Abstract

Abstract Arabica coffee is a strategic commodity with high economic value, yet smallholder farmers in Cikidang Village face challenges in cultivation and harvesting due to limited technical knowledge. This study emphasizes the urgency of improving farmer capacity to sustain productivity and enhance coffee quality. Drawing on human capital, capacity building, and diffusion of innovation theories, the research highlights training as a critical driver of sustainable agricultural development. A qualitative descriptive method was employed, using focus group discussions (FGDs), extension lectures, and field demonstrations with 25 farmers from the Mitra Sejati group. The results show that the technical guidance improved farmers’ knowledge in pruning, fertilization, pest management, and selective harvesting practices. Findings indicate that although ecological conditions support coffee growth, inadequate cultivation and harvesting practices reduce quality. The study concludes that tailored extension programs are effective and replicable models for capacity building in other coffee-producing regions. Abstract

Abstract The rapid development of digital technology has transformed governance, including administrative services at the village level, making digitalization an urgent need to improve efficiency, transparency, and community participation. This study aims to analyze the implementation of the Cikidang Lembang Village website as a medium for administrative services. The research is grounded in e-government theory, the Technology Acceptance Model (TAM), and public service quality theory (SERVQUAL), which explain the role of digital platforms in enhancing governance outcomes and citizen engagement. Using a qualitative descriptive approach with a case study method, data were collected through observation, interviews, and documentation involving village officials, residents, and student developers. The findings show that the website successfully improves administrative efficiency, reduces manual workloads, and fosters transparency through features such as online letter services, news updates, and citizen aspiration forms. However, challenges such as limited digital literacy and infrastructure remain. Overall, the study confirms that participatory approaches in system development strengthen adoption and sustainability. Abstract

Abstract Small and Medium Enterprises (SMEs) face persistent barriers such as limited branding capacity, low digital literacy, and restricted market access, which threaten their sustainability in rural contexts. This study aims to analyze the role of rebranding and digitalization in enhancing SME growth, with evidence from Baso Prapatan in Cikidang Village. The research employs the Theory of Planned Behavior, Resource-Based View, and Innovation Diffusion Theory as theoretical frameworks. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation, and analyzed with Miles and Huberman’s interactive model. The findings show that rebranding through the creation of a new logo and promotional banner significantly improved the SME’s identity and credibility, while digitalization via social media and Google Maps expanded market visibility and consumer engagement. The study highlights that even low-cost interventions can strengthen competitiveness and contribute to rural economic development. Keywords: Rebranding, Digitalization, SMEs

Abstract

Abstract The decentralization policy in Indonesia, mandated by Law No. 23 of 2014, has placed the Head of District as a strategic actor in local governance, particularly in delivering public services, coordinating inter-unit functions, and maintaining social stability. Despite this mandate, performance gaps remain, as shown by community dissatisfaction in Majalengka District. This study aims to analyze the performance of the Head of District in Majalengka within the framework of regional autonomy. Grounded in performance, public service, and leadership theories, the research employs a qualitative approach with data collected through observation, interviews, documentation, and literature review. Data analysis follows Miles and Huberman’s model, supported by triangulation for validity. The findings reveal that while governance functions are generally effective and efficient, challenges persist in service optimization and delegation of authority. This study contributes to the literature by integrating multidimensional performance indicators and offers practical implications for enhancing district-level governance. Abstract

Environmental degradation caused by poor waste management remains a pressing challenge in Indonesia, particularly at the village level where rapid population growth intersects with limited infrastructure. Responding to this urgency, the Bedas Village Program in Bandung Regency was introduced to foster community-based environmental governance and improve local welfare. This study aims to analyze the implementation of the program in Kopo Village using Jones’ tripartite model of policy implementation, focusing on organizational, interpretative, and applicative dimensions. Employing a qualitative descriptive approach, data were collected through observation, semi-structured interviews, and document analysis, and subsequently analyzed with Miles and Huberman’s interactive model. The findings reveal that while organizational structures and innovative practices such as maggot cultivation and LCO adoption have shown promise, gaps remain in community comprehension, resource distribution, and sustainability of participation. These results highlight the need for stronger institutional support, continuous capacity building, and inclusive communication strategies to ensure long-term program effectiveness.

