Abstract

Surakarta City is one of the cities in Central Java which is densely populated, has high mobility, and has public transportation in the form of city buses, namely the Solo Trans Batik Bus (BST). Having a high level of congestion and transportation as the main means for activities, this study aims to determine the public's perception of the quality of services provided by the BST Bus. This study uses the service quality theory of Zeithaml, Parasuraman, and L. Berry which measures service quality with service quality dimensions (physical evidence, reliability, responsiveness, assurance, and empathy). The research method uses quantitative descriptive with data collection techniques, namely questionnaires distributed through google form. Data analysis uses Importance Performance Analysis which explains what performance factors must be provided by an organization to meet customer satisfaction. The results showed that the service quality of the BST Bus was categorized as very good because it had a fairly high level of conformity, namely 92.23%. In the cartesian diagram, most attributes are found in quadrant B where in this quadrant shows a high level of service performance in accordance with high consumer expectations as well.

Abstract

Cakupan kepemilikan akta kelahiran di Indonesia masih rendah, tetapi Pemerintah Kota Surakarta berhasil melampaui target Nasional dengan cakupan kepemilikan pada tahun 2016 yaitu 95,85%. Tingginya kepemilikan akta kelahiran didukung inovasi yang dilakukan Dispendukcapil Kota Surakarta yaitu Relasi Pencatatan Kelahiran, Kartu Insentif Anak (KIA), Mobil Keliling, Pelayanan Online, Pelayanan 3in1, serta Akta untuk Anak Terlantar dan HIV. Penelitian ini bertujuan untuk menganalisis bentuk inovasi akta kelahiran menggunakan teori Tipologi Inovasi dari Muluk, serta Level dan Kategori inovasi dari Mulgan dan Albury (dalam Muluk: 2008). Dan untuk menganalisis faktor yang mempengaruhi sehingga inovasi sektor publik dengan teori Suwarno (2008) yaitu faktor internal dan faktor eksternal. Penelitian ini dilakukan dengan metode kualitatif dengan teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Keabsahan data menggunakan teori triangulasi sumber dan teknik analisis data menurut Sugiyono (2013). Hasil penelitian menunjukkan bahwa tipologi inovasi yang dilakukan yaitu inovasi metode layanan, inovasi produk layanan, inovasi proses dan inovasi kebijakan. Level inovasi adalah inovasi inkremental, sedangkan kategori inovasi adalah inovasi sustaining. Faktor-faktor yang mempengaruhi inovasi pelayanan akta kelahiran Disendukcapil Kota Surakarta yaitu visi misi, sarana prasarana, Sumber Daya Manusia, keuangan, demografi, teknologi dan politik.

Abstract

The city of Surabaya has a complex problem, namely the poverty rate and the narrowing of productive land, so to deal with it, the City of Surabaya implements an Urban Farming policy program. This research aims to analyze the factors that influence the successful implementation of the urban farming program in Lakarsantri Village by using theory from George C. Edward III. Some of the factors examined were factors of communication, resources, disposition, and bureaucratic structure. This study used a descriptive qualitative research method. Data collection was carried out by interviewing, documenting, and observing. The data analysis process used interactive analysis, namely data reduction, data presentation, and drawing conclusions. The results showed that the success of the urban farming program in Lakarsantri was due to communication factors that went well, clearly, and consistently; qualified resources such as farmer groups, land procurement, seedlings, training budgets and agricultural equipment, open disposition of executor and successful build trust among all parties, as well as directed bureaucratic structures.In general, turban farming programs apart from expanding productive land in the Surabaya area also help the economy of some communities and increase beneficial productive activities. good for the community, government, and also the environment. This condition is expected to serve as an example for other areas that have similar obstacles in running an agricultural sector in urban areas.

Abstract

The purpose of this study is to analyze the role of stakeholders in the process of implementing the policy of Sultan Nikah Capingan. This research use descriptive qualitative approach. The sampling technique is purposive sampling. The data analysis technique used interactive analysis. The results of the study show that in the implementation process, the stakeholders have different roles. In the policy content variable, DPPKB acts as a key player but in other sub-variables it acts as a context center. Other stakeholders tend to act as subjects and crowds. Stakeholders who show consistency of high interest are KEMENAG, PHDI, WALUBI, KUA Jebres, PERMABUDHI. Furthermore, in the implementation context variable, the power, interest, and strategy sub- variables of DPPKB actors act as Key Players, while the other sub-variables are context center. Meanwhile, Stakeholders only act as subjects or crowds. Stakeholders who show consistency of high interest are KEMENAG, WALUBI, and KUA in each sub-district. In the end, the policy recommendation is that DPPKB, which plays a dominant role as a key player, must be able to improve the facilitators in providing services in accordance with policy decisions.

