Abstract

This study sought to elaborate on the management of funds for the nagari communityempowerment program, the factors that influence it, as well as the efforts made by thenagari government. The method used in this research was descriptive qualitative andthe data collection method were through interviews, documentation, observation andtriangulation. Data were analyzed using data reduction techniques, as well as a datadisplay, SWOT analysis and Litmus Test. The results showed that the nomination ofempowerment programs were very minimal. Inhibiting factors included a lack ofoversight and advisory functions, the lack of skills/qualifications of nagari apparatus,lack of technological facilities, low community initiatives, as well as the low level ofpublic confidence on government. While the supporting factors, namely the largeamount of fund that recieved, efforts to increase the empowerment program in line withthe priority programs of the South Pesisir Regency, the documents that includeactivities RKPNagari empowerment, and the homogeneous structure of society bringhopes for improving empowerment program. Nagari government has made severalefforts, namely socialization, providing technological devices independently, theinitiative to make coordination with the regency government.

Abstract

This study aims to describe how Empowerment of Beef Cattle Breeders by the LivestockService Office of Bone Regency, South Sulawesi Province. The study was conductedthrough direct observation in the field to extract data through interviews and supportedby relevant literature reference sources to analyze data findings. This research usesdescriptive qualitative method with inductive approach. The author uses the theory ofAdisasmita (2006: 35), community empowerment is an effort to utilize and managerural community resources more effectively and efficiently, with indicators of inputaspects, process aspects, output aspects. The results of this study indicate that basedon the indicators of community empowerment proposed by Adisasmita, theEmpowerment of Beef Cattle Breeders by the Animal Husbandry Department of BoneRegency is not optimal because there are several obstacles in the communityempowerment.

Abstract

The purpose of this study is to describe and analyze the synergy of the RegionalGovernment Budget Team (TAPD) of West Sulawesi Province and the DPRD BudgetBoard in the process of preparing and determining the West Sulawesi Province APBDso as to achieve success in subsequent budget years, to describe and analyze the factorswhich is an obstacle in the formation of synergy in the process of drafting APBD inWest Sulawesi Province 2017 Fiscal Year and to describe and analyze the efforts madeby the Regional Government Budget Team (TAPD) of West Sulawesi Province and theDPRD Budget Board in the process of drafting APBD in West Sulawesi Province FiscalYear 2017. This type of research is qualitative. The sampling technique uses purposivesampling. Data collection techniques using observation, documentation, semitructuredinterviews, and triangulation techniques. The results of this study are the process ofpreparing and determining the West Sulawesi Province APBD in 2017 that there is stillno good synergy between TAPD and the DPRD Banggar, so this affects the quality ofthe West Sulawesi Province APBD in 2017. Factors that support or hinder theformation of synergy in the process of drafting and APBD determination in WestSulawesi Province 2017 Fiscal Year is an element of interest from both the regionalgovernment and the Regional Representative Council (DPRD), the program prioritiesagreed upon by the Regional Government Budget Team are not in line with theprogram priorities desired by the DPRD Banggar.

Abstract

This study uses a qualitative paradigm with descriptive research type. Informants weredetermined by purposive sampling method with qualitative data analysis. The resultsshowed that the Management of Bung Karno Gelora Complex Area which has beenmanaged by the Managing Directors responsible to the Bung Karno ComplexManagement Agency (PKKGBK) still has some fundamental obstacles such asinstitutional aspects that are full of causing patron clients, aspects of work area whichare in line with the working area of DKI Jakarta Province, aspects of funding that cancome from local governments but regional governments cannot intervene in regionalmanagement policies, as well as overlapping spatial and regional governance aspects.The future management of the Bung Karno Gelora Complex Area can be done in 2(two) ways that are taken in stages. The first stage can be done by building institutionalcoordination between central and regional institutions whose financial managementcan be done cost sharing and revenue sharing. When a coordinating institution hasbeen formed, it can move forward with the establishment of functional decentralizedgovernment institutions by giving authority to stakeholders using GBK services aspracticed by several developed countries in the management of special areas.

