Abstract

This study examines the effectiveness of the Indonesian Migrant Workers Deportation Facilitation Service at the UPT-P2TK of the East Java Provincial Manpower and Transmigration Office using descriptive qualitative research methods. This study analyzes the effectiveness of the Indonesian Migrant Worker Deportation Repatriation Facilitation Service which includes the quality, efficiency, and responsiveness of services provided to deported Indonesian Migrant Workers. This study concluded that the Effectiveness of the Indonesian Migrant Worker (PMI) Deportation Repatriation Facilitation Service uses the theory The focus of this research focuses on using the effectiveness of Fandy Tjiptono's public services (2017) in (Pane et al., 2020), of which there are 4 (Four) Indicators, namely: Service Timeliness, Service Accuracy, Courtesy and Friendliness in providing services, and ease of getting services. which can show whether the facilitation services provided by UPT-P2TK regarding the facilitation of PMI deportation repatriation are running effectively. Abstract

Human Resources (HR) play an important role in carrying out government functions, especially in terms of readiness, education level, and professionalism. Job analysis is a key element to ensure employee placement that is in accordance with the abilities, responsibilities, and needs of the organization. This study, conducted at the Organization Bureau of the Regional Secretariat of East Java Province, aims to evaluate the effectiveness of job analysis in supporting optimal employee placement. Using a qualitative descriptive method, this study found a mismatch between the needs and filling of job positions. Of the total 83 positions needed, only 35 were filled, while 48 positions were still vacant, potentially affecting organizational performance. Job analysis produces detailed information related to job descriptions and specifications, including the duties, responsibilities, and qualifications required. However, job vacancies force organizations to maximize the use of existing HR through reassignment. Some suggested solutions include increasing recruitment, developing employee competencies through training, and updating job analysis periodically. With these steps, it is hoped that the right placement of HR can improve professionalism, effectiveness, and work efficiency in the Organization Bureau. Abstract

This research examines the dynamics of integration between state law and customary law in resolving social conflicts within the Cireundeu Indigenous Community, using Max Weber’s social action perspective. Cireundeu, located in Cimahi, West Java, represents a unique example of how traditional customs persist amidst modernization. The study reveals that social conflicts, such as inheritance disputes and inter-community marriages, often arise due to differences between customary values and state law. Cireundeu society resolves these conflicts through deliberative mechanisms rooted in customary law, emphasizing dialogue, solidarity, and social harmony.The findings highlight the complementary yet sometimes conflicting roles of state and customary law. While state law provides universal legal frameworks, customary law in Cireundeu prioritizes principles of equality, as seen in its gender-neutral inheritance practices. The resolution of disputes through customary deliberations reflects Weber’s concept of value-rational social action, wherein decisions are guided by adherence to communal values rather than pragmatic considerations.Despite the effectiveness of customary approaches in fostering social cohesion, the research identifies challenges in integrating customary law with state law, particularly due to limited formal recognition of indigenous rights. This gap underscores the need for inclusive policies, such as the Indigenous Peoples Law Bill, to bridge the two legal systems. The study concludes that customary traditions not only contribute to social harmony but also serve as valuable assets in Indonesia’s plural legal system. Further research is recommended to explore the impact of external factors, such as globalization, on the evolution of customary law in Cireundeu and other indigenous communities. Abstract

Bawaslu is an institution tasked with supervising and ensuring that elections run in accordance with election criteria and rules. In this case, the Sidoarjo Regency Bawaslu Secretariat has a crucial role in supporting administration, operations and technical support in carrying out its duties and responsibilities in elections in the Sidoarjo Regency area. Thus, Bawaslu is required to have an effective and efficient structure because Bawaslu's structure can influence general elections. However, in reality there are still double jobs within the secretariat of the Sidoarjo Regency General Election Supervisory Agency. It is hoped that the findings from this research will provide clarity on the problem of double jobs within the Bawaslu Secretariat of Sidoarjo Regency. The research was conducted using qualitative methods and data collection techniques were carried out through observation and interviews. The results of this research show that double work is not a problem but rather a solution to the Bawaslu moratorium period to overcome the shortage of human resources by using effective and efficient work patterns.  Keywords: Bawaslu, double job, moratorium

Abstract

Abstract Indonesia has a competitive edge in the tourism sector, as evidenced by the increase in the number of tourists visiting Indonesia from 2020 to 2022. This growth needs to be accompanied by improvements in supporting facilities and infrastructure, crucial components of the tourism sector, such as the hospitality industry. Profit is the primary goal in business, leading to some hotels overlooking religious values and norms. This research aims to analyze the characteristics of tourists who choose Sharia-compliant hotel services in Malang City and explore the factors influencing their decisions. The research methodology employs Structural Equation Modeling for Partial Least Squares (SEM PLS). The results indicate a positive and significant relationship between attitude, subjective norms, religiosity, normative belief towards intention, and normative belief and intention towards tourist preferences. Additionally, the variable of behavior control perspective towards intention has a negative and non-significant relationship. Keywords: SEM PLS, Sharia Hotel, TPB.