Abstract

Death certificate is a population administration document that must be owned by the community. The management of death certificates is generally carried out at the Population and Civil Registration Service. Sukoharjo Regency is classified as low in the management of Death Certificates, this is because public awareness is not high yet. The Department of Population and Civil Registration of Sukoharjo Regency launched an Android-based innovation, namely the AKOne MAK'e Application (Adminduk Online Makin Oke) in order to improve the quality of service to the community. This study aims to analyze innovation, factors supporting innovation and inhibiting factors for innovation in Death Certificate services through the AKOne MAK'e Application at the Population and Civil Registration Office of Sukoharjo Regency. This research is a descriptive qualitative research. The data from this study were obtained from interviews, observations and documentation at the Department of Population and Civil Registration of Sukoharjo Regency. The analysis of this study uses the five indicators of public service innovation proposed by Rogers, the supporting factors for innovation proposed by Everet M. Rogers and the inhibiting factors for innovation proposed by Borins and Drucker and refers to the data analysis model proposed by Miles and Huberman. The results of the study indicate that the innovation of online Death Certificate services through the AKOne MAK'e Application has relative advantages, compability, complexity, triability and observability. The supporting factors of service innovation are the desire to change themselves and the availability of adequate facilities and infrastructure. The service innovation has an inhibiting factor, namely public understanding of the procedures or mechanisms that are still low.

Abstract

The Community Led Total Sanitation Program (CLTS) is an approach to changing the character of hygiene and sanitation behavior through community empowerment through the triggering method. One of the areas in Boyolali Regency, Musuk District, is an area that implements the CLTS program where this program requires clean water to carry out the first, second and third pillar of the CLTS program. The Musuk District community also relies on livestock as one of the livelihoods, the fourth pillar and the fifth pillar trying to change the behavior of the Musuk District community in processing waste and liquid waste in the environment in which they live. This study aims to determine the implementation of the CLTS program in Musuk District using the theory of policy implementation according to Grindle which consists of: content of policy and context of policy. This type of research uses descriptive research methods with qualitative methods, data collection through observation, interviews, and documentation. The results showed that all parameters such as content of policy and context of policy had been implemented properly. However, due to the Covid-19 pandemic, parameters such as program implementers, namely monitoring and evaluation activities, also funding resources, were hampered.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan Kebijakan Kabupaten Layak Anak (KLA) Bidang Pendidikan di Kabupaten Grobogan. Secara spesifik untuk mengevaluasi Implementasi Kebijakan Kabupaten Layak Anak (KLA) Bidang Pendidikan dan faktor penghambat pelaksanaan Kebijakan Kabupaten Layak Anak (KLA) Bidang Pendidikan di Kabupaten Grobogan. Penelitian ini merupakan penelitian deskriptif kualitatif yang dilaksanakan di Kabupaten Grobogan. Penelitian ini menggunakan teknik purposive sampling dan snowball sampling. Pengumpulan data adalah dengan wawancara mendalam, dokumentasi dan observasi. Dalam hal ini uji validitas data menggunakan teknik trianggulasi data sehingga informasi dari narasumber yang satu bisa dibandingkan dengan informasi dari narasumber yang lain. Sedangkan analisis data dilakukan dengan teknik analisis interaktif. Dari hasil penelitian dapat diketahui bahwa implementasi Kebijakan Kabupaten Layak Anak Bidang Pendidikan di Kabupaten Grobogan sebagain besar telah sesuai dengan Rencana Aksi Daerah (RAD) Kabupaten Layak Anak tahun 2015-2020. Meskipun demikian, masih terdapat hambatan-hambatan dari masing-masing program yang diimplementasikan. Hambatan yang ditemukan dalam implementasi Kebijakan Kabupaten Layak Anak (KLA) Bidang Pendidikan di Kabupaten Grobogan adalah jumlah sumber daya manusia yang terbatas, kurangnya pemahaman pelaksana kebijakan, sarana dan prasarana yang belum terpenuhi, terbatasnya anggaran, penyaluran informasi yang kurang baik, dan sikap pelaksana kebijakan kurang baik dalam implementasi Kebijakan Kabupaten Layak Anak (KLA) Bidang Pendidikan di Kabupaten Grobogan.

