Abstract

Regional Regulation Number 10 of 2006 contains policies regarding the obligation to build infiltration wells, it is clearly regulated that the obligation to construct infiltration wells is addressed to every person in charge. Responsible for the construction covering the ground surface and the number of infiltration wells made in accordance with the total land surface covered by the building. This rule is contained in Article 19 paragraph (4) of Regional Regulation Number 10 of 2006 which reads: "Every building that has been established and does not yet have an infiltration well is obliged to make a follow-up infiltration well". Region Number 10 of 2006 concerning Water Resources and Infiltration Wells is not implemented properly, there are still many building owners in Pekanbaru City who do not build infiltration wells. Barriers to the implementation of the construction of water infiltration wells in Pekanbaru City are the low level of public knowledge, lack of supervision and no sanctions and efforts to overcome obstacles to the implementation of water infiltration wells for flood prevention in Pekanbaru City based on Regional Regulation Number 10 of 2006 concerning Water Resources and Wells. The absorption is to carry out socialization and legal counseling, improve supervision and cooperate with related agencies.

Abstract

This study aims to determine the effectiveness of SIPD in improving financial management performance in the Regional Finance and Asset Management Agency (BPKAD) of Denpasar City. This study used a qualitative method with a descriptive approach. Primary and secondary data were obtained through interviews, observations, documentation, and reports. The results of the study show that the application of SIPD in BPKAD Denpasar City has not been effective in improving the performance of regional financial management due to several factors, among which its application was only implemented in 2022 and requires an adaptation process for users, lack of integration with financial system data so that it requires a companion application of SIPKD for entrepreneurship, accounting, and reporting (AkLap), the system experiences frequent errors, slow application response, minimal training and socialization for users. The central government's response to the technical and operational problems faced by local governments was judged to be very slow. The study recommends enhancement of human resources capacity and competence through continuous training and socialization, data entry assistance, strengthening of communication and coordination among agencies and the central government, as well as the development of systems that are more user-friendly and integrated with other data and financial systems to become one single system sophisticated. Providing incentives and improving supporting infrastructure are critical to guarantee operational smoothness and minimize technical constraints that would hamper system performance.

Abstract

This research aims to analyze the bibliometrics of Banggai open government and the policy content of Banggai Regency in implementing open government. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data sourced from google scholar and Banggai government policy documents. The results of this research show that there are 130 studies, 786 citations, 14 h-index, and 24 g-index. This shows that this study is in demand and has high productivity. There are 1242 total link strengths, 456 occurrences, 104 items, and 12 clusters. Themes that rarely receive attention are standard data, collaboration, the private sector, inclusiveness, and data publication. These themes have the potential to be studied in the future. There is harmony between the dominant themes and Banggai government policies. The themes that dominate are Banggai one data, participatory waste management, integrated agricultural systems, and pregnant women services. Meanwhile, Banggai government policies include online services for pregnant women, participatory waste management, Banggai One Data, and the utilization of yards through an integrated agricultural system. This shows that the role of researchers is very large in implementing open government in Banggai district.

Abstract

This study describes the challenges and solutions in implementing e-government in Indonesia using a qualitative and case study approach. The study aims to understand the policy framework underpinning the implementation of e-government in Indonesia, identify the challenges faced, and develop practical recommendations to improve the effectiveness and efficiency of e-government. This research involves the analysis of official documents such as government policies, reports from official government and international agencies, legislation, and other related documents. Data are analyzed qualitatively using thematic analysis methods by classifying and identifying the main themes from the analyzed documents. The validity of the findings is confirmed through data triangulation by comparing relevant official documents and by considering case studies from other countries that have successfully implemented e-government as comparative material. The results show that the main challenges in implementing e-government in Indonesia include the digital divide, limited internet access, high costs, low public awareness, language and literacy issues, privacy and data security concerns, and resistance to change. Based on these findings, practical recommendations are formulated, such as enhancing digital infrastructure, providing education and training for the public, and strengthening regulatory frameworks to support more effective and efficient e-government implementation in Indonesia.

Abstract

The purpose of this study was to examine the effect of changes in the local own revenue budget and revenue sharing funds budget on changes in the capital expenditure budget in local governments in Indonesia. The selected sample was 76 local governments. The data used is secondary data sourced from the website of the Directorate General of Fiscal Balance (DJPK) of the Ministry of Finance of the Republic of Indonesia in the form of the initial budget and the revised budget in the 2019-2020 budget year. Data analysis used a multiple linear regression model with the help of SPSS 26 software. The results of the study showed that each variable of changes in the local own revenue budget and revenue sharing funds budget had a positive effect on the changes in the capital expenditure budget. These results show the phenomenon that local revenue and revenue sharing funds are very important in financing capital expenditures in local governments in Indonesia, including during the COVID-19 Pandemic in 2020.

