Abstract

This study aims to determine the factors that influence the implementation of the SPION Program at the Investment Service and One Stop Services in Sukoharjo Regency.This research is a qualitative descriptive study conducted at the One Stop Investment Service and One Stop Services in Sukoharjo Regency. Data obtained through interviews with purposive techniques, documentation and observation which were analyzed using the data analysis model by Miles and Huberman. The results of this research showed that the implementation of the SPION Program at the Investment Service and One Stop Services (DPMPTSP) in Sukoharjo Regency has been going well. The factors that drive the implementation of the SPION Program at the One Stop Investment Service and Integrated Services in Sukoharjo Regency are the factors of resources, disposition, and bureaucratic structures. While the factors that hindered the implementation of the SPION Program at the One Stop Investment and Integrated Service Office (DPMPTSP) in Sukoharjo Regency were communication factors, such as limited people invited to socialization activities, limited budgets for socialization activities, and now people rarely have and listen to the radio. This is what causes the public's disregard for the existence of the SPION Program and the lack of public understanding of the licensing service procedures through the SPION Program so that the people of Sukoharjo Regency prefer to come directly to the Office of Investment and One Stop Integrated Services (DPMPTSP) in Sukoharjo Regency to ask for assistance to service officers assisted in applying for licenses online through the SPION Program.

Abstract

This study aims to analyze the implementation of the strategy of the Department of Cooperatives and SMEs in the development of the MSME sector in Surakarta City. This research is a qualitative descriptive study using interview, observation, and documentation data collection techniques. Determination of informants in this study using purposive sampling and data validity using triangulation method. Meanwhile, in data analysis, this research uses Miles and Huberman data analysis techniques. The results showed that the implementation of the strategy of the Surakarta City Cooperatives and SMEs in developing the MSME sector had been carried out quite well, but there were still obstacles such as the lack of openness of SMEs in providing business data, the lack of completeness of product legality, and the existence of the Covid-19 pandemic. The development of the Surakarta City Cooperatives and SMEs Service program in the midst of the pandemic situation was focused on the empowerment and development program for MSMEs with activities including MSME monitoring and evaluation, information dissemination on capital providers, entrepreneurship training, promotional exhibitions, trade contacts, and business meetings. The budget for the Cooperatives and SMEs Service is sourced from the Surakarta City Budget, which in the midst of the Covid-19 pandemic is experiencing a budget refocusing. The budget development has been allocated quite well and is able to support the financing of the MSME development program. The Department of Cooperatives and SMEs in developing procedures has compiled the stages of procedures for each program of MSME development activities that also act as a form of supervision of the implementation of these activity programs.

Abstract

Artikel kali ini bertujuan untuk menganalisis pengaruh gaya kepemimpinan servant leadership dalam meningkatkan kualitas pelayanan publik. Metode yang digunakan adalah literature review dengan pendekatan deskriptif kualitatif. Teknik analasis data yang digunakan adalah teknik triangulasi sumber. Hasil penelitian ini membuktikan bahwa gaya kepemimpinan servant leadership cenderung berkaitan secara tidak langsung dalam peningkatan kualitas pelayanan publik. Terdapat beberapa faktor seperti komitmen organisasi dan kinerja pegawai yang harus dilalui seorang pemimpin dengan gaya servant leadership dalam peningkatkan kualitas pelayanan publik.

Abstract

This study aims to describe the attributes of innovation in the SIMPUS GIZKIA application at the Ngemplak Health Center, Boyolali Regency. This research uses descriptive qualitative research method. Data collection techniques were carried out by interview, observation and documentation and analyzed using an interactive model. The focus of this research is on the theory of innovation attributes by Rogers, namely Relative Advantages, Compatibility, Complexity, Triability and Observability. In the Relative advantages attribute, it is known that the advantages are that the use of paper can be reduced and the effectiveness and efficiency of data management is increasing. The Compatibility attribute shows the SIMPUS GIZKIA application is in accordance with previous innovations, this application is also in accordance with the needs of midwives with this application they feel more practical and faster in managing maternal and infant health data. The SIMPUS GIZKIA application also does not conflict with the values and norms in society so that it can be accepted. Complexity attribute in this application there is no complexity in its use. On the Triability attribute, the SIMPUS GIZKIA application was tested after being socialized to midwives. In the Observability attribute, this application is able to make the process of reporting data from the village midwife to the Boyolali District Health Office easier and faster. The process of monitoring the health conditions of mothers and babies in the village area and the working area of the Puskesmas has become more practical and faster.

Abstract

This study aims to describe the implementation of the electronic parking program in Surakarta City and also the factors that influence the program implementation process. This research method is descriptive qualitative with data collection techniques through interviews, documentation, and observation. The sampling technique was purposive sampling and the validity of the data was through technical and source triangulation. Data analysis techniques were carried out by data reduction, data presentation, and drawing conclusions. The results of the implementation show that the E-Parking program in Surakarta City is divided into four stages, namely the Planning Stage, Empowerment Stage, Implementation Stage, Monitoring and Evaluation Stage. From the results of this study, it can be concluded that the implementation of the E-Parking program has not fully met the aspects of compliance with the rules. As in the empowerment stage, when the socialization of e-parking to the community was not optimal, at the implementation stage there were still parking attendants who did not use tools. The obstacles found in the implementation are communication with the community and human resources, namely the quality and awareness of parking attendants is still lacking because some parking attendants do not use e-parking tools to collect parking fees. While the supporting factors for the implementation of e-parking are budgetary resources, disposition, and also the bureaucratic structure.

