Abstract

Dalam penyelesaian perkara tindak pidana pencurian dengan kekerasan belum ditanggulangi secara optimal oleh kepolisian, karena masih banyaknya kasus pencurian dengan kekerasan. Rumusan masalah dalam penelitian ini adalah bagaimana aturan hukum tentang tindak pidana pencurian dengan kekerasan di Indonesia, bagaimana peran kepolisian dalam penanganan tindak pidana pencurian dengan kekerasan pada Kepolisian Sektor Delitua, faktor apa yang menjadi kendala dalam penanganan terhadap tindak pidana pencurian dengan kekerasan pada Kepolisian Sektor Delitua. Metode penelitian yang digunakan adalah penelitian yuridis empiris, dan analisis data digunakan secara kualitatif. Hasil penelitian menunjukkan bahwa aturan hukum tentang tindak pidana pencurian dengan kekerasan di Indonesia diatur dalam pasal 365 KUHP menyatakan: Diancam dengan pidana penjara paling lama sembilan tahun pencurian yang didahului, disertai atau diikuti dengan kekerasan atau ancaman kekerasan. Kepolisian Sektor Delitua telah berupaya melakukan penanganan terhadap pelaku tindak pidana pencurian dengan kekerasan. Adapun langkah-langkah penanganan tersebut adalah: menerima pengaduan dari masyarakat, melakukan penyidikan, serta melakukan pelimpahan berkas ke penuntut umum. Kepolisian selalu dalam kondisi siap menerima pengaduan pencurian dari masyarakat. Setiap pengaduan yang dianggap akurat akan segera ditindaklanjuti dengan segera terjun ke lokasi atau tempat kejadian perkara. Kepolisian segera mempelajari laporan, kemudian melakukan olah TKP dan mengamankan alat bukti, kemudian melakukan pengejaran dan penangkapan terhadap tersangka yang melarikan diri. Adapun faktor kendala dalam penanganan terhadap terhadap tindak pidana pencurian dengan kekerasan adalah: korban meninggal dunia, pelakunya bukan orang dewasa (anak), tersangka mudah melarikan diri, dan pelaku menghilangkan alat bukti. Jika korban meninggal dunia maka penyidik akan kesulitan mengetahui kronologis kejadian perkara. Pelaku anak harus diberi perlindungan hukum melalui diversi, dimana pemidanaan terhadap anak hanya sebagai upaya terakhir, walaupun korban telah mengalami luka berat. Tersangka tindak pidana pencurian dengan kekerasan juga tergolong mudah melarikan diri, karena tindak pidana tersebut biasanya dilakukan secara terencana, khususnya rencana untuk melarikan diri. Disarankan Kepolisian sebaiknya berupaya melakukan penyidikan lebih intensif dalam penegakan hukum kasus pencurian dengan kekerasan walaupun tanpa keterlibatan korban yang disebabkan korban meninggal dunia, sehingga kasusnya tetap dapat diselesaikan secara tuntas. Kepolisian sebaiknya mengefektifkan fungsi intelijen yang tersebar diseluruh daerah, sehingga tersangka yang melarikan diri ke kota lain atau kepelosok desa dapat segera ditangkap. Kepolisian sebaiknya meminta kepada pemerintah untuk melakukan revisi undang-undang SPPA agar pemberian diversi dibatasi pada anak berumur kurang dari 12 tahun, karena anak yang berusia 12 tahun ke atas berpotensi melakukan kejahatan-kejahatan besar selayaknya orang dewasa.

Abstract

Dalam kehidupan kita sehari-hari, komunikasi antarpribadi adalah hal yang sangat penting yang sangat mempengaruhi kualitas keidupan. Komunikasi dalam kehidupan sangat dipengaruhi oleh hubungan dan persepsi antarpribadi antara sumber/penyampai pesan atau komunikator dan penerima pesan atau komunikan. Fenomena kepuasan religi jemaat merupakan fenomena yang layak diperhatikan karena dipengaruhi salah satunya oleh kinerja dari pendeta sebagai pemimpin dan pelayan gereja. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh komunikasi antarpribadi pendeta terhadap kepuasan religi jemaat dan untuk mengetahui tingkat kecenderungan komunikasi antarpribadi pendeta di HKBP Karya Pembangunan Ressort Medan IV Sei Agul. Metode; Dalam penulisan tesis ini, metode penelitian yang digunakan adalah metode korelasional dengan pendekatan kuantitatif. Penelitian ini menggunakan sampel proporsional distribusi sampel yang memperhatikan proporsi sebanyak 84 orang. Penelitian ini menggunakan analisis product moment. Hasil; Berdasarkan nilai signifikansi (Sig) : dari output diatas diperoleh nilai Sig. (2-tailed) antara komunikasi antarpribadi pendeta dengan kepuasan religi jemaat adalah 0,000 < 0,05 dan berdasarkan nilai r hitung (Pearson Correlations) : diketahui nilai r hitung untuk hubungan komunikasi antarpribadi pendeta dengan kepuasan religi jemaat adalah sebesar 0,536 > r table 0,215. Kesimpulan yang diperoleh adalah terdapat pengaruh yang signifikan komunikasi antarpribadi pendeta terhadap kepuasan religi jemaat di Gereja HKBP Karya Pembangunan. Untuk itu disarankan agar pendeta meningkatkan kemampuan berkomunikasi antarpribadi yang efektif dengan jemaat, sehingga pendeta dapat menyampaikan pesan-pesan dengan menyenangkan, jelas dan terarah serta jemaat dapat menerima pesan-pesan tersebut dengan baik pula.

