Abstract

Russia once again invaded Ukraine in early 2022 by deploying thousands of troops and mobilizing thousands of tanks and other weapons. The attack, which began in February, covered areas along the eastern border of Ukraine. As Ukraine realized that its military power was imbalanced with Russia, it applied information warfare techniques by dominating social media content. This study aims to analyze Ukraine's success in using social media as a tool to combat Russian invasion through social media domination. This research used the descriptive – qualitative method.  The data were obtained from the information that were determined which were then analyzed by qualitative method. Netwar theory and propaganda theory are used to analyze this study. The results of this study show that Ukraine has utilized social media to fight against Russia's invasion and has achieved significant success in garnering global support. Social media domination has played a crucial role in Ukraine's efforts to win the support of countries worldwide. The use of humanitarian issues has been heavily emphasized in social media content to condemn Russia's actions. The impact of such content has resulted in a sharp decline in support for Russia. Misinformation spread through social media has also contributed to the decline in support.

Abstract

The circulation of Narcotics in Indonesia cannot be separated from the crime of Narcotics smuggling that occurred in Batam because of its strategic location in the Malacca Straits area and having access to various regions in Indonesia. Customs is an agency that oversees the entry and exit of goods from the Batam Free Trade Zone needs to continue to improve supervision of narcotics smuggling. This study aims to analyze customs supervision of Narcotics smuggling in Batam through synergy with The National Narcotics Board (BNN) as the leading sector in handling Narcotics problems in Indonesia. This paper will explore the memorandum of understanding between Customs and BNN and examine it using the theory of synergy. The method used is qualitative research with a narrative research design. The results of this study found that the synergy between Customs and BNN has been going well and supported by an agreement. Customs has the advantage of analyzing the traffic of export and import goods. This is complemented by BNN's superiority in analyzing the circulation of Narcotics in the country through intelligence activities in the form of undercover. The synergy carried out by Customs and BNN can create more effective, efficient, and sustainable supervision. Further research about other synergies is still needed to eradication of illegal circulation of Narcotics.

Abstract

The study analysis the role of the Armed Forces in MOOTW in managing natural disasters in a country effectively. The method utilized is the diary research method that involved analysis of creditable documents, media reports and internet reports on the role the military played in assisting government in addressing disasters. The results indicated that there are climates change threats in form of natural disasters affecting the globe of recent. Hence, it was recommended that national government could involve their Armed Forces in managing the natural disasters under the umbrella of MOOTW. The Armed Forces should operate to aid the governmental agencies responsible for the management of natural disasters in the country. This could assist to bring succour to the victims of the disasters and as well enhance the government profile among its citizens. It concludes by assessing the role Armed Forces could played in support to disasters management by operating under the MOOTW to assists the disasters agencies to bring succour to the victims. It then discussed the type of units that could be employed by the various Services of the Armed Forces and dwelled on the inter-agencies’ cooperation for smooth conduct of the operations in aid to disasters victims. Finally, it was view that the use of the Armed Force under MOOTW in managing natural disasters would be a welcome development if all nations decided to incorporates the military in disasters management plan. Hence, nations should consider employing part of its Armed Forces in future disaster management issue that could threaten the citizens of the nation

Abstract

Over the past two decades, ASEAN has grown as a breeding ground for the development of terrorist networks, both from the Middle East and those born within the ASEAN region. The Philippines, as one of the ASEAN member countries, is directly confronted with this threat. Using qualitative methods and a descriptive-analytic approach, this article discusses the dynamics of the threat in the Philippines by looking at the terrorism index, the growth of networks and attacks, and how the Philippines collaborates within the context of ASEAN to confront the threat. This paper concludes that the existing data shows that the dynamics of terrorism in the Philippines are on a relatively upward trend. In response, the Philippine government continues to develop its counter-terrorism policies by strengthening legal and regulatory aspects, establishing an authority to handle terrorism, and employing social approaches. In terms of cooperation, the Philippines is also striving to collaborate with fellow ASEAN member countries as well as countries outside the ASEAN region.

Abstract

The Covid-19 pandemic has been declared a non-natural national disaster. The Southeast Sulawesi Provincial Government has made efforts to deal with Covid-19, namely by carrying out refocusing activities. Therefore, this study aims to analyze the factors that influence the infrastructure planning and budgeting policies of the Southeast Sulawesi Provincial Government during the Covid-19 pandemic. This research uses a descriptive qualitative method with a case study approach in the Provincial Government of Southeast Sulawesi. The results of this study found that the factors that influenced the implementation of planning and budgeting policies during the Covid-19 pandemic in Southeast Sulawesi Province are the poor communication within the organization of the Southeast Sulawesi Provincial Government, human resources in implementing policies, and the limited budget. From this study it was concluded that good communication had not been established within the Southeast Sulawesi Provincial Government organization, there were limitations in terms of implementers in the Southeast Sulawesi Provincial Government and resources in planning and budgeting during the Covid-19 pandemic, a limited budget, so they have to make choices about priority programs and activities and have not yet created a special planning and budgeting team during the Covid-19 pandemic.

