Abstract

The Pandumaan-Sipituhuta indigenous peoples' social movements and disputes in defending their customary forest rights were impacted by the government's lack of transparency in identifying and determining concession rights, which resulted in a unilateral claim to the community's customary forest. This is the context for the Pandumaan-Sipituhuta indigenous community's social movement, which began in 2009, to achieve recognition and reclaim rights to their customary forest. A qualitative research method with descriptive-qualitative analysis was adopted. According to the study's findings, the community used a variety of techniques in their social movements, including warning letters, confiscation and burning of company equipment, rallies, and road closures. In addition to carrying out their movement actions, the community holds frequent deliberations in which all levels of society are involved to facilitate decision-making in their movement actions. Conflicts and obstacles confronting the community include the government's tardy response, which results in the community taking a long time to attain success. Finally, in February 2022, the community was legally recognized as a customary law community by the Humbang Hasundutan District Regulation Number 3 of 2019, and their rights to their customary forest were restored.

Abstract

Village-Owned Enterprises can capitalize on the agriculture sector's potential for the benefit of rural residents. Thus, the goal of this research is to describe how the economic operations of Village-Owned Enterprises in Tokbesi Village capitalize on the agricultural sector's potential. This study employs the qualitative descriptive research method. The study's goal was to assess the Tokbesi Village-Owned Enterprises program using Dunn's evaluation criteria, which included effectiveness, efficiency, adequacy, alignment, responsiveness, and correctness. In this study, informants and documents served as data sources. Techniques for analyzing data include data reduction, data display, and making conclusions. The research findings indicate that implementing the Village Owned Enterprise program in Sesa Tokbesi has yet to be maximized due to obstacles such as uncontrolled financial management, transportation facilities to facilitate business units, and miscommunication between administrators. The program's implementation could have helped alleviate poverty and raise Village's Original Income. Still needing to be capable of developing every business unit, particularly in the agriculture sector. Village governments can provide funding opportunities to local food and agriculture entities. The Village Government might create educational institutes and personnel resource training to increase its administrative capacities and skills. Future research is needed to observe village governments plan programs to fulfill the aims of expanding the agricultural industry and boosting the welfare of rural populations.

Abstract

Development of Punden Rejo rice field ecotourism as a reflection of the awareness and participation of peasents communities in improving the village economy. The spirit in it emphasizes efforts to reduce unemployment problems and increase the empowerment and creativity of local youth who have so far been less involved in village development. The research method uses a qualitative descriptive approach. Research activities consist of: collecting, processing, categorizing, analyzing and presenting data objectively or in accordance with the reality in the field to know and understand sequentially the factors inhibiting the development of Punden Rejo rice field ecotourism and the empowerment efforts made to overcome this . BUMDes and Pokdarwis institutions as ecotourism managers have not fully synergized with peasents communities. These two institutions do not yet have institutional recognition from the local community. For this reason, efforts to raise public awareness are needed which involve community participation so that they are actively involved in supporting and participating in various programs in community empowerment efforts.

Abstract

This article discusses the agrarian problems that occurred in Medan ahead of the 1955 General Election. The agrarian problem stems from Dutch plantation activities in East Sumatra which required a lot of vacant land to become an industrial center, including Medan being a victim. In its development, many people were deliberately brought in to fill this area. During the Japanese occupation, the plantation lands were replaced for logistical needs by people from outside Medan who were organized by the Japanese to occupy the lands. The succession of power occurred again, the occupied lands then became a source of problems and gave birth to conflicts between stakeholders. This situation is then used as material by political parties that will contest the General Election by supporting one of the parties. This article is only limited to agrarian issues ahead of the 1955 Election in Medan City. Of course, it is very possible that there are similar articles that discuss the development of agrarian issues in subsequent elections, both in Medan City, and Indonesia in general.

Abstract

As an agricultural nation, Indonesia has a paradoxical situation where its peasants have never been a dominant political force. This condition can be seen from the lack of regulations in favor of peasants, the rampant criminalization of peasants in land conflicts, to the absence of peasant-based movements and political parties. This article explains the position of peasants in the constellation of power and the trajectory of capitalism in Indonesia. The article concludes that peasants have always been in a marginal political position at various periods, starting from the feudal era to the era of capitalism introduced by the Dutch colonial government. This position continued in the era of independent Indonesia where peasants remained on the periphery of Indonesian politics which was dominated by the bureaucracy and military during the New Order and oligarchy during the Reformation era.

Abstract

The theory of social entrepreneurship is used in analyzing and looking at the phenomena that occur in the development pattern of gudang garam village. Can be seen in four aspects of social entrepreneurship. The first social value, with social benefits, is donating the profits obtained for the benefit of the community. The social mission continues to try and strive to get clean water, and social entrepreneurship opportunities are used as development assets, and there are purchases for clean water users. Second, the civil society originated from the village government's initiative to form BUMDES to increase and develop BUMDES businesses. Community participation by cooperation and self-help in damages, social media used to promote businesses, namely the youtube and Facebook websites. The three innovations, namely adding value to the village government, continue to advance their water management potential and open jobs to make the product superior. Finally, economic activity is engaged in entrepreneurial activities facilitating the community and continuing to be creative in developing its business product; the distribution of businesses profits that are owned is very promising in the long term and makes the community prosperous.

Abstract

This research investigated how community interventions are implemented by the Food Security Agency through the Sustainable Food Yard Program for the Dahlia Sakato Women Farmer Group. This study describes the implementation of Community interventions in 12 variables using a qualitative approach.  Based on the results of the research and analysis performed to examine the community intervention model, it is possible to infer that this program is a type of intervention with the Capacity Development with Substantial Planning / Policy model. This is based on a program practice strategy that develops competencies through pre-planned actions. This study also suggests that future studies look at the program's long-term impact as an endeavor to establish food sovereignty.

Abstract

The agrarian conflict in North Sumatra has created persistent problems regarding various issues regarding the distribution of land to third parties without the local community, and the difficulty of the land titling process. One of the areas of agrarian conflict in North Sumatra is Puncak Siosar 2000. Puncak Siosar 2000 is an empty land disputed between the community and the company because the community is not aware of land ownership issues. The research method used is descriptive qualitative with a literature study approach in answering the government's role in resolving agrarian conflicts. The results show that the conflict at Puncak Siosar 2000 has led to physical conflict which has had a detrimental impact on society. Certainty of tenure and activities in conflict areas are the main triggers for land conflicts. Local government efforts to resolve conflicts require a sustainable strategy. Although the efforts made tend to prevent physical conflict and try to find a solution in finding a middle ground. Legal certainty and a persuasive approach strategy can be a solution in conflict resolution.

Abstract

Frankincense commodities play an important role in agricultural commodity production in Humbang Hasudutan. Traditional processing has become a local wisdom that has been practiced for years. However, the threat of eroding customary forests and the lack of marketing are obstacles faced by farmers. The purpose of this research is to find out the communication of government policies in developing frankincense commodities. The method used in this research is descriptive with a qualitative approach. The results show that policy communication is able to encourage the effectiveness of frankincense agricultural development in Humbang. Policies regarding socialization to farmers to understand how the food estate program takes place, encourage community involvement in supporting the development plan. Efforts to create farmer welfare, encourage the strengthening of farmer organizations to be an important need in supporting the development of frankincense commodities. Strengthening the organization is considered capable of overcoming the problem of marketing difficulties of frankincense production from farmers.
