Abstract

Keberadaan inovasi pelayanan publik semakin berkembang dengan menggunakan Electric Government. Electric Government memudahkan proses pengelolaan data dengan memanfaatkan kemajuan teknologi utamanya internet. Kemudahan tersebut memudahkan pemerintah baik pusat dan daerah berinovasi dengan layanan publik. Namun kemudahan dalam pelayanan publik yang berbasis Electric Government masyarakat masih belum dimanfaatkan maksimal. Untuk itu, BPJS Bangkit hadir sebagai solusi guna meningkatkan pemanfaatan Eletric Government secara maksimal. Program Berkas Pelayan Berjalan Sendiri Bangkit merupakan program yang dikeluarkan oleh Kecamatan Kademangan Kota Probolinggo, untuk mempercepat pelayanan administrasi. Penelitian ini dilakukan bertujuan untuk menganalisis bahwa implemetasi inovasi pelayan publik yang berbasis Electric Government dapat bejalan dengan baik dan mempermudah dalam pengiriman dan pengelolaan datanya. Dengan memberikan hasil penelitian yang menunjukkan bahwa penyelenggaraan administrasi kependudukan dalam bentuk inovasi pelayanan publik berbasis Electric Government telah mengalami serangkaian proses pengelolaan data mulai dari input hingga output. Hal itu dapat terlihat dari fitur aplikasi pelayan publik. Kata kunci : Electric Government, Inovasi, Pelayanan Publik, Program BPJS Bangkit.

Abstract

This study aims to analyze the application of the ISO 9001:2015 and CDAKB programs, analyze the factors that influence the ISO 9001:2015 and CDAKB programs, and analyze the efforts made by PT Mitra Bahagia Citra Medika Surabaya in maintaining the quality of the quality management system according to the ISO 9001:2015 and CDAKB programs. The research method used is a type of qualitative research. The informants in this study were employees of PT Mitra Bahagia Citra Medika Surabaya. Data collection techniques in this study were interviews and documentation. The data analysis technique used in this study is interactive model analysis. The results of this study indicate that: (1) Implementation of the ISO 9001:2015 Program and Good Methods for Distribution of Medical Devices (CDAKB) at PT Mitra Bahagia Citra Medika has gone well according to the clauses required; (2) Internal constraints on program implementation of ISO 9001:2015 and Good Medical Device Distribution Methods (CDAKB): there are very few obstacles that occur; and (3) External constraints on the implementation of the ISO 9001:2015 program and Good Medical Device Distribution Methods (CDAKB), namely the storage area of goods that are still not wide enough

Abstract

ABSTRACT This research delves into Indonesian fishermen's multifaceted challenges in sustaining their economic well-being, exploring policy interventions as a viable solution. Against a rapidly changing fishing industry and environmental pressures, the study aims to develop a comprehensive policy model to assist and empower fishermen. Using qualitative research methods, the investigation employs secondary data analysis to understand the socio-economic dynamics and identify key issues affecting the fishing communities. The findings highlight the urgent need for policy interventions that integrate social support mechanisms, ensuring a holistic approach to enhance the well-being of fishing communities. Strategies for promoting sustainable fisheries management within policy models emerge as crucial for long-term success. The research culminates in developing a robust policy model designed to foster sustainable fisheries and uplift the economic welfare of Indonesian fishermen. In conclusion, the practical application of the policy model emerges as a transformative tool for enhancing the economic welfare of Indonesian fishermen. The study contributes valuable insights for policymakers, stakeholders, and researchers interested in the intersection of sustainable fisheries management, community well-being, and effective policy design. Abstract

Etika kepemimpinan daerah merupakan hal yang utama dalam proses penyelenggaraan pemerintah dan pembangunan. Tata kelola pemerintahan yang baik sangatlah ditentukan dari proses kepemimpinan daerah yang baik. Tujuan penulisan artikel ini ingin mengetahui terkait dengan etika kepemimpinan daerah dalam proses penyelenggaraan tata kelola yang baik. Metode yang digunakan dalam penulisan ini yakni metode kualitatif deskriptif dengan mengumpulkan data berdasarkan jurnal-jurnal penelitian orang-orang terdahulu, dokumen-dokumen referensi atau informasi, berita. Berdasarkan hasil penelitian ini terkait persoalan etika dan tantangan kepemimpinan daerah dalam penyelenggaraan tata kelola pemerintahan yang baik etika dalam penyalahgunaan kekuasaan kepala daerah terkait dengan masalah korupsi, gratifikasi, suap-menyuap disebabkan karena biaya politik yang mahal, mahar politik yang tinggi dalam kepemimpinan daerah sehingga dalam penyelenggaraan pemerintahan daerah menjadi terhambat bagi pembangunan dan kemajuan dalam daerah. Abstract

Kearifan lokal dalam tradisi rewang mengandung nilai-nilai positif yang menjadi pedoman masyarakat perdesaan. Dalam tradisi rewang terdapat unsur gotong royong dalam membangun solidaritas masyarakat. Menggunakan teori interaksionisme simbolik dilakukan masyarakat atas dasar makna yang terkandung didalamnya. Jenis penelitian ini termasuk penelitian pustaka (library research), menggunakan metode pengumpulan data meliputi buku, koran, majalah, naskah, dokumentasi. Sedangkan analisa data menggunakan model interaktif. Hasil penelitian menunjukkan kearifan lokal dalam tradisi rewang terdapat nilai-nilai gotong royong, solidaritas, sebagai keunggulan budaya masyarakat perdesaan