Abstract

Poverty is a global issue and is included in the agenda of the Sustainable Development Goals (SDGs). According to Whitehead (Kemenpppa. 2016) conducted a data collection that more than half of the poor in developing countries are women. Klaten Regency is one of the regencies with a Gender Development Index which continues to increase in 2018- 2020. However, based on the per capita expenditure data of Klaten Regency, it shows that women's per capita expenditure is lower than that of men in Klaten Regency, this shows that there is still a gender gap in the level of women's economic welfare which is lower than that of men in Klaten Regency. tackling poverty as well as efforts to accommodate women's empowerment, namely by running the Family Hope Program. The theory used in this study is Sara Hlupekile Longwe's women's empowerment framework theory: namely: welfare, access, awareness, participation, and control. In this study, the method used is descriptive qualitative research method where the data collection techniques used are interview techniques and documentation studies. The field findings show that although the empowerment of women in the Family Hope Program has been able to increase the level of welfare, access, awareness and participation, it has not been able to reach the level of control. This shows that the empowerment of women in the Family Hope Program has not been fully empowered. This situation is influenced by several factors, one of which is patriarchal culture which still affects people's lives.

Abstract

Research this aims to analyze how the effectiveness of the implementation of the Jogo Tonggo Program in Mojosongo Village in an effort to handle the spread of Covid-19 in Mojosongo Village. So far, there are very few studies that discuss the Jogo Tonggo Program. Especially in Central Java Province, only one article was found that specifically discussed the Jogo Tonggo Program in an area. Even in the city of Surakarta, there is no research that examines the Jogo Tonggo Program. So that this research becomes a novelty as a recommendation for policy makers. The research method uses a descriptive-analytic approach. Sources of data used are primary and secondary data. Primary data were obtained through interviews with research informants. Secondary data is obtained from documents such as books, journals and annual documents. Checking the validity of the data is done using triangulation technique. Data analysis used Miles and Hurberman's interactive analysis technique which consisted of data reduction, data presentation, and drawing conclusions. The theory in this study is to use the Implementation Effectiveness Theory by Riant Nugroho to determine the effectiveness of the implementation of the Jogo Tonggo Program in dealing with Covid-19. In this research, the results show that the indicators of policy implementation have been effective, indicators of appropriate implementation have not been effective, indicators of appropriate targets have been effective, environmental indicators have not been effective, and indicators of appropriate processes have not been effective. So that the results obtained that the implementation of the Jogo Tonggo Program in Mojosongo Village is said to be still not effective.

Abstract

This study aims to determine the empowerment of people with disabilities carried out by the Blora Mustika Difabel Community (DBM) when viewed from the perspective of community governance. This study uses the theory of community governance by taking an analytical study of the elements of social capital to determine the social capital owned by the Blora Mustika Difabel Community (DBM) in implementing empowerment. In addition, this study also uses the theory of community empowerment by taking an analytical study in the form of its stages with the aim of knowing the stages of empowerment used by the Blora Mustika Difabel Community (DBM). This research is a type of qualitative descriptive research using data collection techniques in the form of interviews, observations, and documentation studies. The data that has been found is then analyzed using interactive model data analysis techniques and using data validity with triangulation techniques. The results showed that empowerment activities were carried out in the DBM assisted community, namely Perdifa. This is because women with disabilities have a higherstigma than men. Elements of social capital owned by the Blora Mustika Difabel Community (DBM) are used at every stage of empowerment carried out, but this research can be concluded that there are still members who lack awareness of the importance of organizing and training activities to improve hard skills skills are still limited so that expansion is carried out cooperation and submission of training programs on hard skills.

Abstract

One of the slum alleviation programs is the KOTAKU (City Without Slums) program. The KOTAKU program was initiated in Indonesia since 2015, this program was organized to deal with issues of the year through a collaborative platform. The purpose of this study was to determine the process of stakeholder collaboration in the Kotaku planning program in Jaten District, Karanganyar Regency. In addition, it also analyzes what factors affect the achievement of results in the planning of the KOTAKU program. This study analyzes using the collaboration process theory from Ansell and Gash. The approach used is descriptive qualitative. Data collection techniques through interviews and documentation. The results of the study indicate that at the planning stage of KOTAKU in the District of Jaten, collaborations have been carried out by various stakeholders which have been going well. However, along the way, a number of obstacles were encountered. The collaboration process is carried out starting from face-to-face dialogue, trust building, commitment to the process, Share understanding and Intermediate outcomes. There are factors that influence collaboration, namely the driving and inhibiting factors. The driving factor for collaboration is socialization and stakeholders are joint factors in identifying problems. Meanwhile, the inhibiting factors are differences of opinion and time constraints.

Abstract

This study aims to analyze the fulfillment of practical and strategic gender needs in the structuring and development program of the Legi Market in Surakarta City. This research is included in the type of qualitative descriptive research. Sources of data used are primary and secondary data sources. Data was collected by using interview, observation, and documentation techniques. The selection of informants was determined using a purposive sampling method, with interview informants being the managers of Pasar Legi and users of Pasar Legi. Triangulation technique was used to test the validity of the data. Analysis of the data used is an interactive model analysis. The results showed that the practical needs of gender showed a dominant trait, from the 12 components studied there were 7 components that had been well met, namely the availability of toilets, clean water, breastfeeding rooms, health rooms, physical condition of market buildings, market security, and access to transportation. 2 other components, namely smoking rooms and child care facilities, are not yet available at Legi Market, and 3 other components, namely market cleanliness, availability of parking spaces, and information and communication technology facilities that still require improvement to meet the criteria properly. Meanwhile, gender strategic needs have not been in line with expectations, where gender responsive training is not available for managers and traders, training for traders has not reached all traders, and the implementation of gender responsive SOPs is not yet fully available.
