Abstract

High-quality healthcare depends not only on clinical competence but also on nurses’ willingness to engage in behaviors that exceed formal job expectations, known as organizational citizenship behavior (OCB). This study examines how transformational leadership influences nurses’ OCB through the mediating roles of organizational culture and organizational commitment at RSUD Inche Abdoel Moeis Samarinda, a regional public hospital in East Kalimantan, Indonesia. Using a quantitative approach with a cross-sectional survey of 155 nurses, data were analyzed through Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results show that transformational leadership significantly strengthens organizational culture and commitment, both of which positively affect nurses’ OCB. Organizational culture enhances teamwork, trust, and initiative, while organizational commitment fosters loyalty and responsibility. Moreover, the indirect effects indicate that transformational leadership influences OCB primarily through culture and commitment, suggesting a dual mediation mechanism. These findings expand the theoretical understanding of leadership-driven behavioral outcomes and highlight the importance of cultivating supportive cultural values and emotional bonds within public healthcare institutions. Practically, hospital leaders should reinforce transformational leadership practices, participatory communication, and fair recognition systems to build stronger organizational culture and commitment, thereby promoting proactive, patient-centered behavior among nursing staff.

Abstract

The implementation of e-government has encouraged government institutions to adopt digital innovations in order to improve the quality of public services, including population administration services. One of these innovations is the Digital Population Identity (IKD) application, which is intended to facilitate citizens in accessing identity-based administrative services more efficiently, practically, and securely.. This study aims to examine the level of public awareness and digital literacy regarding the use of the Digital Population Identity (IKD) application, assess public interest and trust in the use of this application compared to physical documents, and examine the extent to which service officials provide adequate guidance during the activation and use of the IKD application. This research employed a qualitative descriptive method. Data were collected through observation, interviews, documentation, and literature review at the Cirebon Regency Office of Population and Civil Registration. The findings show that the IKD application has generally been implemented effectively and has supported the improvement of population administration services. However, its implementation has not yet been fully optimized due to several obstacles, such as limited digital literacy, low public trust in digital identity, inadequate outreach, limited human resources, and the fact that not all institutions have fully recognized digital identity as a substitute for physical documents. Therefore, stronger socialization, improved service assistance, and broader institutional support are necessary to optimize the implementation of IKD and strengthen digital population administration services

Abstract

The increasing number of elderly people in Indonesia presents significant challenges in ensuring their social and economic well-being, particularly for those who are economically vulnerable and have limited access to basic services. To address this issue, the government implemented the Family Hope Program as a social assistance initiative aimed at improving the quality of life of disadvantaged groups, including the elderly. This reserch aims to understand the effectiveness of monitoring the implementation of the Family Hope Program (PKH) in improving the well-being of the elderly in Tanjungsari Village, Karangampe Subdistrict, Indramayu Regency, as well as to identify the factors influencing the program’s success and the implementation challenges faced by the elderly. The research methodology involves a qualitative approach with a descriptive design, encompassing observation, data collection, data analysis, and conclusion analysis. The results of this study indicate that monitoring of the Family Hope Program (PKH) has been carried out with the support of the village government, which has had a positive impact on the well-being of the elderly, particularly regarding the fulfillment of economic needs. However, in its implementation, the program has not been fully successful due to a lack of understanding of the program and inaccuracies in data analysis. Additionally, physical constraints have hindered efforts to maintain health. Overall, the Family Hope Program (PKH) for the elderly in Tanjungsari Village is quite effective and capable of bringing about significant changes, but improvements are still needed in the areas of outreach, data collection, and health services to enhance its implementation

