Abstract

Waste management in the Special Region of Yogyakarta (DIY) faces substantial challenges due to rapid population growth and urbanization, which have led to a surge in waste volume exceeding the available management capacity. This study aims to identify key issues in DIY's waste management from the perspectives of inter-regional cooperation and institutional roles. A gap analysis method was applied to compare field conditions with existing regulatory frameworks. The findings reveal that despite the presence of various policies and legal instruments related to waste management, implementation remains suboptimal. This is primarily due to weak coordination among districts, the absence of an integrated inter-regional waste management institution, and low public participation in waste reduction and separation efforts. Furthermore, the application of modern waste processing technologies is still limited, constrained by resource and investment limitations. This study recommends strengthening regional institutions, enhancing cooperation among local governments, increasing public involvement, and adopting innovative waste treatment technologies. A more integrated and collaborative approach is expected to improve the effectiveness and sustainability of waste management practices in DIY.

Abstract

This research explores the application of Everett Rogers' Diffusion of Innovations Theory in updating the Tanjung Raya Sub-district website to build an excellent and participatory platform. A website that is not updated generates various problems, such as inaccurate information, low community participation, and compromised service efficiency. Through analyzing the current state of the website and implementing excellent features such as e-services, community forums, real-time updates, and social media integration, this research signifies that updating the website can improve the quality of public services and community engagement. A cost-benefit analysis with a ratio of 3.89 shows that every Rp1 invested yields an economic benefit of Rp3.89, confirming the effectiveness of this investment. The results suggest that up-to-date and participatory government websites are essential in supporting government transparency and accountability. Further research is recommended to explore the long-term impact of website updates on public participation and efficiency of public services, as well as effective communication strategies to initiate digital innovations in government.

Abstract

The increasing number of people have raised concerns over the state of "food insecurity" in the future, for it is to meet the food needs of West Sulawesi province through the Department of Agriculture and Livestock program Integrated Management Field School (SLPTT). This observation titled "COMMUNITY EMPOWERMENT THROUGH FARMERS FIELD SCHOOL PROGRAM MANAGEMENT INTEGRATED PLANT (SL-PTT) IN VILLAGE BERU BERU SUB-DISTRICT KALUKKU Production". Problems encountered in the implementation of this program are the model adopted in the implementation of the program, the factors that affect production and farm income, and the pattern of development. This observation aims to determine how the implementation of the Programmed of Integrated Crop Management Field School (SLPTT) in the village of Beru-Beru, as well as to find out what the inhibiting factors in the implementation of this program in the field. This observation was held in the Village District of Kalukku Beru Beru-Mamuju, using a descriptive method with a qualitative approach. To get the data and facts, in addition to leaning on what the author met through field observations, then features interviews and secondary data sources. Based on the results of the analysis the author proposes, in the village of Program implementation, SLPTT Beru-Beru has been successfully implemented, which in practice has been able to achieve the targets and objectives that have been planned and involve the participation of farmers to improve agricultural yields abundantly. Obstacles encountered in the implementation of this program, include no reciprocity from the government for farmer groups who implement programs SLPTT rice, lack of farmer group administrator attempts to make the counseling group meetings, different levels of soil fertility, Distinct economic capabilities, the use of agricultural technologies are not yet ready, the limited budget allocated,.

Abstract

The author focuses on the Tanjung Benoa sub-district as an area with a tsunami red zone, so researchers see the need for a disaster-resilient village that has a complex set of organizational arrangements to build community awareness that is currently a vulnerability for the area. This study aims to identify and analyze disaster mitigation through disaster-resilient villages in Tanjung Benoa Village, Badung Regency, Bali Province. The method used in this study is a qualitative descriptive method with an inductive approach. The research results show that the local wisdom of the local community has a very big impact on the process of handling disasters in the Tanjung Benoa Village, Badung Regency, Bali Province. The results of this study follow the facts obtained from interviews with informants, and observation researchers in the Tanjung Benoa Village environment. Disaster mitigation through a disaster-resilient village in Tanjung Benoa Sub-District, Badung Regency, Bali Province is very encouraging with the UNESCO having a Tsunami Ready certificate because of local wisdom.

Abstract

This research aims to analyze dynastic politics before the 2024 general election in Indonesia from the perspective of administration, Old Public Administration, and New Public Service. This research is motivated by the alleged controversy in the decision of Constitutional Court Number 90 / PUU-XXI / 2023 concerning providing additional experience in office from the election in the minimum age requirement for presidential / vice presidential candidates. By using Qualitative Research Methods with Narrative Analysis with a focus on narrative analysis, a significant difference was found between dynastic politics and the administrative paradigm. The administrative perspective tends to emphasize efficiency, professionalism, meritocracy, and public services oriented to the needs of the community in contrast to the tendency of bureaucratic practices in dynastic politics whose control system tends to favor certain groups under the control of a minority of elites.