Abstract

Based on pre - survey in field drawn that the performance of state junior high school teachers in the city of Padang is still not optimal. this suspected there is relation with training and facilities. By because that need conducted study to test the truth. This study aims to reveal the influence of training and infrastructure facilities on teacher performance in public junior high schools in Padang City. The hypotheses proposed in this study are: (1) training has an effect on teacher performance, (2) infrastructure has an effect on teacher performance, (3) training and infrastructure in a manner together influences teacher performance. The population in this study is all junior high school teachers in the city of Padang, a total of 1,099 people from 11 districts. The sample study amounted to 63 people taken with technique proportionate stratified random sampling which had previously been carried out by clusters in 1 sub-district, namely West Padang District. The research instrument used is a scale evaluation and scale model questionnaire Likert that has tested its validity and reliability. Research data analyzed with multiple linear regression technique. The results of the data analysis show that: (1) training has a significant effect on teacher performance. This can be seen from the acquisition of t-count (2.645) > t-table (1.670) other than that it has a significant value = 0.005 <0.05, (2) infrastructure has a significant effect on teacher performance. This can be seen from the acquisition of t-count (2.827) > t-table (1.670) besides that it has a significant value = 0.006 <0.05 , (3) there is a significant effect of training and infrastructure together on teacher performance with a level a significant value of 0.000 <0.050 and with an f-count value of 434.822. The level of achievement of the teacher's response to training is in the high category (89.39% of the ideal score), the infrastructure variable is in the good category (84.80% of the ideal score) and the teacher'. The findings above imply that training and infrastructure are two factors that can improve teacher performance, apart from other factors

Abstract

Even if the execution of objects that are the object of fiduciary guarantees can be done by the implementation of fiduciary excutorial. However, the execution carried out by using the services of debt collectors is an act that is beyond the limits of humanity and violates the ethics of the law itself. In addition to the customer is also not good and is a weakness in the status of motor vehicles that experience wansprestasi. So this is the background of the author to raise and become the topic of discussion in writing the thesis with the title of the settlement policy of the case in the leasing agreement in the framework of legal protection of customers. The type of research used is normative legal research that is descriptive analysis, by outlining the data in the form of sentences arranged in a systematic, clear and detailed which is then interpreted to obtain a conclusion will be put forward in the form of a systematic description. As a result of the default of the lessee, the lessor has the right to take back the lease object that is in the power of the lessee. If the collection of these items is not inhibited by the lessee, then there is no problem that will arise. However, problems will arise if the lessee without the right to prevent or inhibit the return of the lessor's property. In this case there are several ways that can be used in resolving disputes arising from both parties, namely : 1) peaceful, 2). District Court. 3) Alternative Dispute Resolution (ADR), there are many alternatives in dispute resolution: a. Arbitration, b. Negotiations, c. Mediation, d. Conciliation, e. The judge, f. Fact-finding.

Abstract

Employee performance can be used as a means to gain a competitive advantage if employee performance is superior to that of competing company employees. One of the companies experiencing problems with employee performance is the Wates Post office, which is located in the Wates sub-district, Kulon Progo district. There are indications that the performance of the Wates Post office employees is still not in line with the company's expectations. The low performance of these employees is partly influenced by work motivation and discipline. Based on these problems, the purpose of this study was to examine the effect of work motivation on employee performance and to examine the effect of work discipline on employee performance. The population in this study were 70 employees of the Wates Post office, Kulon Progo Regency, Yogyakarta Special Province. The data collection technique used a questionnaire, while the data analysis technique used multiple linear regression. The results showed that work motivation has a significant effect on employee performance and work discipline also has a significant effect on employee performance.

Abstract

With so many agencies patrolling separately, the patrol becomes ineffective and inefficient. Each agency needs a budget and conducts repeated ship inspections. The expected condition is when all agencies can collaborate in carrying out patrols. Researchers used qualitative methods with exploratory designs. Interviews were conducted with informants from Bakamla, TNI AL, Polair, Bea Cukai, PSDKP, and KPLP. The results of the research show that collaboration is needed to combine various elements of patrols from various authorities in the sea. Researchers suggest collaboration between agencies with joint base assets and create a ship inspection information system in real-time.

Abstract

Indonesia is currently facing quite serious challenges in terms of the abuse of narcotics and illegal drugs. In general, narcotics and psychotropic substances can be used as medicinal ingredients in the medical field and in the development of science. The effects of this dependence can result in death. Not only that, other aspects such as moral and social are also affected by narcotics abuse. One of the biggest problems in Riau is the high circulation of drugs coming from abroad. The high distribution of drugs is influenced by various factors, in this case, geographical and demographic conditions in Riau. Based on the identification of drug-handling problems in Riau Province that have been explained, this paper has the objectives of, among others, analyzing efforts to implement P4GN, especially in the context of tackling drug trafficking and abuse in Riau Province; and analyze efforts to implement P4GN in Riau from a national security perspective. Collaborative governance focuses on the voluntary aspects of collaborative practice. From the voluntary aspect is expected that every actor involved can work optimally to achieve goals in the effort to implement the Prevention and Eradication of Drug Trafficking (P4GN) in Riau Province. With clear regulations and awareness of the importance of saving the nation's generation from the dangers of drugs, empirically the gray zones at the functional and operational levels can be mapped to the fullest so that the realization of a Drug-Clean Indonesia can be realized.
