Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This article tries to explain several challenges that must be faced by European Union (EU) about its decision to enlarge its membership by admitting eight Central and Eastern European Countries (CEECs) on May 1st, 2004. This is not an easy decision, because the eight new members from CEECs are still going through a transformation period. An interesting question derived from this phenomena is whether the entry of eight CEECs into the EU will increase EU's level of integration into federalism or, on will the contrary, add many new problems for the integration process. Overall, there are three challenges facing the European Union in its sixth enlargement process by admitting eight CEECs. The first challenge is the alleged negative motivation of the new members; second, the problem of decision making process inside EU institutions; and thirdly, financial burden caused by the funding of transformation processes in the eight CEECs. Altogether, these challenges will lead EU into intergovernmentalism and not federalism, which might be the prominent desire of EU's founding fathers.

Abstract

Among other industrialized countries, Japan represents a unique case for examination of the critical linkages of energy-environment-security. Since 1980 it has broadened the concept of its national security to include non-military issues, which stresses energy security at the point. The 1970s oil crisis altered the country’s approach to energy security so that dependence on imports would not adversely affect its economic growth. Since the mid 1980s, however, when global environmental issues turned into an international political agenda, Japan's quest for energy security seems to have met another challenge. This paper assumes that Japan’s institutional framework rely on the pragmatic roles of economies, politics and technology rather than ideology, providing a sound foundation for flexibility in producing policies that address the intricate problems of energy-environmental security.

Abstract

In The Long Emergency, James Howard Kunstler brings up tremendous arguments on what and how the civilization of mankind will face in the future if it still persists to continue to rely on the rapidly diminishing supply of fossil fuel. In his stance, the writer explains that energy problem is something more than meets the eye; it has greater impact upon the world in a way so common—yet unimaginable, beyond the old and traditional comprehension. In his multi-dimensional scope, Kunstler will take the readers off for a journey in exploring how terrible can the future of oil consuming-mankind be.

Abstract

This article tries to examine the relation between Cyberspace and Civil Society, especially in the post modem era. The writer believes that there is contestation amongst civil society, government, and private sector in order to dominate the public sphere. By using its apparatus, state is dominantly dominating public sphere in every day life. By using high technology and huge amount capital, private sector is successful in dominating public sphere especially in form of mass media. Private sector is much more profitable because by using mass media such television, private sector can dominate not only public sphere but also private sphere of society. Thus, where is civil society? Due to the lack of capital, civil society is being marginalized from public sphere. Even the number of NGO that is representing civil society is always increasing, in fact, the civic engagement is decreasing. Entering the post modem era which is signed by the rise of cyberspace, the condition is turn 180 degree. Cyberspace gives civil society the space to exist in public sphere. In one hand, cyberspace gives us space without any control and domination where all people free to express their self. In the other hand, it gives us an anarchist space that can not be controlled.

Abstract

When studying foreign policy, most students of international relations employ decision making theory to explain the origin of states policy. They often believe that it can account for appropriately and make simple analysis regarding why certain strategies taken by state. As a result, the decision making theory has been dominated foreign policy research, even associated with foreign policy itself. As an analytical tool, decision making theory stressed solely on domestic factors (unit level explanation) and seems likely overlooked systemic factors as independent variable. This article will introduces neoclassical realism as an alternative theory of foreign policy. This article will shows that neoclassical realism fills the gap between structural approach and unit level approach. In doing so, adherents of neoclassical realism school of thought incorporated structural constraint as single independent variable and domestic factors as intervening variable. The aim of this article is to abandon from 'domestification' in decision making theory focus of analysis by introducing contemporary realist theory of state action.

Abstract

This article examines that internet social media have influenced the Egypt Revolution from the authoritarian government to the democratic transition. There are two theories: Cyber-Optimist that argues internet social media is significant in changing a rezim and Cyber-Realist that believes internet is a status quo regime's arsenal in controlling their citizen. Based on cyber-optimist argument, this article believes that internet social media is not supporting the authoritarian government of Husni Mubarak in Egypt, but as the citizen's arsenal to change the authoritarian government of Husni Mubarak.

Abstract

The Justice and Development Party’s (Adalet ve Kalkınma Partisi/AKP) activities in bridging Islam and nationalism marks a historic milestone in Turkey’s democracy. Throughout its two decades-long leadership, AKP, under Recep Tayyip Erdoğan’s leadership, demonstrated that nationalism and Islam do not clash with Turkey’s stance on secularism. Such understanding provides AKP with a strategic leverage, both at the domestic and international level, especially within the Muslim world. Reflecting upon Rustow’s democratic transition model and Ibn Khaldun’s classic conceptualisation on ashabiyyah, this article attempts to comprehend how Turkish nationalism is formulated within its relations with Islam as AKP’s political roots. Aside from consolidating its political power at the domestic level, this article suggests that the Islam and democracy synthesis provides an opportunity for Turkey to strengthen its political image and position in the region. In a much broader context, this article attempts to contribute to academic discussions on the relationship between religion and states which undergo the process of democratisation.