Abstract

This study aims to determine how organizational culture and competence influence employee performance development with job satisfaction as a mediating variable at PT. BPR NBP 20 Delitua. The object of this study was employees of PT. BPR NBP 20 Delitua with 30 respondents. Quantitative methods were used in the study using multiple linear analysis techniques, validity tests, reliability tests, and classical assumption tests. As well as hypothesis testing using t-test, f-test, r-test and mediation tests where the data were processed using SPSS. The results of the t-test study, obtained a calculated t value> t-table value, which is 3.126> 2.052, and a significant value <0.05, which is 0.000 <0.05 so that it is concluded that organizational culture (X1) has a positive and significant effect on performance development (Y), H1 is accepted. Organizational culture (X1) has a positive and significant effect on job satisfaction (Z), with a calculated t value > t table value, which is 4.945 > 2.052, and a significant value < 0.05, which is 0.000 < 0.05, so H2 is accepted. Competence (X2) has a positive and significant effect on performance development (Y), with a calculated t value > t table value, which is 3.638 > 2.052, and a significant value < 0.05, which is 0.000 < 0.05, so H3 is accepted. Competence (X2) has a positive and significant effect on job satisfaction (Z), with a calculated t value > t table value, which is 3.133 > 2.052, and a significant value < 0.05, which is 0.004 < 0.05, so H4 is accepted. Job satisfaction (Z) has a positive and significant effect on performance development (Y) with a calculated t value > t table value, which is 4.421 > 2.052, and a significant value <0.05, which is 0.000 <0.05 so that H5 is accepted. The results of the f test analysis, obtained a calculated f value > f table value, which is 50.849 > 3.354 and a significance of 0.000 <0.05, so it is concluded that organizational culture (X1) and competence (X2) together have a positive and significant effect on work development (Y), H6 is accepted. The results of the Sobel test obtained a calculated t value of 7.563 > t table 2.052 so that it can be concluded that job satisfaction (Z) is able to mediate the influence of organizational culture (X1) and competence (X2) on employee performance development (Y) at PT. Abstract

Demonstrations are one form of democratic expression frequently occurring in Surabaya, a hub for economic, social, and political activities in East Java. However, the dynamics of demonstrations often carry the potential for conflicts that may disrupt stability and public order. In this context, the Agency for National Unity and Politics of Surabaya City plays a strategic role as a mediator, facilitator, and conflict controller. This study aims to analyze the role of the Agency for National Unity and Politics of Surabaya City in managing conflicts during demonstrations through a descriptive qualitative approach. The results show that the Agency for National Unity and Politics of Surabaya City plays a crucial role in balancing respect for the public's right to express opinions and efforts to maintain social stability. Through an approach based on early detection and collaboration, the Agency for National Unity and Politics of Surabaya City can prevent and manage arising conflicts, although it still faces other challenges. Abstract

The Surabaya City Government has implemented the KAS-RPA (Kampung Arek Surabaya Friendly to Women and Children) Program as an effort to achieve equal rights for women and children at the most basic community level. The KAS-RPA program has five indicators in educating them, namely safe villages, foster villages, learning villages, creative-productive villages, and healthy villages. The implementation of the Learning Village in Gunung Anyar Village is one of the efforts to provide equal access and opportunities for women and children to get quality education in the area. This program focuses on non-formal learning assistance activities that involve the active participation of Gunung Anyar Village residents, especially children, as well as handling the problems of children who are indicated as vulnerable to dropping out of school. However, in its implementation there are still some shortcomings. The findings in this study are expected to describe the strategy for implementing the learning village in filling the KAS-RPA Program indicators in Gunung Anyar Village. The research was conducted using a qualitative method, namely through observation and interviews. The purpose of writing this research is to describe the strategies carried out to overcome shortcomings in the implementation of learning village activities to turn on the KAS-RPA Program indicators in Gunung Anyar Village. Abstract

Elections are a crucial pillar in Indonesia's democratic system, and their success heavily depends on transparent and participatory implementation. In the 2024 Election, the Election Supervisory Body (Bawaslu) of East Java Province played a key role in disseminating information through social media to enhance public understanding and participation. This study aims to analyze Bawaslu's role in election-related reporting in 2024, using Siagian's management theory, which includes planning, organizing, actuating, controlling, and evaluating. Employing a descriptive qualitative method, the research identifies challenges faced by Bawaslu, such as limited human resources, unequal infrastructure, and the spread of hoaxes. The findings indicate that while Bawaslu's communication strategies have successfully raised awareness and public participation, there are barriers in information outreach and digital literacy. This study offers recommendations for optimizing communication efforts through staff training, collaboration with mainstream media, and leveraging advanced technology. The findings are expected to contribute to strengthening Bawaslu's role in ensuring a more transparent and participatory election process in the future. Abstract

Abstract This research discusses the implementation of the Mobile Library Car (MPK) at the East Java Province Library and Archives Service in increasing the public's interestin reading, especially school students. Data was obtained through in-depth interviews, direct observation and the author's experience. The results show that the success of MPK is influenced by a clear organizational structure, effective division of tasks, and also good logistics management. This program runs with participation and support from the government and community. The results of implementation include the impact of the Mobile Library Car (MPK) program on increasing interest in reading, the role of library staff interaction, the use of digital technology, the provision of varied book collections, and maintaining collaboration with related parties. So that the correct implementation of the strategy in the Mobile Library Car Program (MPK) becomes an effective means of building sustainable literacy habits.
