to improve the quality and efficiency of the scientific article writing process. This study concludes that successful publication in SINTA-accredited journals requires a combination of research quality, the authors' academic competence, the use of supporting technology, and an understanding of the editorial and peer-review processes. The findings of this study are expected to serve as guidelines for lecturers, students, and researchers to improve the quality of scientific articles and enhance opportunities for publication in reputable national journals.

Abstract

Teacher organizational commitment is the cornerstone of successful vocational education in Indonesia, particularly amidst the transformation of Vocational High Schools (SMK) into Centers of Excellence and the high mobility of teaching staff. This study examines the influence of servant leadership and work motivation on the organizational commitment of private vocational school teachers. Using a quantitative, path-analytic approach with 119 teachers from private SMK Schools of Excellence in Bogor Regency, Indonesia, the study found that servant leadership has a positive direct effect on organizational commitment (β = 0.184, p < 0.01) and work motivation (β = 0.423, p < 0.001). In contrast, work motivation exerts the strongest direct influence on organizational commitment (β = 0.272, p < 0.01). Work motivation also significantly mediates the relationship between servant leadership and organizational commitment (β = 0.115, p < 0.05). These findings confirm that strengthening service-oriented leadership and enhancing teachers' intrinsic motivation are key strategies for cultivating vocational teacher loyalty.

Abstract

This study aims to develop and empirically test a structural model examining the influence of wayang story wisdom values and teacher motivating behavior on character education effectiveness, with new media interactivity and value internalization as mediators in vocational high schools. The research employed the POP-SDM-AI method, combining qualitative exploration, quantitative modeling, and optimization. Fifteen public vocational high schools in Indonesia's Banyumas Regency and 164 educators provided their input. Using confirmatory factor analysis, we verified that the instruments we used to measure six aspects of character education wayang values, teacher motivation, material suitability, value internalization, multimedia interactivity, and effectiveness were valid. These variables include wayang values, teacher motivation, material suitability, value internalization, new media interactivity, and the effectiveness of character education. Hypotheses were tested using PLS-SEM with bootstrapping, followed by SITOREM analysis to prioritize improvement indicators. Only the suitability of wayang story materials had a significant direct effect on character education effectiveness (β = 0.197, p = 0.035). Wayang values and teacher motivation showed non-significant direct effects. Neither value internalization nor new media interactivity mediated these relationships (all indirect effects p > 0.05). The model explained only 19.9% of the variance. SITOREM identified the following priority indicators: teacher as a character reinforcer, teacher as a motivator, wayang and honesty values, and national insight. This study provides the first empirical model integrating wayang local wisdom with new media interactivity in a vocational education context, demonstrating that material suitability outweighs the mere presence of values or motivated teachers. The combination of PLS-SEM and SITOREM provides an evidence-based optimization framework for improving character education.

Abstract

This study aims to analyze the implementation of Electronic Traffic Law Enforcement (ETLE) in improving police performance and public compliance in traffic at the Traffic Directorate of the South Sulawesi Regional Police. This study uses a qualitative method with an explanatory case study approach to gain a deep understanding of the implementation of ETLE as a digital innovation in traffic law enforcement. Research data were obtained through interviews, observations, and documentation with seven informants consisting of police officers, ETLE operators, members of the public who have been caught violating ETLE, and academics in the field of transportation. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of ETLE has been effective in supporting a more modern, transparent, and accountable traffic law enforcement process. The use of electronic camera technology and the integration of motor vehicle databases can increase the effectiveness of supervision, accelerate the process of identifying violations, and strengthen the professionalism of police performance. In addition, ETLE has a positive impact on changing public behavior by increasing discipline in complying with traffic regulations and creating a deterrent effect for violators. However, the implementation of ETLE still faces several obstacles, such as the limited number of surveillance cameras, network system disruptions, and less than optimal socialization to the public. This study concludes that ETLE is an effective digital transformation strategy in strengthening police performance and increasing public legal awareness in creating a culture of orderly traffic.

Abstract

This study aims to analyze the influence of Activity Planning and Financial Management Policy Implementation on Budget Absorption Effectiveness through Internal Control at the Makassar City Land Office. The research is motivated by the importance of budget absorption effectiveness in realizing accountable public financial governance and the differences in research results regarding the factors that influence it. The study used a quantitative approach with a survey method. The study population was 180 employees, while a sample of 112 respondents was determined using the Slovin formula. Data collection was carried out through questionnaires, then analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results showed that Activity Planning did not significantly influence Internal Control or Budget Absorption Effectiveness. Conversely, Financial Management Policy Implementation had a positive and significant effect on Internal Control and Budget Absorption Effectiveness. Internal Control also had a positive and significant effect on Budget Absorption Effectiveness. In addition, Internal Control was unable to mediate the effect of Activity Planning on Budget Absorption Effectiveness, but was able to mediate the effect of Financial Management Policy Implementation on Budget Absorption Effectiveness. This finding confirms that the effectiveness of budget absorption is more determined by the implementation of financial management policies supported by effective internal controls.

