Abstract

The purpose of this study was to determine differences in public perceptions of the plan to form a new autonomous region in North Bangka Regency. The type of research used is a mixed type of research or what is often called a mixed method. the use of campaign research or mixed methods by combining quantitative and qualitative approaches. Data collection techniques through the distribution of questionnaires and semi-structured interviews. The results showed that the majority of the community stated that the plan to form a new autonomous region for the North Bngka Islands was motivated by the basic interests of the wider community and aimed at increasing the span of control of the central government in serving the community. However, despite this there is another perception that the plan to form a new autonomous region for Bangka Utra Regency is motivated by the interests of only a few local political elites. In addition, the Belinyu-Riau Silip community agreed to carry out the division of the New Autonomy for the North Bangka Islands Regency. This perception is caused by various reasons, including the formation of new districts which will create new jobs, the expansion of North Bangka Regency can open new jobs, can accelerate regional development which will bring regional progress. In addition, the majority of the community also stated that the Belinyu and Riau Silip sub-districts were worthy as new autonomous regions and the expansion of North Bangka Regency would be realized after all the requirements were approved and approved by the government

Abstract

The purpose of this study was to determine the implementation of the online single submission (OSS) program for micro business licensing services in investment services and one-stop integration services in Probolinggo Regency. This study uses a qualitative method with a descriptive approach. Sources of data used in this study are primary and secondary data. Observation techniques, interviews, and written data collection techniques from the Investment and One-Stop Services Office of Probolinggo Regency. The results of this study indicate that the process of implementing micro business licensing services based on OSS RBA in Probolinggo Regency has been carried out very well. A theory to measure implementation success by Van Meter and Van Horn (Augustino, 2016). This consists of measures/objectives of political policies, resources, characteristics of executors, attitudes (dispositions) of executors, inter-organizational communication and implementation of activities, social, economic and political environmental conditions. The Investment and One-Stop Services Office has made every effort to ensure that the innovation program is carried out as well as possible. However, there are still many business actors who lack knowledge and understanding of service procedures, equipment and infrastructure. As a result, there is a shortage of business entities or MSME players to register their business entities with the OSS.

Abstract

The research problems are low public awareness to pay PBB, clear evidence of the benefits of development from PBB, and the lack of enthusiasm by officials to collect PBB. This study aims to determine the village government's efforts to increase public awareness to pay PBB. The research method used was qualitative with data collection techniques using interviews, observation, documentation, and literature related to the research focus. Data were analyzed using the interactive Miles, Huberman, and Saldana models. The results of the study show that increasing public awareness in paying PBB is carried out by holding intense outreach on various occasions. Collaborating with community leaders to provide an understanding of the importance and benefits of PBB, making it easy for people to pay PBB by opening payment counters at the Village Office, and making efforts to improve community data that does not match real conditions on the ground. Factors that influence people's apathy and reluctance to pay taxes are tax data discrepancies with conditions in the field, as well as inadequate facilities. As a recommendation for improvement, there needs to be intense assistance from village officials to provide awareness for the community.

Abstract

The government intervenes in a policy, especially in the public service sector. One of the government's interventions can be realized from the attitude of leadership in providing emergency services. Public services with emergency handling are needed by the community. For example, in Probolinggo City there is a call 112 Probolinggo City. In fact, this service is contained in the emergency call policy with NTPD 112 Probolinggo City. So the authors conducted in-depth research to find out and analyze the effect of transactional leadership on the quality of call 112 services in Probolinggo City and strengthened by the quality of emergency handling policies in Probolinggo City. This research applies quantitative research which is oriented towards theoretical variables by processing numbers followed by analysis. Collecting data with questionnaires, interviews, direct observation, and other documentation. The operational definition of variables in this research is the dependent variable, namely transactional leadership (X). The independent variable is service quality (Y). While the moderating variable is the quality of policy (Z). This research shows that transactional leadership has a direct, positive and significant influence on the quality of call 112 services in Probolinggo City. Coupled with the quality of the policy being able to moderate transactional leadership on the quality of call service 112 Probolinggo City. Kata kunci: policy; emergency; leadership; service; 112