Abstract

This study uses a qualitative approach, data collection techniques using interviews, observation, and documentation. Checking data credibility is done by using data triangulation technique, the collected data is then organized, interpreted, and analyzed repeatedly to draft the research findings. The results of the research show that the constraints of the inhibiting factors in the implementation of the Government Agency Performance Accountability System policy in Keerom Regency, the researchers argue that it should use the SEJATI implementation approach model, namely: this model stands for the High-Performance System, this model results from the development of the implementation model according to Van Meter and Van Horn. This model presupposes that policy implementation runs linearly from political decisions, implementing that policy performance is influenced by several phenomena, namely: (1) Standards and objectives of policies / measures and policy objectives; (2) Human and Financial Resources; (3) Characteristics of local implementing organizations; (4) Employee Work Culture; (5) Communication between related organizations and implementation activities; (6) Social, economic, social and political environment; (7) a harmonious and humanistic work culture.

Abstract

The implementation of gender mainstreaming policies in the implementation of the duties and functions of the DPR has not been optimal to support the realization of gender equality and justice in the life of society, nation and state, especially to improve the position, role and quality of women. However, it must be admitted that the implementation of the DPR's duties and functions is one of the determining factors for the successful implementation of gender mainstreaming policies in national development. This, among others, was revealed by a number of legislation products that were more responsive to gender issues and increased women's representation in parliament. With the Grindle public policy implementation model, it is possible to reveal the performance of the gender mainstreaming policy according to the parameters of the interests affected; type of benefits; extent of change envisioned; site of dicision making; program implementor; resource committed; power, interests, and strategies of actors involved; institution and characteristic regime; compliance and responsiveness. The new concept is composed of the Strategy for Implementing Gender Mainstreaming Policies in National Development with the definition: Strategy for Implementing Gender Mainstreaming Policies in National Development, which are structured strategies, tips and methods in implementing policies, programs and activities to improve the position, role and quality of women to achieve equality and gender justice which consists of a formal legality strategy, a structural synergy strategy, a cultural adaptation strategy, and an individual strengthening strategy.

Abstract

This study aims to describe and analyze and interpret 1) the role of DPMPTSP in realizing innovative licensing and non-licensing services in Depok City; 2) The role of planning, leadership, human resources apparatus, and organizational culture; and 3) DPMPTSP's strategy for licensing and non- licensing service innovation in Depok City, West Java Province. As for the theory used to uncover the problems in this study, the theory of public service innovation developed by Rachel Asworth and friends as stated in the framework of thought. Through a qualitative method with a descriptive approach with a spiral analysis model by John W. Creswell, it was found that 1) the organizational environment, both internal and external DPMPTSP plays a role in the innovation of public services in Depok City; 2) The role of planning, leadership, apparatus human resources, and organizational culture that is built on DPMPTSP is a force to realize Public Service Innovation in Depok City; and 3) Strategy through an internal and external collaboration of local government and organizational learning is the trigger for realizing public service innovation in Depok City, West Java Province.

Abstract

This research uses a quantitative research approach. The research sample was 176 respondents from a population of 313 people. Secondary data collection using literature study; Primary data collection using questionnaires and interviews. Data processing used SEM analysis and descriptive analysis which was developed with observer triangulation analysis. The results of the research analysis are 1) The magnitude of the influence of organizational climate on collective collective leadership in the People's Consultative Assembly reaches 0.67. The magnitude of the influence of coordination on the collective collective leadership in the People's Consultative Assembly reaches 0.62. The magnitude of the influence of Organizational Commitment on Collective Collective Leadership in the People's Consultative Assembly reaches 0.56; 2) Development of Concept I obtained, namely the Strategy of Organizational Support for Collective Collective Leadership in the Indonesian People's Consultative Assembly. The second concept development obtained is the optimization of the integration of roles. The development of Concept III obtained is Collegiate in the People's Consultative Assembly of the Republic of Indonesia, namely Actualization of continuing commitments.

