Abstract

This research analyzes the implementation of the Indonesian Minister of Defense's policy on improving the facilities and infrastructure of the Indonesian Air Force, using a case study at the Air Force Materiel Maintenance Command (Koharmatau). As a technical unit that carries out the maintenance function of defense equipment, Koharmatau is in the process of transforming into a digital-based work system through the implementation of the Smart Building concept. The study uses a qualitative approach with a case study method, combining in-depth interviews with key informants, participant observation, and analysis of policy documents and internal unit reports. Data collection was conducted in the Koharmatau environment, Bandung, with a focus on aspects of physical infrastructure, energy management systems, and organizational dynamics. The results show that the policy implementation is running adaptively and gradually through an adaptive incrementalism approach, with initial achievements in the form of a 12% reduction in energy consumption and the implementation of a Building Automation System in priority facilities. However, successful implementation still faces structural obstacles in the form of procurement bureaucracy, limitations of old infrastructure, competency gaps between generations of personnel, and suboptimal coordination between agencies. This research concludes that the effectiveness of the infrastructure modernization policy is highly dependent on the ability to create synergy between technology, human resources, and a holistic transformation of organizational culture.

Abstract

Gen Z is a generation that is highly tech-savvy but prone to anxiety due to a quarter-life crisis. Previous research has not specifically examined Gen Z experiencing a quarter-life crisis or the relationship between song lyrics and positive affirmations based on stress-coping theory and positive psychology. This study, Reflections On The Song “Ya Sudahlah” By Bondan Prakoso & Fade2Black As A Positive Affirmation For Generation Z Listeners, was conducted to analyze the song “Ya Sudahlah” as a form of positive affirmation and to identify the nature of positive affirmations among Gen Z. The study employed a qualitative approach using descriptive phenomenology, involving interviews, song analysis, documentation, and a literature review of books and journals. Data validity was ensured through source triangulation. The results of the study indicate that the song “Ya Sudahlah” provides a new perspective for all informants in viewing life. Informants became more accepting and viewed failure as an integral part of life that cannot simply be discarded. This song also enables informants to think more clearly when solving problems. Additionally, informants are better able to control their emotions, focus on what they can do, and learn from difficult experiences. Overall, this song provides positive affirmation in the form of motivation, validation, and a reminder that they are not alone in facing problems.

Abstract

This study aimed to examine the effects of organizational commitment and motivation on employee job satisfaction in the Infrastructure Division of PT X in the Jakarta Region. Job satisfaction is an important factor in improving productivity and achieving organizational success, while low job satisfaction can lead to decreased work morale, increased absenteeism, and reduced employee loyalty. This study employed a quantitative approach with descriptive and explanatory research designs. The population consisted of 80 employees in the Infrastructure Division of PT X in the Jakarta Region, and all employees were included as the research sample using a saturated sampling technique. Data were collected through questionnaires and analyzed using validity tests, reliability tests, classical assumption tests, multiple linear regression analysis, t-tests, F-tests, and the coefficient of determination using SPSS software. The results showed that organizational commitment had a positive and significant effect on employee job satisfaction. Motivation also had a positive and significant effect on employee job satisfaction. Furthermore, organizational commitment and motivation simultaneously had a significant effect on employee job satisfaction. The coefficient of determination indicated that organizational commitment and motivation explained 53.3% of the variance in employee job satisfaction, while the remaining percentage was influenced by other variables outside the scope of this study. Therefore, companies are advised to strengthen organizational commitment through employee engagement, effective communication, and organizational culture development, while enhancing work motivation through recognition programs, career development opportunities, and a supportive work environment to continuously improve employee job satisfaction.

Abstract

This study aims to examine and reconstruct the minimum wage system in Indonesia to realize justice and worker welfare. The method used is normative juridical research with statutory and conceptual approaches, through an analysis of Law Number 13 of 2003 concerning Manpower, as amended by Law Number 6 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation into Law and its implementing regulations. The results of the study show that the minimum wage system has been normatively regulated to ensure a decent livelihood; however, in its implementation, there are still normative disharmony, a paradigm shift toward a macroeconomic approach, and various empirical problems, such as wage disparities between regions, weak supervision, and low worker participation. These conditions create a gap between das Sollen and das Sein, so the objective of legal protection has not been achieved optimally. This study concludes that the reconstruction of the minimum wage system is necessary through strengthening the aspect of decent living needs in the wage formula, increasing worker participation, and reinforcing supervision and law enforcement to create a fair, adaptive, and welfare-oriented wage system

Abstract

The Hajj pilgrimage is a constitutional mandate that positions the state as the active guarantor of citizens’ rights, as stipulated in Article 29 paragraph (2) and Article 28I paragraph (4) of the 1945 Constitution. However, Law Number 8 of 2019 and its amendment through Law Number 14 of 2025 remain inadequate in addressing the complexities of pilgrim protection amid digital governance and cross-border jurisdictional dynamics. This research aims to analyze and reconstruct the state’s legal responsibility for implementing the Hajj pilgrimage in Indonesia in response to digital governance transformation and the complexities of extraterritorial jurisdiction. Considering the regulatory limitations of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimages and its subsequent amendment through Law Number 14 of 2025 concerning Amendments to National Hajj Governance, this study employs a normative juridical method with legislative and conceptual approaches to examine the paradigm shift in state responsibility from an administrative model to rights-based protection encompassing physical, digital, and cross-border aspects. The results show that the digitalization of Hajj services and the integration of global systems have generated new legal implications, particularly regarding the protection of personal data as stipulated in Law Number 27 of 2022 concerning Personal Data Protection, as well as the expansion of state responsibility through the principles of state responsibility, extraterritorial obligation, and due diligence. Therefore, a reconstruction of legal norms is needed to address global challenges by strengthening extraterritorial jurisdiction, protecting digital sovereignty, establishing more effective, transparent, and accountable mechanisms of legal responsibility