Abstract

Productivity can be influenced by many factors, including management, ability, discipline, training and work motivation but the most important factors are training and motivation factors. This study aims at determining the effect of training and work motivation partially and simultaneously on employee work productivity at PT. Indofood Fritolay Makmur, Tbk Medan Branch. The population of this study is 115 workers at PT. Indofood Fritolay Makmur, Tbk Medan Branch. To determine the number of samples used Slovin formula, 89 people aredetermined. Data collection techniques in this study are questionnaires, interviews and documentation studies while the data analysis technique used is the classic assumption test, multiple regression, t test, F test and coefficient of determination. The results showed that training and work motivation had a positive and significant effect partially and simultaneously on employee work productivity at PT. Indofood Fritolay Makmur, Tbk Medan Branch. The coefficient of determination (R Square) is 0.643. That is, variations in employee work productivity can be explained by training and work motivation of 64.30%, while the remaining 35.70% is explained by other factors. Thus it is suggested that companies should choose trainer instructors who truly master the training material, and design training materials to suit the needs of all training participants. Chairman of PT. Indofood Fritolay Makmur, Tbk Medan Branch needs to pay attention on its employees by providing financial rewards that are comparable to the work charged to the employees concerned.

Abstract

This study aims to determine the group communication in improving the quality of work of Team Editorial News Field Broadcasting Institution TVRI North Sumatra in Medan. Three questions that is how the planning of organizational communication: 1) How the implementation of group communication in news team news team at Broadcasting Institution TVRI Sumatera Utara in Medan; 2) How the quality of news team editorial team at Broadcasting Institution TVRI Stunatera Utara in Medan; and 3) How the implementation of communication group to improve the quality of news team editorial team at Public Broadcasting Institution TVRI Sumatera Utara in Medan. The theoretical framework used is group communication and interpersonal communication and quality study. The model of group communication according to Michael Burgoon in Abu Huraerah and Joseph A. Devito. This research uses qualitative approach through case study model design. Data collection techniques were conducted through: (1) interview, (2) observation, (3) documentation study, and (4) reference searching. Informants were taken by purposive sampling technique. The data is processed using Sugiyono model, that is through three steps, the first data reduction (data reduction), second presentation data (data display), the third withdrawal conclusion or verification conclusion. The result of the research is known that the Group Communication in Improving the Quality of Work of the Editorial Team of News Field of Public Broadcasting Institution of TVRI Sumatera Utara in Medan. In improving the quality of editors team news field limited Human Resources (HR) coupled with the age of employees 50 years and over. Rugged device equipment and software does not support because it still uses the old components. The new ones do not fit the needs. In assigning or broadcasting a story there are several crews involved and elements of the editorial team only use the What's App (WA) Group to coordinate the news event to be aired. Taking into account the purpose of improving the quality of the editorial team work in the field of news, it is expected LPP TVRI North Sumatra in Medan news field should increase human resources through training and education-education so that professionalism every workplace is owned and not double work. LPP TVRI North Sumatra in Medan is expected to balance the needs of contemporary technology so that infrastructure and facilities with other TVs can compete. LPP TVRI Sumatera Utara in Medan news field can turn on Unit Production and Unit Production Manager (UPM) because both of these fields are in charge of coordinating and responsible for production process. Abstract

Productivity can be influenced by many factors, including work discipline, training, work motivation, job promotion; human resource development and work ability but the most important factors are promotion, development of human resources and work ability. This study aims at finding the effect of job promotion, human resource development and work ability partially and simultaneously on the work productivity of employees at Hotel Danau Toba International Medan. The population of this research is 600 workers. To determine the number of samples, the Slovin formula was used so that the sample is 86 workers. Data collection techniques in this study are questionnaires, interviews and documentation studies while the data analysis technique used is the classical assumption test, multiple regressions, t test, F test and the coefficient of determination. The results show that the job promotion variable has a significant effect on work productivity at the Danau Toba International Medan Hotel, where the better the promotion, the higher the employee's work productivity. HR development variables have a significant effect on work productivity at the Danau Toba International Hotel Medan, where the better the HR development, the higher the employee's work productivity. The work ability variable has a significant effect on work productivity at the Danau Toba International Medan Hotel, where the better the work ability, the higher the employee's work productivity. Simultaneously there is a significant influence on job promotion variables, HR development and work ability. It is suggested that hotels need to carry out job promotions based on work competence and work performance, so that employees who have high work abilities and performance are prioritized for promotion. Hotels need to adapt the development program to the long-term development plan, and determine development program participants based on the potential of individual employees' abilities. Hotels need to place employees according to their educational background and work experience.

