Abstract

The capacity of the Government of Indonesia is urgently needed in dealing with contemporary disasters, especially during the Covid-19 pandemic. The impact of disasters will disrupt community resilience where if the government in its capacity as a policy maker, especially when large-scale natural disasters occur, is not immediately resolved, it will greatly affect national security. This study uses a qualitative method with a descriptive exploratory approach. Data collection by observation, in-depth interviews and documentation. Data analysis technique with qualitative data analysis techniques Miles and Huberman. The research results found that it is important to formulate and oversee disaster management and mitigation programs in the RPJMN every 5 years (2020-2024). The Indonesian government must establish cooperation with Japan, which has already implemented various effective policies in disaster risk management. The conclusion from this study is that capacity building efforts that should be carried out by the Government of Indonesia to anticipate and cope with contemporary disasters are the need to use technology in disaster management, disaster education for the community, and realizing community regeneration/resilience. Increasing government capacity during the Covid-19 pandemic can be carried out by following the direct example of Japan's success in disaster management so that national security is maintained.

Abstract

Formation Village Tough Disaster in Cipayung Datar Village, Megamendung District Bogor Not yet Once evaluated to date so this study aims to evaluate implementation program Village Tough Disaster the. Study This using a qualitative method with a descriptive design. The aim of this research is to explain the implementation of the disaster resilient village program in the village Cipayung. Theory Which used in This research is the theory of policy implementation by George Edward III who identify a number of factor supporters implementation policy, that is communication, source Power, trend or behavior, And structure bureaucracy. Data collection techniques through observation and studies documentation with research subjects in Cipayung village. Data analysis techniques used include data reduction, data presentation, and withdrawal conclusion. Results study show that village disaster resilience in Cipayung villages is at on levels primary And level preparedness public in Village Cipayung Datar is at a level that is still not optimal. Abstract

In today٫s era, no organization able to survive without paying attention to the human force and its constructive role in providing services. In fact, the level of ability of organizations, companies and the criterion of getting a job is education and workforce productivity. The purpose of this research is to find out the place of education in the improvement and productivity of human resources and its effect on increasing job opportunities. This research was conducted using the library method and the sources used in this research are books, articles, figures and reports. The result of this research shows that employees work with 20 to 30 percent of their abilities before training, but when they are trained and properly motivated, they reveal 80 to 90 percent of their abilities and competencies and increases productivity. Increasing productivity increases the demand for Recruitment and increases job opportunities.

Abstract

Issues regarding security have always been a trending topic to be discussed, especially topics concerning matters that may cause conflicts of interest. Security studies that discuss security elements continue to be developed by various stakeholders. Security within the Archipelago To achieve comprehensive national security, these elements of national security must be implemented in policy formulation. Land conflict is a threat to two elements of national security, namely human security and environmental security. The escalation of the potential threat of conflict shows a very significant increase, so it is necessary to look for a solution so that it does not develop into a vertical or horizontal conflict. This problem affects the security of human citizens and the threat of environmental damage due to destruction of forest areas due to deforestation is a form of threat to these elements of national security. This study aims to unravel the land conflict resolution efforts of the Laman Kinipan Indigenous Community in Lamandau District by the Alliance of Indigenous Peoples of the Archipelago. Qualitative research methods use a case study approach. Data collection techniques were in the form of interviews with the Indigenous Peoples Alliance of the Archipelago of Central Kalimantan, the Central Kalimantan Indonesian Forum for the Environment, and the Indigenous Territory Registration Agency as well as data collection through literature study techniques. The research shows that steps of AMAN and the Coalition of Justice for the Kinipan fighting for the liberation of indigenous peoples from various forms threats to human security, such as demanding the release of Effendi Buhing and the indigenous youth of Kinipan, and various other actions is an effort to guarantee human rights for the community Kinpan custom. This also makes indigenous peoples free from fear threat to human security.Until now, the expected form of output is recognition as a customary law community legitimized by the Regional Government Lamandau Regency, there is a decree from the Ministry of Environment Life and Forestry, and the realization of national security by the Community The adat of Laman Kinipan still cannot be felt by indigenous peoples. The output that has not been felt by the beneficiaries is Indigenous Communities The Kinipan page shows the implementation of this national security has not materialized. The conclusion is with the efforts of the Alliance of Indigenous Peoples of the Archipelago in resolution of the Laman Kinipan Land conflict with the stages of community organizing, visioning, planning, and implementation and evaluation to realize national security by being linked through elements of environmental security and human security.

