Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Dinas Pemuda, Olehraga dan Pariwisata Kabupaten Sragen dalam Pengembangan Obyek Wisata Pemandian Air Panas Bayanan Kabupaten Sragen. Jenis Penelitian ini adalah deskriptif kualitatif yang berusaha untuk menggambarkan bagaimana kinerja DISPORA Kabupaten Sragen dalam mengembangkan kepariwisataan di Obyek Wisata Pemandian Air Panas Bayanan. Data Primer yaitu; Informan atau narasumber, Data Sekunder yaitu; dokumentasi, literasi dan observasi. Analisis data menguanakan Menurut Miles dan Huberman (dalam Gunawan 2017: 210) mengemukakan ada tiga tahapan dalam melakukan analisis data dalam penelitian kualitatif yaitu, (1) Reduksi data (data reduction); (2) paparan data (data display); dan (3) penarikan kesimpulan dan verifikasi (conclusion drawing/verifying). Hasil penelitian menunjukkan bahwa Kinerja Dinas Pemuda, Olahraga dan Pariwisata Kabupaten Sragen dalam Pengembangan Obyek Wisata Pemandian Air Panas Bayanan Kabupaten Sragen telah dilakukan dengan cukup baik. Hal tersebut disimpulkan berdasarkan beberapa hal yang telah memenuhi indikator dengan keberjalanan sebagaimana menstinya walaupun masih ditemukan berbagai kendala untuk memaksimalkan pengembangan di Obyek Wisata Pemandian Air Panas Bayanan tersebut.

Abstract

This research was conducted at BUMDes Sendang Pinilih, Wonogiri Regency. This study aims to evaluate the implementation of Sendang Pinilih BUMDes Program and find out what factors influence it. This research is qualitative descriptive study. Data obtained through interviews, documentation, and observations were analyzed using analysis model Miles and Huberman. The results showed that the implementation of the program was divided into three stages, organization, interpretation, and application. At the organizing stage it was not completely appropiate, because not all business units written in the rules were implemented. In the interpretation, there are still managers and members who have concurrent duties, the service period of one management period does not match the AD/ART with the Decree, and there are differences in writing of the distribution business results. At the implementation stage, in carrying out the work program, it has been running in accordance with the duties and regulations, but collaboration with BUMDes Rahayu is not through a collaboration script. As for the implementation of work plans business unit development supervision, reports from the operational executive board, and accountability have been carried out in accordance with written regulations. The driving factors for the implementation, include policy standards and objectives, policy sources, interorganizational communication and implementation activities, characteristics of the implementing agency, economic and social conditions, while the inhibiting factors are the political condition and attitude of the implementers.

Abstract

Tourism is the largest and strongest sector that contributes to the global economy today. Efforts that can be applied to develop tourism in Indonesia are by developing alternative tourism by establishing tourist villages. Kenep Village is one of the areas that has developed itself into a Creative Tourism Village in Sukoharjo Regency. However, there are still obstacles in its development. The purpose of the study was to determine the strategic planning carried out by the Kenep Village Government based on the Tourism Awareness Group (Pokdarwis) of Kenep Creative Tourism Village in developing and maximizing their potential to improve the community's economy. The strategic planning proposed by John Bryson became a literature review in this study. To determine strategic issues, the litmus test is used. This type of research is descriptive qualitative and the data collection techniques used are interviews, observation, and documentation studies. The collected data was then analyzed using the SWOT analysis technique. The results of the study obtained three strategic issues in Kenep Creative Tourism Village, namely: (1) Developing facilities and infrastructure to support tourism as well as efforts for growth and equitable development, (2) Optimizing marketing and promotion through social media or digital-based online platforms to support progress of science and technology in the Kenep Creative Tourism Village, (3) Improving the ability and competence of the community to become a reliable and qualified workforce.

