This study aims to analyze effectiveness implementation of the Satu Paket Urusan Kependudukan Warga Terpenuhi (SAPUKUWAT) program in Surakarta as a Kota Layak Anak (KLA). Beside of that, it also analyze the factors that affect implementation of SAPUKUWAT in Surakarta city as a Kota Layak Anak (KLA). Type of research is descriptive with qualitative methods. Data collection is conducted through interviews, observations and documentation studies. Interviews are conducted to informants with purposive sampling. The data analyzed using Miles and Huberman's interactive model analysis techniques. The target of completing 100% of the birth certificate ownership rate through SAPUKUWAT service has not been able to complete the 100% figure on the number of birth certificate ownership in Surakarta City. For the next, about the factors that affect the implementation of the service program, there are several obstacles, which one is the communication aspect. In the implementation of public awareness still needs to be increased, in order to complete the number of birth certificate ownership. And then about system facility resources that are sometimes crashed. Also on the disposition that still needs to be improved through the responsiveness of Dinas to deal with the system crash.

This research aims to analyze the implementation of GenRe program in Temanggung Regency by using Van Meter and Van Horn policy implementation model. Descriptive Qualitative method is used to analyze the implementation of GenRe program in Temanggung Regency. Data collection was conducted through observation, interview, and documentation. Data in this research are in the form of primary data, namely the result of interview process, and secondary data, namely additional data found during observation and interview. Meanwhile, the data processing is carried out by interactive data analysis, namely data reduction, data presentation, and drawing conclusion. This study shows that the implementation of GenRe program in Temanggung Regency is carried out properly according to the standards and objectives set, has adequate resource, has carried out inter organizational communication, the existence of non- organizational characteristics which are not hierarchical and participatory, has environmental influences, and has positive attitude towards program implementing agents. The implementations of GenRe program are influenced by six interrelated variables and consist of the driving factors and inhibiting factors for program implementations.

This study aims to evaluate the implementation program and find what factors that influence the implementation of the SINTEN program. The research location is in Surakarta city, especially in the Population and Civil Registration Agency of Surakarta. The method used is qualitative descriptive, with sources based on interviews, observations, literature study, and documentation study with purposive informant determining technic. The data analysis technique was analyzed using Interactive Analysis Model by Miles and Huberman, and the method of data validity used is source triangulation and triangulation technic. The results showed that the implementation of the SINTEN program was carried out in three stages, namely the organizing stage, the interpretation stage, and the application or application stage with several forms of activity. Then these stages are seen from the aspect of program implementer compliance with technical instructions or implementation rules in Minister of Home Affairs Regulation Number 14 of 2015 showed in the organizing stage that the program implementers are not fully compliant and obedient to implementation rules, but in the interpretation stage and the application or application stage, which is carried out by the program implementer, it has been in accordance with and complience with the rules for implementing the program. Then the factors that became obstacles in the implementation of the SINTEN program were communication factors that existed both between program implementers and program targets that were less than optimal and less comprehensive, as well as resource factors that is budget resources that did not exist specifically for SINTEN programs and facilities resources which still need to be improved and developed in the implementation of the SINTEN program.

This study discusses the Role of Policy Actors in the Implementation of the Wonogiri Regency Student Achievement Scholarship Program in 2020. The purpose of this research is to examine the side of the role of policy actors by using actor role theory in the implementation of Eden & Ackerman. The theory states that the role of implementing actors will be divided into the roles of key players, context setters, subject and crowd actors. This study uses descriptive qualitative research methods with data collection techniques through interviews, observation and documentation studies. In the technique of determining informants, this study used a purposive sampling technique. In this study, it was analyzed through the analysis of the interactive model of Milles and Huberman. The results of the study show the role of policy actors. The roles of actors involved in the implementation of the scholarship program for outstanding students in Wonogiri Regency can be categorized based on the level of importance and influence. The policy actors include the Wonogiri Regency Youth, Sports and Tourism Office, the Wonogiri Regency Active Scholarship Recipients (IMAPRES), the Wonogiri Regency Education and Culture Office, and the Wonogiri Regency Achievement Student Scholarship Program Passive Recipients.