Abstract

Public services are indicators of government performance in providing services to the community. This research aims to analyze the quality of public services at the Regional I Transportation Management UPT of the Riau Province Transportation Service, especially in the transportation sector. The research method uses a qualitative approach with data collection techniques in the form of interviews, observation, and documentation. This research evaluates service quality using five indicators: reliability, responsiveness, assurance, attention, and tangible. The research results show that UPT Transportation Management Region I has several advantages in terms of reliability and responsiveness of officers. However, there are several significant weaknesses such as the lack of adequate waiting rooms, special lanes for people with disabilities, and notification sirens. The absence of these facilities has an impact on passenger discomfort and reduces public confidence in the services provided. Reliability, most passengers feel that the service promised by officers is good enough, yet there is still a need for improvement in time management and clarity of service schedules. Responsiveness, officers show a willingness to help passengers, but communication between officers needs to be improved, especially during busy conditions. Guarantees, the knowledge and competence of officers are considered adequate, but further training is still needed. The main shortcomings lie in the tangible aspects and attention to passengers, such as the lack of adequate waiting rooms and special lanes for the disabled. The conclusion of this research emphasizes the need for improvements in tangible aspects and attention to improve the quality of public services. The recommendations given include the provision of waiting rooms, special disability lanes, and health clinics, as well as communication tools and notification sirens. It is hoped that with these improvements, the quality of public services at UPT Transportation Management Region I can improve significantly and meet community expectations.

Abstract

Local governments have the authority to provide and manage regional assets to support the implementation of tasks, functions, and services to the community. Optimizing regional assets becomes a major challenge in creating an effective and efficient management system. This study aims to analyze the optimization of fixed asset utilization, particularly land, in increasing local revenue in Manokwari Regency, as well as identifying inhibiting factors and mitigation efforts. The research method used is descriptive qualitative, with data collection techniques through in-depth interviews and documentation studies. The research was conducted from August 2023 to June 2024, involving 5 key informants from the Regional Financial and Asset Management Agency of Manokwari Regency. Data analysis uses Siregar's asset utilization theory (2021) which covers five dimensions: asset inventory, legal audit, asset valuation, asset optimization, and supervision and control. The results show that the optimization of fixed asset utilization, including land and buildings, by the Regional Financial and Asset Management Agency of Manokwari Regency has not been fully optimal. Of the five dimensions studied, only the supervision and control dimension has been running optimally, while the other four dimensions still require improvement. The main inhibiting factors include: 1) the absence of comprehensive mapping of fixed asset potential, 2) lack of socialization of asset utilization cooperation potential to third parties, and 3) complexity of bureaucratic processes and related regulations. Efforts that have been made to optimize asset utilization include: 1) carrying out a comprehensive asset inventory focusing on utilization potential, 2) improving administrative data collection to strengthen asset security and control, and 3) evaluating licensing procedures and regulations related to land and building asset utilization.

Abstract

Digital transformation has become an inevitable global agenda, with the Government of Indonesia competing to integrate technology into public services. In the local scope, Agam Regency has responded to this initiative through the SILETON website, which is a form of digitization of population administration and civil registration. This research aims to provide in-depth insight into the performance of SILETON applications from a use perspective through quantitative methods and qualitative verbalization of SEQ and SUS models. The results of research and analysis of usability evaluation on the SILETON application in SEQ testing, with a mean of 6.4 out of 7, with verbalization by 10 respondents, and the SUS method obtained a score of 74.22, and the adjective rate was good. Based on this study was found that overall the SILETON website is considered to have a good level of usability and is quite satisfactory for users, with several recommendations for improving service features.

Abstract

The Salaman application is an online population administration service in Bandung, launched at the end of 2018. The application developed rapidly during the COVID-19 period and is still maintained as a public service innovation to this day. The Salaman application is considered a good application, with complete features, accessible language, and good security, but why is this application not fully used by the residents of Bandung City? The research uses the basic theory of the TAM-Technology Acceptance model from Davis (1989). The research method uses kuantitativemethods, SEM statistical tests for quantitative, and the Nvivo program for qualitative, which are used as data analysis instruments. Data sources include primary data from questionnaires, interviews, observations, and secondary data from various official documents and research by the research focus. The analysis results show that users will receive the Salaman application because it has 1) benefits, 2) makes it easy, and 3) is interesting to use as a population service. All variables positively and significantly influence the acceptance and use of the Salaman application. However, the Salaman application has not been able to attract the majority of heads of families as digital immigrants because it is considered 1) complicated, 2) exclusive, 3) Limited services 4) Lack of dissemination 5) Technical Problems 6) Trust issue 7) Responsive 8) Capability. Suppose the Bandung City Government’s Disdukcapil office aims to transform Bandung into a digital city with entirely digitized population services. In that case, several strategic efforts are essential: 1) Providing training, mentoring, and incentives to prepare Bandung City residents for the Salaman Application, facilitating their transition into engaged smart city residents, 2)Minimizing conventional methods of innovation to expand the digital service market among Bandung City residents.3)Implementing comprehensive policy support and adopting a holistic approach to effectively prepare for the transformation of conventional population administration services into digital platforms.

Abstract

Waste management in the Special Region of Yogyakarta (DIY) faces substantial challenges due to rapid population growth and urbanization, which have led to a surge in waste volume exceeding the available management capacity. This study aims to identify key issues in DIY's waste management from the perspectives of inter-regional cooperation and institutional roles. A gap analysis method was applied to compare field conditions with existing regulatory frameworks. The findings reveal that despite the presence of various policies and legal instruments related to waste management, implementation remains suboptimal. This is primarily due to weak coordination among districts, the absence of an integrated inter-regional waste management institution, and low public participation in waste reduction and separation efforts. Furthermore, the application of modern waste processing technologies is still limited, constrained by resource and investment limitations. This study recommends strengthening regional institutions, enhancing cooperation among local governments, increasing public involvement, and adopting innovative waste treatment technologies. A more integrated and collaborative approach is expected to improve the effectiveness and sustainability of waste management practices in DIY.
