Jurnal Ilmu Administrasi Negara contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. Incentives, Training and Performance Education. The purpose of this study is to know how the influence of partial and simultaneous variables from the provision of incentives and training education on the performance of high school teachers in Kampar District Tambang District. This research uses quantitative descriptive method. The population of research is SMA / SMK Kecamatan Tambang as many as 140 people. Samples counted 63 people by using purposive sampling technique. Data collection techniques are questionnaires, interviews and observations. Data analysis techniques use multiple linear regression. The results showed that there was a significant influence between the incentives to teachers on the performance of high school teachers in Kampar District Mining Subdistrict and there was also a significant influence between the variables of training education on the performance of high school teachers in Kampar District Tambang District. Simultaneously incentives and training education have an effect on to the performance of high school teachers in Kecamatan Tambang Kabupaten Kampar with a very significant level of influence. Where from determination test of R2 known that incentive variable and training education have influence equal to 68,6% and rest of 31,4% influenced by variable not examined in this research.

Abstract: Competence, professionalism Employment and Employee Performance. Theresearch objective was to determine the effect of competence and professionalism of the workto employees performance at BPJS Employment Pekanbaru. The study population was allemployees BPJS and samples taken as many as 50 people with simple random sampling technique.Data collection techniques were questionnaires, interviews and observation. Analysis of datausing multiple linear regression. The result showed that the competence and professionalismsimultaneously significant effect on employee performance with the correlation (r) 0.760. R 0.760meaningful contribution with competence and professionalism in the performance of employeesis only 57.8%, while the remaining 42.2% is determined by other factors.

Poverty Reduction Policies here have a very strategic role in efforts to increase poverty reduction in Indonesia. Various programs have been created and run by the government in various forms over a long period of time. However, in the implementation phase of the policy, it turns out that there are still many obstacles and obstacles. The distribution of social assistance that has not been properly targeted (distribution bias) is one of the main problems that must be immediately found the best solution. This distribution bias is caused by the discretion of the program implementing officers in the field (street level bureaucracy). This condition has had an impact on the achievement of the poverty reduction target which has not been optimal.

Leadership Style, Organizational Climate and Work Motivation Performance Against Apparatus. This study aimed to analyze the influence of leadership style, organizational climate and work motivation on the performance of personnel offices of cooperatives and SMEs in Riau. This research method is survey method with quantitative approach. The study population is all employees amounted to 93 people and a sample of the entire population (census). Data obtained by distributing questionnaires to the respondents as many as 93 respondents. Analysis of the data used is linear regression analysis. These results indicate that partially leadership style affect the performance of the apparatus, organizational climate affect the performance aparatu, motivation affect the performance of the apparatus. Simultaneously style of leadership, organizational climate and work motivation affect the performance of the apparatus with koofesien value of determination (R2) of 0.924. That is 92.4% office apparatus performance Cooperatives and SMEs Riau province influenced by the style of leadership, organizational climate and work motivation and 7.6% influenced by other factors.

Implementation of Child-Friendly City Policies. This study aims to determine the Implementation of Mayor Regulation number 33 of 2016 concerning City Policies that are child friendly in Pekanbaru City. This research uses a qualitative research method approach. Primary da-ta obtained directly through interviews from key informants, namely the Head of the fulfillment of children's rights DP3A Pekanbaru City. Secondary data were obtained from research documenta-tion. The technique of processing and analyzing data uses the technique of triangulation. The re-sults of the study show that the Pekanbaru City Government has not been fully optimal in fulfilling children's rights based on 24 indicators determined by the Ministry of Women's Empowerment and Child Protection. Pekanbaru City Government has not made this child's problem a top priority for its program/activity implementation targets.