Abstract

The LPPL Tourism Awareness Group is a group that manages Ecotourism based on Disaster Risk Reduction. This research examines the dynamics of group communication in Sustainable Development in Nagari Ampian Parak, Pesisir Selatan Regency. This research uses qualitative research methods with in-depth interview techniques and observation. The results of this study found that group communication that occurs in the LPPL Tourism Awareness Group is led by the group leader openly with group members so that group members believe and want to work together to manage Ecotourism sustainably. The group leader has the power of communication to influence members to want to work together to plant sea pine and mangrove vegetation in cooperation. The study of Group Communication needs to be explored as an increase in the science of communication studies that develops according to the conditions of the times.

Abstract

The evolution of the current world of social media has increased people's interest in the destinations they visit. The tourism industry is a collection of tourism businesses that are interconnected to produce goods or services that meet the needs of tourists in tourism. This study aims to describe and analyze the development of tourism information systems in website media in Dinak Kominfo Teluk Wondama Regency, West Papua Province, and analyze inhibiting factors in the development of tourism information systems in website media in Dinak Kominfo Teluk Wondama Regency, West Papua Province. This study uses a descriptive qualitative method with an inductive approach. The informant is determined by the snowball sampling technique. Data collection is carried out by interviews, observation, and documentation. Data analysis techniques use data reduction, data presentation, and conclusions. The development of a tourism information system in the media website in Teluk Wondama Regency requires a comprehensive effort. Some efforts that need to be made include improving the quality of human resources, improving infrastructure, building partnerships with related parties, developing quality content, updating the technology used, and conducting periodic evaluations and improvements. The development of tourism information systems does not only involve technological aspects but also involves social and cultural aspects. Therefore, there needs to be synergy between technology and local wisdom so that the development of tourism information systems can run well and provide maximum benefits for local communities and visitors.

Abstract

This qualitative research explores the impact of the expansion of regional autonomy as regulated in Law Number 23 of 2014 concerning the Regional Government on the stability of national defense and security in Indonesia. This background underscores the importance of regional autonomy in shaping the socio-political landscape and its potential impact on national security. Using secondary data analysis, this study explores four main dimensions: the consequences of regional expansion on national stability and security, the dynamics of post-expansion social change, the potential for cross-border conflict and security issues, as well as policy recommendations to mitigate negative impacts and maximize positive impacts on national defense. The findings of this research reveal various insights regarding the various consequences of regional autonomy and highlight the impact of regional autonomy on national defense. The conclusion brings together these findings, emphasizing the need for comprehensive policy adjustments to maintain national security in the face of evolving regional dynamics.

Abstract

Since the enactment of Decentralization in Indonesia, there have been policy changes, one of which is finance. The central government makes financial transfers to local governments to carry out policies according to authority. However, this scheme leaves the problem of economic dependence on local governments. So an indicator is given, namely the Regional Fiscal Authority Index. Previous literature found that many local governments are still at a low level of independence. Furthermore, there is still debate about whether this independence can affect development achievements. For this reason, a study was conducted using spatial analysis and panel data regression to identify the effect of fiscal independence on development outcomes. It was found that most regions still have low fiscal independence and low human development outcomes in regencies and cities in West Java Province. Interestingly, a different pattern was found between regions located at the border and industrial centers with other regions. This study concludes that the location of city districts can also affect fiscal independence and does not always go hand in hand with development achievements. Furthermore, independence needs to be followed by proper financial management.

Abstract

In the realm of agricultural development, the governance of seed production plays a crucial role in ensuring food security and sustainable rural development. This study delves into the characteristics and challenges encountered by seed breeders in West Sumatra, Indonesia, as they endeavor to improve seed governance for village development. Through a qualitative research approach, insights were gleaned from 25 seed-breeding farmer groups, shedding light on the intricate dynamics of seed production at the grassroots level. The backdrop of this research is framed against the backdrop of global concerns regarding food security and the pivotal role played by local communities in addressing these challenges. West Sumatra, with its rich agricultural heritage and vibrant farming communities, serves as an ideal setting to explore the complexities of seed governance in the context of village development. The findings of this study illuminate the nuanced challenges faced by seed breeders, ranging from financial constraints to resource limitations and pricing pressures. Moreover, it underscores the importance of collaborative efforts involving companies, farmers, and government agencies in devising sustainable solutions to enhance seed governance. By addressing these challenges, not only can the resilience of local farming communities be strengthened, but it also contributes to broader goals of sustainable rural development and food security. This research serves as a timely contribution to the discourse on agricultural governance and underscores the need for concerted efforts at the stakeholder level to achieve tangible progress in village development.