Abstract

Protection against the threat of damage to the natural environment, is more often faced with the creation of laws and regulations to prevent it. However, the rules made are more defeated by economic factors, domestic and world market needs. Likewise, the protection and management of the environment and natural resources relies heavily on economic factors as the main motive which subordinates norms and ethical factors. Many environmental experts are of the opinion that practical and technical measures to protect and manage the environment and natural resources that only rely on scientific and technological assistance are not the right solution. Then various solutions are offered to prevent environmental damage, including through the theory of adaptation. Another offer is through a religious teaching approach because the assumption is that through the argument of the holy book, excessive exploitation of nature and damage to the environment due to human actions can be prevented and is an important alternative. This research will discuss whether a religious approach can be effective in avoiding damage to the surrounding natural environment or not using a literature review technique. The results show that the verses and hadiths of the Prophet Muhammad actually invite mankind to listen, think, and be grateful for God's creation by utilizing nature, the environment and protecting the environment. Hence, the conclusion is religious approach can contribute to regional development in the era of regional autonomy freedom in facing environmental preservation in the midst of a very sharp and ruthless global capitalism. Even though the dominant form of this knowledge in modern society is not religious, but religion legitimizes social institutions and orders by giving them ontological status. Thus, the Ulama Fatwa in dealing with environmental damage is an important step to maintain a better life.

Abstract

Based on the pre-survey results, it is illustrated that the job satisfaction of Kampar Regency Senior High School teachers is still low. It was assumed that it dealt with two issues including unfulfilled incentives and unconducive school climate. Thus, it is required to conduct research to test the truth. This study aims to reveal the contribution of incentives and school climate to the job satisfaction of teachers at Kampar Regency High School. The hypotheses put forward in this study are: (1) incentives contribute to teachers' job satisfaction, (2) school climate contributes to teacher' job satisfaction, (3) incentives and school climate contribute to teachers' job satisfaction. The population in this study were 687 teachers with PNS status at Kampar Regency State High School. The samples were chosen through two different techniques, the first technique was cluster random sampling based on the distance from the school to the city center, and it was obtained 6 schools with 205 teachers. The second was stratified proportional random sampling based on strata, and it was obtained 27 teachers as the sample. The research instrument used is the assessment scale and the Likert Scale Questionnaire model which has been tested for its validity and reliability. The research data were analyzed using correlation and regression techniques. The research finding show 3 main points: (1) incentives contribute to teachers' job satisfaction by 51.6%, (2) school climate contributes to teachers' job satisfaction by 22.4%, (3) incentives and school climate jointly contribute to teachers' job satisfaction of 70.9%. The achievement level of the teachers' job satisfaction score is 83.95% which is considered as satisfied category, and for incentives 83.44% is in the good category while for the school climate 84.10 from the ideal score is in the conducive category. To conclude, the findings imply that incentives and school climate are two factors that can increase teachers' job satisfaction, apart from other factors.

Abstract

Several studies have shown that reality technique group counseling is effective for reducing academic procrastination, although it is rarely used by guidance and counseling teachers. This study aims to determine the effectiveness of reality technique group counseling in reducing academic procrastination of students of MAN 1 Aceh Tengah. This research is a quasi-experimental quantitative research with a non-equivalent control group design. Determination of the sample using purposive sampling technique. The characteristics of this research sample are students who have high academic procrastination problems, so there are 14 students, of which 7 students become the control group and 7 other students become the experimental group. The data collection instrument used the academic procrastination scale. The data analysis technique used is test Wilcoxon signed rank test. The results showed that group counseling with reality techniques was effective in reducing academic procrastination of students at MAN 1 Aceh Tengah. This can be seen from the results of the average score pretest And post test which is 45.86 higher when compared to 29.14, while based on the results of the analysis of the Wilcoxon signed ranks test the Z count results are -2.371b and the Asymp sig (2-tailed) value is 0.018 or the probability is below alpha 0.05 (0.018 ≤ 0.05) which means that there is a significant difference between the pretest and posttest scores