Abstract

The smallest environment in a government is the Village Government where this village command has duties in the welfare of the community and development of the village. The village fund budget (ADD) is a budget income from the government to make the village independent and improve the community's standard of living. With the Village Fund Allocation (ADD) as an embodiment of Community Welfare and also Village development, this will involve the community in it so that there is no social inequality. This village fund is a budget income from the Indonesian government to solve existing problems such as the economy, development, inadequate facilities. The problem that occurs in Indonesia when managing village funds is that the village fund budget is not used properly by certain officials within the government sphere, so with this we need to use the community's perception of government performance by involving village fund management and also knowing what are their methods of achieving a goal in managing the village fund budget and whether they have used the rules according to the law. The research results show that the community's perception shows and can be concluded that the village fund budget implementation stage implements an Accountable, Participatory and Transparent system and is in accordance with statutory regulation. Abstract

In accordance with Permendagri 113 of 2014 which regulates village financial reporting which must be managed based on the principles of transparency and accountability and implemented in an orderly and budgetary manner, this research examines the accountability and transparency of managing village fund allocations. . This research uses a qualitative descriptive methodology, collecting data through documentation and interviews. Based on Sugiyono's view, data analysis was carried out using documentation studies, field notes and interviews. According to Harbani Pasolong, the theory applied is the theory of Accountability and Transparency. Research findings show that although the governance of village fund distribution in Gadungan Village is generally good, there are still several problems that need to be improved. Proof of success includes the availability of media for reporting realization to the community which applies the principle of transparency, as well as the management of village fund allocation which involves the community in planning (Village Consultation), management and accountability which has implemented the principle of accountability. Abstract

This research was conducted in Sekarkare Village, Dringu District, Probolinggo Regency, with the aim of finding out community satisfaction with the innovation of the Village Administration Quick Service Stall (LAPAK) program in Sekarkare Village. This research uses a quantitative approach involving 180 respondents during the 2023 period. The data used comes from primary and secondary sources collected through questionnaires and analysis using the spreadsheet data analysis method. The results of the research show that the Community Satisfaction Index (IKM) is measured based on 9 indicators with the guidelines of Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation Number 14 of 2017. The IKM Conversion Value is calculated using the Weighted NRR x 25 formula, resulting in an IKM conversion value of 82.53 which is categorized as service quality "B" or "Good/Satisfied". Community satisfaction with the innovation of the LAPAK program in Sekarkare Village received the highest index scores for two elements, namely the first and sixth elements, each of which had a score of 417 with a conversion of 84.1 and category "B" or "Satisfied". Meanwhile, the lowest score was 404.5 with a conversion of 81.6, which is still in the "B" or "Satisfied" category. Abstract

ABSTRACT This research aims to identify the strategies of the Surabaya City Police (Polrestabes Surabaya) in handling and preventing online gambling crimes, the inhibiting factors in eradicating online gambling, and the police's efforts in law enforcement against online gambling offenders in Surabaya City. According to Article 1, paragraph 1 of Law Number 2 of 2002 on the Police, policing encompasses all matters related to the functions and institutions of the Police as well as legislation. Online gambling crimes are illegal acts and constitute a criminal offense that is prevalent in society. This research uses a qualitative method, collecting data through arguments, with purposive sampling to select samples, and analyzing the data descriptively in narrative form. The results of this research indicate that the strategy of the Surabaya City Police Criminal Investigation Unit (Satreskrim Polrestabes Surabaya) in combating online gambling through technological innovation, effective communication, and community cooperation successfully uncovered the perpetrators. Abstract

ABSTRACT This article examines the relationship between power relations or political co-optation within the cultural arts organization TTKKDH (Tjimande Tari Kolot Kebon Djeruk Hilir) in the politics of the Banten region. Local or traditional culture with martial arts elements in Banten is synonymous with the term Jawara. This explains the direction of TTKKDH as a cultural and martial arts organization that is included in the Jawara path. The closeness of the TTKKDH organization to political elites is in the public spotlight, even the members or leaders of TTKKDH are part of the political elite themselves, with the principle of solidarity and loyalty the TTKKDH organization very easily carries out a pattern of political co-optation because all members must follow the direction of the chairman. Behind the cultural arts of martial arts, TTKKDH aims to obtain state resources in the form of economic interests, so that there can be a reciprocal relationship between the TTKKDH organization and the political elite in the Banten region. In understanding this phenomenon, researchers understand and analyse it using the political theory of co-optation according to Markus Holdo, so this research uses qualitative methods with a phenomenological approach. The results of this research show that there are efforts and strategies of the TTKKDH organization in maintaining, accessing and expanding relationships with political actors. Currently, TTKKDH is using a neutral face in expanding relationships so that it has close ties with several political parties. The political co-optation that occurred within the TTKKDH organization to mobilize the masses from within the organization to assist in legitimizing the victory of political contestation, from this indicates a patron-client pattern carried out by the TTKKDH organization.
