Abstract

This research aims to delve deeper into the process of cultural transformation through the educational system of Tondo Lino Ngata Toro Nature School. This research uses an inductive qualitative analysis. Inductive analysis is an approach that begins with field facts, analyzes them based on relevant theories and arguments, and ultimately yields a conclusion. The results show that the Tondo Lino Ngata Toro Nature School is an educational innovation that combines local wisdom values with interactive and experiential learning methods. Arising from the Ngata Toro indigenous people’s need to preserve their culture amidst modernization, this school adopts a holistic approach to education, enriching the curriculum with traditional values and local wisdom practices. The outdoor learning process, designed to involve students through a learn-through-play method actively, ensures that they acquire knowledge and develop deep connections with their environment and community. This initiative demonstrates that education rooted in local wisdom and implemented through direct experiences in the outdoors can be an effective tool for sustainable cultural transformation. Therefore, it is recommended that the Village Government, Traditional Institutions, Community Leaders, and the Ngata Toro indigenous people continue to support and develop the Tondo Lino Ngata Toro Nature School. Strengthening collaboration among various parties is necessary to enrich learning resources and ensure the sustainability of this program. Ideally, the local natural resources and wisdom should be utilized as significant assets in the curriculum by providing more outdoor learning opportunities and incorporating more aspects of local culture into the learning process. Additionally, developing training for facilitators and teachers on experiential learning methods and learn-through-play will enhance the quality of education and the learning experience for students. Finally, encouraging active community participation in the school program will strengthen the relationship between the school and the community and support transmitting cultural values to the younger generation.

Abstract

This research aims to analyze the role of actors involved in the implementation of the Regent Regulation Number 7 of 2019. This research uses an inductive qualitative analysis. Inductive analysis is an approach that begins with field facts, analyzes them based on relevant theories and arguments, and ultimately yields a conclusion. The results show that in managing retribution at the Kea-Kea Nature Tourism Park, the Department of Tourism of Kolaka Regency has played a critical role as the Policy Creator, Coordinator, and Facilitator. However, there are obstacles to policy implementation, especially in setting and collecting retribution rates and providing adequate facilities. On the other hand, Tourism Awareness Group, as the Implementer, needs help complying with the provisions for depositing the collected retribution, mainly due to using some retribution funds for facility maintenance. Furthermore, traders, acting as Accelerators, must fully comply with retribution payment regulations. Therefore, it is recommended that the Department of Tourism of Kolaka Regency enhance its effectiveness by strengthening policy socialization and implementation oversight, particularly in setting and collecting retribution rates and providing adequate facilities. For the Natural Resources Conservation Center, improving cooperation with the Department of Tourism in supervising and enforcing retribution rules is crucial. Tourism Awareness Group is expected to understand and comply with the provisions for depositing collected retribution, including the appropriate use of retribution funds. State-owned enterprises are advised to strategically allocate Corporate Social Responsibility funds to support maintaining and enhancing Kea-Kea Nature Tourism Park facilities. Finally, traders are expected to enhance compliance with retribution payment regulations. These recommendations aim to collaborate better with related actors in retribution management, ultimately improving management quality and visitor experience at the Kea-Kea Nature Tourism Park.

Abstract

This research aims to understand the processes, symbols, and meanings embedded in the Moibba’ ritual for daughters of the Boano tribe. This research uses an ethnographic analysis. Ethnographic analysis is an approach that begins with field facts, analyzes them based on cultural theories and relevant arguments to explore the cultural situation of the community, and ultimately yields a conclusion. The results show that the Moibba’ ritual represents a complex rite of passage rich in symbolism, reflecting social transition and identity formation for the Boano tribe’s daughter. This process marks the physical and spiritual transition of the individual undergoing it and communicates the cultural values and spiritual beliefs from the process of womboan (seclusion) until the posugo’an kadera hua’an (sitting on the throne chair). Each specific tool and material, from da’un dauna (betel leaf) to kadera hua’an (throne chair), holds deep symbolic meanings such as protection, cleanliness, honor, and purity, collectively forming a complex tapestry of the Boano tribe’s social and cultural identity. Therefore, it is recommended that the Department of Education and Culture of Parigi Moutong Regency, Customary Institutions, Indigenous Elders, and the Boano indigenous community take strategic steps to preserve and promote the Moibba’ ritual. This includes developing educational programs aimed at enhancing the awareness and understanding of the younger generation about the values and symbolism contained in the Moibba’ ritual, as well as its importance in identity formation and the maintenance of social bonds within the Boano indigenous community. Integrating knowledge about this rite into the local school curriculum is also suggested to ensure the sustainable transmission of cultural knowledge. Developing cultural initiatives such as festivals or exhibitions showcasing the Moibba’ ritual can enhance public appreciation of the Boano tribe’s cultural heritage while strengthening social networks and solidarity among the indigenous people. With these measures, it is hoped that the Moibba’ ritual and the cultural richness of the Boano tribe can be preserved and continue to thrive amidst the challenges of modernity and globalization.

