Abstract

Consumer protection law reflects the responsibility of the state in ensuring fairness and justice between business actors and consumers. This study analyzes and compares the historical, social, political, economic, and constitutional factors underlying the formation of consumer protection law in Indonesia and the Philippines.. The results indicate Both nations demonstrate that consumer protection laws serve not only as legal instruments but also as reflections of social transformation and state accountability.

Abstract

The development of the Industrial Revolution 4.0 towards Society 5.0 is driving digital transformation in the banking sector, including state-owned banks listed on the Indonesia Stock Exchange. Global challenges, competition with private banks and fintech, and fraud risks require companies to optimize performance through the implementation of innovative technologies overseen by risk-based internal audits. This study aims to analyze and explain the application of innovative technologies and risk-based internal audits to company performance, analyze how risk-based internal audits encourage innovation and strengthen control mechanisms, and explain how the integration of both contributes simultaneously to performance optimization, particularly in the listed state-owned banking sector (Bank Mandiri, BNI, and BRI). This study uses a descriptive quantitative approach and verification through a literature review and secondary data for the 2023–2024 period. The results show that the implementation of innovative technologies such as Artificial Intelligence (AI), Big Data Analytics, Blockchain, and Robotic Process Automation (RPA) has a significant impact on improving company performance. This is evident in the increase in revenue, profit, ROA, and ROE at the three state-owned banks. The implementation of risk-based internal audits has been proven to drive innovation and efficiency through a digital audit system that accelerates the audit process, increases data accuracy, strengthens risk management, and improves fraud detection with the support of AI and data analytics. The results of the correlation test show a strong relationship between innovation technology and risk-based audits (r = 0.56), as well as between risk-based audits and company performance (r = 0.47), indicating that risk-based audits are an enabler for the effectiveness of innovation. The conclusion of the study is that innovation technology and risk-based internal audits result in more optimal, efficient, transparent, and sustainable company performance.

Abstract

This study is motivated by the imbalance between the rights and obligations of civil servants, which hampers bureaucratic performance and undermines public trust in local governance. The urgency lies in reforming institutions based on fairness and public accountability. The research aims to analyze the role of balancing rights and obligations as an institutional determinant of bureaucratic performance. The theoretical framework draws on organizational justice, public service motivation, and collaborative governance theories. Using a qualitative approach through an institutional case study, data were collected via in-depth interviews, participatory observation, and document analysis. The results reveal that balancing rights and obligations enhances motivation, legitimacy, and transparency through the adoption of digital administrative systems (HRIS). The study highlights the need for synergy among technology, public policy, and ethical governance to strengthen bureaucratic integrity.

Abstract

This study analyzes the winning strategies of female legislative candidates in the 2024 election in Ciamis Regency using a qualitative approach through in-depth interviews with six informants, including legislative candidates, party cadres, and political observers. The results show that the winning strategies integrate three main capitals according to Ronald S. Burt's (1995) theory: financial, human, and social capital. Despite facing limited funds, female candidates are able to optimize resources through efficient fund management, increased leadership capacity, and strengthened community-based social networks. This pattern of integrating these three capitals effectively overcomes structural barriers such as patriarchal culture and limited political access. This study confirms the relevance of Burt's three capitals theory in the context of local Indonesian politics, adapting to digital dynamics. Its practical implications emphasize the importance of holistic women's political cadre development and alternative funding policies based on crowdfunding.

Abstract

In Bali, one of the tourist attraction areas that has potential and opportunities for geopark development is the Kintamani area. Hundreds or even thousands of tourists have visited to see the natural beauty around Mount Batur, Kintamani. The problems in this research include (1) Why is the Mount Batur Geopark in Kintamani, Bangli Regency categorized as a special interest tourism destination?; and (2) What is the perception of tourists regarding the Mount Batur Geopark area in Kintamani, Bangli Regency as special interest tourism? This research uses a qualitative research type and approach. The reason for using a qualitative research design is because essentially it is observing people in their living environment, which in this case is the community around the Mount Batur Geopark area in Kintamani, Bangli Regency. The data analysis technique used was qualitative data analysis techniques with an interactive model from Miles and Huberman. The research results show (1) The reason the Mount Batur Geopark in Kintamani, Bangli Regency is categorized as a special interest tourism destination is because the Mount Batur Geopark has 3 (three) tourism beauties which include geodiversity, biodiversity and culture. Tourists really like different and unique views compared to natural attractions in other areas; and (2) Tourist perceptions of the Mount Batur Geopark area in Kintamani, Bangli Regency as special interest tourism are very good, while tourists' perceptions of amenities are less good. Abstract

Abstract Human resources (HR) play a crucial role in organizations, both in the public and private sectors. PT. Indomarco Prismatama Medan Branch has experienced a significant decline in employee attendance, decreasing by 2.2% from the first to the second quarter, 8.2% in the third quarter, and 3.2% in the fourth quarter. This study employs a quantitative approach with a sample of 60 employees. The t-test results indicate that physical work environment (X1) and compensation (X2) significantly influence work productivity (Y) and job satisfaction (Z), with t-values greater than t-table values and significance levels < 0.05. Additionally, job satisfaction (Z) also significantly affects work productivity (Y). The F-test results show that the work environment and compensation simultaneously influence work productivity, with F-value (33.129) > F-table (3.16). The analysis of direct and indirect effects reveals that the indirect effect (0.681) is greater than the direct effect (0.011883), indicating that job satisfaction acts as an intervening variable in the relationship between the physical work environment and compensation toward work productivity.