Abstract

Social media has become a digital public sphere that plays a significant role in shaping public opinion and social sanctions against public figures. One emerging phenomenon is "Cancel Culture," which refers to the collective action of the public to withdraw support from individuals perceived to have committed wrongdoing. In the film industry, an actor's behavior on social media can significantly impact how the public perceives the films in which they star. This research aims to analyze the relationship between actors' behavior on social media, the emergence of the "Cancel Culture" phenomenon, and public reception of the Indonesian version of the film "A Business Proposal". This reserch employs a descriptive qualitative approach using data collection techniques such as social media observation, in-depth interviews, and documentation. This research employs Stuart Hall's Reception Theory to identify the audience's interpretive positions (dominant, negotiation, and opposition) and to understand Cancel Culture as a mechanism of social sanction in the digital space. The results indicate that audiences actively construct meaning regarding actors' behaviors, leading to varied receptions including acceptance, negotiation, and rejection toward Cancel Culture practices. These findings confirm that social media functions not only as a communication medium but also as an arena for shaping public opinion and exercising social control within the film industry.

Abstract

This study examines the effectiveness of public service delivery in issuing Certificates of Residence at the Benda Village Office, Karangampel Subdistrict, Indramayu Regency. Public service effectiveness is crucial in ensuring administrative efficiency, community satisfaction, and good governance at the village level. The objective of this research is to analyze the level of service effectiveness and identify supporting and inhibiting factors in the issuance process. This study employed a qualitative approach with a case study design. Data were collected through observations, in-depth interviews, documentation, and literature review, involving village officials and community members as informants selected through purposive sampling. The analysis is based on Agus Dwiyanto’s framework of public service effectiveness, which includes productivity, service quality, responsiveness, responsibility, and accountability. The findings indicate that overall service effectiveness is categorized as fairly good. Service quality, responsiveness, and responsibility have been implemented effectively, reflected in accurate documentation, responsive communication, and adherence to procedures. However, productivity and accountability still face challenges, particularly due to limited internal coordination and the absence of formal feedback mechanisms. These constraints lead to occasional service delays and limited public participation in evaluation processes. In conclusion, while the service for issuing Certificates of Residence at the Benda Village Office is generally effective, continuous improvements are needed, especially in strengthening coordination and enhancing transparency and community involvement to achieve optimal public service delivery

Abstract

The Cirebon Regency Manpower Office issued a public service innovation in the form of an  Employment Information System website which is an effort to support the implementation of e-government and improve the quality of employment services. However, in its implementation, there are still obstacles such as delays in updating information, limited human resources, and low utilization rates. This study aims to assess the extent of the effectiveness of the employment information system website and identify the inhibiting factors and efforts that occur in the implementation of  the website. The method used was a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. Using the analysis of the theory of the effectiveness of the Campbell J.P. program, namely the success of the program, the success of the targets, satisfaction with the program, the level of input and output, and the achievement of overall goals. The results of the research  on the Employment Information System Website at the Manpower Office are quite effective in supporting public services, but there are those that are less effective in updating information, community utilization and human resources of website managers. Therefore, there is a need for a consistent improvement in information updates, strengthening website management, and developing interactive features so that the effectiveness of digital-based employment services can be continuously improved.

Abstract

The advancement of information technology has transformed public service delivery, particularly through the implementation of e-government systems aimed at improving transparency, accountability, and efficiency. One such innovation in Indonesia is the SP4N-LAPOR application, which serves as a national platform for managing public complaints. However, its effectiveness at the local government level remains a critical issue. This study aims to analyze the effectiveness of the SP4N-LAPOR application in managing public complaints at the Cirebon Regency Communication and Information Office. This research employed a descriptive qualitative method, utilizing in-depth interviews, observations, and documentation as data collection techniques. Informants include application operators, community members, and IT experts, selected through purposive and accidental sampling. Data analysis follows stages of data reduction, data presentation, and conclusion drawing, with validity ensured through triangulation techniques. The findings reveal that while SP4N-LAPOR has functioned as an integrated complaint management system, its effectiveness is not yet optimal. Challenges include limited public awareness, weak inter-agency coordination, low digital literacy, and technical issues such as system errors. Based on the dimensions of organizational effectiveness goal achievement, integration, and adaptation the system has not fully met its intended objectives. In conclusion, improving effectiveness requires strengthening socialization, enhancing coordination among agencies, and upgrading technical infrastructure to support more responsive and inclusive public services.