Abstract

This study aims to analyze the implementation of the Socrates dialogue model in developing Islamic Religious Education (PAI) learning at SMK Darut Taqwa Purwosari. The Socrates dialogue model is a learning approach that emphasizes a critical, reflective, and in-depth process of questioning and answering to improve students' understanding of the learning material. Prior to this study, the development of PAI learning at this school still faced a gap in the internalisation of values, as varied methods had not been systematically linked to a critical-reasoning process. This research employs a qualitative approach through the Classroom Action Research (CAR) method, conducted in two cycles, each comprising the stages of planning, action, observation, and reflection. Data collection techniques include observation, interviews, and documentation. The results of the study show that the application of the Socrates dialogue model in PAI learning is able to increase student participation, critical thinking skills, confidence in expressing opinions, and a deeper understanding of Islamic values. In addition, this model helps to create an interactive and communicative learning atmosphere between teachers and students. The obstacles faced in its implementation include differences in students' thinking skills, limited study time, and lack of readiness of some students to actively participate in discussions. Therefore, an effective mentoring and classroom management strategy is needed so that the Socrates dialogue model can be optimally applied in PAI learning. This research is expected to be a reference for educators in developing innovative and student-centered learning methods.

Abstract

The application of information technology in managing Civil Servant (Aparatur Sipil Negara or ASN) performance represents a strategic step toward more effective, transparent, and accountable personnel governance. The Kuningan Regency Government, through the Civil Service and Human Resource Development Agency (Badan Kepegawaian dan Pengembangan Sumber Daya Manusia or BKPSDM), developed the Integrated Employee Performance Information System (Sistem Informasi Kinerja Terpadu or SIJAPATI) as a digital platform for ASN performance management and reporting. This study aims to examine the implementation of SIJAPATI in supporting the transformation of personnel governance at BKPSDM Kuningan Regency. Using a qualitative method with a descriptive approach, data were collected through observations, interviews, and documentation involving the Head of BKPSDM, the Division of Performance Evaluation, Welfare, and Civil Service Development, SIJAPATI operators, and ASN users. The analysis applied George C. Edward III’s policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. The results indicate that SIJAPATI implementation is supported by continuous socialization, coordination among implementers, and the utilization of information technology. Supporting factors include clear regulatory frameworks, human resource and technological support, positive user attitudes, and structured operational mechanisms. However, several challenges were identified, including user adaptation processes, technical issues during the initial implementation phase, and varying levels of ASN digital literacy. To address these challenges, BKPSDM provides guidance, consultation services, periodic evaluations, and system improvements tailored to user needs and regulatory developments. Therefore, SIJAPATI contributes transformation of personnel governance by promoting a more integrated, transparent, and performance-oriented management system for ASN

Abstract

This study was motivated by the quality of civil servant resources at the Personnel and Human Resources Development Agency in Cirebon Regency. The purpose of this study was to determine and analyze the impact of improving the competence of civil seravants after the implementation of Corporate University at PHRDA in Cirebon Regency in 2024. The research method used was qualitative with a descriptive analysis approach using Spencer & Spencer's (1993) theory, which focuses on five indicators: (1) Knowledge, (2) Skills, (3) Self-Concept, (4) Traits, and (5) Motives. The results of the study indicate that employee competency through the implementation of Corporate University in PHRDA of Cirebon Regency has produced fairly good results with a gradual increase in the competency of civil servants through changes in the technology-based learning culture produced by CorpU, but still faces a number of challenges in terms of infrastructure. In addition, in its implementation, some PHRDA employees in Cirebon Regency have not fully mastered digital literacy and still need to adjust to adapt to the dynamics of a flexible work environment. The conclusion of this study is that some civil servants in Cirebon Regency have kept up with the technological advances produced by CorpU, and despite obstacles, the PHRDA of Cirebon Regency is striving to provide solutions through Training Program so that CorpU can be implemented optimally within the civil service of Cirebon Regency.

Abstract

This study aimed to examine the effects of oversight of Pengumpulan Uang atau Barang (PUB) policies and institutional compliance on accountability in public donation management. The study employed a mixed-methods approach using an explanatory sequential design that combined quantitative surveys and qualitative in-depth interviews. Quantitative data were collected through questionnaires distributed to 28 PUB organizing institutions licensed by the Ministry of Social Affairs of the Republic of Indonesia, while qualitative data were obtained through interviews with two informants from the Ministry of Social Affairs and two informants from PUB organizing institutions. Data analysis was conducted using linear regression analysis, t-tests, F-tests, and the coefficient of determination, supported by thematic analysis of interview data. The results showed that policy oversight had no partial significant effect on public donation management accountability, whereas institutional compliance had a positive and significant effect. Simultaneously, oversight and compliance had a significant effect on accountability, with a coefficient of determination of 60%. Qualitative findings revealed that limited supervisory resources, the dominance of administrative approaches, and inadequate digital oversight systems were factors affecting the effectiveness of supervision. This study indicated that accountability in public donation management in the era of digital philanthropy was influenced more by the quality of internal organizational governance than by regulatory administrative supervision. These findings highlight the need to strengthen a culture of compliance, implement risk-based supervision, and establish regulatory reforms that are more adaptive to the development of digital philanthropy in Indonesia.
