Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

Indo-Pacific has been among the most contested regions in the past decade. After China demonstrated its ambitious goal in reviving maritime silk road with its military and economic presence, United States, India, Japan, and Australia formed a new coalition to counter this strategy. This paper aims to examine the position of Indonesia as a traditional regional maritime power in the context of this changing maritime landscape of the Indo-Pacific region. In doing so, this paper develops the concept of “the three faces of maritime power” which distinguishes maritime power into hard, soft, and normative maritime power. The findings of this paper indicates that Indonesia demonstrates less of its hard and soft power, but it capitalizes on its normative power to demonstrate its presence in the new maritime landscape of the Indo Pacific

Abstract

Energy security concept is contextual and understood in different ways in different context. This paper examines the development of the literatures of energy security. Using chronological method of organization, this paper classifies the literatures into three different periods: 1970-1990, 2000-2010, and post-2010. From this classification, it is found that there is a proliferation of themes in the definition of energy security concept. The concept has expanded from what was initially limited to availability and affordable price, to include themes such as infrastructures, environment, social impacts, efficiency, governance and public policy. This raises a debate as to whether the energy security concept need to be broadened to accomodate the emergence of new challenges or to remain limited in definition so that it would not lose its meaning. This paper then further argues that the definition of energy security should be attached to the definition of security as, “survival in the face of existential threat,” so that security concept itself would be able to retain its focus. Taking a contextual perspective and conceptual variation over time, this paper aims to present a theoretical debate on how energy is understood as a security issue and to serve as a reference for energy policy making.

Abstract

This study examines the relationship between country’s reliance on renewable energy, energy profile, and political economy aspects using dynamic panel data models for a global panel consisting of 43 countries. The time component of our dataset is 1990-2012 inclusive. To make the observation more specific, this study investigates the relationship of a number of sub-samples which are constructed based on the region where the countries belong. In this way, this study ends up with several region samples; namely Western, Asia, Middle East (ME), Africa, Commonwealth of Independent States (CIS), and Latin America. In the empirical part, this study performs a region-based analysis to capture any variations and logical explanation behind them. The results suggest that dependency on oil import, engagement on international environment agreement, economic development, and country size country’s reliance on renewable energy are among the factors that are statistically significant to influence country’s adoption of renewable energy.

Abstract

This article explains the influence of the United States of America to Indonesian counter-terrorism. Two aspects of counter-terrorism are explained: effectiveness and adherence to human rights values. It argues that America’s emphasis on the need to forge security cooperation in responding to terrorism facilitated human rights values to be adopted as justification of counter-terrorism, rather than a balancer to its effectiveness. Indonesia’s cooperation with the U.S in counter-terrorism has facilitated the growth of the restitutive or kinetic measures, but neglects a strengthening of political leadership over institutional development of counter-terrorism. The latter can be judged from the absence of policy-evaluation, strategy document, and joint capacity-development of other agencies responsible for counter-terrorism. In the long run, this paper argues, the lack of political leadership nurtures the tradition impunity to the security apparatuses in the conduct of counter-terrorism.

Abstract

The world has changed speedily in the decade since the end of the Cold War. An old system has disappeared and, even though it is easy to classify what has changed, it is still not yet clear what exactly the new system has taken its place. This changing of the system has given rise to significant questions around how conflict resolution will be able to accommodate all various type and pattern of conflict and able to provide the wide array of methods used to manage and resolve it. This paper will describe two main discussions which later will describe the position of Conflict resolution perspective in order to accommodating the conflict. First part of this paper will prioritize the discussion about changes in international system and the dynamic of conflict. In the second part, discussion will focus on relations between conflict resolution and various type of conflict in the changing world.

Abstract

This paper will seek to demonstrate how the use of Offense-Defense Theory can best explain the Japan’s new defense reform legislation that enables the country to play a more comprehensive global security role commensurate with its capabilities, resources, national interests, and international responsibilities. Through this offense-defense lens, it will be argued that Japan’s new defense reform legislation is a response to the growing dominance of ‘offensive’ behaviour by the neighbouring countries in East Asia. This paper will then elaborate more about the elements that are used in the offense-defense theory to analyze the ‘offense’ dominance that prompts East Asian states behave aggressively and defensively including Japan. Furthermore, this paper will explain why Japan is currently playing the ‘defensive’ role to counter the growing dominance of ‘offense’ in East Asia through the four variables of offense-defense balance; military doctrine and technology, geographical considerations, social and political order, and diplomatic arrangements. Thus, we will see that Japan holds the key to the offense-defense and security balance in the increasingly hostile environment in East Asia.