Abstract

Corruption is a crime that can be said at the position of nadir and has taken root, so that in its eradication it requires seriousness and handling that is very strong. The role of the police, prosecutors and the Corruption Eradication Commission (KPK) law enforcement officers really must be encouraged to handle and prosecute them. So that the formulation of the problem that can be raised is related to the related legal phenomena: 1) How are the legal loopholes that have led to the eradication of corruption in Indonesia ?, 2) What steps can be taken to suppress corruption in Indonesia? And 3) What is the role of law enforcement in dealing with corruption in Indonesia ?. This study uses a normative juridical approach to find legal norms and norms which are criminal law policies in formulating corruption eradication, using primary, secondary and tertiary data as data sources. The method of data collection in a normative juridical approach in this study uses library research techniques (library research). that is by collecting data and conducting library material reviews which consist of laws and regulations, books, law, and other literature related to the problems under study. The results of this study indicate that the discussion of the problem, the Factor in Eradicating Corruption in Indonesia is Not Maximum is a Political Factor Politics is one of the causes of corruption. This can be seen when there is political instability, the political interests of the holders of power, even when reaching and maintaining power. Corrupt behavior such as bribery, money politics is a phenomenon that often occurs, Legal Factors Legal factors can be seen from two sides, on the one hand from the aspect of legislation and the other side is weak law enforcement. The lack of legal substance is easily found in discriminatory and unfair rules; a formulation that is not clear (non lex certa) so that it has multiple interpretations; contradiction and overlapping with other regulations (both equal and higher), Economic Factors Economic factors are also one of the causes of corruption. It can be explained from income or salary that is insufficient, organizational factors Aspects of the occurrence of corruption from the point of view of this organization include: (a) lack of example from the leadership, (b) the absence of the right organizational culture the accountability system in government agencies is inadequate, (d) management tends to cover up corruption within the organization. Strategic steps to tackle corruption are: (1) there must be a joint and public movement (soc, al movement) to eradicate corruption; (2) establishing closer political cooperation in strengthening the anti-corruption political orientation; (3) political parties that are committed to eradicating corruption are needed; (4) carry out reforms to the anti-corruption law so that criminal sanctions can prevent people from committing criminal acts of corruption (5) cooperation between law enforcement officials in conducting investigations and prosecuting the basis of a criminal act of corruption; (6) increasing public oversight of state apparatus; (7) improving public services for the implementation of good and clean governance.

Abstract

Legal protection for visitors, both domestic tourists and foreign tourists, in Karo Regency has not been realized. Likewise with the contents of the tourism agreement between the Tourism and Culture Office of Karo District, Hal is still not optimal in presenting this agreement, this is evidenced by the fact that in Karo Regency, visitors who experience accidents in tourist locations are only the Gundaling tourist area which provides in the form of insurance while for other tourist areas have not yet formed legal protection in terms of safety and security.

Abstract

In this study, the factors studied are the work environment, career development and promotion. This study aims at finding the effect of the work environment, career development and job promotion partially as well as simultaneously on employee job satisfaction at the Binjai Pratama Tax Office. The population of this research is 108 employees. In determining the sample used the Slovin formula, obtained as many as 52 people. The data collection techniques used are questionnaires, interviews and documentation studies while the data analysis technique used is the classical assumption test, multiple regression, t test, F test and the coefficient of determination. The results of this study indicate that the work environment shows a significant influence on employee job satisfaction at the Binjai Pratama Tax Office, where the better the work environment variables, the better the employee job satisfaction. Career development shows a significant influence on employee job satisfaction, where the better the career development variable, the better the employee job satisfaction. Job promotion has a significant effect on employee job satisfaction, where the better the promotion, the better the employee job satisfaction. Simultaneously there is a significant influence on work environment variables, career development, and job promotion on employee job satisfaction.

Abstract

This research aims at analyzing the influence of learning strategy and motivation to learn students on the outcome of the production process in mechanical engineering study program of Darma Agung University of Medan. The research method used is a double linear regression analysis, with a sample number of 59 respondents. Research instruments are tested with validity tests and reliability tests. Test prerequisite analysis is done by normality test, multicolinearity test and heteroskedaticity test. The hypothesis test is performed with a partial test (t-test), simultaneous test (F-test) and a coefficient of determination test (R2 test). Analysis results obtained multiple linear regression equations Y = 16.168 + 1.366 (X1) + 0.454 (X2). Based on the hypothesis test acquired results: Learning strategy is positively and significantly influential about the outcome of the production process course; Motivation to learn positive and significant effect on learning outcomes of production process and learning strategy and learning motivation simultaneously positively and significantly affect the results of learning course production process. In order to improve student learning outcomes in the production process, the lecturers should be able to improve the learning strategy and learning motivation for the students taking the course.