Upaya pemerintah dalam meningkatkan pelayanan, penempatan dan perlindungan kepada para Tenaga Kerja Indonesia (TKI) pada tahun 2011, dengan mengeluarkan Sistem Komputerisasi Tenaga Kerja Luar Negeri (SISKOTKLN). Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data dengan wawancara dan dokumentasi. Data-data penelitian ini divalidasi dengan pengujian reliabilitas. Teknik analisis data penelitian ini menggunakan pendekatan linier dan hierarkhis (Creswell). Temuan dari penelitian ini adalah SISKOTKLN tidak disosialisasikan pada TKI, Eks-TKI dan PL. Adanya perbaikan teknologi oleh BNP2TKI pada SISKOTKLN membuat Disdagnakerkop dan UKM Karanganyar tidak lagi menjadi editor dalam SISKOTKLN. Diketahui tidak ada ketegasan informasi pendaftaran menjadi TKI oleh BNP2TKI, serta koordinasi antara Disdagnakerkop dan UKM Karanganyar dengan BNP2TKI kurang, karena data yang diunggah oleh BNP2TKI tidak dapat diakses oleh Disdagnakerkop dan UKM Karanganyar serta PPTKIS Karanganyar. Kesimpulan dari penelitian ini adalah implementasi strategis SISKOTKLN pada TKI di Disdagnakerkop dan UKM Karanganyar sudah baik, namun masih perlu perbaikan pada beberapa dimensi. Saran yang dihasilkan dalam penelitian ini adalah mempromosikan SISKOTKLN pada CTKI, Eks-TKI dan PL, menjadikan Disdagnakerkop dan UKM Karanganyar sebagai editor dalam SISKOTKLN, serta menciptakan transparansi informasi pendaftaran menjadi TKI melalui pamflet atau website BNP2TKI.

This study discuss and describe Si Terpa Daya Jiwa public service innovation from RSJD Dr. RM. Soedjarwadi. The description of innovation, referring to the determining factor of the success of innovation from Rogers (2003) in (Hutagalung & Hermawan, 2018), which contains attributes of innovation, communication channels, agents of change, and social systems. In this research used qualitative descriptive with interviews, observation, and documentation as data collection technique. Informant determination technique is purposive sampling with source triangulation as data validity. Data analysis technique is from Miles and Huberman. The results of the study showed that inovation has been accepted by the community and show the success of the implementation of mental health services innovation. Innovation provides benefit and successfully solves the problems of people with mental disorders. Innovation has been accordance with the values, users and service providers needs. In addition, the innovation is easy to understand and carried out by people with mental disorder. The dissemination of information is by face-to-face communication and electronic mass media. But there are obstacles in the beginning of the implementation, such as people with mental disorder choose to live alone, hospital management, the marketing of the products, and now there is covid pandemic.

The public complaint service is a service that facilitates the community in conveying public aspirations and complaints about public services, but the number of reports and users of these services is still relatively small in some areas, one of which is in Karanganyar Regency. Therefore, this research was carried out which aims to describe the quality of public services in public complaints services in the form of People's Aspirations and Online Complaints Service (LAPOR) in Karanganyar Regency. This study will describe the quality of public services in the complaint service using five dimensions of service quality according to Tjiptono (2015), namely tangibles, reliability, responsibility, assurance, and empathy. The research method used is a descriptive qualitative research method. The technique of determining the informants using purposive sampling, selected informants who understand the most in managing the People's Online Aspirations and Complaints Service (LAPOR) website in Karanganyar Regency. Data collection techniques were carried out by unstructured interviews and documentation studies. Documentation studies are used as complementary and supporting data derived from reports or annual records of users/number of reporters on the LAPOR website. Validation of data using triangulation of sources by comparing the results of interviews from each resource person. The data analysis technique uses the analysis of Miles & Huberman in Sugiyono (2016), consisting of stages of data reduction, data presentation, and drawing conclusions/verification.