Abstract

The presence of large-scale industry significantly stimulates the growth of informal sector enterprises in surrounding communities. This study investigates the role of motorcycle parking businesses along Jalan C in supporting the economic activities of communities around PT Nikomas Gemilang, a large shoe manufacturing company in Kibin District, Serang Regency, Banten Province. Using a qualitative descriptive approach, data were collected through in-depth interviews, observation, and documentation involving three parking business owners and three PT Nikomas Gemilang employees as supporting informants. The results show that these parking businesses have operated for 7–15 years, with an average monthly net income of IDR 7,713,000, far exceeding the Regional Minimum Wage (UMK) in Serang Regency at IDR 5,178,521. Business activities are closely linked to factory shift schedules. These businesses contribute economically by providing main livelihoods for operators and socially by absorbing local labor. Key challenges include market competition, reliance on factory operations, and limited government support. This study recommends business formalization, proper financial recording, and government support programs to strengthen these informal business sectors.

Abstract

Local Own-Source Revenue (PAD) is one of the main indicators used to assess a region’s fiscal independence, consisting of local taxes, retributions, income from separated regional assets, and other legitimate revenues. Serang Regency has considerable potential to increase PAD, particularly from the hotel, restaurant, and entertainment tax sectors. However, the realization from these three sectors has not yet been optimal. This study aims to analyze the influence of hotel tax, restaurant tax, and entertainment tax on the PAD of Serang Regency during the 2018–2024 period, both partially and simultaneously. The research uses a quantitative approach with multiple linear regression analysis based on secondary data from the Regional Revenue Agency (Bapenda). The results show that partially, the restaurant tax has a significant effect on PAD, while the hotel and entertainment taxes do not have a significant effect. However, simultaneously, all three types of taxes significantly affect PAD. Therefore, the restaurant tax is considered the most promising sector for development, while the management strategies for hotel and entertainment taxes should be evaluated to enhance their contribution to Serang Regency’s PAD.

Abstract

The effectiveness of school principals' decision-making is critical to improving the quality of education; however, many principals still face challenges in making timely, accurate, and appropriate decisions. This study aims to examine the direct and indirect effects of visionary leadership (X1), trust (X2), and information and communication technology (ICT) literacy (X3) on decision-making effectiveness (Y) among public elementary school principals in Bogor City. The research employed a mixed-methods approach with a sequential, exploratory design, grounded in the POP-SDM framework. The study population comprised 209 public elementary school principals in Bogor City, and 138 respondents were selected via proportional random sampling. Data were collected using Likert-scale questionnaires that had undergone validity and reliability testing and were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results demonstrated that visionary leadership (β=0.224; p<0.05), trust (β=0.246; p<0.05), and ICT literacy (β=0.216; p<0.05) each exerted a direct positive and significant effect on decision-making effectiveness. Furthermore, trust and ICT literacy partially mediate the influence of visionary leadership on decision-making effectiveness. The research model explained 51.6% of the variance in decision-making effectiveness. These findings confirm that the integrated strengthening of visionary leadership, trust, and ICT literacy can enhance principals' decision-making effectiveness.

Abstract

This study aims to examine the direct and indirect effects of proactive personality (X1), knowledge sharing (X2), and creative self-efficacy (X3) on teacher innovation (Y) among vocational high school (SMK) teachers in Depok City, Indonesia. A quantitative approach was employed using path analysis with Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected from 158 civil servant teachers across four public vocational high schools in Depok City using validated questionnaires. The study tested nine hypotheses examining both direct and indirect relationships. The results revealed that proactive personality (β = 0.212, p < 0.001), knowledge sharing (β = 0.229, p < 0.001), and creative self-efficacy (β = 0.205, p < 0.01) have significant positive direct effects on teacher innovation. Additionally, knowledge sharing and creative self-efficacy partially mediated the relationship between proactive personality and teacher innovation. The model explained 43.2% of the variance in teacher innovation. This study contributes to the educational management literature by empirically demonstrating the mediating mechanisms through which proactive personality influences teacher innovation. The findings provide practical implications for strengthening teacher innovation in vocational education contexts.

Abstract

The conservation of rare fruit plant germplasm over the coming decade will continue to rely primarily on conventional approaches, namely ex situ and in situ conservation, to preserve seeds or entire plants. Fruit germplasm resources need to be collected and characterized for conservation purposes as well as for use in plant breeding programs. This study aimed to evaluate the existing condition of the Rare Fruit Plant Collection Garden, including fruit species diversity and population size, utilization levels, development status, management constraints, and potential solutions as part of an ex situ conservation effort. The study employed a reassessment approach by re-examining the results of previous species identification. The observed variables included the current diversity of fruit plant species, population size of all species, the level of collection garden utilization, and management constraints. Secondary data were also collected as necessary to complement the analysis. Field observations and assessments were conducted from November to December 2025. The results showed that, at the time of evaluation, the Collection Garden still contained 112 fruit species with a total population of 283 trees. Of the 128 fruit species recorded, 83 species (64.84%) had been cultivated, while the remaining 45 species (35.16%) had not yet been developed. Based on growth habit, 112 species (87.50%) were classified as trees, 8 species (6.25%) as herbaceous tree-like plants, and 3 species (2.34%) as shrubs. Currently, the Collection Garden is utilized for harvesting fruit products, as a practical learning facility for students of the Faculty of Agriculture, as a source of plant materials for research and scientific development, and as an agro-tourism destination for visitors staying at Taman Candra Wilwatikta. Several constraints were identified in the management of the Collection Garden, including vandalism and theft by local residents, inadequate supervision by garden personnel, difficulties in water distribution, the absence of greenhouse facilities, the lack of rejuvenation and characterization programs, and challenges related to routine plant maintenance.