Abstract

This study aims to determine the meaning of vaccine image posts on Instagram @nobodycorp. The research method used in this research is qualitative-descriptive using the concept of semiotic theory from Charles Sanders Pierce. The results of this study indicate that in the study there were 8 images of vaccine posters uploaded from the Instagram account @nobodtycorp and from the eight posters the semiotic analysis theory created by Charles Sanders Pierce was combined with icons, indexes and symbols. Of course, after analyzing the eight posters, they are mutually sustainable and have the meaning of voicing about vaccination.

Abstract

Each country in regulating the course of its government uses a different system of government, the state and the system of government are a unit where state institutions work and relate to each other, where each state institution must carry out its duties as well as possible so that the goals of a country are managed to organize and realize the welfare of society and the interests of the state. Likewise with the countries of Indonesia and France with their respective heads of state. The Indonesian government system led by President Jokowidodo can be seen from the government model that President Joko Widodo wants to carry out, similar to the style of government during Soekarno's time where Soekarno's great desire was to want Indonesia to become an Asian tiger to become a big country that is feared by other countries in the world. Proximity to the people by going directly to the people in the regions to see firsthand the condition of the people and see firsthand the work of the ministers. Meanwhile, the French government system led by Emmanuel Carnos has a leadership style that is closer to borrowing the leadership style concept of Jerrold Post, Hermann and Hudson as conciliators. Abstract

Pelayanan berbasis digitalisasi sangat membantu pelaksanaan kinerja birokrasi dan meningkatkan SDM dalam memahami pengelolaan digitaisasi di pemerintahan. Sejalan dengan itu , otoritas pemerintah harus dapat memperluas dominasi informasi teknologi dan SDM yang berimajinatif serta mengharapkan berbagai masalah formal dan kasual dengan menggunakan inovasi cerdas yang umumnya digunakan di ruang publik, untuk memperkuat efisiensi kerja. Untuk memahami birokrasi yang cepat dan sigap dalam menawarkan jenis bantuan publik, diperlukan perubahan mendasar. Selain itu, keselarasan perubahan peraturan harus dipertahankan untuk bekerja pada sifat administrasi publik dan memberikan kepercayaan publik pada otoritas pemerintah, sehingga bagian dari bantuan publik terkait SDM dengan perubahan peraturan. inovasi, serta peningkatan administrasi dan otoritas. Proses administrasi elektif yang layak, mengenai ilmu birokrasi teknologi efektif dan lugas adalah kerangka pemerintahan elektronik dengan perspektif granular. Merencanakan perbaikan dengan menitik beratkan pada pelatihan dan persiapan, perubahan dan kemajuan, serta mengisi lowongan yang membutuhkan tenaga ahli berpengalaman dengan menggunakan inovasi merupakan suatu siklus yang merupakan bagian penting dari perencanaan SDM dan sikap mental yang tidak tertandingi dalam perangkat SDM pemerintahan daerah itu sendiri.

Abstract

Tulisan ini merupakan kajian Perdagangan Bilateral yang memberikan analisis Kerjasama dua negara dalam pemenuhan kebutuhan dan mencapai kepentingan nasionalnya. Penelitian ini difokuskan pada ekspor Crude Palm Oil (CPO) Indonesia ke Italia tahun 2011-2015. Crude Palm Oil merupakan hasil olahan daging buah kelapa sawit sebagai minyak nabati yang dibutuhkan sebagai bahan industri dan konsumsi rumah tangga. Dimana Indonesia sebagai produsen minyak sawit terbesar dunia menyumbang 51% kebutuhan minyak sawit dunia dan melakukan ekspor ke berbagai negara termasuk Italia. Tulisan ini menggunakan perspektif liberalisme yang ditulis oleh Adam Smith. Perumusan seluruh argumentasi, fakta, dan kerangka teoritis penelitian ini berpedoman pada metode eksplanasi kualitatif. Teknik dalam penelitian ini melalui studi pustaka. Data diperoleh dan dikumpulkan dari buku-buku jurnal, tesis terakhir dan kemudian dari internet yang berkaitan dengan permasalahan. Penelitian ini menunjukkan bahwa Indonesia dan Italia memiliki hubungan yang baik dalam segala hal terutama di bidang perdagangan. Tujuan kerjasama Indonesia dengan Italia adalah untuk mempromosikan produk kelapa sawit Indonesia ke Italia. Indonesia selalu menghadapi peningkatan ekspor CPO ke Italia setiap tahunnya, dan ketergantungan Italia terhadap CPO Indonesia untuk industri biofuel dan makanan.

