Abstract

South Konawe Regency, as an agricultural region with a large population and a dominant proportion of households working in agriculture, pays attention to farmers' welfare as very strategic. One of the tools to measure farmer welfare currently used is the Farmer Exchange Rate (NTP). The aim of carrying out this research activity is to determine the farmer's exchange rate (NTP), and the factors that influence the farmer's exchange rate food crop and plantation sectors in South Konawe Regency. This research uses a quantitative research approach. The sample for this study was determined to be 600 farmers, consisting of 300 food crop farmers (150 lowland rice farmers, 85 corn farmers, and 65 cassava farmers) and 300 plantation crop farmers (105 cocoa farmers, 65 cashew farmers, 65 pepper farmers, and 65 coconut farmers). The sampling technique that will be used is multistage random sampling. To collect research data, use the observation method, questionnaire method, and documentary method. Data were analyzed using descriptive analysis, NTP analysis and multiple linear regression analysis. The research results showed that the Farmer Exchange Rate (NTP) in the food crop and plantation sectors in 2021 was 97.21% and 97.21% (NTP < 100), meaning that food crop and plantation farmers experienced a deficit. Production prices rose less than increases in consumption prices and production costs. The level of farmer welfare has decreased compared to the previous level of farmer welfare. The factors or variables of land area and farmer expenditure significantly influence the NTP of farmers in the field of food crops by 93%. The farmer's land area variable has a significant positive effect on NTP, while farmer expenditure has a significant negative effect on NTP in the field of food crops. Factors or variables of family responsibilities, income and farmer expenses significantly influence the NTP for plantation crops at 96%. Farmers' income has a significant positive effect on NTP, while family responsibilities and farmers' expenses have a significant negative effect on NTP in plantation crops in South Konawe Regency.

Abstract

Evaluation of the implementation of SPBE in several regional governments in Southeast Sulawesi Province shows that achievements are not very good. Based on the results of the SPBE evaluation of several regional governments in Southeast Sulawesi Province, it shows that the South Konawe Regency Government is in first place with the predicate "Sufficient" and has an index of 2.52. This research aims to determine information and communication technology-based governance in the South Konawe Regency Government and the factors that influence it. This research was carried out at the South Konawe Regency Regional Government. In this research, there are four Regional Apparatus Organizations (OPD) and one Village Government which are designated as units of analysis. This research uses descriptive research with a qualitative research approach. Data collection techniques used in this research include: interviews, observation and documentation. The data analysis technique that researchers use refers to interactive model analysis according to Miles and Huberman which is carried out in 3 flows, namely; carry out data reduction, present data (data display), and draw conclusions. The research results show that the application of information and communication technology supports the realization of good governance in the South Konawe Regency Government. This can be seen from the various digital service application innovations that have been developed which are capable of creating government governance that is responsive, effective, efficient, and has perceived benefits and impacts. Although it has not yet optimally utilized the role of ICT in terms of information transparency and public accountability in aspects of regional budget management performance. The establishment of a vision and goal to become a Smart City has triggered the South Konawe Regency Government and all Regional Apparatus Organizations (OPD) to be very enthusiastic in developing and implementing an electronic-based government system (SPBE). The Regent's visionary leadership towards digital-based governance reform is a determining factor in the success of e-government development in South Konawe Regency. Leadership with a clear vision and strong commitment to e-government plays an important role in efforts to provide all the resources needed such as institutions (policies and regulations, institutional strengthening), human resources, budgets and digital/ICT infrastructure.