Abstract

Tuntutan masyarakat dalam terciptanya good government di era globalisai, memunculkan layanan e-government. E-government adalah penggunaan teknologi informasi dan telekomunikasi untuk administrasi pemerintahan yang efisien dan efektif, serta memberikan pelayanan yang transparan dan memuaskan kepada masyarakat. Sistem Pemerintahan Berbasis Elektronik (SPBE) adalah penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada pengguna SPBE.  Penelitian ini bertujuan untuk mengetahui penerapan e-government di Kota Surakarta dilihat dari Peraturan Presiden No. 95 Tahun 2018 tentang sistem pemerintahan berbasis elektronik (SPBE). Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan adalah dengan melakukan analisis simak dokumen. Dimana dokumen yang akan di analisis adalah dokumen pada studi literature, berita, dan Peraturan Presiden No. 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik yang akan dikaji pada penerapan e-government di Kota Surakarta. Hasil dari penelitian ini adalah penerapan e-government di Kota Surakarta telah sesuai dengan layanan sistem pemerintahan berbasis elektronik yang termaktup dalam Perpres No. 95 Tahun 2018 Tentang Sistem Pemerintahan Berbasis Elektronik.

Abstract

City Without Slums Program (KOTAKU) is a strategic effort of the Ministry of Public Works and Public Housing to accelerate the handling of slum settlements in Indonesia. One of the program’s objectives is to provide housing infrastructure. However, no matter how much infrastructure is built, it will be in vain if there is no public awareness to care for, maintain, and change their behavior towards a clean and healthy life. This study aims to analyze the sustainability aspects of KOTAKU Program policy by studying behavior change. This study focuses on the environmental context that contributes to the change or absence of behavior change and the type of changes in community behavior after the implementation of the KOTAKU Program in Pucungrejo Village and Sokorini Village, Muntilan District, Magelang Regency. The research method used is a qualitative research method with data collection through documentation, observation, and in depth interviews. Selection of informants using purposive sampling technique. Data were analyze using interative analysis by Miles and Huberman. Furthermore, interview data were also analyzed using the Nvivo 12 Plus application. The results showed that: (1) intervention from external factors greatly contributed to change in people’s behavior; (2) changes in people’s behavior take place at the cognitive, affective, and behavioral levels; (3) the barriers to behavior change are individual characteristics of the community itself to its environment.

Abstract

There are many cases of sexual violence against children in Wonogiri Regency. In an effort to overcome sexual violence against children, the Wonogiri government has formed a collaboration network called the Integrated Service Center for the Empowerment of Women and Children (P2TP2A). The Wonogiri government collaborates with the Women and Children Protection Task Force (Satgas PPA) and the Non-Governmental Organization for Child Care Foundation (KAKAK). This study aims to determine the collaborative process in overcoming child sexual violence and also the factors that influence it. This study uses the collaboration theory of Ansell and Gash and De Seve to analyze the processes and factors that influence collaboration. The research method used is descriptive qualitative with data collection through interviews and documentation. Sampling in this study used purposive sampling technique and data analysis techniques using the Miles and Huberman model. The results of the study conclude that the collaborative governance process in overcoming sexual violence against children in Wonogiri Regency has not run optimally and has not been fully effective. This is because the collaboration process is influenced by factors that hinder the success of collaboration, namely the low commitment of several individuals, unclear procedures that affect access to authority, and inadequate resources.

Abstract

Pelayanan publik telah menjadi isu strategis di negara ini, karena layanan umum adalah hal dasar dari setiap negara yang harus dipenuhi oleh pemerintah. Dinasi Penanaman Modal dan Pelayanan Terpadu Satu Pintu Surakarta sebagaimana diatur dalam Peraturan Presiden No. 97 Tahun 2014 entang implementasi dari pelayanan terpadu satu pintu dengan otoritas untuk mengelola semua jenis perijinan dan non perijinanm yang salah satu jenis izin yangg dapat ditangani disini adalah izin mendirikan bangunan. Tujuan penelitian ini untuk menggambarkan kualitas layanan penerbitan izin bangunan (IMB) disediakan oleh DPMPTSP Surakarta untuk umum.Penelitian ini merupakan penelitian deskriptif kualitatif. Dengan fokus penelitian yang didasarkan pada kualitas layanan yang dirumuskan oleh Parasuraman: nyata keandalan, responsif, jaminan dan empati. Teknik sampling yang digunakan adalah purposive sampling dan accidental sampling. Jenis data yang dihasilkan adalah data primer dan data sekunder. Teknik pengumpulan data mengunakan teknik wawancara, observasi dan dokumentasi. Validasi data menggunakan teknik metodologis triangulasi. Teknik analisis menggunakan model interaktif,Hasilnya menunjukkan bahwa kualitas bangunan Layanan penerbitan ijin menyediakan DPMPTSP Surakarta. Dalam tangibles aspek perlu lebih banyak kursi tunggu dan ruang tunggu pembangunan. Aspek kehandalan, umum sudah mendapatkan prosedur ederana dan penerangan prosedur. Responsif aspek, dengan memberikan pembagian tugas di layanan untuk memberikan kesempatan layanan. Aspek jaminan, legalitas pembiayaan yang diberikan oleh Surat Keterangan Retribusi Daerah (SKRD). Aspek empati, petugas memiliki sikap pribadi yang baik selama memberikan layanan kepada publik.

