Abstract

After decades of being behind the back, the words sea and maritime have begun to be echoed again after President Joko Widodo's speech at the 9th East Asia Summit, in Nay Pyi Taw, Myanmar, 13 November 2014 which wished to make Indonesia a World Maritime Axis (PMD). In order to make PMD successful, the President and Cabinet Ministers lowered various policies and government action programs starting from the national level down to a lower and more realistic level. Like the sinking of ships carrying out IUU fishing carried out by the Ministry of Maritime Affairs and Fisheries. PMD policy implementation invites a reactive attitude from countries inside and outside the Southeast Asian region. and there are big countries outside the region that seem not to support or oppose it. In the second period maritime issues are no longer visible, now it has been 8 years since the leadership of President Joko Widodo continues. The vision of making Indonesia the world's maritime axis seems to be swallowed up by time. The results of the execution of programs such as the construction of international standard ports and maritime highways are not yet clear. Indonesia still has a lot to improve itself. Even though development activities are currently focused on post-covid economic recovery and all anticipation of a new wave. The World Maritime Axis is no longer a major issue. However, at least the PMD program triggers the community and other elements of the nation to develop a sense of love and ownership of the sea. Abstract

Smuggling is an important problem in many Indonesian maritime areas, including in Batam City. Illegal goods smuggling is one of the problems that until now has a high intensity in several Batam ports. The prevention and handling measures taken by the government have been very strict and almost every day Beacukai Batam takes action, but smuggling violations still occur every year. This may be influenced by the behavior of the people living in the area around the port, not only as smugglers but also as users and consumers so the demand for illegal goods continues to increase. This study aims to find out whether the joint patrols that have just been implemented in 2022 can minimize illegal goods smuggling activities in Batam City. The method used is a qualitative approach with interviews and literature studies. At the fisrt, it was feared that the joint patrols carried out by several agencies related to maritime security would cause overlapping interests or the possibility of sectoral egos, but in reality the patrols ran smoothly and according to the expected plan. Joint patrols are considered by several agencies related to maritime security to have an influence in reducing the number of smuggling of illegal goods and the number of violations in the standard of transporting goods by ship.

Abstract

The Indonesian Coast Guard's use of firearms in the North Natuna Sea, an area designated as a high-priority zone by the Indonesian government due to high levels of traffic and maritime threats. In August 2020, the Indonesian Defense Minister authorized the Coast Guard to use 5.56 mm, 12.7 mm, and 30 mm caliber guns to secure the sea, which has raised questions about its potential impact on maritime security. The study examines the effectiveness of these weapons on Bakamla ships and whether they can incapacitate rather than kill the threat. Using qualitative research methods, including interviews and literature reviews, the study found that the Coast Guard is capable of using these weapons with adequate ammunition, but the 12.7 mm caliber firearm requires careful use due to its destructive power. The study suggests that the use of these firearms can improve maritime security in the North Natuna Sea, but only when used responsibly and with proper training

Abstract

Riau Province has the potential of abundant marine resources, thus placing Riau in a maritime threat, especially illegal fishing which causes the country to suffer losses. This happens because this marine potential has not been utilized optimally so that it is exploited by foreign fishermen. This study will discuss the strategy of the Department of Maritime Affairs and Fisheries (DKP) of Riau Province to eradicate illegal fishing in Riau seas. The research argument is to involve local communities, improve human resources and technical skills, carry out patrols. The method in this research is descriptive qualitative research, with data collection techniques, namely interviews with DKP Riau Province, and literature studies, with the aim of knowing the right strategies in dealing with illegal fishing in Riau Province in supporting maritime security. This study reveals that the strategy needed is to increase the number of human resources and infrastructure for monitoring seas. Optimizing Community Monitoring Groups (Pokmaswas) which are social institutions by involving coastal communities and fishermen in assisting the government to safeguard and prevent threats to Indonesia's marine resources, enforce strict laws, and increase marine patrols.

