Abstract

The Chronic Disease Management Program (Prolanis) addresses health problems related to non-communicable diseases. Maiwa Health Center showed an increase in both targets and assistance after the implementation of Prolanis. This study aims to examine the relationship between the implementation of a chronic disease management program (prolanis) and participant satisfaction at the Maiwa Community Health Center. This research uses quantitative methodology with a cross-sectional design. The population of this study consisted of all Prolanis participants diagnosed with hypertension and diabetes mellitus, totaling 166 people. This research uses a data collection approach such as observation, interviews, surveys and questionnaires. This research uses data analysis techniques which include validation tests, reliability tests, and chi-square tests. The findings of this research show that health consultation activities, home visits, and SMS gateway reminders produce a p value of 0.001 (p < 0.005), physical activity provides a p value of 0.004 (p < 0.005), while group education and health status monitoring show a p value of 0.002 (p < 0.05).

Abstract

The purpose of this study was to determine how the quality of public services on business certificate services at the Perawang Village office. The theory in this study uses Zeithaml's theory of public service quality with five indicators, namely Tangible Evidence, Reliability, Responsiveness, Assurance, and Empathy. The method used is descriptive qualitative method, and data collection techniques through observation, interviews, and documentation. With data analysis using data reduction, data presentation and conclusion drawing. The results found from this study indicate that the business certificate service at the Perawang Village office has not provided quality service.

Abstract

Program Keluarga Berencana (KB) merupakan upaya pemerintah untuk mengendalikan pertumbuhan penduduk dan meningkatkan kualitas hidup masyarakat melalui pengaturan jarak kelahiran dan jumlah anak. Penelitian ini bertujuan untuk menganalisis implementasi Program KB terhadap kepuasan pasien pengguna metode kontrasepsi Implan dan IUD di Puskesmas Baranti, Kabupaten Sidenreng Rappang. Penelitian menggunakan pendekatan kuantitatif dengan desain cross-sectional, teknik pengumpulan data melalui observasi, kuesioner, dan dokumentasi. Sampel diambil menggunakan total sampling, dan data dianalisis dengan uji chi-square menggunakan SPSS versi 21 untuk mengetahui hubungan antara implementasi program KB dan kepuasan pasien pengguna Implan dan IUD di Puskesmas Baranti. Hasil penelitian menunjukkan bahwa, ada hubungan anatara implementasi program keluarga berencana dengan kepuasan pasien pengguna implan dan IUD di Puskesmas Baranti.

Abstract

Penerapan Digital Governance melalui aplikasi Identitas Kependudukan Digital (IKD) di Kota Pekanbaru bertujuan untuk meningkatkan efisiensi dan transparansi dalam pelayanan administrasi kependudukan. Penelitian ini mengidentifikasi pelaksanaan IKD dan kendala yang dihadapi. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Hasil menunjukkan bahwa meskipun ada kemajuan, sebagian masyarakat masih kurang memahami urgensi penggunaan IKD karena ketergantungan pada KTP fisik. Diperlukan sosialisasi yang lebih baik dan pengembangan regulasi untuk mendukung penerapan IKD.

Abstract

Formulasi kebijakan publik di Indonesia masih didominasi oleh pendekatan yang bersifat reaktif daripada perencanaan yang matang, sehingga menghasilkan kebijakan yang sering kali tidak tepat sasaran atau tidak berkelanjutan. Mengacu pada teori Policy Formulation dari Sidney (2007) yang menyoroti interaksi aktor, institusi, dan ide, serta teori Policy Content and Context dari Grindle (1980) yang menekankan pentingnya mempertimbangkan isi dan konteks kebijakan, penelitian ini mengkaji Peraturan Menteri Hukum dan HAM No. 3 Tahun 2022. Metode penelitian kualitatif dengan analisis deskriptif digunakan melalui studi literatur dan analisis dokumen. Hasil penelitian menunjukkan bahwa formulasi kebijakan Permenkumham No. 3 Tahun 2022 menghadapi kendala dalam aspek kelayakan politik, administratif, dan teknis. Rekomendasi yang diajukan berupa pencabutan peraturan sebelumnya dan penggantian dengan kebijakan baru yang lebih komprehensif. Selain itu, implementasi kebijakan yang efektif membutuhkan dukungan politik yang kuat, peningkatan kapasitas kelembagaan, serta partisipasi publik yang lebih baik.