Abstract

The Technical Implementation Unit for Integrated Services for Women and Children in the City of Surakarta is an institution formed as an effort by the local government of Surakarta to carry out the mandate of the Law and the efforts of the Surakarta city government to implement a Child Friendly City whose programs and activities promote and guarantee the rights and protection of children in carrying out its implementation. UPT PTPAS services are integrative, which can be in the form of one-stop services or networking or collaborating with other institutions related to handling violence against women and children. The research objective was to analyze the communication and disposition of the UPT PTPAS using Edward III's theory of public policy implementation. This research use desciptive qualitative approach. Methods of data collection through interviews and documentation. The data obtained were processed by analysis of Miles, Hubermen and Saldana (2014). The results showed that the communication that occurred was ineffective due to changes in the regulations that govern, while the disposition of the executor was well developed, this can be seen from the commitment of the executor and the response and understanding of the policy implementers in handling cases of violence that occurred against women and children in the city of Surakarta.

Abstract

The problem of the stunting rate in Sragen Regency is still considered high, from data from the Ministry of Health BPS, the March 2019 Susenas Integration and the 2019 SGBI when compared to other districts in the former Surakarta residency, it can be said that Sragen Regency has the highest stunting rate, which is around 32.40%. . From these problems, of course, a comprehensive and integrated handling is needed by government elements through related agencies and has and is authorized in the public health sector, including the Sragen District Health Office. This study aims to determine and describe how the Responsiveness of the Sragen District Health Office in an effort to reduce stunting rates in toddlers. This study uses a type of research with qualitative descriptive methods, and the data used consists of primary and secondary data, obtained from interviews, observations and documentation. The sampling technique is purposive sampling. The validity of the data using triangulation of sources and methods/techniques. Furthermore, the data analysis technique was carried out using the Miles and Huberman interactive analysis model. The results showed that the responsiveness of the Sragen District Health Office in Efforts to Reduce Stunting Rates in Toddlers was responsive enough to know the needs of the community, had priority activities that had been prepared and was able to develop service programs such as innovating and collaborating with cross-sectors.

Abstract

Pemerintah Kabupaten Purworejo melalui Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) menciptakan sebuah inovasi pelayanan perizinan yaitu Sistem Perizinan Dalam Jaringan atau dikenal dengan Si Ida. Munculnya inovasi ini dilatarbelakangi oleh beberapa permasalahan dalam penyelenggaraan pelayanan perizinan di Kabupaten Purworejo seperti mekanisme yang masih ribet, tidak efektif dan efisien serta ketidakvalidan data akibat ketidaktelitian saat proses input dan ketidakjelasan data yang disampaikan pemohon. Penelitian ini merupakan jenis penelitian deskriptif kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Uji validitas data menggunakan triangulasi sumber. Teknik analisis data menggunakan model interaktif menurut Miles dan Huberman. Penelitian ini bertujuan untuk menganalisis proses pelaksanaan inovasi dan faktor-faktor yang mempengaruhi pelaksanaan inovasi Si Ida Di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP). Hasil penelitian ini menunjukkan bahwa proses pelaksanaan inovasi Si Ida di DPMPTSP Kabupaten Purworejo telah mencapai fase rutinisasi, dan faktor yang mempengaruhi pelaksanaan inovasi tersebut adalah visi dan misi, sarana prasarana, SDM, keuangan/anggaran, dukungan politik, teknologi, dan masyarakat pengguna layanan.
