Abstract

This research explores the implementation of big data migration from the PIS-PK (Pusat Informasi Sistem - Pangkalan Data Kesehatan) system database to the Mhealth system database using ETL (Extract, Transform, Load) processes and queue management. The case study focuses on the Ministry of Health, where large-scale health data needs to be transferred between systems to improve efficiency, accessibility, and integration with modern health technologies. The research investigates the challenges involved in migrating extensive data sets, such as maintaining data integrity, handling different data formats, and ensuring smooth data flow during the migration process. By implementing ETL techniques, the study ensures that data is extracted, transformed, and loaded into the Mhealth database while maintaining consistency, quality, and structure. Furthermore, the use of queue systems is explored as a mechanism to handle data processing asynchronously, enabling the smooth transfer of large volumes of data in real-time. The study concludes with a set of best practices for managing big data migration in healthcare systems and highlights the potential benefits of enhancing the Ministry of Health’s database architecture for future health data management and analytics. This migration is expected to streamline healthcare data processes, improve decision-making, and support the Ministry's digital health initiatives.

Abstract

The transition to electric vehicles (EVs) represents a critical pathway toward sustainable transportation and carbon emission reduction globally. However, in developing countries like Indonesia, EV adoption rates remain significantly low despite increasing environmental awareness and government incentive programs. This study aims to analyze the perceptions and preferences of electric car users in Indonesia through a qualitative approach based on NVivo 14. Involving 15 informants from the Banten region, this study explored motivations, obstacles, and psychological and structural factors that influence consumers' decisions to adopt electric vehicles. The results show that although awareness of environmental benefits is relatively high, purchasing decisions are more influenced by cost efficiency and long-term savings. The findings also reveal the existence of an awareness–action gap, where awareness is not always followed by action. Two other important issues that emerged were charging anxiety due to limited charging infrastructure and low government policy trust due to uncertainty regarding government incentives. These three constructs are not covered by the five classical dimensions of the Diffusion of Innovation (DOI) theory, so this study offers an expansion of the DOI framework to make it more contextual to Indonesia's social, economic, and policy conditions. As a result, the proposed new conceptual model not only explains the purchase intent factor more comprehensively but can also serve as a reference in the formulation of policy strategies and intervention designs that encourage the sustainable adoption of electric vehicles.

Abstract

The development of information technology in the digital era has transformed the way states conduct surveillance on citizens. The use of digital technology allows states to efficiently collect, process, and analyze data, leading to the emergence of digital surveillance, such as communication wiretapping, artificial intelligence-based surveillance cameras, and monitoring of social media activity. Although claimed to maintain security and order, digital surveillance risks violating the rights to privacy and freedom of expression. This study analyzes human rights protection in digital surveillance by the state using a normative juridical approach, examining national regulations, international law, and academic literature. The results show that digital surveillance regulations in Indonesia are still limited and fragmented. Furthermore, weak oversight mechanisms open up room for abuse of authority that can violate citizens' constitutional rights. This study emphasizes the need for strengthened digital surveillance regulations that focus on human rights protection, increased policy transparency, clear limitations on authority, and the establishment of an independent oversight body to ensure digital surveillance complies with democratic principles and the rule of law.

Abstract

This study aims to analyze the effect of Net Profit Margin (NPM), Return on Equity (ROE), and Dividend Payout Ratio (DPR) on stock prices, with firm size as a moderating variable, in companies listed in the IDX30 index of the Indonesia Stock Exchange. The study is motivated by stock price fluctuations that do not always reflect a company’s fundamental performance. A quantitative approach was applied using secondary data from financial statements and stock prices for the 2019–2024 period. The analysis employed the Robust Least Squares (RLS) method to obtain estimates that are resistant to heteroscedasticity and extreme data. The results show that NPM has no significant effect on stock prices, while ROE and DPR have a negative and significant impact. This indicates that high ROE may signal leverage-related risk, whereas large dividend payments tend to reduce investors’ perceptions of growth potential. Firm size has a positive and significant effect on stock prices, implying that larger companies are more trusted by investors. The moderation test reveals that firm size strengthens the influence of ROE and DPR on stock prices but does not moderate the effect of NPM. These findings highlight that in large firms, equity-based profitability and dividend policy play a crucial role in determining market value.

