Abstract

Bantul Seroja Program is a breakthrough innovation launched by the Bantul Regency Government to integrate traditional and conventional health services amid the disruption of the COVID-19 pandemic. This program succeeded in placing Bantul Regency in the top 45 public service innovations of Kemenpan-RB in 2022. By carrying out the New Public Governance paradigm, this program involves collaboration between the government, MSMEs, and the community in making and marketing traditional herbal medicine. This research uses a qualitative method of literature study, using secondary data sources obtained from books, supporting articles, scientific papers, previous studies and other literature.Despite facing challenges in resource availability and the need for product diversification, Bantul Seroja has shown significant improvements in the quality of health services and local economic welfare. Recommendations to strengthen the program include improved coordination across sectors, development of a wider network, and more optimal utilization of resources. With these measures, Bantul Seroja is not only able to respond to the challenges of the pandemic but also encourage sustainability and inclusiveness in local governance. This program is a model for implementing New Public Governance that is effective in overcoming crises and improving the quality of life of the community.

Abstract

In the midst of the times, digitalization has proven to be one of the keys to business resilience and sustainability, especially MSMEs which are one of the business categories that have been quite hit by the COVID-19 pandemic. One of the areas in East Java that mobilizes the community of MSME actors is Laban Village, Menganti District, Gresik. Laban Central Park is a forum for many local MSME actors from Laban Village, but not many of the MSME actors have enough knowledge about business digitalization and can apply this knowledge, even though the benefits have proven to be quite large for business progress in the future. Therefore, based on the results of interviews and sharing sessions that have been conducted, a work program has been prepared to introduce or increase knowledge about business digitalization for MSME actors in Laban Village, especially in Laban Central Park. The work program is carried out with the stages of observation, socialization, and assistance to use social media and digital wallets as business tools, with the hope that participants can apply digitalization to advance their businesses. Suggestions that can be given based on the observation and implementation of activities are so that there is a follow-up or program that is implemented in the long term so that assistance for MSME actors, especially for middle-aged people, can be carried out more intensively and in detail so that they can continue to hone the abilities and habits of MSME actors in using business digitalization technology.

Abstract

This study examines the dynamics of collaborative governance in traditional art preservation efforts, highlighting the case of Wayang Orang Ngesti Pandawa (WONP) in Semarang City. The approach used is descriptive qualitative with guidance from Emerson et al.'s (2012) Collaborative Action Framework. Data were collected through in-depth interviews, field observations, document analysis, and literature review. Data validity was ensured through triangulation and member checking techniques. The results showed the involvement of various stakeholders, such as local government, art communities, universities, and civil society. They collaborated in various activities, such as organizing cultural festivals, joint performances, and training programs. This collaboration increases public participation, supports the regeneration of artists, and strengthens cultural sustainability. However, there are still obstacles in the form of limited institutional capacity, unstructured funding mechanisms, and power imbalances between parties. Although this study focuses on the context of Semarang, the results have comparative relevance for other regions that wish to apply a collaborative approach to cultural heritage management. Practically, this study provides recommendations for strengthening multi-stakeholder coordination in preserving intangible cultural heritage. Socially, this study emphasizes the importance of inclusive strategies in strengthening local cultural identity. The originality of this study lies in its empirical contribution to understanding how a collaborative framework can be effectively applied to preserve traditional arts amid modern challenges.

Abstract

During the pandemic of Covid-19, Indonesia experienced the dynamic relationship between the central government and local government. The central government used the top-down model, implementing Covid-19 management policies in an agency model, which limited local government authority to the central government's representatives. This research uses a qualitative method of literature study, using secondary data sources obtained from books, supporting articles, scientific papers, previous studies and other literature. This resulted in pro-contracted decision-making, with some heads of districts implementing local initiatives without prior instructions. Top-down emphasize a capacity of central policy makers to set clear objectives and closely oversee the implementation process, while bottom-uppers emphasize the autonomy of the bottom and the discretion exercised by local bureaucrats. The national government and the province of DKI Jakarta have not coordinated their policy initiatives, with the central government suggesting relaxation of the social distancing policy. Weak collaboration and miscommunication between central and local governments can lead to failure in policy implementation.

Abstract

This research investigates the issue of underage motorbike riding in West Aceh Regency, a pressing concern with significant implications for road safety and child health. The study aims to assess the implementation of Law No. 22 of 2009 on Traffic and Road Transport, focusing on its impact on reducing underage riders. Using Richard Matland's policy implementation theory as a framework, the study employs a qualitative case study approach. Data collection methods include observations, in-depth interviews with key stakeholders such as police officers, judicial figures, parents, and underage riders, alongside document analysis from relevant sources. The findings reveal that the enforcement of Law No. 22 of 2009 in curbing underage motorbike use remains ineffective. Key factors include the lack of awareness among both parents and children regarding the law’s importance and the minimal socialization efforts to promote it. Additionally, inadequate law enforcement and weak penalties contribute to this policy's limited success. The analysis also highlights the need for stronger outreach programs to educate the public on the risks of underage driving. In conclusion, the study emphasizes the necessity of intensifying law enforcement efforts, enhancing public education, and imposing stricter sanctions to foster compliance. By prioritizing these measures, the number of underage motorbike riders can be reduced, leading to improved road safety in West Aceh Regency.

