Abstract

This study aims to determine how the role of the hamlet head in assisting the duties of the penghulu in kampung belutu, kandis sub-district. The theory in this study uses Pratina's theory (Salsabila, 2023: 28) there are four indicators in the role, namely authority, responsibility, clarity of purpose and scope of work. The method used is descriptive qualitative method. And the data collection techniques are through observation, interviews and documentation. With data analysis, namely data reduction, data presentation and conclusion drawing. Based on the analysis of four indicators, namely that the role of the hamlet head is not optimal and has not been implemented properly.

Abstract

This study analyzes the Rohingya refugee policy in Aceh Province using a Human Security approach. The research aims to assess the effectiveness of existing policies in protecting refugees’ rights while maintaining local social stability. Using a qualitative case study method, this study incorporates interviews with key stakeholders and analysis of secondary data. Findings indicate that current policies fall short in addressing legal enforcement, refugee empowerment, and local community acceptance. Additionally, social media reinforces polarization through the spread of stigma and hate speech. A more holistic, collaborative, and human rights-based policy approach is needed to achieve a just and sustainable long-term solution.

Abstract

Astunting is still a problem with the main focus of imporving nutrition in the world. Indonesia is one of the countries with a fairly high prevalence of stunting due to the economic conditions of the poor community so that they cannot meet the nutritional needs of toddlers and pregnant woment. The purpose of this study was to determine the implementation of the Mama Berta Joko Tingting Program in handling stunting in Sendangrejo Village which was attended by mothers and stunted toddlers from Sendangrejo Village. The study focused on Sendangrejo Village which has the largest number of stunted toddlers in the last 2 years in Minggir District. This study uses qualitative descriptive where the research was conducted in the field directly and was made in narrative descriptive which describes events in real and as the are. The result of this study can be conclude that most mothers of toddlers are very enthusiastic about participating in the program and this program has been proven to increase the height and weight of toddlers. However, in this activity there are still challenges and obstacles, even though motivation and education have been cariied out by related parties.

Abstract

This study analyzes the innovation in population administration services through the implementation of the SiLAWO website (Online Population Administration Service System) by the Dumai City Department of Population and Civil Registration (Disdukcapil), and identifies the barriers to its implementation. The background of this research is the need for fast, efficient, and technology-based public services in line with bureaucratic reform and the development of e-government. A descriptive qualitative method was used, with data collected through interviews, observations, and documentation involving Disdukcapil officials, SiLAWO administrators, and service users. The findings indicate that SiLAWO facilitates easier access, speeds up administrative processes, and reduces queues. However, challenges such as low digital literacy, limited outreach, poor internet infrastructure in certain areas, and technical system issues remain. This innovation meets key attributes of Rogers' diffusion of innovation theory, such as relative advantage, compatibility, and observability. In conclusion, SiLAWO represents a positive step in digital public service transformation but still requires system improvements, increased digital literacy efforts, and strengthened infrastructure for optimal implementation.

Abstract

Agrarian conflict is a recurring structural issue in Indonesia, mainly caused by overlapping land claims and legal uncertainty. This study examines the conflict in Bagan Besar, Dumai, focusing on key actors, root causes, and resolution mechanisms. Using a qualitative approach through document analysis, interviews, and field observations, the research finds that the Community Forest (HKm) scheme serves as a legal tool to secure land tenure and foster multi-stakeholder collaboration. HKm also enables the transition of encroachers into government partners in sustainable forest management. Nevertheless, challenges persist, such as mechanized land encroachment and weak institutional legitimacy. The success of HKm implementation relies on coherent government policies and active community participation in building inclusive and sustainable forest governance.

Abstract

This study aims to see the equality related to access to inclusive education in Yogyakarta City from the perspective of Polycentric Governance. Inclusive education in Yogyakarta City is integral to the government's efforts to realize equal education rightsfor all children, including children with special needs (ABK). Qualitative Descriptive Analysis using Qualitative Data Analysis Software (Q-DAS) is the research method. This study analyzes the application of polycentric governance in the accessibility of inclusive education in Yogyakarta City through three approaches: analysis of main indicators, identification of dominant themes, and relationships between indicators using NVivo 12Plus. The results show multi-actor involvement (37.5%) as the most dominant indicator, followed by coordination between institutions (33.33%) and decentralization of local innovation (29.17%). The main themes that emerged were "education," "inclusive," and "disability." The relationship analysis shows a high correlation between indicators, especially between institutional coordination and local innovation (0.91), confirming the importance of cross-actor collaboration in supporting an adaptive and sustainable inclusive education system.

Abstract

This study aims to conceptually analyze the role of youth in village development based on the regulatory framework of Law Number 3 of 2024 on Villages, as well as to identify the challenges and opportunities associated with it. The research employs a qualitative approach using literature review methods, drawing from scholarly journals, books, and relevant policy documents. The findings indicate that the main barriers to youth participation include entrenched seniority culture, limited access to resources, minimal involvement in decision-making processes, and a persistent trend of urban migration. Nevertheless, three key opportunities can be optimized: youth involvement in village development planning, the promotion of local youth entrepreneurship, and the digital transformation of villages. Strengthening the role of youth requires a supportive ecosystem encompassing affirmative policies, capacity-building programs, institutional support, and access to funding. Through collaborative and regulatory approaches, youth can serve as a driving force for inclusive, self-reliant, and sustainable village development.