Abstract

This research examines the implementation of the Surabaya Public Service Mall (MPP) as an integrated public service innovation. Using a qualitative approach with case studies and library research methods, this research analyzes the formation process, characteristics, advantages, as well as the impacts and obstacles of MPP Surabaya. The research results show that MPP Surabaya has succeeded in integrating more than 600 types of services from 43 central and regional agencies in one location. MPP Surabaya's advantages include service integration, digitalization and automation, adequate supporting facilities, as well as speed and transparency of service. The resulting positive impacts include ease of access for the public, cost and time efficiency, and increased public trust in government institutions. However, the implementation of MPP Surabaya also faces obstacles in the form of communication challenges between agencies and technical problems on the server. This research concludes that MPP Surabaya has become a model of public service innovation which has resulted in a change in the bureaucratic paradigm to be more responsive to community needs.

Abstract

This research aims to explain the local tax development strategy in Central Buton Regency. This research uses a descriptive method with a qualitative approach. Data was collected using interview, observation and documentation techniques. The results showed that the tax development strategy was carried out both through intensification and extensification. The intensification strategy is carried out through updating and improving data, expanding the revenue base, intensifying collection, increasing supervision, increasing administrative efficiency and reducing collection costs, conducting better planning and utilizing information technology support. Extensification strategies are carried out through the expansion of tax collection and coordination and support with other parties. However, the implementation faces many obstacles. The implementation has not yet achieved the desired intention. This is indicated by the results of tax revenues that have not experienced a significant increase and are still fluctuating. Of the eight types of local taxes levied, Rural and Urban Land and Building Tax, Fees on Acquisition of Land and Building Rights, Billboard Tax and Arts and Entertainment Services Tax are classifiedin the underdeveloped category.

Abstract

This article aims to evaluate the success of the work area placement policy and identify obstacles that arise in the implementation of health quarantine surveillance activities in the Pekanbaru Sea Port work area, using the Daniel L. Stufflebeam (2017) CIPP evaluation model, namely Context to assess the suitability of program goals and objectives to the needs, Input to assess the adequacy of human resources, infrastructure, budget and regulations and Standard Operating Procedures (SOPs) that support, Process to assess the quality of programme implementation, compliance with schedules as well as staff involvement and use of facilities, Product to measure output in the form of a percentage of control of disease risk factors at the country's port of entry and outcome in the form of improved health quarantine services at the country's port of entry and region. This research uses descriptive evaluative research method using purposive sampling technique in determining informants. Data collection techniques through interviews, observations, document searches and documentation. The results of this study indicate that the policy of placement of the working area of the pekanbaru seaport has not succeeded in improving health quarantine services at the entrance to the country and region, this is due to the port relocation policy by the Ministry of Transportation not accompanied by changes in work area placement policies, limited human resources in implementing activities, lack of supporting infrastructure facilities operational and non-specific target data that makes it difficult to evaluate and planning.

Abstract

Salah satu persoalan besar yang dihadapi dunia saat ini adalah ledakan penduduk. Indonesia merupakan salah satu negara dengan pertumbuhan jumlah penduduk yang cepat, dari 237,6 juta jiwa pada 2010 menjadi 270,2 juta jiwa pada 2020. Salah satu penyebabnya adalah pernikahan dini yang memperpanjang masa reproduksi perempuan, seperti terjadi di Daerah Istimewa Yogyakarta (DIY). Penelitian ini bertujuan menganalisis alternatif kebijakan yang dapat diterapkan oleh pemerintah DIY untuk mengatasi pernikahan dini. Data diperoleh melalui analisis dokumen dari Badan Pusat Statistik (BPS) dan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN), lalu dianalisis menggunakan metode Analytic Hierarchy Process (AHP) yang diperkenalkan oleh Saaty (2006). Hasilnya menunjukkan bahwa alternatif kebijakan terbaik adalah mendorong keterlibatan siswa dalam kegiatan ekstrakurikuler (nilai 0,196), dibandingkan dengan alternatif status quo, memajukan, atau menambah jam sekolah. Kegiatan ini dianggap efektif mengurangi waktu luang yang berisiko memicu pergaulan bebas dan kehamilan di luar nikah.

Abstract

In this study, it aims to determine how the effectiveness of the e-samsat digital-based tax payment service program through the signal application. In this study using the theory of effectiveness according to Edi Sutrisno, where there are four indicators, namely program understanding, on target, program objectives, and on time. This research uses qualitative methods and in collecting data through observation, interviews, and documentation. With data analysis using data reduction, data presentation, and conclusion drawing. Based on the analysis of the four indicators that researchers have done, it can be concluded that the e-samsat digital-based tax payment service program through the signal application is not yet effective.
