<![CDATA[Populism arose in the midst of an unfavorable economic situation and the failure of moderate politicians to solve the problem. This tension is used by populist leaders and parties to rule and control the opposition. They use religious sentiments and sectarian identities to win popular support. Based on this, the research of this study aims to elaborate on the issue of popoulism in global politics, how religious conservatism develops and the example of Trump's populist leader who shows the close relationship between religious conservatism and populism. The methodology used in this study is literature research with a phenomenological approach to the development of populist politics in relation to religious conservatism both in the global political arena as seen in Trump's political campaign using religious sentiment. The same issue is used when campaigning for regional head elections in Indonesia. Faced with this phenomenon, Indonesia sets its sights on Pancasila as the foundation in building brotherhood and unity. Pancasila was born from the hope that the Indonesian nation could be siblings to one another despite their diversity. <![CDATA[Population data collection is an activity carried out by orders to determine the population of the Republic of Indonesia. The Central Statistics Agency made a policy related to population data collection during the Covid-19 period, namely the 2020 population census (SP2020) which began to be carried out in February-March 2020, filling out the online population census can be accessed through the Central Statistics Agency website census.bps.go.id. The online population census is the first time data collection has been conducted online in the State of Indonesia. The results of this study are related to the population census in Probolinggo Regency which is running effectively, the online population census is a challenge in itself for census officers, because many people who live in rural areas still lack technology because of the difficulty of accessing signals in the village. The census also needs to carry out data collection manually by visiting the houses of people who have not filled in their data online, while still adhering to health protocols. In this study the authors used descriptive qualitative methods.]]>

<![CDATA[Indonesia is a country with highest number of smokers in the world with high mortality. The dangers of smoking not only threaten active smokers but also passive smokers. Policies are necessary to protect and reduce its adverse effects of smoking. At the regional level in 2018, the Malang City Government passed a Regional Regulation that regulates Non-Smoking Areas (KTR). The realization and efforts to implement this regional regulation are the objectives of the research. Qualitative method is used, the focus of research is to determine the four indicators popularized by George Edward III. Determination of informants determined by purposive sampling. Primary data was obtained through in-depth interviews, observations, and related document studies. The data analysis technique uses an interactive model according to Miles, Huberman & Saldana. Regional Regulation Number 2 of 2018 in Malang City in its implementation has not run effectively, yet the harmonization of this Regional Regulation with the Mayor's Regulation is the main obstacle. The development of smoking area facilities has not been maximized and the socialization of this regional regulation is still limited to policy implementers.]]>

<![CDATA[The problem discussed in this study is how the Krucil village community overcomes the post-covid-19 economic instability through the role of KUD Argopuro. The purpose of this research is to find out how big the impact of the role of KUD Argopuro in stabilizing the economy of the Krucil village community after COVID-19. The subjects in this study were the managers and administrators of the KUD Argopuro, as well as the community who played an active role in the activities of the KUD Arogpuro. This research method uses qualitative research methods or case research methods. Data collection in the study includes interviews, appropriate reference books and direct observations from the field. The data generated in this study is not in digital form, but in the form of narratives, descriptions, stories, written and unwritten documents. The results of the research are expected to help rural communities in other areas to stabilize or improve the quality of the rural economy after the COVID-19 pandemic, such as the effective program that has been successfully carried out in increasing existing human resources by KUD Argopuro as a relevant reference source.]]>

<![CDATA[The concept of decentralization is the authority of the government that is delegated to the regions, including the authority of personnel in accordance with the decentralized functions. The regional head has the task of being a coach of the State Civil Apparatus in the concept of decentralization. There was a case that the Mayor of Probolinggo issued a decree to remove Tutang Heri Aribowo, who served as an Expert Staff at the Regional Secretariat of the City of Probolinggo. The Regional Government as a civil servant coach tends to abuse its authority. This happens because there is the influence of the political elite in giving disciplinary punishment to employees. The author wants to describe the problem in a study that uses descriptive analytical methods, namely descriptions of the facts and characteristics of a particular population or area in a systematic, factual and thorough manner. The data in this study collected materials by means of a library study. This study also uses a normative juridical method with a statutory approach. So that in this study we know the legal basics of this problem. In order to know the proper process and institution related to the case problem. <![CDATA[Pelaksanaan agenda reformasi birokrasi dalam manajemen dan tata kelola Aparatur Sipil Negara (ASN) menggunakan sistem merit yang telah ditetapkan dan diatur secara tegas dalam UU No.5 Tahun 2015. Sistem merit mengatur tentang pengangkatan, mutasi, promosi, penggajian, reward dan pengembangan karir pegawai dilakukan berdasarkan penilaian kualifikasi kompetensi dan kinerja pegawai. Sistem merit yang diterapkan dalam pengisian jabatan pimpinan tinggi pratama di Pemerintah Propinsi Jambi tahun 2019 untuk melakukan mutasi enam pejabat tinggi pratama mengalami polemic hingga adanya pengaduan ke Komisi Aparatur Sipil Negara (KASN) terhadap Gubernur Jambi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif untuk menjelaskan hasil temuan penelitian penerapan sistem merit di pejabat tinggi pratama di Pemerintahan Propinsi jambi. Hasil penelitian menunjukan adanya terindikasi pelanggaran dalam penerapan sistem merit terutama berkaitan dengan penetapan hasil seleksi terbuka hingga terjadi pengaduan ke KASN, adanya tumpang tindih kewenangan antara tim seleksi, Kepala Daerah dengan KASN,serta adanya ketidak sepemahaman antara institusi pengelola kepegawaian dan pejabat-pejabat yang telah menduduki jabatan, terkait penafsiran proses jobfit, mekanisme seleksi terbuka, dengan dengan keberlangsungan jenjang karir sebagai bagian dari sistem merit.]]>