Abstract

Government bureaucratic reform leads to the improvement of effective and prime professional governance in the future. The substance of government bureaucratic reform, especially leadership within departments/agencies, is very important to present good governance, given the increasing demands of society in the era of globalization which is full of challenges and competition. Leadership in this government is exciting to study, as every leader in government has a different leadership style. This research was done to identify and analyze strategic leadership in government. The method used is a qualitative approach with descriptive analysis techniques and secondary data collection through a literature review. Leadership in government requires strategic leadership that understands bureaucratic reform. Through freedom of communication and democracy in the implementation of government programs, bureaucratic reform can run well according to the expectations of society

Abstract

Beji Antaboga is a religious tourism area located on the slopes of Mount Raung, located in Genteng District, Banyuwangi Regency. This site describes the diversity of cultures and beliefs that are manifested as a form of multiculturalism. Initially, the development of the area was not free from conflict because it was only intended for Hindus. Then, deliberations were held so that the Beji Antaboga site, in an inclusive manner became a place of worship for various religions. This article shows that local people feel marginalized in managing the Beji Antaboga tourist area. Local people feel they are not involved, so they have limited knowledge about the structure of the Beji Antaboga management organization. Furthermore, local Muslim communities mostly carry out land clearing or development activities such as cooperation. Social jealousy over the gap in social structure can lead to open conflict. In conclusion, maintenance of the Beji Antaboga tourism area requires the participation of functional actors, such as the local government to build harmonization between parties and maintain peaceful conditions.

Abstract

Reserve Component as a national resource that is prepared to be deployed through mobilization to enlarge and strengthen the strength and capability of the main components, TNI and POLRI. The existence of an active period and an inactive period of Komcad on the other hand becomes a question whether Komcad can maintain its intellectual competence during an inactive period. This study aims to determine the use of information and communication technology in increasing the intellectual competence of reserve components through the Reserved Components Integrated Training and Monitoring System (SPMT Komcad) during inactivity. The method used in this research is a quantitative approach. The data collection technique in this research is using literature study, the authors develop a system with the waterfall model, namely sequentially starting from the analysis, design, coding, testing and support stages. The results of this study are the increase in intellectual competence of reserve components can be done through an integrated training and monitoring system for Reserve Components (SPMT Komcad). SPMT Komcad can be a solution to the concerns of spare components in maintaining their competence in inactive periods.

Abstract

Indo-Pacific is a very crucial region as many of defense activities from many countries are happening here. As the U.S., United Kingdom and Australia see the importance of the region they then created an alliance to create a free and open Indo-Pacific and make it as a region that is free from coercion and respects human rights. This security arrangement also will provide Australia with nuclear-powered submarines for their defense capabilities. However, this raised concern among many parties that believed there are personal reasons behind the establishment of AUKUS. In short, AUKUS is a media to achieve and protect their national interest. This is in line with neo-realism theory that believed the main goal of every states is to survive and they will create alliances in crucial time. Hence, this paper will discuss the neo-realism in AUKUS. This paper is using a qualitative-descriptive method to better explain neo-realism in AUKUS.

Abstract

Disasters are closely linked to human security, which of course is also closely linked to national security. Se Bang Fai is known as a flood-prone district. This study aims to analyze the flood control efforts carried out by the Semarang city government. Disaster is a serious threat to the social life of the existing society and finally to the stability of the nation. The threat that the citizens of Indonesia feel is the frequency of disasters that occur in almost all of Indonesia. Semarang, which is the capital of Central Java province, is vulnerable to flooding. Floods in Sepon City started to occur frequently between 2017 and 2021. Disaster reduction is one of the efforts of the Sepon City Government to reduce the risk of flood disasters. One of the mitigation efforts implemented by the Semarang city government is the construction of the West Tidal Canal and the East Tidal Canal. The construction of 2 rivers: the East Canal and the West Canal is expected to reduce the flood disaster in Sam Nua District. The government must prepare a flood preparedness plan so that the government knows what to do to reduce future flood disasters.

Abstract

The change in national security paradigm has turned into security sector reform. This change causes that national security does not only focus on territorial security but also focuses on human security. One of the factors that can disturb human security is disaster. The community's lack of preparedness for the eruption of Mount Semeru means that the community is still at high risk, causing 64 people to die. This study aims to analyze community preparedness in facing the eruption of Mount Semeru in order to support national security. This research method uses a qualitative research approach with a descriptive approach. The data analysis technique uses the qualitative data analysis technique belonging to Miles, Hubermen and Saldana. The results of this study are as follows: 1) In terms of the preparation of temporary evacuation sites, fulfillment of basic needs, and preparation of restoration of facilities and infrastructure have been carried out well while the preparation of RPKB, early warning systems, training and simulations, and preparation of accurate data is still not well executed; 2) Efforts made by the government and stakeholders in increasing community preparedness for an effective response and building better have been carried out well through training in Disaster Resilient Villages, Disaster Safe Education Unit, making the Jaga Semeru application and creating a Whatsapp Group which makes the community have preparedness better in dealing with the eruption of Mount Semeru. If the government and stakeholders make efforts to increase preparedness, the community will have an effective response and build back better.