Abstract

Environmental management is a crucial component of achieving sustainable development, particularly in rural areas with the potential for environmental pollution due to livestock activities and household waste. One of the Provinsi Bali Government's efforts is through the implementation of Peraturan Daerah Provinsi Bali Nomor 1 Tahun 2017 concerning Environmental Protection and Management. However, in practice, various problems remain in Desa Jagapati, such as the direct discharge of livestock waste into rivers, the lack of waste treatment facilities, and low public awareness of environmental cleanliness. This study aims to determine why the implementation of environmental management policies in Desa Jagapati has not been effective and to identify strategies to improve them. The method used was descriptive qualitative, with data collection through observation, interviews, and documentation. The results indicate that the implementation of environmental management policies in Desa Jagapati has not been effective due to low public awareness, weak coordination, and minimal waste management. The main obstacles are a lack of outreach, limited resources, low commitment from implementers, and unclear standard operating procedures (SOP). Improvement strategies include education, the formation of environmental awareness groups, training, the provision of facilities, and a gradual and participatory work structure.

Abstract

Human trafficking, particularly involving children, remains a persistent and complex challenge for the Indonesian legal system. Despite the enactment of Law Number 21 of 2007 on the Eradication of the Crime of Trafficking in Persons and related regulations, gaps persist in addressing individuals who simultaneously occupy the roles of perpetrator and victim. The urgency of this study arises from the increasing number of coerced participants being criminalized, which undermines substantive justice and human rights protections, highlighting the need for a normative and context-sensitive legal framework. This research aims to analyze the juridical accountability of individuals involved in child trafficking while experiencing victimization, evaluating the extent to which the current legal system aligns with principles of justice, legal certainty, and expediency. The research employs a qualitative approach with a normative juridical method, combining statute and conceptual analyses. Data were collected through comprehensive document review, including primary legal materials, academic literature, and international conventions, and were analyzed using qualitative juridical interpretation to examine the alignment between statutory provisions and ethical, social, and restorative justice considerations. Findings indicate that the Indonesian legal system often treats coerced individuals as full perpetrators, reflecting a gap between formal law and moral justice as articulated in Radbruch’s legal philosophy. Judicial practices are inconsistent, and institutional coordination is weak, limiting the effectiveness of law enforcement and rehabilitative mechanisms. Comparative insights from the United Kingdom and the Philippines reveal that explicit recognition of coerced participants as victims enhances both justice and law enforcement effectiveness. The study recommends legal reforms incorporating restorative justice principles, codification of non-punishment for coerced participants, judicial training, and institutional integration with social support services to ensure equitable, humane, and effective legal responses.

Abstract

The recruitment of Non-Civil Servant Employees (Non-ASN) has become a crucial issue in local government human resource management due to the limited number of civil servants that affects public service effectiveness. This study aims to analyze the effectiveness of the Non-ASN recruitment system in human resource placement at Pungkur Village, focusing on the lock-regional practice prioritizing local residents. Theoretically, this study refers to recruitment theory, job placement theory, and organizational effectiveness theory. A qualitative case study method was employed, using interviews, observations, and document analysis, with data analyzed through Miles & Huberman’s interactive model. Findings reveal that local-based Non-ASN recruitment effectively reduces unemployment, strengthens social cohesion, and supports public service delivery. Employee placement is carried out flexibly, both in skilled positions and general tasks, facilitating local HR management. This study highlights Non-ASN recruitment as an adaptive strategy for local bureaucracies.

Abstract

Honorary teachers play a crucial role in Indonesia’s education system; however, their limited employment status and welfare have posed serious challenges to teaching quality. The government addressed this issue through the appointment policy of Government Employees with Work Agreements (PPPK) for honorary teachers, which needs to be analyzed specifically within the context of Bandung City as an educational hub. This study aims to examine the implementation of the PPPK teacher appointment policy and its implications for improving education quality. The theoretical framework includes Edward III’s policy implementation theory, Herzberg’s motivation theory, and Juran’s quality theory. This research employed a descriptive qualitative method using interviews, observations, and document studies, analyzed through Miles & Huberman’s interactive model. The findings indicate that PPPK appointments enhance teacher motivation, stability, and dedication, though challenges remain in terms of administration, budget, and teacher distribution. Therefore, PPPK policy can strategically contribute to strengthening education quality if accompanied by continuous evaluation.

Abstract

Recruitment and selection of human resources are crucial factors in ensuring the quality of public services, particularly within primary health care. The urgency of this study arises from the case of Puskesmas Margaya Majalengka, where employee performance is closely linked to recruitment and selection mechanisms that still face challenges of transparency and competency alignment. This research aims to analyze the relationship between recruitment and selection practices and employee performance, drawing on Human Capital, Person-Job Fit, and Merit System theories. The study employs a qualitative case study approach, utilizing in-depth interviews, observation, and document analysis. The findings reveal that non-merit-based recruitment and selection lead to decreased productivity, mismatched placement, and reduced service quality. The discussion highlights that strengthening competency-based recruitment and selection systems is essential for improving the quality of health services at the primary level.
