Abstract

This study examines the role of government communication in handling youth gang fights in Padang City, which has become a complex social problem due to a significant increase in cases (40 cases in 2022), the involvement of youth gangs, the escalation of armed violence, and the impact on the city's image as a center of education and tourism. Objective of this study is to explore the dynamics of communication among stakeholders in addressing youth gang violence in Padang City. The qualitative research method uses a phenomenological approach applied through in-depth interviews with 11 key informants (government officials, police, teachers, community leaders, parents, and gang members), observations, and analysis of policy documents and police data. The research findings reveal that: (1) The dynamics of communication among stakeholders are reactive, fragmented, and lack intensity, with coordination only becoming optimal post-incident; (2) The perspectives of youth indicate that involvement in fights is driven by environmental influences, peer pressure, curiosity, and identity-seeking, as well as a lack of understanding of risks; (3) Communication narratives focus on law enforcement (patrols, school sanctions) and preventive programs based on local wisdom (Barisan Dubalang), but are not yet integrated with psychosocial approaches; (4) Barriers to effectiveness include sectoral egoism, temporary communication (only during incidents), and weak synergy of sustainable programs. This study concludes that there is a need to transform the communication model to be collaborative, preventive, and based on the needs of adolescents, by utilizing digital technology and strengthening the role of families and traditional leaders as strategic partners.

Abstract

The Indonesian film industry has experienced rapid development with the presence of various films that are not only entertaining, but also full of social values ​​and messages. The film Onde Mande! is one of the films that highlights the richness of Minangkabau culture while containing social values ​​in a light and entertaining narrative. This study aims to analyze the narrative structure and social values ​​in the film Onde Mande! using the narrative theory approach of Tzvetan Todorov and Walter Fisher. Todorov's theory is used to analyze the storyline into three stages, namely balance, disturbance, and equilibrium. Meanwhile, Fisher's theory emphasizes the importance of meaning, narrative rationality (coherence and fidelity), and moral truths believed by the audience. The results of this study indicate that the narrative structure of the film Onde Mande! follows the pattern of initial balance, disturbance, and new balance. The narrative is delivered coherently, emotionally touching, and has a moral message. This film also depicts the social values ​​of the Minangkabau people, such as mutual cooperation, responsibility, sincerity, deliberation, and devotion to family and culture. Thus, this film is not only entertainment, but also contributes to communication studies, especially in the narrative analysis of films based on Indonesian culture.

Abstract

Film as a popular cultural medium has an important role in representing ethnic identity and social reality. The problem studied in this study is how the Chinese community is represented in the film Apanya Dong (1983) by Nya' Abbas Akup which was produced during the New Order period, when Chinese cultural expression was limited by state policies. The purpose of this research is to understand how the film presents Chinese ethnic identity in the midst of assimilation pressure. The research uses a qualitative method with a film study approach as a social discourse. The analysis was carried out through Stuart Hall's theory of representation and the concept of cultural universality from Kluckhohn and Kroeber, by examining the narrative aspects, characters, and cultural elements displayed. The results of the study show that the film Apanya Dong showcases the Chinese community through characters such as Babah Ho Liang, Pei Pei, and Ti Lian Nio, as well as raising cultural elements in the form of belief systems, social structures, traditional clothing, language, and arts such as barongsai, erhu, and xylophone kromong. Although the portrayal is often packed in comedy and stereotypes, the characters are still shown to have agency. Thus, this film serves as a cultural mirror as well as a means of subtle resistance, which emphasizes that film can be an inclusive medium of representation and strengthen understanding of Indonesia's cultural diversity.