Abstract

One of the business models that is often used today is the Business Model Canvas. The Business Model Canvas (BMC) is to describe, visualize, assess and change old business models into simpler business models. The Business Model Canvas (BMC) is described with nine main blocks, namely Customer Segment, Value Proposition, Channel, Customer Relationship, Revenue Stream, Key Resources. Main), Key Activities (Key Activities), Key Partnership (Main Partnership), and Cost Structure (Cost Structure). Business actors in running their business are not just about making a profit but must also pay attention to the interests of consumers. The aim of the research is to determine the implementation of the business model canvas, the impact and obstacles of implementing the Bussinis Model Canvas on the design of the business model for developing accommodation services businesses in marine tourism destinations in South Konawe Regency. This type of research is a multisite study. In this research, researchers will visit the business location to observe, research and take part in ongoing activities, of course while maintaining a certain code of ethics (politeness and maintaining the good name of the Institute). To collect research data, the observation method, questionnaire method, and documentary method were used. Data analysis in this research uses the Miles and Huberman model data analysis technique, including data reduction, data display and conclusion drawing verification which are carried out simultaneously. The results of the research show that the implementation of Canvas Model Busines as a business strategy for Lodging Business Actors in South Konawe Regency Based on the results of research, studies, observations and field studies related to the Implementation of Canvas Model Busines as a business strategy for Lodging Business Actors in South Konawe Regency, especially Exell Lodging in Torobulu Village and Suban Amolengu Lodging without realizing it have been implemented in the respective blocks of the Business Model Canvas.

Abstract

Analysis of all types of resources from the perspective of the Village Development Index (IDM), will clearly show all potential resources as strengths and as opportunities for future development. On the other hand, various life problems are also revealed as weaknesses and challenges that can be anticipated and must even be turned into opportunities for developing disadvantaged village communities. The research aims to describe the various potentials and at the same time the various problems contained in rural areas categorized as Disadvantaged Villages in South Konawe Regency. In this context, the resource potential within the scope of the Social Resilience Index, Economic Resilience and Environmental Resilience is studied from the perspective of the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 2 of 2016 concerning the Developing Village Index. The research uses a qualitative approach which focuses on descriptive studies and phenomenological studies. All components of South Konawe society that are deemed worthy of providing information can be used as primary data sources. Primary data was carried out using participant observation, surveys, deep interviews and Focus Group Discussions. Analysis of the Village Development Index (IDM) through a process of weighting and ranking rural resource potential. The results of the research show that there is a rural area that is classified as a Very Disadvantaged Village (Pritama Village), because it is in the value range of less than 0.4907 and the existence of an area that is in the Disadvantaged Village category because it has a value of less than 0.599. Such conditions indicate vulnerability to natural disasters, economic shocks and social conflicts, so that villages experience difficulties in managing and utilizing the potential of their social, economic and ecological resources. The portrait of rural areas referred to as underdeveloped and very underdeveloped villages depicts the worst condition of resources according to the provisions of the 2016 Minister of Village Regulation, so that it appears very problematic in developing its existence towards developing villages, developed villages and up to independent villages. The existence of underdeveloped and very underdeveloped villages appears on the one hand to have sufficient resource potential to support the development of a rural area and develop the socio-economic welfare of its people. Although on the other hand, it was not able to achieve a score according to the provisions of the 2016 Minister of Village Regulation. In this context, for example, in the education dimension, high points were achieved, but the achievement in the social capital dimension appeared to be very low.

Abstract

Community participation in tourism development is mainly related to forms of community participation, community motivation and the impacts of tourism development on local communities that need to be further optimized, with the basic premise that it is an effort to develop tourism by referring to the concept of community-based tourism development. The aim of this research is to describe the characteristics of creative economic tourism development that is based on active community participation so that it can increase Regional Original Income. This research uses a qualitative approach. The sampling technique was snowball sampling technique. The research population is the entire community in the South Konawe Regency area. Meanwhile, the sample taken as the main data source is people who actively carry out participation activities in the creative economy sector. The data collection techniques used were observation and interviews. Data collected from research results in the field were then analyzed descriptively qualitatively. The research results show that there is a link between Regional Original Income (PAD) and creative economic tourism, namely the presence of a new economic form that can become a source of the community's economy. If this is developed more professionally, it will become a new source of PAD for the South Konawe Regency government. The development of creative economic tourism based on local community participation has not run optimally, where the development of creative economic tourism still receives very little attention from the local government, especially the role of the government as a facilitator to provide facilities that are needed by creative economic actors, including training for actors to improve quality and productivity, providing production equipment for business actors, and assistance in accessing capital.