Abstract

This study examines the implementation of the Dutch colonial taxation system (belasting) in Gorontalo, Indonesia, from 1856 to 1942 and its socio-economic and political consequences for indigenous communities. Colonial taxation functioned not only as a fiscal mechanism but also as an instrument of political domination that reshaped agrarian relations, social hierarchies, and local governance. The study aims to analyze the structure of colonial taxation, the role of local elites in tax administration, and the forms of indigenous resistance that emerged in response to colonial fiscal policies. Using a historical research method, the study applies four stages of historical inquiry: heuristics, source criticism, interpretation, and historiography. Primary data were collected from colonial archives, including Koloniaal Verslag, Memorie van Overgave, and Politiek Verslag, supported by secondary literature on colonial governance and resistance movements. The findings reveal that the belasting system intensified economic dependency through land taxes, poll taxes, maritime levies, and corvée labor obligations. Indigenous elites played ambivalent roles, serving both as colonial collaborators and as occasional supporters of local resistance. Colonial taxation accelerated land dispossession, social stratification, and market dependency among indigenous communities. Resistance emerged in both passive and overt forms, including tax evasion, migration, protests, and attacks on colonial administrative facilities. The study concludes that belasting in Gorontalo served as a central mechanism of colonial control while simultaneously provoking indigenous resilience and resistance, contributing significantly to the historiography of colonialism in the non-Javanese peripheries of the Dutch East Indies.

Abstract

The automotive manufacturing industry faces increasing challenges in maintaining product quality, operational efficiency, and compliance between Standard Operating Procedures (SOPs) and actual practices in the production process. Inconsistent implementation of operational standards often leads to defects, rework, process instability, and reduced quality performance. This study aims to analyze the effect of Genba Walk Improvement on SOP-Actual Alignment and Quality Performance in automotive manufacturing companies. The research employed a quantitative approach using survey methods involving 150 respondents consisting of analysts, engineers, section heads, and department heads working in multinational motorcycle manufacturing companies. Data were collected through observations, interviews, literature studies, and online questionnaires. The analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS) supported by SPSS and SmartPLS 3.0 software. The variables examined included Genba Walk Standardization, Genba Walk Execution, Genba Walk Evaluation, SOP-Actual Alignment, and Quality Performance. The results revealed that all variables had positive and significant relationships. Structured and consistent Genba Walk practices were proven to strengthen SOP compliance, reduce process deviations, minimize defects and rework, and improve production stability and customer satisfaction. The study concludes that Genba Walk functions not only as a field observation activity but also as an effective Lean management and quality control mechanism that supports continuous improvement and sustainable operational excellence in manufacturing industries.

Abstract

Financial performance serves as a measure of a company's success in carrying out its operational activities. Company performance does not always follow a positive trend; there are phases where performance shows a declining trajectory, as observed at PT XYZ in Lampung. This study aims to analyze the temporal interaction of downtime and stagnation variables on production losses and the company's financial performance. This study is categorized as quantitative research, using secondary data collected through a time-series census technique for the period 2021–2025, resulting in a total of 60 observations. Data analysis was performed using the Autoregressive Integrated Moving Average (ARIMA), Vector Autoregression (VAR), and Vector Error Correction Model (VECM) methods with the aid of EViews version 12. The ARIMA forecasting results for 2026 show a constant (flat) pattern, in which all variables remain unchanged each month. Downtime is estimated to remain at 17.59 hours, stagnation at 24.90 hours, production loss at Rp1,779.88 million, and financial performance at Rp2,435.49 million throughout the year. The VAR estimation results indicate that the downtime factor does not have a significant impact on production losses and financial performance in the short term; meanwhile, the stagnation factor in the short term can affect financial performance but does not have a significant impact on production losses. The VECM estimation results indicate that neither the downtime nor the stagnation factor has a significant impact on production losses and financial performance in the short term; however, downtime can impact both production losses and financial performance over the long term.