Abstract

Indonesia, as a maritime country, holds significant potential in the marine and fisheries sector, with East Java being one of the provinces that contributes substantially to investment in this sector. To support investment development, the East Java Marine and Fisheries Agency has developed the Geographic Information System for Fisheries Entrepreneurs (SIGPUKAN), a digital platform that provides statistical data on the processing and marketing of fishery products. This study aims to analyze the implementation of SIGPUKAN in providing statistical data using Edward III's implementation theory. The research method employed is qualitative with a case study approach through observation and interviews. The results indicate that the implementation of SIGPUKAN has been effective, as evidenced by the regular updating of statistical data, ensuring its relevance to the administrative needs of the agency and the general public. Additionally, the platform’s mapping feature for marine and fisheries potential assists investors in identifying precise investment locations. This innovation promotes data transparency and enhances the efficiency of public services. The implementation of SIGPUKAN is expected to strengthen collaboration between the government, entrepreneurs, and the public in providing statistical data that supports the development of the marine and fisheries sector in East Java.

Abstract

Obstacles in licensing services experienced by fishermen and business actors prove that there is a need to improve the quality of public service systems and the quality of state civil servant resources. Responding to this, the East Java Provincial Marine and Fisheries Service developed a digital-based public service innovation, namely the Fisheries Licensing Integration System (SIRIP) program innovation. The purpose of this study is to describe the innovation of the SIRIP program implemented within the scope of the East Java Provincial Marine and Fisheries Service and to identify supporting and inhibiting factors in the implementation of the SIRIP program. This study uses a qualitative research method with a case study approach through interviews, observations, documentation and literature studies based on the theory of innovation success factors (Arundel et al., 2019). The results of the study show that from the governance and innovation indicators, the regulatory system or policies used are in accordance with the policies that have been determined. The source of innovation indicators come from internal and external parties to the agency. The culture of innovation changes the mechanism of shipping and fisheries licensing to digital technology. Innovation capabilities and tools have appropriate facilities and infrastructure and are supported by competent human resources. The objectives, results, drivers and obstacles of the SIRIP website program have not been maximized in achieving the expected objectives. Abstract

The marine biodiversity of Indonesia is exceptionally diverse. It is no surprise that this attracts foreign countries to commit illegal activities, specifically illegal fishing. Illegal fishing is an unlawful practice that threatens the sustainability of Indonesia's marine resources. It causes a decline in fish populations within territorial waters, which in turn impacts the economy of fishing communities. This study aims to evaluate the extent to which the Underwater Restocking innovation contributes to restoring damaged marine ecosystems and increasing fishery yields. The method employed in this research is qualitative, using a case study approach at the Department of Marine Affairs and Fisheries of East Java Province. Data was collected through interviews, documents, and relevant reports. The findings indicate that although the effectiveness of the Underwater Restocking innovation still requires further evaluation, it has shown positive impacts by helping increase fishermen's productivity by approximately 60%. The author believes that this innovation represents a strategic step in restoring marine ecosystems and improving the economy of the community, provided it is implemented consistently. Abstract

This study aims to analyze the implementation of rental flats in the Ngelom simple rental flats (rusunawa), Sidoarjo Regency using the Van Meter and Van Horn policy implementation model. This study was motivated by various problems such as payment arrears, violations of rules by residents, and lack of resources that hinder optimal management of rusunawa. The research method used is descriptive qualitative, with data obtained through interviews, observations, and documentation. The analysis was carried out based on six indicators in the Van Meter and Van Horn model, namely (1) policy standards and targets, (2) resources, (3) inter-organizational communication, (4) implementor tendencies, (5) character of implementing agents, (6) social, economic, and political conditions. The results of the study indicate that although the management policy has clear standards and objectives, its implementation still faces various obstacles. Lack of staff and financial resources are the main obstacles, while the social conditions of residents who are less disciplined worsen the situation. On the other hand, communication between organizations is going well, although the tendencies and characters of implementers still need to be improved. From the results of the study it can be concluded that the implementation of the Ngelom Rusunawa management has not been carried out optimally.  Keywords: Flats, Implementation, Management.