Abstract

Persons with disabilities, including individuals with intellectual disabilities, are among the most vulnerable groups during disasters, particularly earthquakes. This vulnerability is caused by intellectual limitations and barriers in comprehending information, including disaster mitigation messages. One disaster mitigation learning innovation developed at SLBN 1 Kota Padang is earthquake disaster mitigation gymnastics, which is based on songs and movements as an inclusive communication medium for students with intellectual disabilities. This study aims to analyze the role of interpersonal communication and the accuracy of disaster mitigation message delivery methods through earthquake disaster mitigation gymnastics. The research employed a qualitative method with a case study approach and collected through in-depth interviews, observation, and documentation, and analyzed using the Multimodal Interaction Analysis (MIA) framework. The findings show that delivering disaster mitigation messages through song- and movement-based mitigation gymnastics can enhance students’ understanding of earthquake safety procedures. Interpersonal communication approaches were applied in creating gymnastics movements that engaged the imaginative capacity of students with intellectual disabilities, as well as in reinforcing movement messages during class sessions. The gymnastics integrates various modes of communication verbal, visual, auditory, and kinesthetic in line with the principles of inclusive communication and the MIA framework. It also aligns with disaster mitigation communication principles, including customer focus, leadership commitment, inclusive policies, situational awareness, and media collaboration. Furthermore, the method is consistent with the frameworks of the Safe Schools/Madrasah from Disasters (SMAB) and Safe Education Units (SPAB), as well as national regulations on disaster education for vulnerable groups. Alignment is also found with the 3B method from ASB, WOHM, and the BNPB Pocket Book, including 3rd Pillar on Communication, Information, and Education (KIE) media. Delivering disaster mitigation messages through disaster mitigation gymnastics can therefore be recommended as an adaptive, enjoyable, and inclusive disaster education method.

Abstract

This study is motivated by the increasing representation of social conflicts and ethnic identities in Indonesian cinema, which often portrays particular stereotypes toward certain social groups. Pengepungan di Bukit Duri (2025), directed by Joko Anwar, was selected as the object of this research because it depicts open acts of violence committed by the indigenous majority against the Chinese ethnic community, while also illustrating the ideological repositioning of the majority group within national cinema. The main problem of this research is how the film represents power, identity, and violence through a system of visual signs. The purpose of this study is to interpret how the film constructs representations of power, identity, and violence through visual semiotic systems, and to emphasize the importance of understanding cinema as an ideological space that shapes Indonesian society’s perceptions of the relationship between majority and minority groups. This research employs a qualitative method with a descriptive design, using Roland Barthes’s semiotic approach combined with Pierre Bourdieu’s theory of symbolic power. The analysis is conducted interpretatively on gestures, facial expressions, lighting, camera composition, and visual symbols appearing in key scenes. The results show that the film portrays the indigenous majority as perpetrators of violence in a way that normalizes symbolic domination through visual narrative. Elements such as dark lighting, low-angle shots, and graffiti symbols are used to reinforce the ideological opposition between majority and minority groups. The myth analysis reveals that the film constructs an ideology of violence as an inherent trait of the indigenous population, thereby potentially strengthening social stereotypes. Thus, Pengepungan di Bukit Duri functions not only as a cinematic work but also as a cultural text that articulates and reinforces the ideology of power in contemporary Indonesian society.

Abstract

This study aims to analyze the political narratives, social activities, and public support narratives constructed by the female regent candidate pair, Annisa Suci Ramadhani and Leli Arni, during the 2024 Regional Election (Pilkada) in Dharmasraya Regency. Their election as the first female regent and vice-regent in Dharmasraya marked a significant milestone in local politics, amidst challenges such as gender-based rejection, family-related issues, and the political condition of running unopposed against a “blank box.” This research employs a qualitative approach with a case study method and a constructivist paradigm. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the Miles and Huberman model as well as Gérard Genette’s narratology theory. The findings reveal that the political narratives constructed by the candidate pair focused not only on priority programs such as education, agriculture, MSMEs, and youth empowerment but also on educating the public about women's leadership roles in custom, religion, and governance. These narratives were conveyed using simple, inclusive, and non-confrontational language, including rational and emotional arguments to counter the “blank box” option. Various social activities—such as group exercises with women, religious gatherings, public discussions, market visits, customary meetings, and youth dialogues became effective communication channels that fostered trust, dismantled gender bias, and built emotional closeness with the community. Public support narratives emerged from traditional leaders, youth figures, women leaders, and general citizens, including those who initially opposed the candidacy but later offered strong support after witnessing the candidates’ consistency and empathy. This study concludes that structured political narratives, when combined with socially relevant and emotionally resonant activities, can serve as an effective communication strategy to garner electoral support particularly in promoting female leadership in culturally traditional regions.