Abstract

This policy paper analyzes strategies to maximize the utilization of Indonesia's geothermal potential to support energy security and the green transition, with a focus on addressing the root cause of the low exploration success rate due to the lack of integrated geoscience data. Through a comprehensive policy analysis method involving regulatory inventory, data tabulation, and expert assessment, this study identifies the Establishment of a Geoscience Survey Institute and a Geothermal Endowment Fund as the most strategic solution with a priority score of 4.4. This policy is designed to provide integrated baseline data that can reduce exploration risks by up to 50%, cut costs by up to 40%, and accelerate project development by 2-3 years. Its implementation requires a comprehensive regulatory framework that includes an institutional legal umbrella, endowment fund management, data integration, and a robust monitoring and evaluation system. Using a logic model approach, this policy is projected to support the achievement of the 6.4 GW geothermal capacity target by 2030, contribute to a reduction in GHG emissions of 35 million tons CO2e/year, while strengthening national energy security based on domestic resources.

Abstract

Central bank independence (CBI) has long been promoted as an institutional arrangement to enhance macroeconomic stability, particularly through inflation control. However, empirical evidence regarding its impact on broader macroeconomic indicators—such as economic growth, government budget deficits, and current account deficits (CAD)—remains inconclusive, especially in developing economies. This study investigates the effects of CBI on macroeconomic performance and examines its policy implications for addressing Indonesia’s current account deficit. Using panel data from 182 countries over the period 1970–2012, this study applies a quasi-experimental approach through Regression Discontinuity Design (RDD). Central bank independence is measured using legal indices, namely the Legal Variable Aggregate Unweighted (LVAU) and Legal Variable Aggregate Weighted (LVAW). Thresholds distinguishing lower and higher levels of CBI are determined empirically using k-means clustering. The findings indicate that higher central bank independence has a statistically significant but relatively small negative effect on inflation. In contrast, CBI does not show a significant impact on economic growth, government budget deficits, or current account deficits. These results suggest that while central bank independence enhances the credibility of monetary policy in achieving price stability, it is not sufficient to directly address structural macroeconomic imbalances such as current account deficits. For Indonesia, the findings imply that Bank Indonesia’s primary mandate should remain focused on inflation control. Improvements in the current account balance require coordinated fiscal, structural, and trade policies beyond the scope of monetary policy alone.

Abstract

This study aims to examine the implementation of Islamic Religious Education and Character Education in improving tolerance attitudes and learning achievement of private elementary school students in Batam City. Batam City, as a multicultural area with diverse ethnicities, cultures, and religions, requires an educational approach capable of instilling tolerance values from an early age. This research employs a qualitative approach using a case study method conducted in three private elementary schools: SDS Al Furqan Sekupang, SDS Islam Nurul Haq Batu Aji, and SDS An-Nahdah Sekupang. Data collection was carried out through classroom observation, in-depth interviews with Islamic education teachers and grade IV-V students, and documentation of learning activities. Data analysis techniques used the Miles and Huberman interactive model, including data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of Islamic education that integrates religious moderation values, teacher exemplary behavior, and contextual approaches can foster mutual respect, cooperation, and empathy among students. The improvement in tolerance attitudes impacts the creation of a conducive and harmonious learning climate, which supports enhanced student learning achievement. Supporting factors include teacher competence, school policy support, and a positive learning environment, while inhibiting factors encompass limited learning time and variations in student backgrounds. This research confirms that Islamic Religious Education not only plays a role in character formation but also contributes significantly to improving learning quality in multicultural environments.
