Abstract

Climate change causes an increase in the incidence of natural disasters which, if not handled seriously, will threaten regional resilience. Lebak Regency is one of the areas in Indonesia which is not spared from the impacts of climate change. In 2019 there were many drought disasters in Lebak Regency, but there was one village that was not affected by drought, namely Cimangeunteung Village. This becomes interesting for further research by researchers. The data was taken based on the results of interviews, observations, and documents using the interactive model qualitative research methods belonging to Miles, Hubermen, and Saldana (2014). The purpose of this study is to determine the impact of climate change on potential disasters in Lebak Regency and to analyze the adaptation efforts made by the people of Cimangeunteung Village. The results of this study are 1) Climate change has caused the number of disasters due to climate change such as floods, droughts and landslides to increase in Lebak Regency. 2) The implementation of fostering climate change adaptation in Cimangeunteung Village is carried out through the activity of creating a waste bank; construction of walls of spring wells; and the formation of the Women Farmers Group. Climate change adaptation activities in Cimangeunteung Village have been well implemented and have succeeded in increasing public awareness in caring for the environment. Routine monitoring by the Lebak local government of Cimangeunteung Village is still being carried out to date.

The results of this study show that the TNI's medical resources have good knowledge and skills in dealing with biological threats, even though at the beginning of the pandemic it seemed that they were not ready because Covid 19 is a new emerging disease. The management of the TNI's medical resources is good, this can be seen from the implementation of guidelines and implementation instructions related to military operations other than war that the TNI's medical resources have cooperated well with stakeholders. The decision-making system of the TNI's medical resources is also good because it has a military decision-making process that looks at various task conditions. The decision-making system implemented by TNI medical resources also does not look at who is in charge of military operations other than the war.

This systematic literature review research aims to determine whether the management of Direct Cash Assistance (BLT-DD) has been transparent and accountable. The method of writing a systematic literature review article goes through 5 stages starting from the problem formulation stage to the analysis stage and understanding the results of previous research. The literature search process is used by the library search method which is sourced from online media such as Google Scholar. The results of the systematic literature review of 12 articles used as references show show that the majority of BLT-DD management has been carried out with transparency and accountability. However, some research results state that its management cannot be said to be maximally accountable and transparent because there are still some shortcomings in its implementation. This should be a concern for village governments to improve the human resources of village officials and their accountability reporting in order to create accountable and transparent management of public funds

The reason for this research was carried out because of the facts and data which show that in 2018-2021 tax realization for Pematang Serai Village has not reached the target every year. Some of the things that become a problem in this study are the many phenomena of tax objects that are not in accordance with the number of taxpayers that must be paid by the community, low public awareness, ineffective mechanisms, and limited payment media in Pematang Serai Village. Researchers view and analyze the development of PBB collection in Pematang Serai Village comprehensively so that they can provide constructive suggestions. Meanwhile, data analysis techniques used data reduction, data presentation, and drawing conclusions. The research results show that the implementation of the PBB collection policy in Pematang Serai Village, Langkat Regency is still not optimal, so it is recommended that the government pay attention to the land and building tax management policy that has been implemented so far so that it will be able to increase land and building tax revenue.