<![CDATA[Abstract The international economy certainly cannot be separated from the United States economy. The United States of America is the country with the largest economy in the world. Within the framework of Neoliberalism, the economy cannot be separated from state intervention. The state can carry out various policies with the aim of achieving the national interest and profit as much as possible. This paper is intended to obtain the United States' efforts to build Coca Colonization from the point of view of the economic paradigm of capitalism and neoliberalism. Coca-Cola itself is a drink that comes from America where it has been around since 1886 and is the number one coke in the world. The existence of Coca-Cola itself already existed during the World War period, where Coca-Cola came along with the presence of United States troops and there were 60 Coca-Cola bottling factories around the world which were started when there was an American military operation. Coca-Cola is considered an American culture and an unofficial ambassador for the American lifestyle itself. Using literature studies through various news, documentation, scientific journals, this research resulted in the United States' efforts including building nation branding. This nation branding is very strong so that local products are difficult to escape from the influence of product colonization instilled by the United States globally. <![CDATA[The development of all-digital information and communication technology makes demands for public services in the implementation of government administration management. It is expected to be able to meet the needs of the community in the process of implementing public services so that innovation is needed in providing services. This study explains how the implementation of an innovative case file information service is quick, easy and can improve the effectiveness of employee performance. This study uses a qualitative research method with a descriptive approach which aims to present an overview of the Implementation of the Case Investigation Information System Service Application Innovation (SIPP) at the Probolinggo Religious Court. And data collection techniques through direct observation, interviews with sources and documentation with several related parties. Based on the results of this study, that the implementation of the case tracking information system (SIPP) service application has been running efficiently in case file administration activities that can be easily accessed by internal and external parties through the website, it's just that not a few external parties from the community do not fully understand in the implementation to obtain information related to the case so that there is a need for organizational participation in providing understanding in the implementation of information services through the SIPP application. In this process, it is necessary to hold socialization or assistance in accordance with the Standard Operating Procedure (SOP) in providing services through the Case Investigation Information System (SIPP) application which can be accessed through the website page without coming directly to the Probolinggo Religious Court office.]]>

<![CDATA[Pembangunan Daerah juga dilandasi kebijakan otonomi daerah dan kebijakan desentralisasi fiskal, yang diatur Undang-Undang Nomor 22 Tahun 1999 dan telah direvisi menjadi Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintah Daerah, dan juga Undang-Undang Nomor 23 Tahun 1999 dan telah direvisi menjadi Undang-Undang Nomor 33 Tahun 2004 tentang Perimbangan Keuangan antara Pusat dan Daerah. Perencanaa seperti ini diperlukan agar pembangunan daerah tidak hanya membangun lingkup pusat Kota dan Kabupaten. Akan tetapi menyeluruh hingga ke setiap wilayah ditingkat kecamatan dan kelurahan. Setiap kecamatan bahkan setiap kelurahan memiliki keunggulan dan potensi wilayah masing-masing yang perlu ditingkatkan dan dikembangkan. Berdasarkan kriteria Best Practice yang disesuaikan dengan arah pembangunan pusat kota/kabupaten dan pembangunan disetiap kecamatan dan kelurahan. Maka dapat mengkolaborasikan konsep Smart City dan Desa/Kampung Tematik. Sehingga disetiap wilayah di Indonesia dapat menerapkan kolaborasi konsep smart city dan konsep desa tematik pada pembangunan. Riset ini menggunakan pendekatan kualitatif. Riset dengan menggunakan latar alamiah (natural setting), dengan mengartikan peristiwa yang terjadi dan mengkaitkan berbagai metode yang ada. Berdasarkan kriteria Best Practice yang disesuaikan dengan arah pembangunan pusat kota/kabupaten dan pembangunan disetiap kecamatan dan kelurahan. Maka dapat mengkolaborasikan konsep Smart City dan Desa/Kampung Tematik. Pembangunan Daerah dapat diterapkan dengan program kolaborasi smart city dan Kampung/desa tematik.]]>

<![CDATA[Dalam mewujudkan Kota Probolinggo yang ramah terhadap kalangan disabilitas, Pemerintah Kota Probolinggo meluncurkan gerakan PRO-HADI. PRO-HADI memiliki artian, Probolinggo SaHAbat Disabilitas. Gerakan ini sebagai bentuk perhatian, sekaligus melindungi hak-hak masyarakat inklusi yang diharapkan, mampu mewujudkan kebijakan tepat dan dirasakan manfaatnya oleh penyandang disabilitas. Pemerintah Kota Probolinggo meluncurkan sosialisasi Gerakan PRO-HADI. Kegiatan ini bertujuan untuk memperkenalkan sekaligus memformulasikan tata kelola dan perspektif kebijakan daerah yang ramah disabilitas melalui kolaborasi peran pemerintah, para penyandang dan seluruh stakeholder yang ada di Kota Probolinggo dan kegiatan ini memiliki maksud bahwa pembangunan di Kota Probolinggo dapat dirasakan oleh seluruh kalangan masyarakat dan semuanya memiliki hak yang sama dalam memperoleh pelayanan tanpa terkecuali penyandang disabilitas. Metode dalam penelitian ini penulis menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan yaitu dengan telaah studi pustaka atau studi kepustakaan.]]>