Abstract

Advertising tax is a vital component of Malang City's Local Revenue (PAD), offering significant potential due to its clear tax objects and minimal tax avoidance. Malang City, as a rapidly growing economic center in East Java, shows high use of advertising media, making it a strategic source of local revenue. This study analyzes the effectiveness of advertising tax collection on the PAD of Malang City from 2018 to 2024. A descriptive quantitative approach was used, with secondary data from the Regional Revenue Agency (Bapenda) of Malang City and the Malang City APBD realization reports for the 2018-2024 period as the basis for analysis. Effectiveness was measured by comparing the realization of advertising tax revenue with the target set using the formula: Effectiveness = (Realization of Advertising Tax Revenue / Advertising Tax Revenue Target) x 100%. The analysis results show fluctuations in effectiveness, with 2018 and 2019 showing “highly effective” effectiveness (105.01% and 126.16%) because the realization exceeded the target. However, in 2020, 2021, 2022, 2023, and 2024, effectiveness declined to “less effective” (68.89%, 72.62%, 78.57%, 73.19%, and 82.11%, respectively), mainly due to the COVID-19 pandemic, which had a significant impact on economic activity and revenue targets. Despite a positive post-COVID-19 trend, the level of effectiveness has not returned to the “highly effective” level seen before the pandemic. This study is expected to serve as a reference for the Malang City Revenue Agency in evaluating performance and formulating better fiscal policies in the future.

Abstract

This study explores how strengthening the supervisory function in the context of bureaucratic reform impacts the effectiveness of environmental management in the Coastal Zone of Rembang Regency. Fundamental challenges in coastal areas, such as massive abrasion, pollution due to waste, and spatial conflicts, require a comprehensive supervision effort. This research used a qualitative approach with a case study method. Data were collected through observation, forum group discussion (FGD), and in-depth interviews. The data were analyzed using Cresswell's and Vos Viewer tools to see the research trend. The results showed that supervision efforts in solving environmental pollution problems in the coastal areas of Rembang Regency require the involvement of multi-actor roles and cooperation. This is due to the limited resources and authority possessed by the local government. In addition, community involvement is also a vital entity that ensures the sustainability of development.

Abstract

This research analyzes the symbolic power of blater figures in political communication strategies during the 2024 Bangkalan Regional Head Election, particularly examining how informal actors mobilize electoral support despite minimal institutional backing. This qualitative case study employed in-depth interviews with four key informants (blater figures, village heads, political observers, and community members) alongside participatory observation of informal social spaces. Data were analyzed using Miles and Huberman's interactive model with triangulation for validity. Blater's symbolic power is constructed through the accumulation of social capital (extensive cross-class networks), cultural capital (mastery of ajhâgâ and tengka values), and economic capital (selfless generosity), which are converted into symbolic capital. Their political communication operates implicitly through informal spaces (sandur, to'otok) with simple messages like "tang oreng" that are effective due to long-term moral legitimacy. Candidate pair number 2, supported by only three non-parliamentary parties, obtained 39.8% of votes, approaching the 60.2% of pair number 1 supported by 12 major parties. limitations/implications: This study is limited to Bangkalan District, which may affect generalizability. Future research could examine comparative dynamics in other Madurese or Indonesian regions with similar honor cultures. Political parties should engage informal community leaders to enhance trust and voter mobilization. Campaign strategies should integrate local values rather than relying solely on formal institutional structures. This research contributes to Bourdieu's symbolic power theory by demonstrating its application in non-Western honor cultures, revealing that moral legitimacy can be more efficient than formal party structures in electoral mobilization.

Abstract

The rapid development of digital technology has encouraged the culinary industry including cafés to adopt automation systems for ordering, payment, and operational management. However, evidence regarding the effectiveness of automation, particularly in small and medium-sized enterprises, remains mixed. This study aims to analyze the impact of automation on operations and customer experience at Café Kopitani in Dau, Malang. A qualitative case study approach was employed, with data collected through in-depth interviews with the owner, manager, employees, and customers, as well as direct observations of service workflows before and after automation. The findings reveal several positive impacts of automation, including improved operational efficiency, faster ordering and payment processes, fewer recording errors, and enhanced data-driven decision-making. Nonetheless, the study also identifies several drawbacks, such as the loss of warmth in social interactions, reduced service flexibility, diminished local cultural nuances, limited adaptability in daily menu adjustments, and fewer employment opportunities for local residents. Regular customers also experience emotional effects stemming from the reduced personal interaction that previously served as one of Kopitani’s strengths. Overall, the findings contribute valuable insights into the dynamics of automation in small-scale culinary businesses, particularly those operating in rural areas.
