Abstract

Purpose: The proposed research in this paper aims to develop a conceptual framework to enhance procurement capacity and performance within the Indonesian National Police (POLRI) by establishing the strategic role of non-certified procurement officials as a core focus for analysis, which is expected to strengthen institutional effectiveness, accountability in state resource management, and national resilience. Study Design/Methodology/Approach: The study applies a qualitative exploratory approach with normative and institutional analysis to examine misalignment between regulatory requirements and procurement practices, with particular attention to competency standards, digital transformation, and organisational readiness. Findings: The paper is designed to propose an analytical model rather than report empirical results by positioning procurement capability as a strategic function that can strengthen institutional performance and national resilience. Originality/Value: The paper offers a conceptual contribution by developing an analytical framework that positions procurement governance as a strategic factor in national resilience. The framework is intended to inform subsequent empirical research and policy formulation aimed at strengthening professionalism within law enforcement institutions.

Abstract

Purpose: The purpose of this paper is to examine the relationship between the first term of the Trump administration (2017–2021) and the United States Intelligence Community (USIC), with particular attention to intelligence politicisation, bureaucratic politics, and the deployment of the “deep state” narrative. The authors argue that these dynamics are changing patterns of democratic governance and impacting the national resilience of the United States in the realms of politics, government, and security. Study Design/Methodology/Approach: This study adopted a qualitative approach to analyze the implementation of inter-institutional competition, while a national resilience framework based on the Asta Gatra framework was used to assess the interaction between political authority, administrative integrity, and security governance. Findings: Persistent distrust, populist rhetoric, and political intervention characterise the relations between President Trump and the Intelligence Community. These dynamics weakened analytical independence, institutional coordination, and transparency, thereby disrupting the balance between political and administrative resilience and constraining the state’s adaptive capacity in managing national security under political turbulence. Originality/Value: This study contributes to the literature by integrating bureaucratic politics and national resilience perspectives to reinterpret the Trump-Intelligence Community conflict as a test of institutional resilience, rather than a conspiracy phenomenon.

Abstract

Purpose: This study aims to analyse the application of the national resilience concept in mitigating the risk of terrorism in air transportation services for Hajj pilgrims following the bomb threat incident at Kualanamu Airport. Method: The study adopted a desk-based, qualitative research approach that involved document review (articles and reports) and policy analysis. The evaluation took into account how operational procedures, coordination mechanisms, and aviation security governance fit with the concepts of adaptive and integrated national resilience. Results: There is evidence of low operational resiliency arising from inflexible processes, siloed inter-agency coordination and immature security regulation and culture. The consequence is slow service restoration and response to threats. Originality: In disaggregating the concept of national resilience, this article contributes to a readiness to manage aviation terrorism within an adaptive, pan-sector resilience framework. These results highlight policy reform, security governance and technology integration as prerequisites for improving national air transportation resilience.

Abstract

Purpose: This study aims to analyse how renewable energy messages are visually constructed through social media and how this construction shapes the public's interpretations of the energy transition agenda within the framework of national resilience. Methodology: A descriptive qualitative approach, through virtual observation and content documentation, combined with multimodal discourse analysis (Kress & van Leeuwen) and reading of account performance metrics from the SNA (Social Network Analysis) platform in the form of a website, i.e., Socialblade. Findings: The messages related to renewable energy delivered have been implemented consistently in visual information, sustainability symbols, and simplification of policy narratives, thus shaping public perception and strengthening the legitimacy role of energy communication as part of national resilience. Originality: This study strengthens the understanding that digital visual communication contribute strategically to building socio-cultural and energy resilience by shaping public perceptions of the national energy transition.

Abstract

Purpose: National resilience is understood as a state's ability to maintain political, social, economic, and security stability in the face of internal and external pressures in a sustainable manner. The purpose of this paper is to analyse Indonesia's policy dilemma in handling the Rohingya refugee crisis by positioning it at the intersection of humanitarian obligations, national interests, and regional stability. The research focuses on how Indonesia responds to international normative pressures as well as the domestic dynamics that influence refugee governance. Study Design/Methodology/Approach: A qualitative methodology was adopted using a systematic literature review of 28 appropriate academic articles. The literature was reviewed using a taxonomic technique to cluster around key themes, namely, the respect for human rights and the non-refoulement principle; the domestic social and political context; and the policy responses of government and international actors in relation to the Rohingya refugee crisis. Findings: The findings suggest that Indonesia is structurally trapped in an awkward position of humanitarian commitment and limited institutional capacity and national legal framework. Indonesia has signed the 1951 Refugee Convention but has not yet acceded to it and is still using the humanitarian consideration approach. However, domestic social, economic, and political pressures, as well as weak regional coordination, limit the effectiveness of implemented policies. Originality/Value: This research contribution offers an analytical mapping of Indonesia's position in the Rohingya refugee crisis from a policy and national resilience perspective. The research findings reinforce the importance of a collaborative and sustainable approach to maintaining a balance between humanitarian values and national stability.

Abstract

Purpose: This study explores how individuals interpret online love fraud experiences and how these experiences reshape trust, meaning, and social interactions in digital spaces as part of a society's socio-cultural resilience. Study Design/Methodology/Approach: A qualitative phenomenological approach through Interpretative Phenomenological Analysis with in-depth interviews was used in this study to understand subjective meaning formation, emotional interpretations, and relational negotiations in online love fraud experiences. Findings: Digital love fraud develops through gradual relational constructions that shape emotional intimacy and symbolic trust, which are interpreted as disruptions to the sense of security and relational valuations and influence people's social interaction patterns in the digital world, thus impacting sociocultural resilience. Originality/Value: This research positions the lived experiences of victims as the analytical basis for understanding relational vulnerability in the digital space and demonstrates its connection to the formation of socio-cultural resilience in contemporary Indonesian society.