Abstract

This research aims to analyze the phenomenon of split-ticket voting in the Central–Provincial House of Representatives election of 2019 in Makassar City based on internal voter factors. This research uses an inductive qualitative analysis. Inductive analysis is an approach that begins with field facts, analyzes them based on relevant theories and arguments, and ultimately yields a conclusion. The results show that voters demonstrated a rational or strategic approach to ticket-splitting in the Central–Provincial House of Representatives election 2019 in Makassar City. Four significant internal factors influence this phenomenon. The strength of the partisanship factor indicates that voters tend to assess candidates for the Central–Provincial House of Representatives based on individual character and achievements rather than political party loyalty. Furthermore, incumbency information reveals voters’ pragmatic behavior based on rational choices to gain personal benefits. On the other hand, the strategic/policy balancing factor shows the significant influence of non-positional candidate characteristics in voter decisions. Finally, campaigns and socialization play a crucial role through strategic coordination among candidates for the Central–Provincial House of Representatives, political nodes, and voters, emphasizing the importance of narratives constructed through direct interactions and political gossip in securing voter support. Therefore, it is recommended that candidates for the Central–Provincial House of Representatives from the same political party enhance collaboration and coordination to create straight-ticket voting for their voters. Meanwhile, it is essential for political nodes to strengthen coordination that prioritizes transparency and integrity in conveying information. On the other hand, voters should be encouraged to actively seek information about candidates’ track records and policies to make decisions based more on substantial judgment than the influence of political gossip or short-term incentives. These steps are expected to reduce the phenomenon of split-ticket voting in the simultaneous elections for the coming period in Makassar City.

Abstract

This research aims to understand the processes and effects of internalizing paddisengeng values by the Bugis-Bone ethnicity residing in Masamba Village. This research uses an ethnographic analysis. Ethnographic analysis is an approach that begins with field facts, analyzes them based on cultural theories and relevant arguments to explore the cultural situation of the community, and ultimately yields a conclusion. The results show that the process of internalizing paddisengeng values by the Bugis-Bone ethnicity in Masamba Village, which includes the stages of introduction and understanding as well as acceptance and integration, has successfully instilled values such as compassion, honesty, integrity, honor, decorum, hard work, migration, and religious morality. However, the internalization has also presented challenges, particularly regarding the shift in siri’ values that may encourage ostentatious and vanity behavior, potentially reducing social coherence. Therefore, it is recommended that the Department of Education and Culture of Poso Regency, parents, and the Bugis-Bone ethnicity in Masamba Village continue nurturing and developing the practice of internalizing paddisengeng values. The Department of Education and Culture can support this initiative through educational programs that integrate cultural values into the school curriculum and cultural activities that raise awareness of the importance of these values for the younger generation. Parents are advised to continue teaching their children these values in ways relevant to modern life, emphasizing the importance of hard work, honesty, and integrity without losing the true essence of siri’ values. The Bugis-Bone ethnicity needs to maintain constructive intergenerational dialogue to ensure that these values are preserved and creatively adapted to face the challenges of the times. Through this collaborative approach, paddisengeng values are expected to continue serving as a strong foundation for the Bugis-Bone ethnicity in Masamba Village, enriching their cultural heritage while remaining responsive and adaptive to social changes.