Abstract

Penarikan diri oleh Amerika Serikat (AS) dari Paris Agreement cukup mengejutkan dunia dan tentu memberi dampak yang cukup besar terhadap kesepakatan ini mengingat AS merupakan negara penghasil emisi karbondioksida terbesar kedua di dunia setelah China yaitu sekitar 5,82 miliar ton emisi CO2 per tahun. AS menjadi salah satu negara yang ikut dalam kesepakatan mengenai pengurangan emisi karbondioksida ini, bahkan menjadi negara paling awal ketika meratifikasi Paris Agreement. Namun pada tahun 2017 Donald Trump mengumumkan secara resmi AS keluar dari Paris Agreement. Keputusan ini mewarnai berita media cetak, media elektronik dan media sosial di seluruh dunia. Keputusan ini tidaklah terlalu mengejutkan. Sejak masih menjadi calon Presiden AS, Trump dan para pendukungnya telah mengancam akan membatalkan keikutsertaan AS dalam kesepakatan iklim global ini. Trump mengatakan bahwa Paris Agreement merupakan kesepakatan yang buruk (bad deal) bagi AS. Trump mengutip hasil kajian NERA Consulting yang mengatakan Amerika dirugikan $3 triliun dalam beberapa dekade mendatang, dan kehilangan 6,5 juta kesempatan kerja. Keputusan Trump ini sesungguhnya bertentangan dengan pendapat mayoritas warga AS yang justru tidak menghendaki negaranya keluar dari Paris Agreement. Dalam survei yang dilakukan Harvard School of Public Health dan Politico pada tahun 2017 lalu, sekitar 62% warga AS menghendaki tetap ikut dalam Paris Agreement.

Abstract

The role of communication in an organization is very important because it will help establish a good relationship and good coordination between fellow members in achieving the goals of the organization, besides that organizational communication will have an impact on increasing the work motivation of the members of the organization. This research aims to determine the role of oranization communication for the leader of UKM Badminton Club Ubhara Surabaya. The conclusions obtained from this study are: 1) In general, the role of organizational communication in increasing motivation and dealing with the problem of soving members of badminton ubhara SMEs is still quite lacking or too oprimal, this is because the management has not been able to explain and approach communication organizationally, both vertically and horizontally. 2) The management of ubhara badminton smes has not been very oprimal in carrying out the duties and functions of the organization professionally, this is shown in the problems that have not been able to manage and manage the organization and its time properly. 3) In an effort to increase the motivation of the concept work, the content of the message conveyed by the board to members, has not been clearly conveyed, especially with regard to the duties and responsibilities and job descriptions of each member. 4) The form of communication used in an effort to increase work motivation in ubhara badminton SMEs, is still more dominant in group approaches, while the interpersonal communication approach is still lacking, with reason, shame, and unpleasant because of fellow college friends. 5) The intensity of communication meetings between the chairman and members is very less related to the coordination of tasks, while the intensity of member meetings with fellow members of the student press is quite high, but rarely discusses the organization, more about college friendship relationships alone. 6) The use of communication channels / media has not been very optimal in increasing the work motivation of members of the press acat diurnal, because only more use of telephone and whats up communication media, while other media such as email, official correspondence have not been optimized. 7) The credibility of the Management is seen in human resources, the ability to communicate is quite good, because most of them are students majoring in communication science with journalistic and public relations majoring, but judging from the ability to professionally manage organizational management is not very good