Abstract

South Konawe Regency, which has many companies spread across several sub-districts, in implementing CSR in general, which is related to welfare, has not been felt by the community, especially those around the companies in South Konawe Regency. The aim of this research is to determine the process of allocating funds and the contribution of using Corporate Social Responsibility (CSR) funds to improve the welfare of communities around mines in South Konawe Regency. This type of research is qualitative research which is descriptive exploratory in nature which attempts to describe or describe the various realities found in this research. The sample selection method for this research was purposive. The mines sampled are divided into two categories, namely mines that have production operation status and mines that still have exploration status located in 7 (seven) sub-districts, namely Punggaluku, Laeya, Palangga, South Palangga, Lainea, Lalembu and Laonti. Data collection techniques are the observation method, questionnaire method, and documentary method. The data analysis techniques in this research are divided into three, namely data reduction, data display, and drawing conclusions or verification. The research results show that the company's CSR allocation process is carried out by the CSR sector making an annual budget plan. The budget is made based on the year's work plan and on requests from the surrounding community. However, whether the action plan from the CSR budget plan is carried out according to plan or not depends on the profit obtained by the company. So that the company in terms of distribution of Corporate Social Responsibility (CSR) funds is not carried out evenly in the community. Contributions in the use of Corporate Social Responsibility (CSR) funds are not only intended for the community but also for the company itself. The use of CSR funds for community welfare has not been felt by society in general, especially people who live in areas around the mine. Several companies in South Konawe Regency in the process of allocating CSR funds generally focus more on physical aspects such as building mosque ceilings, making curtains, making football field stands and repairing school buildings and so on.

Abstract

The condition of natural resources of forests and agricultural land, especially in South Konawe Regency, is currently quite a concern. South Konawe Regency has a forest area with a total area of 475,953 hectares, consisting of natural reserve forests, protected forests, production forests, limited production forests, other use areas, water bodies, community plantation forests, urban forests, mangrove forests and conservation forests. Among the total current forest area, there are 31,874 hectares of critical land and 6,606 hectares of very critical land. The aim of the research is to inventory the potential and management problems as well as the economic value of natural forest and agricultural land resources in South Konawe Regency. The research approach uses 5 (five) approach models, namely the political approach, the technocratic approach, the integrated top-down policy bottom-up planning approach, the participatory approach, and the regional finance approach. The type of research used in this research is qualitative research with a case study method. Research data needs were collected using questionnaires and field surveys. The data analysis methods used include Natural Resource Potential Analysis, Identification of natural resources in forests and agricultural land, as well as total economic analysis or total economic value (TEV) obtained from the sum of values based on use and values based on indirect use. The research results show that the potential forest resources of South Konawe Regency with samples from Wolasi, Laeya, and Tinanggea subdistricts are divided into 4 forest area function classes, namely protected forests, permanent production forests, limited production forests, and national parks. Protected forests covering an area of 11,273.58 ha, limited production forests covering an area of 2,860.99 ha, permanent production forests covering an area of 14,931.17 ha, and national parks covering an area of 9,246.96 ha. Meanwhile, the agricultural potential of South Konawe Regency from the research sample consists of mixed dry land farming covering an area of 14,787.73 ha, dry land farming covering an area of 1,684.39 ha, rice fields covering an area of 17,014.23 ha, and plantations covering an area of 553.44 ha. The economic value of South Konawe district's forest resources is IDR 64,152,630,168.15 per year, while the economic value of agricultural land resources is IDR 9,342,541,716/year.