Abstract

This research’s purpose is to describe the typology of innovation in the "telunjuk sakti" application in population administration services at the Department of Population and Civil Registration of Wonogiri Regency, which is studied with the innovation typology theory according to Perry (2010). This type of research is descriptive qualitative, with data collection techniques using interviews. Determination of informants using purposive sampling and snowball sampling techniques. The validity data used source triangulation method. The analysis data technique used the interactive model of Miles & Huberman's analysis. The results showed that there were six typologies of innovation in the "telunjuk sakti" application. Of the six innovation typologies, there are three innovation typologies that meet the overall criteria, namely product innovation which is a new product that is disseminated through direct and indirect socialization and is adapted to current needs; in service innovation there is a renewal of the service model using mobile phones; and on systemic innovation to cooperation in terms of utilization of population data and in terms of services. Meanwhile, the other three typologies of innovation only fulfill some of the criteria, namely in process innovation there is a procedure update; in the conceptual typology there is a renewal of the employee mindset; and in policy innovation, there are strategies to support employee mindset renewal. Unfulfilled criteria, namely in process innovation there is no renewal of the organizational structure; in conceptual innovation there is no renewal of the mission and purpose of innovation services; and in policy innovation there is no strategy to support the renewal of the mission and service goals of innovation.

Abstract

This study examines the implementation process and determines the successful implementation of the disaster mitigation program conducted by Klaten district through the Titip Bandaku program. Klaten district, as a disaster-prone area that has a range of potential disasters, compels disaster risk reduction and one of which is the Titip Bandaku Program. The Titip Bandaku Program is the only public service innovation program based on disaster mitigation in Central Java created by Klaten Regency and won the Central Java’s Public Service Innovation Competition Award (KIPP). This study is carried out using the implementation theory by David C. Korten to determine the success implementation of the program. This study employs a qualitative research method with a descriptive approach by collecting data through interviews, observation, and documentation studies.. The result of the study shows that the Titip Bandaku Program is currently only being implemented in disaster prone areas of Merapi III. The program aims to be applicable in all the high risk areas in the Klaten district. The implementation of the Bandaku Titip Program has been successfully implemented in the Merapi III disaster-prone area by conforming in three aspects using David C. Korten's Conformity theory. The implementation of the Bandaku Titip Program shows the capability of the program for the rescue of important archives of the community in the disaster-prone areas.

Abstract

Surakarta merupakan salah satu kota yang memiliki potensi bencana alam. Selama 2015-2019, terdapat 20 kejadian bencana alam mulai dari banjir, tanah longsor, dan puting beliung. Bencana tersebut menimbulkan kerugian yang tidak sedikit, terutama bagi perempuan dan anak-anak sebagai kelompok rentan. Berdasarkan data Badan Nasional Penanggulangan Bencana (BNPB), perempuan memiliki risiko 14 kali lebih tinggi dibanding laki-laki dewasa. Artikel ini membahas tentang bagaimana dimensi perempuan dalam identifikasi, desain, implementasi, dan evaluasi program manajemen bencana, bentuk-bentuk inovasi layanan organisasi BPBD Surakarta dalam mewujudkan manajemen bencana responsif gender serta kendala dalam pelaksanaan inovasi layanan. Data penelitian dianalisis menggunakan teknik analisis interaktif dan analisis gender Harvard step 4.  Hasil penelitian menunjukkan bahwa dimensi perempuan telah diperhitungkan dalam program inovasi layanan manajemen bencana responsif gender dengan cara memperhatikan kebutuhan perempuan. Terdapat enam program inovasi layanan dan empat kendala dalam pelaksanaan inovasi layanan manajemen bencana responsif gender. Keenam program tersebut adalah penggunaan data pilah gender, sosialisasi kebencanaan dan mitigasi khusus untuk perempuan, pelatihan dapur umum dan evakuasi khusus perempuan, partisipasi keanggotaan forum kelurahan tangguh bencana, pemulihan trauma pasca bencana, serta program “Jitu Pasna”. Sedangkan keempat kendala tersebut adalah kesulitan teknis, sumber daya manusia, proporsi kelompok sasaran terhadap total populasi dan cakupan perubahan perilaku yang diharapkan.
