Abstract

This study aims to analyze the role of work ethics and digital work culture in improving the quality of information technology-based public services in Marga Punduh District, Pesawaran Regency. In the midst of the digital transformation of the public sector, challenges arise not only from technical aspects such as infrastructure and applications, but also from the readiness of human resources, especially in internalizing ethical values ​​and work patterns that are adaptive to technology. This study uses a qualitative descriptive approach with a case study strategy. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed using thematic methods. The results of the study show that although the adoption of digital channels such as SIPDeskel and WhatsApp have been officially implemented, there are no clear internal regulations regarding digital ethics, personal data protection, and online service standards. The digital literacy of the apparatus is still limited and most employees have not received formal training related to the use of information systems. Digital work culture has also not been formed systematically; online collaboration and responsiveness are still individual and not standardized. This study offers novelty in emphasizing the importance of a value approach in the digital transformation of the public sector. Digital work ethics and technology-based work culture are not just complements, but the main foundations for ensuring the success and sustainability of digital public services. Therefore, digital public service reform needs to start from strengthening the values ​​and behavior of the apparatus, so that technology can be utilized optimally, ethically, and oriented towards the interests of the community.

Abstract

This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.

Abstract

Digital transformation has become an increasingly prominent trend in the public sector, particularly within the context of government reform. In Indonesia, while the growth of e-government initiatives reflects a strong commitment to digital development, it has also resulted in the proliferation of tens of thousands of applications across government institutions—many of which are overlapping, redundant, and fragmented. This fragmentation poses significant challenges to organizational performance and the efficiency of public service delivery. A growing public service sector in this digital era is intellectual property services, particularly trademark registration. Despite the increasing demand, trademark services receive the highest volume of negative user feedback. Key issues include a lack of transparency in the application process, prolonged processing times, and insufficient explanation for application rejections, leading to widespread user confusion and dissatisfaction. This study aims to analyze the research trends on digital transformation in the delivery of public services, with a specific focus on intellectual property services. A bibliometric analysis method is employed to map the evolution and scholarly focus on this subject. Findings suggest that Indonesia’s digital transformation remains in the digitization phase—an early stage focused on shifting from analog to digital formats. For digital development to be impactful, it must evolve toward a meaningful digital transformation, which includes three strategic goals: building an inclusive, empowering, and trusted digital ecosystem. Achieving this requires stronger synergy and collaboration among all stakeholders, including government bodies, private sectors, academia, and civil society organizations.

Abstract

Malalayang Beach Walk (MBW) not only offers beach tourism but also provides facilities that can be used by the community to enjoy time with family. The location of MBW which is not far from the center of Manado City is the choice of the community to exercise while enjoying the sunset. This study aims to analyze the collaborative governance process according to the theory of Ansell and Gash (2008), this study uses a qualitative method, Data collection techniques are carried out through observation, interviews and documentation. The results of this study indicate that the development of the Malalayang Beach tourist location which was previously conventional, was reorganized by the government with a new face which of course became more beautiful and multi-functional. Innovation and collaboration in the development of MPW tourism have been going well, assessed from various indicators of collaborative governance such as face-to-face dialogue, building trust, commitment to the process has been implemented and proven by each actor, but at the stage of sharing understanding, follow-up is needed by holding meetings between the private sector and the government to get the best solution. Collaborative Governance of the actors in the development of MBW tourism is a strategic effort so that an innovation can run according to expectations, each actor plays a role according to their respective roles.

Abstract

Development inequality remains a persistent issue in many regions, often stemming from imbalanced policy implementation and regional disparities. Youth, as a socially and economically vulnerable group, are particularly affected by such conditions. This study aims to analyze the responses of young people in East Java Province to local development policies. Using a descriptive qualitative approach supported by surveys and literature review, the research explores perceptions and experiences of youth toward government-led development initiatives. The findings reveal that, overall, youth in East Java demonstrate a positive attitude toward regional development policies, acknowledging improvements in infrastructure, education, and public services. However, significant concerns remain, particularly regarding the limited and indirect impact of such policies on employment opportunities. Many young people, especially those from rural areas, express dissatisfaction with the lack of accessible jobs, which compels them to migrate to urban centers or other provinces in search of better economic prospects. This phenomenon highlights a critical gap in inclusive development planning. The study underscores the urgent need for strategic policy reforms aimed at reducing regional disparities and enhancing youth participation in local development. One recommended approach is the acceleration of development in underdeveloped areas by optimizing local potentials such as agriculture, creative industries, and rural-based manufacturing. Strengthening these sectors can not only create sustainable employment but also curb youth migration and promote balanced regional growth. The study contributes to the discourse on youth-oriented development and serves as a reference for policymakers seeking inclusive and equitable development strategies.