Abstract

This study aims to analyze the conflict communication strategies implemented by the Public Relations Division (Bidhumas) of the West Sumatra Regional Police in responding to three critical cases that have significantly impacted the institution’s public image: the robbery committed by a police officer, the death of a teenager named Afif Maulana, and the “police shoots police” incident in South Solok. This research adopts a qualitative approach with a case study method and a constructivist paradigm. Data were collected through in-depth interviews, observation, and documentation. Data analysis was carried out using the interactive Pola of Miles and Huberman and thematic coding techniques with the assistance of NVivo 12 Plus software. The primary theoretical framework employed in this study is William L. Benoit’s Image Repair Theory. The findings reveal that the dominant communication strategies used include evasion of responsibility, reducing offensiveness, and corrective action, while mortification strategies (such as public apologies) tend to be avoided. The communication adopted by the institution is mostly one-way, normative, and defensive prioritizing image protection over efforts to restore public trust. The information conveyed to the public is limited and formal, creating a tension between the public’s demand for transparency and the institution’s attempt to maintain its reputation. Therefore, there is an urgent need for a more open, empathetic, and participatory communication pola in conflict resolution, particularly within law enforcement institutions, to foster long-term legitimacy and public confidence.

Abstract

PDAM Tirta Binangun Kulon Progo is experiencing problems in marketing their product, namely bottled drinking water with the AirKU brand, in an increasingly modern era and competition with many giant bottled drinking water companies circulating in the market. This study aims to describe and analyze the effectiveness of the implementation of marketing communication strategies used by PDAM Tirta Binangun Kulon Progo in increasing sales of AirKU bottled drinking water products. This study employed a qualitative descriptive method using the 7P marketing mix, which includes product, price, promotion, place, people, process, and physical evidence. Data collection techniques included in-depth interviews with two informants selected using purposive sampling. The research results show that the strategies used can strengthen local brand identity, reach more customers through structured promotion and distribution methods, and build consumer trust through product quality and certification. The results of this study are expected to provide significant contributions both academically and practically. Academically, this study enriches the literature on the marketing communication mix (marketing mix 7P). Practically, this study is expected to be the basis for the development of PDAM Tirta Binangun to support marketing communications as a reference for marketing and increasing sales of AirKU bottled drinking water products, as well as other companies that want to increase their product sales. This study recommends the development of sustainable strategies to maintain AirKU's competitiveness in the increasingly competitive bottled drinking water market.

Abstract

Differences in cultural backgrounds, languages, and communication styles, particularly between students from Java and those from outside Java, create communication barriers in the 2023 Information Systems A class at STIKOM Yos Sudarso. These barriers affect classroom interaction and learning processes among students who come from diverse regions of Indonesia. Segregated seating patterns and suboptimal academic performance further illustrate the dynamics of the class. This study aims to analyze the application of Driyarkara’s andragogical concepts as a strategy to resolve intercultural communication conflicts and to create a more harmonious and effective learning environment. This research employs a qualitative method with data collected through literature review, interviews, group discussions, and reflective video analysis. Data were examined by comparing field findings and student reflections with theoretical frameworks. The results reveal four types of communication barriers: status effects, semantic problems, perceptual distortion, and cultural differences. The application of Driyarkara’s andragogy, emphasizing concrete experience, critical reflection, humanistic dialogue, and active participation, effectively reduces intercultural misunderstandings, enhances collaboration, and fosters a more harmonious, inclusive, and productive classroom atmosphere. In-depth discussions designed to uncover fundamental realities, along with shared reflection, allow students to understand one another’s cultural backgrounds, enabling more effective interpersonal communication. These findings affirm that humanistic and contextual learning approaches are effective in overcoming communication barriers in multicultural settings, particularly within modern higher education institutions

Abstract

Rebranding at healthcare institutions, especially those with tainted legacies, is a multifaceted endeavor that transcends mere alterations in visual identity. Hospitals in Indonesia, historically linked to leprosy, frequently encounter difficulties in altering public opinion and restoring institutional credibility. RSUP Dr. Tadjuddin Chalid Makassar, previously a national referral facility for leprosy, exemplifies a significant change into a general public hospital. Nevertheless, few studies have investigated how these institutions employ culturally rooted and cohesive communication tactics to alter public trust. This study examines the hospital's rebranding process, focusing on institutional repositioning, cultural engagement, internal branding, and Integrated Marketing Communication (IMC). The research aims to explore how these strategies contribute to restoring the institution's image and public trust. A qualitative case study approach was employed, concentrating on the hospital’s rebranding efforts from 2018 to 2023. Data was gathered through interviews with key stakeholders, content analysis of communication materials, and a review of patient visit data. The study indicates that the intentional application of Siri, a Bugis-Makassar cultural principle emphasizing dignity, was essential in redefining the hospital's identity. IMC maintained uniform messaging across digital and offline media, while internal branding mitigated employee resistance and linked human resources with the new institutional vision. A notable rise in overall patient visits from 2018 to 2023 was recorded, indicating enhanced public perception.