Penelitian ini bertujuan untuk mengetahui tata pemerintahan yang kolaboratif antara para pemangku kepentingan dalam menyelesaikan banjir pasang surut di Kelurahan Bandengan dan untuk mengetahui faktor yang menghambatnya. Studi ini menggunakan teori De Seve dan teori lain yang relevan dengan kolaborasi untuk analisis maslaah ini.Kajian ini merupakan penenlitian kualitatif deskriptif yang dilakukan di Kelurahan Bandengan Kota Pekalongan pada tahun 2015. Data dikumpulkan dengan wawancara mendalam, observasi dan dokumentasi. Informan dipilih berdasarkan teknik purposive sampling yang kemudian berkembang menjadi snowball. Data dianalisis dengan menggunakan analisis interaktif. Validasi data dilakukan dengan menggunaka metode Triangulasi sumber data studi menunjukkan bahwa kolaborasi masih semi formal, dan tidak tercantum konsensus diantara stakeholder yang ditujukan khusus untuk menyelesaikan banjir pasang surut. Dalam prakteknya, pemangku kepentingan telah berkolaborasi secara intensif. Studi juga menunjukkan bahwa beberapa item untuk pertemuan kolaborasi tidak sukses karena kurangnya kepercayaan antara para pemangku kepentingan, tata pemerintahan yang buruk, tidak cukupnya sumber daya dan keseimbangan distribusi akuntabilias dan tanggung jawab, Berbagai faktor menghambat kolaborasi yang melibatkan perspektif yang berbeda dalam hal keegoisan, tingkat kesadaran yang rendah, dan ketidakpercayaan antar pemangku kepentingan, ketidakseimbangan akuntabilitas dan tanggungjawab, dan sumber daya manusia, teknis dan keuangan yang tidak memadahi. Studi menyimpulkan bahwa kolaborasi untuk menyelesaikan pasang surut banjit di Kelurahan Bandengan tidak dilakukan secara optimal dan masih dibutuhkan reformasi dengan mensinergikan berbagai perspektif pemangku kepentingan, lebih dekat dengan masyarakat, dan memperluas kerjasama dengan piak lain untuk memenuhi kebutuhan sumber daya, dan perekrutan SDM.

The Gandeng Gendong Program is a program issued by the Yogyakarta City government to alleviate poverty in Yogyakarta. This program emerged in 2018 and was strengthened by the issuance of Yogyakarta Mayor's Regulation Number 23 of 2018 concerning Gandeng Gendong Program in the Yogyakarta City. Gandeng Gendong is a program that is quite innovative and is included in collaborative governance because it involves 5K elements, namely City, Campus, Corporation, Village, Community in implementing the program. This research focuses on the collaborative governance process of the Gandeng Gendong program in Tegalpanggung Village with the aim of knowing the extent to which collaborative governance has been implemented related to this program. This type of research is descriptive qualitative research. The results showed that the collaborative governance process of the Gandeng Gendong Program which was carried out in Tegalpanggung Village was running quite well. This is evidenced by the formation of seven Gandeng Gendong groups that provide a variety of food and snacks to be marketed widely, both to urban villages, campuses, and online. However, there are still some obstacles, such as all elements not being able to participate in the program, the basic rules that strengthen Gandeng Gendong have not been formed, and the kelurahan has not been able to play a role as a facilitator in solving various problems that are being faced by the Gandeng Gendong group.

The all-digital era like now encourages countries to immediately make changes towards digitalization, including Indonesia. Where the Indonesian government is launching the “100 smart cities” program, one of which is Surakarta. The city government of Surakarta itself has several excellent programs, one of which is the EPPSON program, which was created with a vision to increase PAD and provide convenience for the community. In realizing the program, the government collaborates with several stakeholders or is called collaborative governance. So that researchers are interested in researching the collaboration model carried out with Ansell and Gash's theory and finding out the effectiveness of the collaboration that has been carried out using the basic 5 theories of the effectiveness of collaborative governance belonging to experts which are elaborated into 7 indicators. The method used is descriptive qualitative by using primary and secondary data sources. In his findings, it was found that collaboration had been carried out well according to Ansell and Gash's model and for effectiveness, most of it had been met and there was one indicator that had not been met and had to be corrected immediately, namely the sharing of information in collaboration forums.