Accountability, Transparency and Performance UPK PNPM Mandiri Rural District. This study aims to determine the effect of accountability and transparency on the performance of Activity Management Unit (UPK) District in PNPM Rural in Situbondo, either partially or simultaneously. Survey methods combined with a causal relationship approach applied in this study. The research instrument was a questionnaire, as the unit of analysis of the organization, the number of respondents overall total of 39 people, consisting of the entire board chairman, secretary and treasurer of a UPK 13 districts. The primary data of respondents’ perceptions of transparency and accountability to the organization’s performance is measured using questionnaires that have been tested level of validity (validity) and reliability (reliability). Multiple linear analysis was used to analyze the data. The results showed that accountability and transparency has a positive influence both simultaneously and partially on the performance of Activity Management Unit (UPK) District in PNPM Rural in Situbondo.

Licensing Services for Trading Business Licenses at the One-stop IntegratedInvestment and Services Office. This study aims to determine the licensing services one-stopservice permit for the city of Pekanbaru. The research method is qualitative. Research informantswere the Head and Secretary of the Pekanbaru DPMPTSP Office, Head of District, communityservice employees and entrepreneurs. Data collection techniques are interviews and observation.Data analysis through data reduction procedures, data presentation and conclusion drawing. Theresults showed that the licensing service for issuing permits and extending SIUP permits inPekanbaru City DPMPTSP can be seen from the attitude of employees who are very responsive inserving the people who come to them, the officers try to know the desires and wishes of serviceusers.

Implementation of goodgovernance requires institutional and public management reform. There is a difference in the fieldof financial management reforms and financial management areas. The purpose of this study is todetermine differences in the implementation of the principles in the areas of financial managementin Karanganyar and Sukoharjo region. This study uses a quantitative method using a questionnaireas a data collection tool. The study population is all officials at Regional Secretariat, Department/Agency/Office/Unit financial management area (PPKD, SKPDs) for echelon III, Council BudgetAgency and associated stakeholders. The sampling technique using saturated sampling. Data weretested by using the validity and reliability by using Product Moment correlation and Cronbach 'salpha. Data analysis using a different test with different test techniques on average two independentsamples (t-test). The results showed that different tests are performed using Independent SampleTest (Mann Whitney Test) and the Independent Sample t-Test, it turns out there is a difference inthe implementation of the principles of financial management between Sukoharjo and Karanganyarregion. Sukoharjo turned out better than Karanganyar in the implementation of 3 (three) areas offinancial management principles, namely the principle of accountability, probability and control.The impact of differences in the implementation of the principle of local financial management,making Sukoharjo is able to achieve higher revenue and development expenditure thanKaranganyar region.Keywords : principles of financial management, good governance, implementation, institutionalreforms.

Empowerment of Human Resources in Gender Mainstreaming. This study aims to analyze the implementation of immunization and factors affecting the empowerment of human resources in gender mainstreaming in the Office of Women’s Empowerment and Child Protection. The research informants were Head of Department, Head of Division and Head of Women Empowerment. Data collection techniques in this study using questionnaires, interviews, and observations. Data analysis in this research using interactive model analysis include data reduction phase, data presentation and data verification to draw conclusion. The results show that all activities planned in the Strategic Plan of the Office of Women’s Empowerment and Child Protection are mostly implemented. In addition, some women empowerment programs have been successfully implemented, just not succeeded in realizing gender equality. While the inhibiting factor of the implementation of human resource empowerment program in mainstreaming gender is the minimum budget allocated.

In the decentralism era, the public service has been removing from government orientedto public satisfaction. This research is aimed to know the influence of primary services culturaltowards customer satisfaction At Puskesmas Pangkalan Kerinci Kabupaten Pelalawan. The samplesof this research are 87 patients by using accidental sampling technique. Data collecting throughquestioners with 5 option answers: very good ( 5), good ( 4) ,good enough (3), not good (2), bad ( 1 ).Data analisys for each variabele uses simple regresion analysis. This research result indicated thatthe influence of primary service culture shows a good category for customer satisfaction andsatisfied catergory for customer satisfactions. The influence of primary services culture towardscustomer satisfaction is significant, while is contribution to customer satisfaction is only 2, 7% and97,30% is influenced by other factors.
