Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This article tries to analyze Indonesia's foreign policy at the early 2Ist century, especially during the period of post 9/11 terrorist attack. Since then, the international dynamics focuses more on countries in which Moslem society become the majority, mostly caused by the spread of inter-subjective discourse on the idea of war against terrorism promoted by the government of the United States of America. America then pays more attention on those countries, because they are suspected to be the 'source' of contemporary terrorist movements. Indonesia then, as an Islamic-majority country tries to build bridge between the western countries and Islamic countries. The Indonesian government attempt to construct the image that Islam can also stand in line with democracy. For that reason, Department of Foreign Affairs of the Republic of Indonesia (DEPLU RI) builds the identity of Indonesian foreign policy as a 'Moderate-Islamic country'. However, on the reality, Indonesian foreign policy's new identity hasn't worked well, because Islam in Indonesia never comes up as the mainstream of Indonesian politics. Abstract

The dynamics of conflict in Syria has influenced the energy security in the region. United States and Europe both have strategic interests on Syrian for securing the flow of oil and gas from the Middle East to Europe and preserving peace and harmony in the region. This article contends that Syria plays a strategic role in maintaining the stability of oil production from the Middle East. Even though the production of oil in Syria declined drastically from 400,000 barrell per day to 25,000 barrell per day, but most of those products are at the hand of opposition, including the jihadist of ISIS, in the Northern and Southern area of Syria. In addition, the presence of foreign fighters in Syrian civil war have fueled the conflict and affected the stability of the region. Syria needs at least 30 years to recover from current conflict and it needs oil productions as the vital factor. This article is based on interviews conducted in 2012 to 2013 in Jakarta and analysis of documents.

Abstract

The overlap between intelligence and diplomacy is one of the lost dimension of strategic intelligence and international relations studies, despite being crucial to understanding the politics among states. Departing from these considerations, this paper discusses the relationship between intelligence and diplomacy in the areas of how one affects another in a wider scope related to the states' efforts to meet their national interests. This paper also discusses how the activities of intelligence organizations complements and complicates diplomatic practice, and vice versa. From the discussions, this article concludes that there is a crucial overlap between intelligence and diplomacy in political relations among states, and there is a tendency that intelligence activities complicate the practices of diplomacy. Therefore, the relations between intelligence and international diplomacy requires more frequent and serious assessment.

Abstract

This article attempts to explore the explanative factor behind the ineffective Indonesian security sector reform. In general, Indonesian military reform can be divided into several aspects: normative regulative framework), substantive (military doctrine), structural (military organization) and defense economics. This article applies Horowitz’s framework of military diffusion, which mainly sees financial intensity and organizational capital as the principal factors in explaining military innovation adaptability in international systems. At the end of this article, I conclude that both aspects have proven to be the main factors behind Indonesian ineffective defense transformation.

Abstract

Is ASEM simply an exercise in summitry, or is it an exercise in region building? Is ASEM a forum for diplomatic niceties, or is it an institution for regime creation? ASEM is more than a summit. It is also more than just a process. Though it is far from developing into a formal organization, it has acquired a certain structure. This article explains three theoretical frameworks that can be used to discuss ASEM and provides three scenarios for ASEM’s future as viewed by the realists, the liberal-institutionalists and the social constructivists. For the realists, ASEM is seen primarily as a result of changes in the distribution of power and the interest calculations of key actors in the ASEM process. Liberal-institutionalists, on the other hand, are inclined to see ASEM as part of the rising trend of regionalism and the increasing reliance on inter-regional forums to cope with the challenges of globalization. Finally, some scholars argued that the East Asia used ASEM as an instrument of regional integration or building a regional identity. This social-constructivist approach emphasizes the process of identity-formation through inter-regional interaction. It also offers a reflection on the possible developments of ASEM, taking into account the nature of current concerns and the future uncertainties surrounding it. ASEM is very much a work in progress. Its future is not yet certain, and its development will certainly be influenced by clusters of factors.

Abstract

- Nowadays environmental issue has been a main topic in international affairs. Hundreds of international environmenta! agreement has been born in the last three decades, which reflects state-actors' choice through its foreign-policy that is to cooperate in the complex dynamics of environmental issue. International cooperation process itself actually is a complex political bargaining, as it tries to harmonize varied interests. Therefore, diplomacy has been an important policy instrument in order to bridge those varied interests. The question is how to define diplomacy practice in multilateral level that involves a complex political process along with multi actors, characters, and interests? This article boards from preposition that a representative diplomats, instead of defines the essence of environmental issue in the foreign-policy context as global politic dynamics, must also have the understanding about the essence of diplomacy and the court's procedures in multilateral conference in order to focus to its goals.