Abstract

Terdapat adanya sumber pencemar yang tidak sesuai dengan standar baku mutu yang ada pada PERMENKES No.2 tahun 2023 sehingga penelitian yang ini dilakukan untuk mengetahui adanya pengaruh sanitasi lingkungan dan keberadaan Eschericha Coli (E. Coli) dalam air yang digunakan oleh masyarakat terhadap penyakit diare yang terjadi pada balita di wilayah kerja Puskesmas Durian Luncuk, Kecamatan Batin XXIV, Batang Hari, Jambi. Penelitian ini adalah observasional analitik dengan pendekatan cross sectional. Pemilihan jenis penelitian observasional analitik karena untuk mencari ada atau tidaknya pengaruh antara dua variabel atau pun lebih tanpa melakukan intervensi pada subjek penelitia sehingga didapatkan hasil yang merupakan tujuan penelitan. Analisis data yang menggunakan multivariat bertujuan untuk mengetahui faktor-faktor apa saja yang berhubungan dengan variabel terikat. Analisis multivariat yang digunakan dalam penelitian ini adalah Regresi Logistik karena variabel terikat memiliki skala data kategorik. Terdapat pengaruh antara sarana penyedian air bersih dengan penyakit diare pada balita di Wilayah Kerja Puskesmas Durian Luncuk Kecamatan Batin XXIV, Kabupaten Batang Hari, Jambi Hasil uji statistik menggunakan chi square diperoleh nilai P atau nilai Asymp. Sig sebesar 0,048 dimana nilai P < 0,05. Dari nilai P yang diperoleh maka Sarana Penyediaan air bersih merupakan faktor yang menyebabkan kejadian penyakit diare pada balita di wilayah kerja Puskesmas Durian Luncuk, kecamatan Batin XXIV Kabupaten Batang hari

Abstract

Penelitian ini Penelitian ini bertujuan untuk menganalisis penerapan Good Governance dalam pelayanan informasi dan pengaduan masyarakat (PINDU) di Kabupaten Pinrang, pelayanan pengaduan di Kabupaten Pinrang menjadi tempat membantu penyelenggara dalam memperbaiki kekurangan yang diberikan dalam pelaksanaan pelayanan sehingga mampu mengurangi masalah yang ditemui dalam pelayanan agar mampu menjadikan pelayanan yang lebih baik lagi. Penelitian ini menggunakan pendekatan Kualitatif yang bertujuan untuk memahami kondisi kontekstual dengan mengarah pada gambaran potret kondisi lingkungan alam secara detail dan mendalam, kaitannya dengan apa yang sebenarnya terjadi di luar berdasarkan apa yang terjadi di wilayah penelitian. Sumber data pada penelitian ini diperoleh dari wawancara dan kajian literatur. Teknik analisis data pada penelitian ini adalah analisis kualitatif yang di ambil dari model Miles and Huberman yaitu, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil Penelitian diharapkan memberikan wawasan terhadap pemerintah mengenai pengelolaan pelayanan informasi dan pengaduan Masyarakat terkhusunya di Kabupaten Pinrang yang baik melalui penerapan Good Governance

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Daerah Kabupaten Sidenreng Rappang Nomor 08 Tahun 2012 Pasal 34 tentang tertib sosial di Kelurahan Rappang Kecamatan Panca Rijang, serta mengidentifikasi faktor-faktor yang memengaruhi pelaksanaannya. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan teknik pengumpulan data melalui observasi, kuesioner, dan studi kepustakaan. Sampel penelitian ditentukan dengan menggunakan rumus Yamane, sehingga diperoleh 97 responden dari total populasi 3.682 jiwa. Data dianalisis secara deskriptif dengan menggunakan distribusi frekuensi, persentase, dan nilai rata-rata. Hasil penelitian menunjukkan bahwa implementasi Peraturan Daerah No. 08 Tahun 2012 Pasal 34 di Kelurahan Rappang secara umum berada dalam kategori baik, dengan rata-rata persentase 68% (cukup baik). Kendala utama terletak pada aspek ketepatan kebijakan, yang belum sepenuhnya sesuai dengan kebutuhan masyarakat. Faktor yang paling berpengaruh dalam implementasi kebijakan adalah komunikasi dengan nilai 70% (baik), yang menunjukkan pentingnya sosialisasi pemerintah kepada masyarakat. Dengan demikian, penelitian ini menyarankan agar penetapan kebijakan dilakukan dengan memperhatikan kondisi sosial masyarakat serta meningkatkan intensitas sosialisasi guna memperkuat kepatuhan terhadap aturan yang berlaku