Abstract

The decision of the Constitutional Court No. 97/PUU-XI/2013 resulted in changes in the function and authority of the judicial institution that adjudicates Pilkada. The Constitutional Court's decision then gave birth to Article 157 of Law No. 10 of 2016 Amending Law No. 8 of 2015 (Pilkada Law) which contains provisions for the establishment of a special election judicial body that will hear disputes over the results of simultaneous national elections in 2024. However, the establishment of a special election judicial body mandated by the Pilkada Law still faces juridical obstacles if it is linked to Law 48 of 2009 concerning Judicial Power, and laws governing judicial bodies under the auspices of the Supreme Court, especially the general and state administrative courts. Another juridical problem is the Constitutional Court Decision Number 85/PUU-XX/2022 which states that the phrase "until a special judicial body is established" in Article 157 paragraph (3) of the Pilkada Law does not have binding legal force. So that the Constitutional Court's decision can be interpreted as a sign of defining the Constitutional Court as a permanent judicial institution to hear disputes over Pilkada results. This research uses normative research methods as a characteristic of legal research, using statute law approaches, expert opinions. The purpose of this research is to search and find the right norms and have legal arguments in determining the right judicial institution authorized to hear disputes over the results of the 2024 simultaneous regional elections.

Abstract

This research is motivated by the author's observations regarding the influence of organizational culture and the provision of incentives on employee performance at the Education and Culture Office of the City of Bukittinggi which shows that organizational culture and provision of incentives are still not in accordance with what is expected and employee performance is still not optimal. The purpose of this study was to obtain data and information about (1) the positive influence of organizational culture on employee performance at the Education and Culture Office of the City of Bukittinggi, (2) the positive effect of providing incentives on employee performance at the Office of Education and Culture of the City of Bukittinggi, This research is a correlational quantitative research with associative type. The population in this study were all employees at the Office of Education and Culture of the City of Bukittinggi totaling 90 employees and the sample was determined using the Cohran formula with an error rate of 10% with the Proportionate Stratified Random Sampling technique obtained 63 employees. The research instrument uses a questionnaire with a Liker scale which has 5 alternative answers. Before the questionnaire was used, trials were carried out to determine its validity and reliability. Data analysis techniques were performed using multiple linear regression tests which were processed using SPSS version 24. The results of data analysis show that there is a significant influence between organizational culture on employee performance with tcount> ttable 2.118> 1.669. There is a significant influence between giving incentives and employee performance with tcount>ttable (2.118>1.669). There is a significant influence between organizational culture and the provision of incentives on employee performance with a value of Fcount>Ftable (1.559> 3.14), so there is a significant influence between organizational culture and provision of incentives jointly on employee performance. The regression table shows a constant value of 59.576 and a regression coefficient of the X1 variable of 0.352 and a regression coefficient of the X2 variable of 0.202. So the multiple linear regression equation used is 59.576+0.352X1+0.202X2+e.

Abstract

Based on observations in the field, it is illustrated that the implementation of school-based management in Padang City Public Junior High Schools has not been implemented properly. This is thought to have something to do with the principal's leadership and school culture. Therefore it is necessary to do research to test the truth. This study aims to reveal the contribution of the principal's leadership and school culture to the implementation of school-based management in Padang City Public Junior High School. The hypotheses put forward in this study are: 1) the principal's leadership contributes to the implementation of school-based management, 2) school culture contributes to the implementation of school-based management, 3) the principal's leadership and school culture together contribute to the implementation of school-based management. school based.The population in this study were all 116 deputy principals of state junior high schools in Padang City. The research sample consisted of 70 people who were taken using the Proportional Stratified Random Sampling technique, taking into account the level of education and years of service. The research instrument used is the rating scale and the Likert Scale model questionnaire which has been tested for its validity and reliability. The results of the validity test showed that 3 items were dropped, in the Y variable there was one item, namely item number 12, in the X1 variable, 1 item was dropped, namely number 28 and in the X2 variable, the item that was dropped was number 16. Furthermore, the research data was analyzed using correlation techniques and regression.The results of the data analysis show that: 1) principal leadership contributes to the implementation of school-based management by 41%, 2) school culture contributes to the implementation of school-based management by 28.4%, 3) principal leadership and school culture together contributed to the implementation of school-based management by 70.3%. The achievement level of the school-based management implementation score of 83.58% is in the good category, and for school principal leadership 83.65% is in the good category while for school culture 86.24 from the ideal score is in the good category.The findings above imply that the leadership of school principals and school culture are two factors that can improve the implementation of school-based management, apart from other factors.