Abstract

This research, in general, would like to describe the implementation of community empowerment by the Regional Government of Pesawaran District through a policy that is the Village Prosperity Movement Program, or often known as the GaDIS Program. This program is installed with a big hope and dream to encourage the village's independence in managing its potential, assets and wealth. The GaDIS Program is a financial stimulant assistance program for the Village Government which will be included as a capital investment for Village Owned Enterprises (BUMDes) of 100 million Rupiah starting in 2017. In this study, the design / research method used by the author is a qualitative method. The data used in this study are qualitative data that is primary data and secondary data. Primary data is processed from observations and interviews. Whereas secondary data was obtained from literature review / documents. The results of this study illustrate the implementation of the GaDIS Program which is well-organized, systematic, based on villages that excel and prioritizes business types or potentials that are based on village deliberations. Indirectly has a positive effect by encouraging some improvements as the goal of community empowerment is defined by Mardikanto (2018: 111), namely improving education, improving accessibility, improving actions, improving institutions, improving business, improving income and improving society. This is at least illustrated in the implementation of the GaDIS Program in 3 (three) villages, namely Wates, Mulyosari and Gunung Rejo, Way Ratai Districts.But on the other hand the lack of institutional strengthening and the low human resource capacity of BUMDesa administrators, as well as the low accessibility and actions, also led to low improvements in business, income and community improvement. This was at least experienced by the Caringin Village of Way Ratai District which was found by researchers in the field. Some obstacles faced in the implementation of the GaDIS program are divided into 2 (two) main obstacles, namely: First: Internal barriers consisting of limited human resource capabilities, weak BUMDes institutions, distribution delays, lack of optimal monitoring and evaluation, Second: External barriers consisting of the absence of BUMDes cooperation and partnership networks, the lack of assistance, and the lack of market access. Determinant factors that strengthen the course of the GaDIS Program include BUMDes management commitment, community awareness and cohesiveness in running the GaDIS program.

Abstract

This study aims to determine and analyze the Scenario Planning Application of the Shallot Warehouse Receipt System (SRG) in Sumbawa Regency using the concept of scenario planning from Lindgren and Hans (2003) as well as analyzing supporting and inhibiting factors using the concept of Yunus (2016) combined with David's concept (2009). This research uses qualitative research methods. Data collection techniques used are interviews, observation, and documentation. The results of this study indicate that, the implementation of the Warehouse Receipt System has received a positive response, both from the Stakeholders, and the Shallot farmers themselves, but to implement this warehouse receipt system there are still some obstacles such as storage warehouse facilities, CAS (Controlled Atmosphere Storage) facilities , Availability of Supporting Regulations, SRG Human Resources Managers, Access to information to Onion Farmers So that in this study two scenarios are found that are in accordance with the problems in the study. Scenario A and Scenario B, where the Stakeholder and Shallot Farmers are in a positive condition in Scenario A , and in Scenario B Stakeholders are in a positive condition and Farmers in a negative condition. Based on this analysis, the authors conclude several things that Stakeholders must do. In Scenario A, Local Government Stakeholders and DPRD must immediately Cooperate immediately with the banks which are marked by the signing of a Memorandum of Understanding (MoU), make regulations, improve the quality of human resources, especially SRG managers, prepare supporting infrastructure such as land or land that is to become a warehouse construction site, then in Scenario B stakeholders can improve the quality of SRG Bage tango personnel, prepare supporting infrastructure in the form of CAS machines and warehousing facilities, carry out a gradual outreach to onion farmers, increase promotion of the ease of the issuance of warehouse receipts as credit guarantees, increase awareness of onion farmers about the security of transactions in warehouse receipts compared to conventional methods.