Abstract

This article describes the role of the refugees' crisis linked with the terrorist attacks of Paris on the European integration. This article is based on the Bartolini's theory to blur the boundaries between the international and internal system with the aim to explain the crisis mechanism of the European integration without being focused on the qualification of the European architecture. This article emphasizes the role of the external pressure on the particular political system of the European Union and their consequences concerning the integration process for the elites and for the European peoples. The refugees' example highlights the automatic integration process despite the lack of loyalty of the peoples to the European elites.

Abstract

Tulisan ini mengkaji perbedaan tiga negara dalam merekrut perempuan untuk berperan di bidang keamanan. Tulisan ini bertujuan untuk menjawab masalah umum dalam studi keamanan: Dimana perempuan? Khususnya, dimana perempuan dalam mendukung pasukan perdamaian Perserikatan Bangsa-Bangsa (PBB)? Walau jumlahnya setengah dari populasi dunia, namun kurang dari lima puluh persen perempuan berkerja di sektor swasta, lebih sedikit yang bekerja di sektor publik, dan sangat kurang yang berkutat di sektor keamanan. Jika keamanan benar-benar inklusif, maka perlu ada penelitian untuk menetapkan alasan di balik tidak hadirnya perempuan, dan untuk mencari alasan dibalik ketidakhadiran mereka. Dengan demikian, artikel ini berusaha untuk mengeksplorasi kontribusi beberapa negara anggota PBB dalam operasi perdamaian PBB, yaitu Indonesia, India dan Filipina. Artikel ini berfokus pada partisipasi perempuan dalam penjagaan perdamaian karena PBB saat ini sedang berusaha untuk meningkatkan jumlah perempuan dalam misi-nya. Studi kasus beberapa negara Asia ini untuk mengkaji bagaimana negara memposisikan perempuan sebagai aktor keamanan, apakah berada di tingkat yang sama dengan rekan-rekan pria mereka, atau apakah negara masih memposisikan mereka sebagai pihak yang selalu membutuhkan perlindungan.

Abstract

Setelah kegagalan di Copenhagen, Denmark pada Conference of the Parties (COP) ke-15 UNFCCC tahun 2009 yang hanya menghasilkan dokumen yang tidak mengikat secara hukum (non legally binding) yaitu Copenhagen Accord, banyak negara serta pihak lainnya merasa pesimis mengenai kepastian masa depan perundingan rezim perubahan iklim. Periode Komitmen ke-II Protokol Kyoto 1997 yang sudah akan berakhir di tahun 2018, membutuhkan kepastian untuk keberlanjutannya. Sementara itu Russia, Jepang dan Kanada sudah menegaskan untuk tidak berpartisipasi dalam Periode Komitemen ke-II. Namun suramnya perundingan rezim perubahan iklim tidak berlangsung lama. Periode Komitmen ke-II Protokol Kyoto 1997 diperpanjang hingga 2020. Sementara itu pengganti protokol ini sudah diadopsi pada COP ke-21 UNFCCC tahun 2015 di Paris, Perancis melalui Paris Agreement 2015 yang akan ditandatangi mulai tahun 2016 hingga 2017. Kini masa depan perundingan perubahan iklim menjadi jelas arahnya dengan dipersiapkannya modalitas, prosedur serta aturan lainnya oleh Ad Hoc Working Group on Paris Agreement (APA) yang akan dioperasionalkan dari tahun 2020 hingga 2030. Dalam menghadapi tahun 2020, diperlukan kesiapan negara-negara anggota UNFCCC dan pihak lainnya termasuk ASEAN. Perubahan keorganisasian ASEAN saat ini diharapkan akan menjadikan peluang untuk lebih berperan aktif dalam menentukan arah masa depan perundingan rezim perubahan iklim di masa mendatang.

Abstract

Bandung merupakan salah satu kota yang telah menerapkan konsep smart city untuk menghadapi berbagai permasalahan kota. Sayangnya, konsep ini masih terkendala pada ketersediaan dana dan teknologi. Oleh karena itu, Ridwan Kamil sebagai kepala pemerintahan kota Bandung melakukan kegiatan paradiplomasi untuk mempromosikan Smart Kota Bandung. Salah satunya, melalui program 'Mercusuar' Asia Afrika Cerdas Kota Summit (AASCS). Kegitan Asia Afrika Cerdas Kota Summit (AASCS) ini dihadiri oleh 26 walikota di seluruh Asia dan Afrika, dan delegasi dari 39 negara dan mengeluarkan kesepakatan Bandung Declaration on Smart Cities. Dalam penelitian ini, penulis akan menilai manfaat dan AASCS peran dalam kegiatan paradiplomasi Bandung menggunakan teori paradiplomasi yang dipopulerkan oleh Ivo Duchacek (1990), dan membandingkannya dengan prestasi kota lain, seperti Amsterdam dan Bogota. Hasil penelitian ini menunjukkan bahwa konferensi internasional seperti AASCS mampu meningkatkan secara signifikan popularitas kota, serta kesempatan untuk mengadakan kerjasama lebih lanjut.