Abstract

Poverty mapping is carried out by examining the economic characteristics of a region and household, such as the poverty of families whose livelihoods are fishermen, farmers, miners, the informal sector, trade and services. This is relevant to the National Economic Recovery Program (PEN) as one of a series of activities to reduce the impact of Covid-19 on the economy, one of which is mapping pockets of poverty and recovery and empowerment policy strategies for the community, including poor families, both in rural and urban areas. The aim of this research is to examine the potential of the region and produce a Post-Covid-19 Poor Family Empowerment Strategy in South Konawe Regency. This research use desciptive qualitative approach. Referring to this design, this research was carried out in South Konawe Regency, using purportive sampling technique. The data collection techniques used were document study, in-depth interviews, questionnaires and observation. This research data processing and analysis uses two methods, namely quantitatively and qualitatively. The research results show that the socio-economic conditions of poor families in South Konawe Regency are reflected in several items, namely employment conditions, income level, house type, house size, ownership and use of toilets, clean water sources, lighting sources, education level, and types of side jobs. Of these items, there are only two different items that occurred in the research sample village communities both before the pandemic and after the pandemic. These items are employment conditions and income level. Regional Potential for Empowering Poor Families Post-Covid-19 is divided into traditional fishermen (fish catchers using simple technology) in Tinanggea District, plantation farmers and cultivators with very limited access to agricultural land in Benua District, informal sector workers in Andoolo District, stone miners traditional in North Moramo District and commuters (travel workers from out-of-town residents working in Kendari City) in Ranomeeto district. The Post-Covid-19 Poor Family Empowerment Strategy can be divided into several things, namely existing policies for poor families during the pandemic, developing KUBE, empowering the community through developing institutions and social capital, maximizing the use of village funds, and providing ease of obtaining KUR facilities.

Abstract

This research aims to analyze the community satisfaction index in village financial management and accountability, including Village Fund Allocation in South Konawe Regency. The focus of this research is on village financial management and accountability as well as measuring the community satisfaction index with this management and accountability. The research method used is descriptive with a qualitative approach but still has quantitative data for the focus of the second research. The selection of respondents was carried out using the Cluster sampling method which resulted in five sample sub-districts, namely Andoolo, Ranomeeto, North Moramo, Tinanggea and Laonti sub-districts. Meanwhile, data collection techniques are divided into three types, namely interviews, documentation and questionnaires. The types of data in this research are divided into two types, namely qualitative and quantitative. Qualitative data was analyzed through three stages, namely data reduction, data presentation and drawing conclusions. Meanwhile, quantitative data was analyzed using the weighted average value of 9 elements in the use of village funds. The research results show that village financial management and accountability, which consists of the planning, implementation, administration, reporting and accountability stages in South Konawe Regency, has generally run well and follows statutory regulations. However, the transparency aspect still needs to be improved, especially in terms of information on the use of village income and expenditure budgets that can be accessed by the entire community. On the other hand, the results of measuring the community satisfaction index in village financial management and accountability in South Konawe Regency generally show a perception of satisfaction with a good rating and the quality of community satisfaction is rated B with a number of 86.39. It is hoped that this value can increase in the future by maximizing the role of each party directly involved in the management and accountability of village finances, such as the Village Head, Village Treasurer, Village Consultative Body, South Konawe Regency Community and Village Empowerment Service and South Konawe Regency Regional Inspectorate.

Abstract

The potential land area in South Konawe Regency is very good for increasing land use for productive activities in order to support economic growth in the district. The aim of this research is to analyzing product development innovations from coffee commodities in South Konawe Regency. The population of this research is coffee farmers who also carry out post-harvest processing. The sample from this research was the Tolaki Kopindo Sukses Bersama Coffee Home Industry in Landono District, South Konawe Regency, which was determined purposively. Then the sample of farmers was determined using the snowball sampling technique. The data collection methods used are observation methods, survey methods, interview methods and recording methods. The data processing stages carried out include editing, data coding, and tabulating. The analytical method used is Product Development Innovation Analysis. The research results show that innovation in developing coffee products in order to improve the quality of existing coffee products can be done with instant coffee sachets. The development of this coffee product can be done by empowering the UMKM Kopindo Sukses Bersama as a pioneer in processing packaged ground coffee in South Konawe.
